As we listened to countless newscasters repeatedly use the word stunning to refer to the disastrous scenes at the World Trade Center and the Pentagon, I had to rethink my contextual definition of stunning. The word always seemed automatically connected to fashion, as in Doesnt she look simply stunning? Suddenly on that day, stunning took a twist and became the most profoundly appropriate word for television commentators to use. The images, repeated over and over again, did in fact stun America. The terrorist attacks stunned the entire nation and in fact the world. Work came to a virtual halt as people hovered around Web and TV broadcasts. Air travel ceased to exist. Communications systems to New York were down. The members of Congress were whisked off to bunkers for safety. Children came home from school that day stunned by awe, fear, anger and sadnesswith little means to make sense of it all. Later in the day, those that werent scrambling to find family and friends that might have been victims of the terrorist attacks became glued to the television in homes across Kentucky and the nation. In a specially called news conference, the U.S. Congress assembled on the steps of the Capitol to stand together and make state- ments in support of our President and denounce the ter- rorist attacks. Spontaneously, they began singing God Bless America. It wasnt planned, said Kentucky’s 6th District U.S. Representative Ernie Fletcher. It was a bunch of people singing in different keys. Different keys or not, it was music that rose from the soul to unite and give strength to the leaders of a shocked America. The first hand account was chilling. �It�s unspeakable here. I was at the studiowatching the towers. After the 2nd tower fell, I walked down the middle of 5th

Ave to the towers. There was no traffic�.Finally and fortunately, I got downthere before the forces came in. I volunteered for the day. I set up triagestations and treatment stations, supplying them with bandages, water andsupplies�.since I didn�t have medical, ER, or CPR background; and since Ihadn�t been in the military or in the construction union, I was picked as amember of the �black team� which was assigned the task of sorting bodies (menon one side of the street, women on the other). We were getting ready to makeanother stretcher run but Building 7 came down and all activities stopped�It was6pm and we were in an unending holding pattern. I finally walked home overthe Brooklyn Bridge. It was a scary vision. The next morning I went back butsecurity was so tight I couldn�t get back in. As I walked back up to 30th Street,there was no traffic at all. I can still see the empty coke can rolling up ChurchStreet being blown by the wind (imagine the sound)�.� Suddenly, this horrorwas real. It wasn�t a bad movie being played over and over again.

Quickly, arts organizations in New York began to assess the damage and set-upWeb communications to the arts community across the nation. The first was abulletin from Americans for the Arts, sadly reporting the loss of MichaelRichards, a young sculptor and installation artist who worked in a studio on the92nd Floor of the north tower. The Lower Manhattan Cultural Council officeswere destroyed but thankfully all personnel are alive. The Smithsonian NationalMuseum of the American Indian closed but staff got out safely. Elaine KaufmanCultural Center in uptown was only affected by loss of phone lines. AsianAmerican Arts Alliance, board and staff fine and their office is open. Institutionafter institution reports few or no missing people and minimal physical damages.Connecting with people that you may not know, but feel a sense of communitywith based on similar work, added to the realization that it, indeed, was not abad movie. Helplessness began to set in.

Then the bulletins began to take a shift. We learned that artists and arts organi-zations were rallying to help. The help came in many different forms, in everyarts discipline and with diverse responses to a city torn. A number of organiza-tions made their offices and communications systems available to displacedgroups. Performing arts directors decided to resume normal schedules afterjust one or two nights of darkness. Theatre, dance and music suddenly took onnew importance. Not only because of the content�the performances drewpeople together at a time when common experiences were sorely needed. Actorson Broadway took a 25% cut in salaries to keep the doors open. When 25%wasn�t enough at �Kiss Me Kate,� cast and crew began buying tickets at the boxoffice and donating them. The Joyce Theatre quickly organized a benefit danceperformance featuring such luminary companies as Lar Lubovitch, Paul Taylorand Donald Byrd/The Group. Major musical institutions organized memorial concertson a few days notice. The New York Philharmonic put together an impromptuperformance of Brahms� �German Requiem.� The Metropolitan Opera presenteda preview of its opening night Verdi gala, raising two and half million dollars forvictims. The performances were shown on a large screen in the Lincoln Centerplaza to a non-paying crowd of several thousand people. Couples were drawnoff Broadway by the strains of �Rigoletto.� Opera had never seemed so open, soNew York. �It was as if the Met was fulfilling a social contract,� noted New Yorkercolumnist Alex Ross. �Indulge us, they said, as we divert you for a while.�

There were also event cancellations and changes�and arts organizationsreached out to assist one another. The Northeast Performing Arts Conferencewas cancelled, but was then folded into the annual Southern Arts Exchange(SAE) event hosted by the Southern Arts Federation which took place October 3through 7, in Louisville.

