President’s Message JUNE 2013
The City of Lenexa would like to thank you
in advance for your patience and cooperation.
This will look really nice!

Four Colonies is included in Lenexa’s
2013 Pavement Management Program.
The streets marked in blue on the map
insert will be sealed sometime between
June and September. Hours of work will
be between 7:00 a.m. and 6:00 p.m.
daily. Streets will remain open
throughout construction, but traffic will
be reduced to sharing one lane controlled
by flaggers. Signs will be posted in
advance of the work to notify residents
of any parking restrictions. Project
scheduling will be posted on the City’s
Pavement Management Program
website, www.lenexapavement.com.
This information is provided so you can
be aware of the general time frame work
is scheduled to be in our area.
The process the City will use on the
streets marked in blue is called “Scrub
Seal”. Scrub seal is a process by which a
membrane of modified binder is pressed
or scrubbed into a cracked and aged
surface. It’s like an all over crack seal.

Manager’s Report
As the weather warms and the rains slow down, we will begin our busy season. Painting has been delayed at least
2 weeks because of rain and cool weather. The schedule will be reprinted in the Clarion in June. To insure timely
completion of the painting, homeowner’s must make every effort to complete their repairs before the contractors’
arrival.
Our yard waste collection has resumed for the season. Collection day is the first Tuesday of each month thru
November. We will put out reminder signs prior to that day. Yard waste should be in compostable paper sacks.
Limbs, cut in 4 ft. lengths, should be tied in manageable bundles.
The holder of our roof loan, National Bank of Kansas City, agreed to our request to waive the $300,000 collateral
requirement. The $300,000 has been applied to the principal reduction. We now owe $356,735. If all goes as
planned, our final payment will be May 2014.
Harold and Alan have been concentrating efforts to locate and map infrastructure installations in Four Colonies.
The yard light wiring and post locations have been mapped. They are now working on the irrigation plumbing,
valves, and zones.
Work on Pool 3 has resumed. The electrical is being installed and the plastering has been scheduled. Upon
completion of the plastering, the pool will be filled to facilitate the curing process. We still plan on opening all
pools on May 25.

BUSINESS ACTIVITY IN INDIVIDUAL HOMES
Policy
Particularly since the advent of mobile phones, the Internet, and personal computers, the number of
home-based businesses and the number of “telecommuting” employees has grown in America. In
recognition of these trends, the Four Colonies Board of Directors has adopted the following policy:
Business activity conducted within a home should be consistent with usual residential living and not
obvious to others living in Four Colonies.
To support this policy, the following business activities are prohibited:
Activities that do not comply with local zoning, regulatory, and licensing requirements.
Activities that increase vehicular traffic, pedestrian traffic, or vehicle parking in
common areas above typical residential levels.
Activities more hazardous or noxious than usually conducted in residential areas.
Concerns include noise, odors, the use or storage of hazardous material, and the storage
of large amounts of combustible material.
The routine presence of employees, customers, suppliers, or other people involved in the
business. The business activity conducted in the home should normally involve only the
permanent residents of the home.
Indications of the business activity observable from outside the home, such as signage,
advertising, people working outdoors, or outdoor storage.
Door-to-door solicitation within Four Colonies.
Higher use of Four Colonies’ trash collection services than usual for a residence.

Homeowner’s Corner
Question: How many guests can I bring to the pool? New Homeowner
Answer: Each person with a pool pass may bring up to four guests.
Question: How do I know what my responsibilities are now that I am a homeowner in
Four Colonies? New Homeowner
Answer: When a new homeowner introduces themselves at the Four Colonies’ office,
they are given a list of their responsibilities and privileges. This list is also available to real estate agents. Each homeowner should review the By-Laws and Covenants that govern Four Colonies. These can be found on the Four Colonies webpage, www.fourcolonies.net.
Question: I recently had a luncheon at my home and my guests were unable to find a
place to park as guest parking was filled by residents. Is there a policy on parking? Homeowner
Answer: The Revised Bylaws of the Four Colonies Homes Association dated April 18,
2011, Article 3, Section 3. Parking Rights, states “The Owner or Owners of a Lot that does not have on-lot parking shall be entitled to no more than two (2) automobile parking spaces as near to the owned Lot as practical. The Owner or Owners of a Lot that has on-lot parking shall be entitled to no more than one (1) additional automobile parking space as near to the owned Lot as practical. Garages and carports shall be considered to be on-lot parking facilities. (Adopted: September 18, 1989)”

