The Strategy sets objectives, actions and targets for the City of Melbourne to meet future growth by improving the walking environment to and around public transport stations and stops, to upgrade the cycling network in the Central City and to improve the options for Central City freight delivery. 7. The Strategy provides a framework for Council to work with the Victorian Government and agencies on critical infrastructure development including the Metro Rail tunnel, rolling out the new generation of tram services and developing a shared Road Network Operating Plan for the municipality. 8. The Strategy is also consistent with the working draft Docklands Transport Plan being prepared jointly by the City of Melbourne and Places Victoria and with the draft structure plans for Arden-Macaulay and City North. THE CITY OF MELBOURNE TRANSPORT STRATEGY 2012-30 13 March 2012

Presenter: David Mayes, Manager Strategic Planning Purpose and background

1. The purpose of this report is to provide the Future Melbourne Committee with an assessment of the public consultation on the draft Transport Strategy Update (the Strategy) held in May-June 2011 and a post consultation draft of the Strategy. It also seeks endorsement to invite public submissions for a period of 14 days on the post consultation draft of the Strategy.

2. At its 10 May 2011 meeting the Future Melbourne Committee endorsed the draft Transport Strategy Update 2011-2030 for public consultation. The consultation was conducted in May-June 2011 and the Strategy has been revised to reflect the comments received in submissions.

Key issues

3. The Report on the Public Consultation May-June 2011 is at Attachment 2. Of the 90 submissions received 58 were from individuals, the remainder from organisations. Forty-four submissions expressed general support for the Strategy. The topics most commented on were bicycle lanes, parking and car sharing with a high number of comments on governance, integration, implementation and funding.

4. The analysis of submissions identified 517 comments of which 198 were incorporated as changes to the draft. 5. The revised, post consultation February 2012 draft Transport Strategy 2012 is at Attachment 3. Key changes were to: strengthen management of pedestrian/cyclist conflicts; achieve more equitable access to transport; take into account the Victorian Government’s major transport infrastructure proposals and in relation to the Port of Melbourne’s growth and operations.

Stakeholder consultation

4. The Update was developed with extensive consultation with stakeholders including State Government, transport agencies, industry groups, transport experts, consultants and local resident and business groups. Consultation was done through a series of workshops, one-on-one discussions, a stakeholder forum and a public information session.

5. State Government officers from the Department of Planning and Community Development and the Department of Transport have been consulted throughout the development of the draft Update.

6. The relevant areas of Council have been consulted under the direction of the Project Steering

Group which includes the Director City Planning and Infrastructure, the Director City Design and the Manager Engineering Services.

7. A report on the community and stakeholder consultation is at Attachment 3.

Relation to Council policy

8. The Update is consistent with the Connected City goals of Future Melbourne, the outcomes and objectives of Council Plan 2009 – 2013 and Council’s proposed Municipal Strategic Statement.

Environmental sustainability

9. Implementation of the policies and actions in the Update will improve the environmental sustainability of transport in Melbourne and the wider metropolitan area. Increased use of sustainable transport modes including public transport, cycling, walking is supported in preference to private low-occupant vehicle use. The de-carbonisation of the fuel supply for public transport is supported. This is the single most effective way to reduce transport greenhouse emissions.

Introduction 1. The aims of the public consultation were to inform, raise awareness, work collaboratively with

key stakeholders, build and strengthen relationships, encourage dialogue and seek feedback to inform the development of the strategy.

2. A wide range of opportunities was provided to stakeholders to help them get involved with the development of the strategy. Ninety submissions were received from individuals and organisations.

3. The draft strategy was broadly supported with minor points of emphasis recommended in the submissions. These have been incorporated into the final strategy.

4. The findings including the proposed changes to the strategy following consultation are listed at Attachment 1 (Summary of submissions and City of Melbourne response).

