The National Mall must sustain very high levels of use: • Improve high-visibility venues so they recover quickly.
• Provide civic infrastructure (utilities, communications, media, planned access, and paved surfaces).
• Use subtle Mall regrading to protect historic vistas.
• Provide transformable, multipurpose facilities that support the civic function.
• Locate permanent facilities and temporary facilities out of primary gathering locations and vistas.