The Homeowner’s Forum started at 5:45 p.m. There were three homeowners present. The following topics were discussed: parliamentary procedure, Pool 3, roof inspections, and a project review request. President Helen Lightle called the Regular Board Meeting of May 20, 2013 to order at 6:05 p.m. A quorum was present. Ms. Lightle made the motion to ratify the Board members elected April 15, 2013 (Dan Golan, John Karpinski & Daryl Roller). Mr. Shields seconded. The motion passed. (Vote #1) Ms. Lightle made the motion to ratify the officers that were elected in the executive session following the Annual Homeowners Meeting April 15, 2013. They are: Helen Lightle President Dawn Harmon Vice-President Sara Funk Secretary Jim Shields Treasurer Mr. Karpinski seconded. The motion passed. (Vote #2) Ms. Funk made the motion to accept March 18, 2013, Regular Board Meeting minutes as written. Mr. Karpinski seconded. The motion passed. (Vote #3) Ms. Lightle made the motion to accept April 15, 2013, Annual Board Meeting minutes as written. Mr. Shields seconded. The motion passed. (Vote #4) COMMITTEE REPORTS: Architectural Review – Ms. Arnott reported that eleven requests were received (two-month period): Three patio fence replacements; one rear deck and fence replacement; two window replacements; one storm door; one shingled trim with Hardie Board; two gates. These ten were approved. One request, to replace shingled garage façade with brick was denied.

Common Facilities – Ms. Funk reported the committee members are Dan Golan and Melba Tobin. They have been in touch by email to discuss touring the common facilities and purchasing pool furniture. Finance- The Board received copies of the financial reports. Discussion followed. Mr. Shields reported the roof loan balance after the May payment will be $325,949.97. Mr. Shields made the motion to make the budgeted principal payment for 2013 in the amount of $125,527.00. Mr. Roller seconded. The motion passed. (Vote #5) Grounds- Mr. Roller reported the Committee met and discussed priorities for the committee to address. Requests approved: Clump River Birch tree at 8052 Monrovia and removal of overgrown yews by deck and replaced with river rock and sod at 12330 W. 82nd Place. Painting – Mr. Shields reported the painters got a late start because of rain and a paint committee meeting is planned for Tuesday, May 21, 2013. Social – Ms. Kahn-Lynch reported on the plans for celebrating the reopening of Pool 3. The date is set for June 22, 2013 at 12:00pm. She will have more information for the June 17, 2013 Board Meeting. Long Range Planning Committee – Ms. Funk reported the Committee met April 13, 2013.They reviewed the worksheet containing background and condition information for common facilities. She prepared a draft template of improvement costs for common facilities for the long-range future. Work continues on developing information in other areas, such a map and inventory of exterior lighting in Four Colonies. Committee members include Sara Funk, Becky Powell, Jennifer Lindsey and Ruby McCrary. Roofing Committee – Mr. Karpinski reported on the current status of claims filed with Owens Corning. Manager’s Report – Mr. Karpinski read the Manager’s Report report. Discussion followed. New Business- The Board received a copy of the Director and Officers Insurance Renewal. Discussion followed. Ms. Lightle made the motion to renew the Directors and Officers insurance for 7/1/13 to 7/1/14 in an amount not to accede $6,223.00. Ms. Khan -Lynch seconded. The motion passed. (Vote #6) Account #50071 Insurance. The Board received copies of a proposal from a homeowner to make, at his expense, a hitting backboard for tennis court #2. Discussion followed. Ms. Funk made the motion to allow a homeowner to build a hitting backboard for tennis court #2 under conditions that will be stated in a letter to the homeowner. Ms. Khan-Lynch seconded. The motion passed. (Vote #7) The Board discussed vans with signage, right of restoration for carports and garages and pool security. Pool security was tabled until the June Meeting. Unfinished Business- Ms. Lightle stated a new policy for business activity in individual homes was written and mailed to all homeowners on March 28, 2013 in their annual voting packet. Discussion followed. Ms. Lightle made the motion to adopt the business activity in individual homes policy as written. Mr. Karpinski seconded. The motion passed. (Vote #8) The Board discussed Vote#5 of February 18, 2013 approving $21,885.00 to McConnell & Associates to sealcoat Four Colonies’ street. The bid was inadvertently based on street to be sealcoated in 2014 and not 2013. Ms. Lightle made the motion to rescind vote #5 of February 18, 2013. Ms. Harmon seconded. The motion passed. (Vote #9)

Ms. Lightle made the motion to accept McConnell & Associates’ bid in the amount of $25,111.00 to sealcoat northern portion of Four Colonies streets in 2013. Ms. Harmon seconded. The motion passed. (Vote #10) Account #53014 Street Repairs. The Board discussed emergency snow plow repairs. Ms. Lightle made the motion to approve the emergency snow plow repairs on March 28, 2013 in the amount of $1,281.00. Mr. Arnott seconded. The motion passed. (Vote #11) Account #51162 Tools/Equipment/Supplies The Board discussed trees damaged in the snow storm. Ms. Lightle made the motion to approve the March removal of storm damaged trees, hangers and dead trees in the amount of $3,920.00. Mr. Karpinski seconded. The motion passed. (Vote #12) Account #53034 Tree Removal The Board discussed trees damaged in wind storm May 19, 2013. Ms. Lightle made the motion to approve the May removal of 2 major limbs: 1 limb was on a house and 1 limb was on a carport in the amount of $1,300.00. Mr. Karpinski seconded. The motion passed. (Vote #13) Account #53034 Tree Removal The Board discussed pool furniture. Ms. Funk made the motion to purchase 8 tables and 8 umbrellas in the amount of $4000.00. Mr. Shields seconded.