Meanwhile, people wandered the streets of lower Manhattan desperately looking for lost loved ones and making shrinescomplete with candles, flags, flowers, photos and poetry to honor the loved ones gone. Original poetry from newfoundvoices and poems from poets past served to ease the pain and honor the dead. People across the nation began consol-ing themselves and each other with poetry in an almost unprecedented way. U.S. Poet Laureate Billy Collins said he hadbeen inundated with poems sent by friends, most by writers from other countries that have known war. �We, as inno-cents, as Americans, have never been invaded, � Mr. Collins said. �We haven�t produced a poetry that has muchauthority in this area.�

That sense of helplessness began to settle in on Kentuckians. It seemed there was little we could do beyond givingblood and money. That uncomfortable feeling soon gave way to action. An Arts Council board member lamented thechallenge of bringing a request to the legislature for additional funding in this time of budget cuts and economic uncer-tainty. �But then I see this fits in with our public awareness campaign, �Art Works.� We need the arts now, more thanever.� The work of the arts goes beyond educating for a better workforce, enhancing the economy, and promotingtourism. The arts work to unify diverse communities, to help us understand our world, to allay fear, to channel anger,and to comfort our soul in times of sadness.

Kentucky artists and arts organizations wasted no time in organizing a response. Louisville artist/photographer ThomasDeLisle had little choice in responding. He was scheduled to do a project that entailed aerial photography with anairplane hangar in Louisville as the exhibition space. With no planes flying, the mood rather tense in the flight commu-nity, and finding himself totally immersed in the television coverage of September 11, he regrouped and put together aninstallation for the Bowman Field hangar.

The installation, entitled Artifact, paid homage to the people lost (see Blue Moon front page illustration). It consisted of aseries of photographs of the airplane attacking the World Trade Center using micro-lens technology to capture theimages from the television. He then arranged those photographs from very, very dark to over-exposed white on a gridof 9 columns by 11 rows and mounted them on airplane sheet aluminum. DeLisle explained, �I used the blackness tosymbolize the darkness of the deeds and gradually went to the disappearing whiteness for the souls lost in this horrificevent. The 9 x 11 grid for the date and aluminum signifying the tool of destruction.� Additionally, DeLisle layered in asound component. The sounds were the bantering of September 11th coverage from the radio juxtaposed by minimalistmusic from composers of the Sixties and chamber music of World War era compositions. The whole project was completedand open for exhibition by September 22, 2001.

Kentucky artist Paula Cundiff used her e-mail bulletin board to issue a call to artists for a show to benefit the victims ofthe tragedy. Cundiff, Robbie Moriarty, Jamison Brumm, and other Kentucky artists and craftspeople hope to raise$50,000 for the American Red Cross. They have created patriotic themed craft for sale at area craft fairs. "The partici-pating artists just have their customers make their checks out directly to the American Red Cross," says organizerCundiff. "It makes it so much easier and more direct. There are also plans to open simultaneous exhibits at the ChapelGallery in Louisville and Spring Street Gallery in Jeffersonville, entitled Art Confronts Terrorism, beginning the first of January.

Musician Harry Pickens organized �A Concert for Peace�at the University of Louisville, bringing the positiveenergy of music, prayer and words from a variety ofcultures and traditions to instill hope for the challenges ofour state, our nation and the world. Many arts organiza-tions in Lexington came together to help the communityheal while raising funds to help those families who lost somuch. People like Nick Lawrence, George Zack, EverettMcCorvey, Jeff Johnson, Orville Hammond and MilesOslund put together a program of musical performancesat the Singletary Center that included a reading byKentucky Poet Laureate James Baker Hall. In Paducah,Sara Newberg King issued a worldwide challenge for anEnd Violence quilt show, and the Judy Chicago �AtHome�A Kentucky Project,� involving WKU students andprofessional artists, suddenly took a new turn in re-sponse to the tragedy.

In Burkesville, Cumberland County High School�s visualart classes were involved in a parallel project to the �AtHome�A Kentucky Project.� Thirteen teachers and theirclasses had constructed rooms (made out of foam corepanels) of a house for a large installation piece in theirgym, depicting what home means to them through theirartwork and writings. Immediately following the tragedy,the students decided to expand the project to include agrand finale room which depicts a living room scene withAmericans of different ethnic backgrounds watchingtelevision together as the events of September 11th

unfold. During a regularly scheduled Open House, thestudents presented this installation as an artistic re-sponse to share their thoughts and feelings about theirhomeland with their extended family�their community.

Band students at Western Hills High School in FranklinCounty approached their teacher to ask what they coulddo. They too had feelings of helplessness. She challengedthem to brainstorm an idea and vowed her support.Within a few days they had organized a H.O.P.E. (HelpingOur People Everywhere) Rally for the Frankfort/FranklinCounty community. They enlisted the help of theFranklin County High School Band, the choruses of bothschools and the Kentucky State University Gospel Choir.Support began snowballing�help came from the FranklinCounty Board of Education, the Frankfort Arts Founda-tion, the Farnham Dungeon Civic Center, the NationalGuard and local businesses. Munoj Shanker, a Frankfortcitizen and father of two school children retold the storyof his escape from his hotel room in the World TradeCenter on that day. He and all of his fellow economiststhat were attending a conference there eventually arrivedhome safely. Kentucky State University art studentscreated a mural for display (see illustration, page 3).Posters of HOPE lined the bleacher walls. Young poetsfrom fourth grade through high school shared their

writings. Teens from the local dance studio danced asangels in red, white and blue to bring hope and protectionto a weary town. A high school student created a poignantmulti-media presentation of images and music for perfor-mance on the big screen. When the faces of the peoplelost and presumed dead were shown, a communitymourned together. The children had proven that theycould do something to make a difference and they hadmustered together all of their artistic talents to do so.