Background 5. There were several City of Melbourne projects conducted prior to the Transport Strategy

Update which included community engagement on transport policy. The results of these consultations informed the Transport Strategy Update:

Future Melbourne Community Plan - The Connected City chapter of Future Melbourne sets Council’s long term vision for transport, and commits the City of Melbourne to various targets and aspirations.

Wheels & Heels - Communities in Southbank, South Yarra, and Kensington were involved in the Wheels and Heels program between 2006 and 2008. This involved close community engagement regarding walking, cycling and parking issues and opportunities in these neighbourhoods.

Swanston Street redevelopment 2009-10 - the City of Melbourne conducted a high profile public consultation to choose a design for the redevelopment of Swanston Street as a transport corridor.

Separated bicycle infrastructure (Swanston St, Albert St) - High quality, separated bicycle lanes have been installed in Swanston Street, Carlton, and Albert Street, East Melbourne, since 2006. These projects have included specific community and stakeholder engagement.

Municipal Strategic Statement 2011-12 (MSS) - The MSS includes a vision for the City of Melbourne’s transport system and directs the Planning Scheme to achieve this.

Southbank Structure Plan - The preparation of the Southbank Structure Plan involved the development of many transport priorities for the area. Community input to the Plan was central to the development of these priorities.

The Consultation Process 6. The Transport Strategy Update draws direction from the Connected City goals in the Future

Melbourne Community Plan 2008 which is the community’s vision for the City’s growth and development.

7. Community engagement during the drafting of the Transport Strategy Update began in October 2010. It was done in two phases as described below.

8. An Internal Steering Group was appointed which included officers from relevant branches of the City of Melbourne. These included Strategic Planning, Urban Design, Planning and Building, Corporate and Strategic Marketing and Engineering Services. The Steering Group included the Director of City Planning and Infrastructure and the Director of City Design.

9. A comprehensive review of the City of Melbourne’s transport strategy, Moving People & Freight 2006-2020, was completed in January - June 2010. The review included;

An audit of the policies, actions and achievements of the 2006 strategy. A report on the major transport policy and behaviour changes since 2006, and the effects of

these changes on City of Melbourne’s transport policies.

A review of major current transport projects and proposals. Recommendations for updating the transport strategy.

10. Council sought advice from the following experts to inform the strategy:

SNAMUTS (Spatial Network Analysis of Multi-modal Urban Transport Systems); analysis of current and future public transport accessibility in Melbourne (Jan Scheurer, RMIT and AHURI).

Effective Jobs Density analysis (SGS Economics and Planning) Westlink Traffic Study (Urban Trans) City North and Arden Macaulay Transport System Review (Urban Trans) Haymarket Roundabout Feasibility (Grimshaw Architects)

11. Development of the Transport Strategy Update was subsequent to the following stages:

Jan-Jun 2010: Research and review of 2006 transport strategy

Jul-Sep 2010: Project planning and research

Oct-Nov 2010: Phase 1 consultation; key stakeholders

Dec 2010 - Apr 2011: Development of draft strategy

May-Jun 2011: Phase 2 consultation; public

Jul-Oct 2011: Development of final strategy

Phase 1 Consultation - October-November 2010 12. During the Phase 1 consultation period key stakeholders were engaged to establish a direction

for the Transport Strategy Update. A series of workshops were held to identify and agree on the general approach that the City of Melbourne should adopt. The workshop topics were based around the headings in the Future Melbourne Community Plan’s Connected City chapter:

1. Effective & Integrated Public Transport

2. Walking City

3. Cycling City

4. Inner Urban Freight

5. Smart City Driving

6. Regional and Global Connections

7. Mobility Informatics

13. Participants in these workshops came from a variety of government departments, transport operators, consultants, academics and other transport advocacy groups, associations and experts:

14. The workshops were facilitated by ARUP. General outcomes of the workshops were;

Agreement that the Transport Strategy Update should support the vision set by Future Melbourne and should link to Council’s various action plans and implementation tools (eg. Bike Plan, planning scheme amendments, etc) with high level targets and policy.

