A twenty-three minutes summary of research findings and conclusions

The Citizen Lobby

What?

• A new and presumably legalized-to-be institution, aimed at:

• Calling on the General Public to engage in policy-making

• Formulating public views, using the same mecha-nisms as the elected Parliament is using

• Passing formulated views to the elected Parliament

• Allowing elected PMs to consider the views formu-lated by the Citizen Lobby - but still make, and take responsibility for, ensuing decisions

The Citizen Lobby

Why?

• Representative Democracy is out of step with today’s web-driven society

• The General Public is nowadays capable of under-standing and engaging in policy-matters

• The web provides ample opportunities to express and exchange views

• But policy requires not only views - it requires deliberation, calibration and compromise

• The Citizen Lobby is a forum for the General Public’s policy deliberation, calibration and compromise

Using Jürgen Habermas’ definition of the Public Sphere:

Private Intimate realm = Family & Social Life

The Citizen Lobby

• 10 - 100.000 randomly selected members of the general public, per batch, for 1 plus 4 weeks (total number per batch depends on overall population)

• Organised in 10-15 themes / subject areas (equalling each country’s number of ministries)

• With 50 - 100 batch-members rotating through each working group

• Distributed across 10 - 50 geographical hubs (depend-ing on the number of qualified / selected universities)

• Adding up to a monthly rotating collective of approx. 0.25% of the total electorate

The Citizen Lobby

Week 1: Training and Preparation (on-line)

• Two days on Citizen Lobby-participation/-techniques

• Two days on the chosen theme / subject area (equalling that of an actual ministry )

• One day of interaction with outgoing Citizen Lobby-members (equalling the last day for previous batch)

The Citizen Lobby

Week 2-5: Active Service (Mondays – Fridays)

• Day 1; Joint Session for new batch at geographical hub (university / equivalent)

• Day 2 - 24; On-line from home (or at geographical hub when individually preferred)

• Day 25; Relay Day; joint / final session at geographical hub (university / equivalent)

The Citizen Lobby

Tasks include:

• Log on to the software platform and learn which debates are on-going in the chosen subject area

• Review documentation available from Parliament • Review Parliamentary Members’ blogs• Review documentation from the Internal Database, re

on-going / previous debates • Review how other geographical hubs, also debating

one’s own selected topics, argue

The Citizen Lobby

Further tasks include:

• Once familiar with the topic, identify the key arguments and concerns to which you wish to contribute

• Study other’s already posted input before submitting your own

• Check for support or criticism of your own input, while following the debate at large

• Amend or defend your stated view when appropriate

The Citizen Lobby

Finally, tasks include:

• Help formulate one, or several alternative, collective final standpoint/s for your batch, starting this process at least one week before the listed date for voting

• Participate in the vote (digitally with either real ID or pseudonym, or by ballot) on the listed issue, on the date given

The Citizen Lobby

But what about the costs?

• As the Citizen Lobby is meant to be mandatory, it also needs to be a tax-funded activity.

• An estimate of the running costs for a Citizen Lobby, following the above outlines, equals around 0.5% of a European country’s national budget.

• This suggests that the cost cannot be viewed as an obstacle, neither by the State nor by the participant.