Students at Ballard High School in Louisville have beguncreating a �Memorial Peace Quilt� to honor and mournthe victims of terror on September 11, 2001. Theyexpect to have them finished by December and arelooking for community homes for permanent display.

The media picked up on the story of 7-year-old JoshuaUrie of Hopkinsville. Joshua and his uncle built a replicaof the World Trade Center from the young architect�sdrawing. �The wooden model now stands outside Joshua�shome, serving as a tribute to the thousands who died asa result of the terrorist attacks,� says Uncle Jeff Hickcox.

There were many more children in Kentucky besidesJoshua, creating as a means of expression. We just don�tknow them. There were many more students organizingrallies for hope and unity in Kentucky and across the nation.We just haven�t heard about them. Artists and artsorganizations have assembled benefit concerts, exhibi-tions, dance performances and readings in communitieslarge and small across the Commonwealth and indeed,across the nation. We find solace, we find hope, we findstrength, and we find each other through the arts.

Few people were even aware thatthere were artists� studios in the WorldTrade Center. For the last few yearsthe Lower Manhattan Cultural Councilhad rented out floors to artists for afew months at a time. There wasalways the occasional empty space inthe towers because they were nor-mally leased for 10 years at a timerather then piecemeal. Visiting theseartists involved elaborate arrange-ments, requiring ID and other proof tosatisfy the tight security.

Among those who occupied space wasMichael Richards, a young installa-tion artist from Miami. His space wason the 92nd floor of Tower One andhe often stayed overnight rather thanreturn to his home out in Queens.

The night before the attack Richardsworked late in his studio and was upthe next morning continuing his workwhen the plane struck directly on hisfloor at 8:45 am. So far, he is theonly artist known to have been killedin the September 11 attack.

On February 20, 2002, Governor Paul Patton will present the 2001 Governor�sAwards in the Arts. Tracy Hawkins' black and white photographs shot withinfrared film are a departure from the past, introducing a new medium for theawards. Past awards have been turned wood bowls by Rude Osolnik, glassvessels by Stephen Powell, metal and wood boxes with jewelry inserts by KenGastineau, fiber art collages by Arturo Sandoval, ceramic bowls by Wayne Batesand quilted wall hangings by Rebekka Seigel. The dreamy quality of Hawkins�images of Kentucky will be a momentous gift for recipients being honored by theGovernor.

�More than anything else, Kentucky is at the heart of my work,� says KentuckyArts Council fellowship recipient Tracy Hawkins. �I love to look at the houses,the sky, the mountains, the rivers, the play of light on the landscape. Kentuckyis home and photographing it is a profoundly emotional experience. So to beinvited to create images for the Governor of Kentucky�who, by the way, is frommy home county�really is a special honor for me.�

Hawkins grew up in Elkhorn City and moved to Lexington at fifteen. This was alife change time for Hawkins. Although he went home to visit several times ayear, by his own admission, he rarely spent time connecting with the place itself.�I didn�t realize what a profound effect the actual physical place had on me untilI began studying painting at college,� says Hawkins. �I began expressing mylonging for home, and the countryside, through my art.� Hawkins received hisBachelor of Fine Arts Degree from Transylvania University and has completedpost-baccalaureate work at the University of Kentucky. He has had severalexhibitions and worked with Media Working Group as a participant in OpenStudio, the Arts Online project of the Benton Foundation and the NationalEndowment for the Arts. His work has also been included in Kentucky Visionsand he has marketed his work through the Visual Arts at the Market section ofKentucky Crafted: The Market.

The temperature is dropping, but the arts arethriving throughout our region. Over the pastseveral months, four new community artsgroups have emerged and two regional coalitionshave undertaken exciting new projects.

The new arts groups are located in PerryCounty, Harlan County, Bell County andLeslie County, but all four are open to artistsand arts supporters in surrounding counties.The Perry County group meets at 6:30 PM onthe second Thursday of each month at thePerry County Cooperative Extension office inHazard. This new group is interested inheritage arts, performing arts, culinary arts,literary arts and the excitement of sharing avariety of creative expressions. The Harlan County Arts Council is workingclosely with the Community DevelopmentInitiative and the local school districts. Theyare coordinating a fund-raising-for-the-artsproject called �Imagine Harlan County.� Over50 regional artists are creating their ownvisions of Harlan County on 30-inch polyfiberforms cut out in the shape of Harlan County.The designs will be displayed at the Swappin�Meet and the Mountain Masters Festival andsold through a silent auction at the MountainMasters on Thanksgiving Weekend. The Harlan County Arts Council is exploringa partnership to bring bell choirs into localschools and after school programs and otherarts education projects. The new Bell County/Tri-State Arts group isopen to all artists and educators and arts,cultural, community and tourism organizationsin counties close to Bell County. Appalachian Heritage Highways (AHH) ispartnering with the Kentucky Guild of Art-ists and Craftsmen, the Center for Appala-chian Studies and the Center for EconomicDevelopment, Entrepreneurship, and Technol-ogy at Eastern Kentucky University to developa regional plan for cultural fairs and festivalsin an eight county region (Clay, Owsley, Lau-rel, Estill, Jackson, Leslie, Madison andRockcastle counties). The goal of the projectis to revitalize community festivals so that theyshowcase what is unique about each communitywhile setting a common standard of excellencein the representation of crafts, visual arts,folklife and performance arts. The above is a sampling of the manyactivities OVAL has been involved in overthe last decade. And OVAL itself is justan example of the many arts organizationsand artists in the region who work long ,generally unpaid, hours to bring the artsinto their communities and enrich the livesof their fellow citizens. Communitytheatres, museums, art guilds, arts councils,fiber arts clubs, craft co-ops and similarorganizations all across our state work hardto provide opportunities for people of allages to become involved in the arts.

