The City of Rock Hill’s new Online Utility Bill view and

payment system not only allows customers to access

and pay their bills online, but customers can now

register to receive monthly bill notification by email.

Visit the following URL:

www.cityofrockhill.comthen go to Online Services in left hand

navigation, click on “Bill Payment”

IMPORTANT NOTE:If you had a Username & PIN in the previous system, they will nolonger apply and you will need to create a new online account. 

Simply create an online account  with a username and password

Select “Sign Up”to create a new account

In case you forget your password after you  set up an account, select “Forget your password?“ You will then be directed to a screen where you enter your username 

and then password is emailed to you.

To set up an Online Utility Billing Account, customers should Login by creating a username and password.

There are no special requirements (minimum length , combination of characters and numbers, etc.) for a username or password.

Remember to confirm your password!

Select Create Account

This screen will request your customer name and email address.Here, you can also register for Electronic Billing.

To register for electronic billing, check the box.

If you choose to register for electronic billing, you will be asked to accept the terms and conditions in the next screen…

To complete online account creation, customer will be directed to this screen.

You must fill in their account number and the last 4 digits of their Social Security number, then select “Add Account Num”

Make sure you enter the correct account number which can be found in the upper left hand corner of your utility bill.

Once you create your account, you’ll be directed to the screen below, where you can view your current account information and manage your account.

By clicking on “Details” button, you are directed to this screen, where you can view current bill due and access transaction & bill history.

By clicking on “Show Transactions” button, you will be directed to this screen, where you can view current bill, show transactions and

view & print bills during the past 18 months.

First & Last name fields will auto‐populate with customer’s name. If cardholder is different than customer, remember to  change name here.

Complete all required fields and click the PayPal button to complete payment process. 

You will receive an email confirmation that your payment has been applied to your account.