The establishment of priorities for each chapter of the strategy; eg. cycling infrastructure in CBD, greater support for walking, significantly improve public transport, manage cars as a complimentary, inner urban transport mode.

15. To complete the Phase 1 consultation, a community and stakeholder workshop was held on 8 November 2010. This was an open event and advertised via:

The City of Melbourne website;

Direct email to people and groups listed on the project stakeholder list.

Development of the draft Strategy following Phase 1 Consultation 16. Following Phase 1, additional work was undertaken to develop the strategy.

Research and analysis.

Workshops and meetings with City of Melbourne work areas were carried out to develop draft content.

Collaboration with the Department of Transport and Vic Roads. This included detailed briefings on the Transport Integration Act, metropolitan train planning, tram network planning, bus network planning and workshops on the Smart Roads ‘Network Operating Plans’.

A preliminary Draft Transport Strategy Update was circulated to relevant internal staff and key government stakeholders in April 2011 for input.

On 10 May 2011, the Draft Plan was endorsed by the Future Melbourne Committee for public consultation.

Phase 2 Consultation: May - June 2011 17. The Phase 2 consultation involved engaging the public and key stakeholders on the draft

Transport Strategy Update.

18. This was carried out between 11 May 2011 and 30 June 2011. This was extended from 23 June 2011 in response to requests from the community, and to align with the consultation being carried out for the Arden Macaulay and City North Structure Plans.

Communications 19. The following initiatives were undertaken to inform the community and stakeholders that the

draft strategy was prepared and available for public consultation:

The ‘Have your say’ City of Melbourne corporate website (www.melbourne.vic.gov.au/futuregrowth) was updated to incorporate information relating to the draft strategy including a full copy of the draft strategy that was available for downloading.

The email address [email protected] was maintained for the community to engage with the Strategic Planning Team. Questions relating to the plan were welcomed through this measure.

Social media including the City of Melbourne Facebook account and @CityofMelbourne Twitter account were used to inform a broader catchment of the strategy and consultation process. (using #MelbTS).

A corporate advertisement was published on page 1 of the Melbourne Leader on 23 May 2011.

North Melbourne Library; and,

Flemington Library.

Upon request hard copies of the Draft Plan and Background Report were provided to

individuals and organisations.

An email was distributed to all community and stakeholders who had been involved in the Phase 1 consultation.

An email was distributed to the transport planning team’s network of interested parties (including the Metropolitan Transport Forum, Inner Melbourne Action Plan contacts, officals from local and state Government, consultants and members of the community). These emails requested membership groups and other associations to distribute information about the draft strategy to their networks.

Events 20. Information regarding the Phase 2 consultation was presented to a select group of key

stakeholders on 5 May 2011. Thirteen people attended, including representatives from RACV, Property Council, Committee for Melbourne, Bus Association Vic, Yarra Trams, Bicycle Victoria, Public Transport Users Association, Metro Trains, Victoria Walks, Department. of Transport and Metropolitan Transport Forum. This session was held to encourage the input of the transport industry in public consultation on the draft strategy.

21. A follow up workshop was held with these Key Stakeholders on 2 June 2011 to allow for more comprehensive discussion and debate regarding the strategy.

22. An information session was held with CoM work areas on 19 May 2011 to advise on the draft strategy content and also encourage input into the Phase 2 consultation from various work areas and their stakeholders and community contacts.

23. A public information session on the draft strategy was held on 25 May 2011 at the Melbourne Town Hall (Supper Room). Thirty three people attended. The session included an introduction by Deputy Lord Mayor Cr. Riley, a presentation by David Mayes, Manager Strategic Planning; and a question and feedback opportunity on the key elements of the strategy.

25. A letter was sent to relevant members of parliament, state government ministers and the executives of relevant industry groups and institutions advising of the draft strategy and consultation process.