The Ohio Valley Art League ofHenderson, or OVAL as it is widely known,is celebrating its 10th Anniversary thisyear. For ten years, relying on a largelyvolunteer work force, OVAL has broughtvisual arts opportunities to the people oftheir community and region and they arecelebrating by donating a statue, "The

Optimist,"by Don Grummer, to be put ondisplay in the lobby of the Henderson FineArts Center.

For the past ten years, OVAL has, withrelatively little funding , provided exhibitopportunities for a wide variety of artistsfrom the region in the Rotunda Galler y,part of the original Carnegie Library, nowa wing of the Henderson County Library indowntown Henderson. The exhibits havefocused on a diverse range of disciplines,including driftwood carvings by Trig gCounty Folkartist Willie Rascoe, potter y byBarbie Hunt of Madisonville, watercolorsby Wilma Draper of Hopkinsville, andweavings from the loom of Murray artistEmily Wolfson. The variety of worksdisplayed has been enormous and the list ofartists who have had the chance to exhibittheir work in this classic space is ver y longand distinguished.

In a community where noted artist JohnJames Audubon once lived and worked, it isnot surprising that the most noted ofOVAL�s activities is the bi-annual Ken-tucky National Art and Wildlife Exhibit,a juried show that attracts artists from allacross the United States to compete forhonors at this increasingly prestigious show.For roughly two months ever y other year,the National Art and Wildlife Exhibitgraces the walls and display spaces of theHenderson Fine Arts Center. Selecteditems from the exhibit will then go on touracross Kentucky to grace other settings inour state.

Since their main galler y is available duringthe national show, OVAL uses that space toinvolve young artists in their community.Wildlife art from each of the countyschools is exhibited, giving local youth achance to show off their talents.

It is a ver y real pleasure, as the new NorthCentral Circuit Rider, to have an opportu-nity to highlight a few of the gems that I�vediscovered in my region. It is heartening toexperience the foresight and drive that manyunsung heroes display as they work to offerthe arts to members of their community.Aswe know, a community is not simply a place,it is a people. The arts provide a necessar yconnection to the best and deepest aspectsof our humanity. The following are threewonderful examples of innovative ways tobring arts to our people.

If you are a teen or young adult, you haveprobably heard of the arts programs thattake place at the Br yccHouse, located at1055 Bardstown Road in Louisville. TheBardstown Road Youth Cultural Center isso vibrant that young people come from sur-rounding counties to participate inByrccHouse events! Why is this three-year-old youth center successful? It is managedby the young people it serves and it is fo-cused on the arts. Youth volunteers, or ga-nized in committees, run the programs: atheatre collective, a computer lab, a radiostation, a z ine/book library, visual art ex-hibitions, film nights, recreation/meetingspace, and large music shows. Youth mem-bers comprise 50% of the Board of Direc-tors which determines budget, develops andimplements fundraising strategies, and cre-ates long-term goals for the center. Accord-ing to director, Jamie Miller, theBr yccHouse group would like to expand

their programs to include mural painting ,training in music for girls, a renovated artexhibition space, and an audio video lab.

If you�ve ever wondered how a group ofpeople accomplish major changes within theircommunity, visit The Historic State The-atre Complex at 201 West Dixie Highwayin Elizabethtown. A tour of the theatrecomplex with Executive Vice President,Alice Colvard, will reveal a huge undertak-ing that is well underway. The State The-atre, built in the 1942, originally showedmovies to war wear y crowds. and closed Thetheatre closed 40 years later. Today, with anew roof and structural renovations com-pleted, the State Theatre is spearheadingthe final initiative to turn an old theatreinto a large performing arts complex. Thecomplex will include a 650-seat auditorium,a black box stage, a visual arts galler y, anda second performance area that will seat 200people. In addition to offering performanceand concert opportunities for artists and au-diences, the complex will serve as a multipur-pose facility with meeting/banquet and re-gional educational opportunities.

Iroquois Middle School, located in south-western Jefferson County, is involved in abrilliant enter prise. This public school, of872 students, provides an arts integrationmodel that we, as parents, artists, and edu-cators, might use to promote arts in middleschools throughout Kentucky. Under theleadership of principal Marty Vowels,Iroquois Middle offers yearlong arts and hu-manities courses to 294 eighth grade stu-dents. Iroquois Middle, under the sponsor-ship of the KY Foundation for Women, hasprovided 7th and 8th grade girls with exem-plar y after-school arts programming for thepast three years. New plans are currentlyunderway to organize an Arts and Enter-tainment Day for the entire student body.Students will design and present a gala eventin which they can showcase their artistic ac-complishments in music, drama, dance, and

the visual arts. The ARTS in EDUCATION

Never has there been a more opportune time to apply foran Artist in Residence (AIR) grant from the KentuckyArts Council. Arts Education Program director, John S.Benjamin, says that the AIR program has become theleast competitive of all of his grant categories, greatlyincreasing the odds of applicants receiving funding.

