Driven by international development and the need for more

Phase 1 Report proposed a structure to achieve this

This structure drove the need for each nation to have its own

Council

And in turn indicated the need for a coordinating/supervisory

body

Commission asked by Grand Council to put “meat on the bones” of its proposals in the Phase 1 ReportProposals included the detailed structure of:

Phase 2 findings discussed at February, May and July 2012 meetings facilitated by a small Restructure Review Committee of Grand Council

Agreed that there are certain aspects that we should progress immediately ie Development Areas; continuing discussions with the Australia Committee; beginning the process of reviewing rules, regulations and a Constitution; improving the efficiency and effectiveness of Grand Council; publishing the Phase 2 Report on the website

At the November meeting, it was agreed that there should be a full consultation with the membership on the overall form of Governance

Australia

Extensive membership consultation has taken place3rd Australia National Conference, held in October 2012 supports the development of an Australian National Council with functions and responsibilities which they have identified

THE WHAT – to give all of the membership the opportunity to give feedback on its preferred form of Governance based on the options in the Phase 1 report presented by the Restructure Commission

THE HOW – to encourage Circles and Provinces to discuss the options and to report back in a structured way

THE WHEN – to receive completed questionnaires from Circles by 31st March 2013 to allow analysis and report for May 2013 Conference

The What

Two aspects:

The Future Structure of the Association

A National Council for Great Britain

The Future Structure of the Association

The extent to which the development of a self administering or independent National Council is the way forward for the Association in Australia, Great Britain and any other country where a minimum number of Circles is reached

The way in which the Association would be structured to accommodate any such change as envisaged above

The way in which Grand Council would then need to evolve as a result of the above which may result in further dialogue with membersAn International Council is not proposed for the time being

Should there be one or separate Councils for Scotland and Wales?Should Great Britain be divided into 4 Areas (Option 1)?Should Great Britain be divided into 10 Areas, 8 for England and 1 for Scotland and 1 for Wales (Option 2)? Should Great Britain be divided into 30 Areas to match the boundaries of the Dioceses of England, Wales and Scotland (Option 3)?Should Great Britain be divided up into 10 Areas (Option 4)?Should Great Britain remain unchanged (Status Quo)?

The How

Circles are asked to discuss both the Future Structure of the Association and a National Council for Great Britain using the two documents providedOn the last sheet of each documents is a pro forma to be completed by the Circle on a scale of 1 to 5 and there is an explanation as to what each number signifiesPlease remember this is not a vote but a consultation. However, by undertaking the exercise systematically, Grand Council will be better able to assess true strength of feeling on specific options to inform further action.