26. Targeted meetings were carried out with various organisations to discuss specific aspects of the strategy (including; RACV, Department of Transport, Department of Planning and Community Development, Melbourne Bike Share, Northern Alliance for Greenhouse Action).

27. In addition, the draft Transport Strategy Update was highlighted at many public consultation events and meetings regarding the City North and Arden Macaulay Structure Plans.

Media Coverage 28. The draft Transport Strategy Update gained additional coverage through the media, online

discussion, public events, industry associations and local groups. This included but was not limited to the following:

Submissions analysis 29. The specific individual comments from each submission were identified and collated. From the

90 submissions, 517 comments were identified and recorded. These comments ranged from general statements about the strategy, to specific suggestions regarding specific places or streets. This process identified the individual issues and ideas raised within sometimes long and complex submissions.

30. There was general support from many submitters for the overall directions outlined in the strategy with 42 specific comments of this nature out of 90 submissions.

Key directions analysis 31. The comments were classified according to the five key directions of the Draft Transport

Strategy Update along with two extra classifications: one for general comments and one for comments related to transport governance, integration, implementation and funding.

33. The four classifications receiving the most comments were public transport, cycling, optimising roads and the issues of governance, integration, implementation and funding.

34. The classification attracting the most comment was public transport. The comments show that submitters have a strong desire to improve public transport in Melbourne. The strategy reflects this. While the City of Melbourne does not operate public transport systems, the consultation reveals a clear role and community expectation for the city in public transport. It is likely this reflects the current public focus on (and experience of) overcrowding on the public transport network as well as the Council’s leadership on planning for Swanston Street, night time transport and other public transport issues.

35. Cycling City attracted many comments. Submitters clearly see a primary role for the city in delivering cycling programs and infrastructure on its own streets as well as working with developers, VicRoads and other agencies to create a connected network and optimise the benefits this mode brings to the operation of the city.

36. The key issues in comments about optimising the effectiveness of roads were about managing roads to give the largest benefit to the greatest number of people. This included reallocation of space from kerbside parking to other uses, giving space efficient modes better priority to move more people and goods more efficiently such as reducing delays to trams and buses, reducing traffic speeds, road pricing, temporary closures and the need for other roads. It is clear that there is strong support among submitters for the City of Melbourne to work with other agencies to actively manage space and time on the road network.

37. The classification of Governance, Integration, Implementation and Funding was introduced in response to a large number of comments calling for transport and land use planning in Melbourne to be strongly integrated and within this to have a clear integration of all transport modes. Submitters comments indicate the perception of a gap in transport integration and the opportunity for the city to play a strong role in this given its responsibilities in land use planning and its advocacy for the city’s continued liveability and economic success. Other comments included the need for new sources of funding for major transport projects, a more holistic approach to pedestrians and motorcycles, concern that many of the strategy’s actions are for others to carry out and a desire for a clear implementation plan. Partly in response to these comments, the current version of the strategy has a new key direction of Integrated transport and land use planning.

grain analysis than the key direction classification.

40. As expected there was a large number of comments about topics such as cycling, parking, car sharing, and trams. The relatively high number of comments about integration and road-space reallocation again emphasised the need for the strategy to be clear about both these issues.

Processing submissions 41. A further analysis of submissions was done to determine what changes needed to be made to

the draft strategy. To do this, every comment was classified under one of four types. These were called “Support”, “Include”, “No change” and “Refer”. They are explained below;

Support - Comments which are consistent with or support details of the draft strategy.

Include - Comments which are relevant to the strategy and should be included in the final draft (eg. ideas that fill a gap in the draft).