�I haven�t really got an explanation for the decline in AIRapplications,� Benjamin says. �It�s particularly baffling inlight of the fact that students are now being assessed ontheir knowledge and understanding of the arts. Also,we�ve gone to considerable expense and effort tosimplify the application process.�

The Artists in Residence (AIR) Program places profes-sional artists into residencies in Kentucky schools tosupport the implementation of the Kentucky EducationReform Act by demonstrating their art forms and sharingtheir creativity with students and teachers. Through theseresidencies, artists offer hands-on arts opportunities forstudents while teaching them the fundamentals of theirparticular discipline. The artists also provide professionaldevelopment to teachers, enabling them to more readilyintegrate the arts into their curriculum.

�I strongly recommend that schools take advantage ofthis opportunity to enhance their curriculum,� Benjaminadds. �With all of the data demonstrating that studentsare more successful if they have arts instruction, the AIRprogram offers a natural step in the process. With theKentucky Arts Council providing 2/3 of the cost toacquire the services of a professional musician, dancer,actor, writer, storyteller, painter, potter or almost anytype of artist you can name, it�s a truly wonderfulopportunity.�

Teachers, Strike Whilethe (AIR) Iron Is Hot!

Thanks to a special grant from the National Endowmentfor the Arts (NEA), the KAC will be able to develop andimplement two new arts education residency programsfor youth at risk and early childhood populations. JohnS. Benjamin, who directs arts education programs for theCouncil, feels that the NEA grant is most timely. �Thisnew money,� he says, �will enable us to reach popula-tions that we�ve felt the need to serve for quite sometime. I�m hoping that these programs will grow to be-come a strong component of our education efforts.�

Both of the new initiatives, like the Teacher IncentiveProgram (TIP) model will enable teachers to bring pro-fessional artists into their facilities for one or two weekresidencies to demonstrate their art forms and sharetheir creativity.

The Youth Center Initiated Program (YCIP), which fo-cuses on at risk students, is already underway. Workingwith the Kentucky Department of Juvenile Justice (DJJ)and drawing on the experience of artist Chris Doerflinger,several KAC roster artists and artists with previous expe-rience in DJJ facilities received training to prepare themfor residencies under the YCIP. Three DJJ facilities�oneminimum, one medium and one maximum security facil-ity�are planning residencies for this fall. Unlike mostKAC grant programs, YCIP does not have a specificdeadline for applications. Instead, applications must bereceived 20 days prior to the planned start date of theresidency. The YCIP Guidelines, Instructions and Appli-cation form may be found on our website,www.kyarts.org, under Arts Education.

Still in the conceptual phase, the Artist Residency Programin Early Childhood Education presents special challengesfor us. One of the most formidable is the sheer numberand variety of such facilities and institutions. �The plan,for now, is to focus our efforts on Head Start programsand those which are part of Kentucky school districts,�Benjamin notes. Artist training for working with childrenin this age range has already been offered to KAC Rosterartists and will continue with sessions at the fall retreat.

Art-to-Art: Building FriendshipsThrough Art is an exchangeprogram among schools around theUnited States. The program,founded and created by PatriciaRayman, was formed in 1986,beginning with only four schools andthree states bordering Ohio.

�Although the primary purpose of theprogram is an exchange of art, ideasand interest among schools,� saidRayman, �the program is designed toincrease the students� knowledge ofgeography and history substantially.�And the students are not the onlyones who benefit from the program.�Teachers get ideas from seeing whatthe rest of the country is doing,� notedits founder.

Currently, Art-to-Art runs consistentlybetween 100-150 schools, withparticipation ranging between 24 and36 states. An estimated 200,000students have been exposed to theprogram as of the 2000-01 curriculumyear. �My goal this year is to haveschool participation from all the statesas well as schools in Canada,� saidRayman.

The program is comprised of a seriesof individual and group curriculumprojects, placed on a rotation sched-ule. Students have the option to buildtheir own Art-to-Art CurriculumProject or take part in the groupactivities of the various learningsubjects.

Directors! The best resource forfinding residency artists for Kentuckyschools and communities is nowavailable through the Kentucky ArtsCouncil. The current roster lists forty-two carefully screened professionalartists that are ready, willing and ableto go into schools and communitiesacross the commonwealth. Manyhave specialized training in KERA corecontent and professional developmentdelivery. The listings go beyondcontact info and provide a brief bio ofeach artist as well as a sample idea ofhow you might work together for aparticular residency project. Artistscome to the roster from the fourmajor disciplines of the arts andhumanities curriculum (visual arts,music, dance and theatre) as well asthe literary arts, storytelling, folkloreand the folk arts.

Many arts organizations, schools andcommunities have found the Rosterof Artists helpful for projects andprograms beyond the Arts Council�sArts Education residency grants and�this is a good thing.� And, new thisyear is the addition of a Web resourceguide for education and the arts. �Wehope this will be especially helpful toteachers,� says executive director

Gerri Combs. �We know the Internetcan be overwhelming in an environ-ment with little time for research.�The Web resources directory was theoutcome of an intern project andcovers a lot of territory, from embed-ding the arts in general educationcurriculum to professional develop-ment for teachers. It also listseverything from virtual tours ofmuseums designed for kids, tospecialized materials for each artsdiscipline.

