The Community

The City of Carlsbad, CA, known as “The Village by the Sea” is a scenic coastal community of over 110,000 residents located 35 miles north of the City of San Diego and 25 miles south of Orange County. Covering nearly 40-square miles. Carlsbad offers the charm of a European town with the conveniences of a large city. Known for its strong leadership, fiscal discipline and political stability, as well as successfully balancing tourism, employment, light industry, and the environment, the City enjoys a high standard of living.

Thanks to an award winning growth management plan, the City features infrastructure and services that have kept pace with development. Nearly 40 percent of the City has been set aside as permanent open space. Three lagoons, 35 miles of hiking trails and nearly seven miles of coastline are just part of what makes the City so desirable. Some of the City’s unique features include:

City Government

Carlsbad has been a charter city since 2008, is governed by a five member City Council and operates as a council-manager form of government. Carlsbad provides the full range of services normally associated with a municipality including police, fire, parks and recreation, library, planning and zoning, building and engineering, various maintenance services (including wastewater collection), and administration. The City provides water services through the Carlsbad Municipal Water District, a subsidiary district of the City. The City Council serves as the Board of Directors for the Carlsbad Municipal Water District. Solid waste collection is provided through a franchise agreement with a local refuse

collection service. For FY 2015-16, the City will operate with an all funds budget of $313 million, including a General Fund of $137 million with 674 FTEs and 159 hourly employees.

Through the leadership of the five local mayors, Carlsbad recently helped develop the “Innovate 78” campaign to attract economic development to the cities bordering I-78, including Oceanside, Carlsbad, Vista, San Marcos and Escondido.

The Position of City Manager and Ideal Candidate Profile

The new City Manager will have an excellent opportunity to work in a community with a stable and supportive City Council, a strong tax base, and a collegial team-oriented atmosphere. Development of a strong and effective working relationship with the City Council will be a key priority in this role. This will include frequent, candid and ongoing communication with all councilmembers. The expectation is to maintain an open, responsive and proactive connection and to provide effective operational recommendations and guidance to the City Council. A big picture and strategic thinker who assists the Council in creating a vision for the City and one who offers creative and innovative approaches towards the vision will be essential in this role.

In providing progressive leadership to City staff, the Manager is expected to operate with a participative and engaged management style that inspires collaboration, empowerment, trust and mentorship within the City operation. It is a high priority of the City Council that the Manager work very closely and in partnership with the City Attorney in furthering Council goals. Operational priorities focus on an aggressive CIP program that includes a refurbishment to City Hall, extensive renovation and upgrades to the two City libraries and a major water system expansion to increase recycled water capability by 75%. Regional projects and facilities will also have a major impact on City operations. Cal Trans is currently widening the I-5 freeway; Amtrak will be expanding the rail track system, which will require a creative strategy and approach to ensure preservation of the historic Carlsbad Village. The privately financed Carlsbad Desalination plant, will come online in Fall 2015 and with an annual production capability of 50 MGD will be the largest such operation in the Western Hemisphere. Carlsbad is also home to a County of San Diego Municipal Airport and a power plant owned and operated by NRG Energy. Overall, more than $3 billion worth of projects are underway in the City, so the next City Manager must be able to effectively work in a fast paced and sophisticated environment.

The ideal candidate for this position will be an effective manager and administrator that creates an environment of innovative thinking and positive results in pursuit of organizational excellence. The ability to generate consensus and credibility though strong relationships and open, forthright communication will be essential in guiding the City through the delicate balance of community, business and economic interests. He/she will possess a value system that embodies ethics, integrity, and a commitment for public service and operates with style that provides high levels of visibility and accessibility to the Council, staff and constituents.

The selected candidate will be an experienced municipal sector generalist and have a strong budget and financial background. Previous experience in California and working in a coastal community is highly desirable for this position. Experience as a City Manager, Assistant or Deputy City Manager or as an Executive Director or department head of a complex public sector organization is required. A BS/BA in a related field is essential and an MS/MA/MPA/MBA is ideal.