42. Of the 517 comments received, 198 were deemed relevant to the strategy and were incorporated into the final draft.

43. The most significant change to the revised strategy is the inclusion of a new key direction 1: “Integrated transport and land-use planning.” This change was made based on the analysis of submissions as well as internal discussions and further discussions with State Government agencies. It is clear that a successful transport strategy will rely heavily on good integration between land use planning and transport planning and that the City of Melbourne has the

opportunity to play a constructive role in bringing together the different aspects of planning to achieve the goals of Future Melbourne.

44. Address Pedestrian / Cyclist conflict. Many submitters were concerned about conflict between pedestrians and cyclists in shared spaces. The growth of walking and cycling is clearly putting pressure on the limited space currently available for these modes.

Text has been added to the Cycling City and Walking City sections of the revised draft of the strategy highlighting this issue and proposing improvements to infrastructure, signage and design to address it including providing more space for these modes to reduce conflicts.

45. Provide clearer support for equitable access to transport. Submitters were concerned about the ability of families, children and people of all abilities to move around the city, particularly on public transport. Concerns related to level access and to information on how to navigate around the system.

The Effective and Integrated Public Transport section of the revised draft has been changed to highlight the importance of mobility for families and children, the elderly and people with disabilities.

46. Clearer bicycle network and proposals for bicycle infrastructure. There was strong support for a well defined bicycle network and improvements to bicycle infrastructure.

The bicycle network map has been upgraded in the revised draft and includes some new specific proposals. Location specific requests for bicycle infrastructure have been referred to the City of Melbourne team which is preparing Bike Plan 2012.

47. Changes to tram and bus route alignments: Further discussions with State Government lead to some changes to the proposed public transport network. These discussions are ongoing. Changes to the current draft include:

The Grattan-Elgin-Johnson Street tram proposal has been changed to a high quality bus route.

The Fishermans Bend tram alignment has been altered to better serve the future urban renewal area (south of the Westgate Fwy).

48. Clarify Council’s position on an East-West road tunnel. The revised draft includes a more thorough discussion of this proposal in the light of its inclusion in the State Government’s recent submission to Infrastructure Australia. The strategy now provides a clearer analysis of east-west travel in inner Melbourne, including the potential costs and benefits of a road tunnel and emphasises the need to consider planning an east-west route in the context of the broader transport and land-use objectives for Melbourne.

Restructure document. The revised draft has a new clearer structure which highlights the four major sections;

Efficient Urban Freight (incl. Port freight and logistics and Central city freight and delivery).

49. Provide clear policy and discussion regarding the Port of Melbourne. The Efficient Urban Freight section of the revised draft has been significantly expanded following discussions with freight industry representatives including the Port of Melbourne. It includes recognition of the role of the port in Melbourne’s economic performance and the need to protect and enhance this.

50. Manage on street parking more intensively. The revised draft includes more detail on managing on street parking. This is in response to the issue being raised directly by submitters to the transport strategy consultation and also to comments made during consultation on the Arden-Macaulay and City North Structure Plans. As well as making clear that the supply of on street parking in the city will decline as space is required for other uses, the revised draft emphasises the need to protect existing on street resident parking schemes from spillover as adjacent areas are developed.

51. Improve wayfinding for visitors. The actions in the revised draft have been changed to emphasise the need for a walking network including signage which is easy to navigate

welcoming especially for visitors. This was in response to external submissions and internal City of Melbourne discussions.

52. The section on sustainability in the revised draft has been changed. The Federal Government’s carbon price has now been included and the discussion of environmental impacts has been put into the context of the sustainability aspects of the Transport Integration Act. The document also outlines the impact of extreme climate events on transport and the need to make the network more resilient by actions such as converting the train network into a metro style system and improving real time passenger information.

53. Develop a Central City last kilometre freight delivery strategy. The revised draft has been changed to add a new action to develop a Central City last kilometre freight delivery strategy. This emphasises that while there is a general lack of data available about last kilometre delivery (and pickup), efficient deliveries are vital for the city’s operation and continued economic growth and they should complement other activities in the city.