The Kentucky Arts Council, through a partnership withthe Kentucky Center for the Arts, has compiled adatabase that will be continually updated to documentthe accessibility services provided for persons withdisabilities by the state�s arts facilities. The databasewas created using responses provided by FY2002 ArtsDevelopment and Challenge Grant applicants to thefacilities questionnaire in their applications. The ques-tionnaire requires applicants to list specific servicesprovided by their facilities for persons with mobility,visual, hearing and speech disabilities. Applicants arealso asked if they provide �Notice in publicity material ofthe availability of access services for people withdisabilities (i.e., sign language interpretation, audiodescription, etc.)� and �Sensitivity training for staff,volunteers and board concerning persons with disabilities.�

This questionnaire has been included inthe applications for these programs sincethe FY2001 cycle to help applicantsunderstand the range of access servicesfor persons with disabilities that can andshould be provided by their facilities. Perthe contractual stipulation specified in thegrant-agreement form, grantees must�Assure that no person shall, on thegrounds of...disability, while otherwisequalified, be excluded from participationin, be denied benefits of, or be otherwisesubjected to discrimination under anyprogram or activity...�.

In addition, the information provided byarts organizations� responses to thequestionnaire provides the Arts Councilwith an overview of the capacity of thestate�s arts infrastructure to serve per-sons with disabilities. At this early stagein the development of the accessibilitysurvey and database it is premature todraw definitive statistical conclusions.However, informal evaluation of appli-cants� descriptions of their facilities overthe last couple of years seems to indicatethat access to the arts for persons withdisabilities, and sensitivity to their specialneeds, is improving in Kentucky. On theother hand, it is obvious that some sortsof access are more commonly providedthan other services.

Kentucky Arts on Tour Grants areavailable to Kentucky presenters witha history of presenting or producingthe performing arts in Kentucky.Applicant organizations may requestup to 50% of contracted fees for anyof the 58 artists, ensembles andcompanies included in the KentuckyArts Council Performing Arts Directory2002-2003.

Grants can also be used to fundperformances by artists included inthe adjudicated performing artsdirectory of any state arts agency inthe Southern Arts Federation.Grants may be for up to $7,500 for asingle booking or $5000 for multiplebookings.

you may have already heard from a Kentucky Peer Advisor about a site visit toyour organization. Beginning with the new fiscal year, all 1st, 3rd and 5th yearrecipients of the Community Arts Development grant will be visited by anadvisor who will assist you in meeting the annual activity benchmarks of theprogram. Site visitors are chosen from our roster of Kentucky Peer Advisors.

For example, if you�re a 3rd year recipient you should have your IRS tax-exemption in place, as well as a long-range plan. If you don�t, site visit advisorswill help determine what your next steps should be along the way, and help putyou in touch with the resources to make sure your organization achieves itsadministrative and programmatic goals.

Site visit advisors are responsible for completing a report about your organiza-tion after their visit, but you should understand that this report will not be usedin determining future funds for your organization. This reporting informationhelps KAC staff guide your organization�s development, but your funding isbased solely on how well you address the review criteria of the Community ArtsDevelopment grant program and meet its annual activity benchmarks.

Here are some tips for making your site visit a success:

1. When scheduling a time to meet with your advisor, try to build in timefor the advisor to participate in your arts programming. This will helpthe advisor get a better picture of your organization and its activities.

2. Be prepared for your advisor�s visit. If the advisor has requested thatyou provide certain information (for example, a list of board members),make sure that you make this information available to them.

3. It�s important to be yourself and to be honest and frank. Feedback isonly useful to you in the end if information is accurate. If you don�tknow the answer to an advisor�s question, that�s okay.

4. You may be social with your advisor. It�s completely allowable to askyour advisor to join you for lunch, or to attend a reception.

You may also want to follow up after your site visit. Site visit advisors willprepare and submit reports that will be given to the Kentucky Arts Council andArts Kentucky. Plans for the 20th anniversary year of Kentucky�shandcrafted gift market are underway. The Marketannually attracts both wholesale and retail buyers fromall over the United States. Kentucky Crafted: TheMarket, 2002, is scheduled for February 28th & March 1st

(retailers only) and March 2nd and 3rd (general public).The Market will feature contemporary and traditionalcrafts, two-dimensional visual art, books, musicalrecordings and food products, along with children�s craftactivities and cultural entertainment. The Market willagain include craftspeople from the craft programs ofseveral surrounding states, in addition to offering thebest of Kentucky.

�Last year�s Market saw crowds of 13,000 plus, with 494retail shops displaying their goods for purchase. Thisspecial 20th Anniversary show will be even more conve-nient for the trade and we anticipate an even largershow. Kentucky still holds the distinction of being one ofthe few states in the country to sponsor a wholesale/retail show for its craft businesses. The Market serves asa major sales outlet for Kentucky businesses and gener-ates 2 to 3 million dollars in sales, annually,� says FranRedmon, Kentucky Craft Marketing Program Director.

The Market is produced by the Kentucky Craft MarketingProgram, a state agency in the Kentucky Arts Council,part of the Education, Arts & Humanities Cabinet, Com-monwealth of Kentucky. KENTUCKYCRAFTED: THEMARKET, 2002Celebrating 20 Years

Under the direction of Hazard Community College, theKentucky School of Craft at Hindman will focus on thehistory and traditional crafts of the region. This schoolwill train students in the technical aspects of craft, whilepreparing them in the entrepreneurial aspects of being acraft professional. Under the leadership of a nationaladvisory council, the school is being designed to offerinnovative teaching strategies, while providing strong tiesto the community and Appalachian region. Kentucky School ofCraft, Hindman

The Kentucky Collection isa pilot project designed tobring together a collection ofKentucky crafts, visual art,food, books, music and vid-eos in a display that will beavailable to retailers as apackaged presentation.Over one hundred applica-tions were received for con-sideration as possible pro-ducers for the Kentucky

Collection. Participation information was sent to participantsof the Kentucky Craft Marketing Program, the KentuckyDepartment of Agriculture, the Kentucky Arts Council Fel-lowship Program, and publishers who attend KentuckyCrafted: The Market. Vendors were selected in September.

Six in-state pilot stores, including two Kentucky StateParks, have been selected from applications receivedfrom retailers who attended Kentucky Crafted: TheMarket, 2001. The Kentucky Collection is expected toroll out for the holiday season at Hawley Cooke(Shelbyville Road, Louisville), The Cozy Corner(Whitesburg) and Uniquely Kentucky (Crescent Springs).The other three selected retailers - Diamond Caverns(Park City), Barren River and Lake Cumberland StateParks will premiere the Kentucky Collection in the spring.

The Christopher Reeve Paralysis Foundation (CRPF) isaccepting applications for the second cycle of the 2001Quality of Life grants ranging from $5,000 to $25,000.The Foundation supports projects that help to improveopportunities, access and day-to-day quality of life forindividuals living with disabilities and their families. The Creative Capital Foundation has announced thatin 2001-2002, it will fund artists in two categories:performing arts and emerging fields. Awards will fundapproximately 20 projects in each category and willrange from $5,000 to $20,000.

The performing arts category includes dance, musictheatre, experimental music performance, experimentalopera, spoken word, theatre/performance art andinterdisciplinary projects. The emerging fields categorycovers computer-based artwork, new media, audiowork, interactive installations, experimental literatureand interdisciplinary projects.

Focus on Kentucky Folklife

The Kentucky Folklife Festival, the primary educationalpresentation of the Kentucky Folklife Program (KFP), wasonce again a resounding success this past September27th-29th. During the three-day festival, thousands ofschool children and visitors were presented with anintimate look at the diverse folklife from around theCommonwealth and at the same time learned howfolklife and traditional expression are found within theirown families and communities. Each year new folklifecomponents are chosen and highlighted and this yearwas no different.

Festival components such as the jamming area, whichtaught visitors about the unwritten rules of communalmusic-making, or the staged choir practices led byBowling Green�s John Edmonds, were new componentsthat serve as important examples of the unique heritage-based artistic expression found across the Common-wealth. Programs like the Very Important Presenters(VIP) Workshop and the Community Scholars Programhave instructed over fifty enthusiastic participants in thepast two years about the basic fieldwork skills helpful inunderstanding and documenting folk culture in theirhome regions. Many participants in these programs havereturned home to bring their new knowledge of docu-menting and presenting folklife to festivals on a county orregional level.

In addition to this localized folklife training the festivalhas also acted as an educational �classroom� for gradu-ate students from Western Kentucky University�s FolkStudies Program. This year several WKU students addedto the Dixie Highway theme by bringing their researchabout traditions such as Central Kentucky�s white oakbasket making to the festival. Nationally, the festivalremains the premiere �learning lab� for young folkloristsapplying their knowledge in a public presentationenvironment.

As the success of the Kentucky Folklife Festival hasgrown over the past five years, so too has the amount ofmoney and staff time needed to make this event happen.The Kentucky Folklife Program, along with it�s parentagencies, the Kentucky Arts Council and the KentuckyHistorical Society, have decided that a one-year hiatus isneeded in order to build a strategic plan that will sustainthe festival into the future. In addition to issues offunding and time, the KFP plans to address issues suchas community buy-in and local ownership.

The mission of the Kentucky Folklife Program is toidentify, document, conserve and present the state�sdiverse cultural traditions. In the last several years our

focus has primarily been on the presentation of the manyimportant traditions that we have identified and docu-mented since the program began in 1989. By taking ayear off from the production of the Kentucky FolklifeFestival, the staff of the KFP will be able to renew ourfocus on the further identification and documentation ofthe vast and diverse folklife of the commonwealth.

Over the next year, the KFP will continue to offer folklifegrants available in conjunction with the Kentucky ArtsCouncil. The Folklorist-in-Residence program can bring afolklife specialist into schools to help interpret thetraditional culture within a local community. The Folk ArtsProject, Tour of Kentucky Folk Music Program and theFolk and Traditional Arts Apprenticeship Program are allopportunities to highlight the folklife of your region.

2002 will be an exciting time as we assess the KentuckyFolklife Festival and continue the work of documentingKentucky folklife, providing grants to community groupsand schools. Please contact any of us at the KentuckyFolklife Program about these opportunities to bring theunderstanding of the traditional arts to your community.

The 2001 Kentucky Folklife Festival ended Saturday andtoday volunteers will begin the arduous task of cleaningup the Old Capitol grounds, the Capitol Plaza decks andRiverview Park of tents and trash to bring the downtownarea of Frankfort back to normal.