The key comments supporting concepts already in the draft strategy 54. Of the 518 comments received, 180 related to concepts and ideas that were already present in

the draft strategy. In many cases this also led to an increased emphasis on these areas in the strategy.

The key comments considered but not resulting in a change 55. Of the 518 comments received, 94 were considered inconsistent with Council policy, or key

directions of the strategy and not suitable for inclusion in the final draft.

56. Congestion charging. There was some support from submitters for a congestion charge in Melbourne. However, the material in the revised draft remains unchanged with no plan for Council to implement a congestion charge.

57. Detailed design of streets. Various submissions included suggestions for detailed street design alterations. Many of these have not been included in the strategy due to its high level scope.

The key comments that were out of scope of the strategy 58. Of the 518 comments received, 46 were identified for referral to other areas of the City of

Melbourne for further action.

59. Various bike lane proposals/ideas and statements were received through submissions. These included support for proposals already in the draft strategy, critical review of current infrastructure, additional suggestions, broad statements of support for more bike lanes and better connectivity between lanes, and comments about specific locations. Some are relevant to be referred to the review of the City of Melbourne Bike Plan and others will be included in the draft strategy as outlined in the submission log.

Internal discussions 60. During the consultation period, staff held one to one meetings with Councillors and internal

discussions with other branches and internal teams on the strategy. The following issues were raised and have been included in the final strategy:

The need to ensure that families, young children and people with disabilities can easily access the transport system;

Difficulties faces by inner city residents unable to board public transport to get to the Central City due to over crowding;

The need for late night tram services to complement and improve the Nightrider bus network;

The need for a clearer explanation of east-west transport options in light of the State Government’s proposal in its submission to Infrastructure Australia of an East-West Link tunnel from the Eastern Freeway to the Western Ring Road;

Make clear that on-street car parking can be converted to other forms of public open space such as tree planting, kerb side dining space, public seating or space for pedestrians as well as bicycle parking;

Make clear Council’s support for trialling innovative and alternately fuelled vehicles including electric vehicles;

Make clear the need to reduce conflicts between pedestrians and cyclists by developing separate infrastructure;

61. Also, during the consultation period, Councillors received briefings from Department of Transport staff on major transport projects including Melbourne Metro Rail, Melbourne Airport Landside Access Strategy, Doncaster Rail Study and Avalon Airport Rail.

Further Consultation 62. Following consideration of the Transport Strategy Update by the Future Melbourne Committee

on 14 February 2012, it is proposed that there be another consultation period of two weeks. Following this consultation, it is expected that an updated final draft of the strategy will be presented to the Future Melbourne Committee in April along with a report detailing the process and outcomes of the further consultation and any further changes made to the final draft strategy.

Conclusion 63. The consultation for the Transport Strategy Update was widely promoted and comprehensive.

The public consultation process led to a diverse stakeholder base providing valuable feedback and input.

64. Many of the submissions received were generally supportive of the draft strategy. Many of those classified as “include” were supportive of the strategy’s direction but added detail, clarification or filled in gaps.

65. The revised draft has been significantly improved as a result of the many contributions made. The work emphasises the far reaching impact that transport has on the operation of the city and the key role that the City of Melbourne can play in delivering economic, social and environmental results via its transport policies, strategies and initiatives.

The recognition and protection of freight routes is essential to port viabili ty. VicRoads has concerns that the strategy does not consider the adequacy of the wider transport network to support the changes. For example, the strategy suggests that through motor vehicle traffic should use the roads on the perimeter of the city (designated 'Preferred Traffic Routes') however there is no consideration of whether these roads (including Hoddle Street, Alexandra Parade, Cemetery Road-Macarthur Road-Elliott Avenue) provide adequate alternative routes. The Preferred Traffic Routes proposed in the strategy are widely spaced and encourage the use of the freeway network for short regional trips bypassing the area covered by the strategy. This should be discouraged as freeways are designed for longer trips and do not replace the arterial road function.