And, as usual in its brief tenure as one of the capitalcity�s premier events, the staff of the Kentucky HistoricalSociety and the Kentucky Arts Council, the chief festivalsponsors, did a bang-up job presenting three full days ofhistory, folklore, arts, music, crafts that make up such arich fabric of Kentucky�s lifestyle and heritage. Thebarbecue and burgoo, as always, was first rate.

As we have pointed out before, the task of planning andputting on a top-quality folklife festival of this kind ishard, and it is expensive. The Historical Society and ArtsCouncil both are among the smallest agencies in stategovernment with budgets that—well—aren�t what somewould call lavish by any definition. Their employeeswould never make The Kentucky Gazette�s listing of thehighest paid workers in state government. And theirwork on the festival is in addition to their regular 8-4:30jobs every day.

It�s Time to Rally to the Festival Cause

So it is no wonder festival organizers have decided totake next year off to sit back, assess the future of thefestival and determine where it should go in future years.They need the input from this community, and even moreimportant, they need hard commitments of manpowerand cash from this community if there is going to be along string of annual Kentucky Folklife Festivals in thefuture.

We, in Frankfort, have a very bad habit of sitting backand expecting state government to do much of our workfor us�and pay all of the cost�for events like theKentucky Folklife Festival. Yes, the festival is for allKentuckians, but it chiefly benefits this community andneighboring communities in the form of entertainment,instructions and simple pleasure in seeing and hearingabout our heritage.

There is more than ample talent in Franklin County tomake a significant contribution toward continuation of theKentucky Folklife Festival in future years. There is alsoplenty of private financing to help pay the costs ofbringing first-rate musicians, storytellers, crafts peopleand artisans here for a three day event.

It�s time to rally the talent and those resources so thatthe 2003 Kentucky Folklife Festival will be every bit asgood as the one just ended.

President Bush to NominatesMichael Hammond asNext Chair of the NEAPresident George W. Bush recentlyannounced his intention to nominateMichael P. Hammond, currently Deanof The Shepherd School of Music atRice University in Houston, Texas, asthe next chair of the National Endow-ment for the Arts.

Dr. Hammond commented, �I amdeeply honored by President Bush�sconfidence in me. The NationalEndowment for the Arts is an increas-ingly important agency. The arts canhelp heal our country and be a sourceof pride and comfort. If the Senateconfirms me, I would eagerly wel-come the opportunity to serve ournation.�

The National Endowment for the Arts announced 25 grants totaling $3,099,000awarded to nonprofit arts organizations under a new Arts Endowment program,Resources for Change. Grants will assist organizations in applying technology toenhance their business operations and better serve their audiences. Grantsrange from $60,000 to $200,000.

Appalshop, Inc. in Whitesburg will receive a $150,000 grant to support thecreation of a database-driven Web site. The site will provide models for rural,community based programming by showcasing archives of Appalshop�s previouswork. The enhanced technical capacity created by the project will build acommunal platform through which Appalshop�s disparate programs and partnerscan formulate new work.

Resources for Change is a series of initiatives designed to address the organiza-tional development needs of arts organization. The first part of this series focuseson technology, with a project�s potential to serve as a model an important pro-gram evaluation criterion. Resources for Change: Technology projects includedeveloping and adapting software; developing archival, documentation and/orpreservation standards and techniques; improving communications strategies;adapting technology developed for the commercial world to nonprofit world; andenhancing the arts experience of audience members with special needs.

Appalshop Receives $150,000 Grant

Continental Harmony, a program of theAmerican Composers Forum and theNational Endowment for the Arts, is thefirst nationwide music-commissioningprogram and is unlike any other artsprogram ever implemented in America.Beginning as a celebration of the newmillennium, people in every stateworked with composers to bring to lifenew music that reflected their history,culture and hopes for the future. Todocument this incredible project, theJohn S. and James L. Knight Foundationawarded $800,000 to Twin Cities PublicTelevision for the creation of an hour-long PBS television special andcompanion Web site.

Of all the 58 separate new musiccompositions and over 40 communityperformances, the video will focus ononly four communities, and Scottsville/Allen County made the final cut. TheKentucky project is a musical work,Three Songs, which celebrates South-ern gospel music and its part, over thepast one hundred years, in the historyof South Central Kentucky. ComposerDepp Britt, Jr., directed a choir of com-munity singers. A demonstration ofshape note singing, as taught in the oldsinging schools, was part of the pro-gram. The premiere took place on July4, 2000, in the renovated Tabernaclethat was built in 1897 and is still in use.

There are times when others say what youfeel and yet are far more eloquent than youcould ever hope to be. This is one of thoseoccaisons. I offer to you a letter written onSeptember 19, 2001, by a colleague inAmericans for the Arts. Everett G. Powersis president of the Arts Partnership ofGreater Spartanburg, Spartanburg, SouthCarolina.

In an era of national peril, at a time of national mourning, it may seemincongruous to hear the sounds of music, to see the beauty of a dance, toenjoy laughter at the theater or to look at paintings at an exhibition. Itmay seem an extravagance to indulge ourselves in anything that goesbeyond satisfying the need for food, shelter and our physical safety. But,the arts, if not as immediate, are nonetheless as essential to our existenceas any other necessity. They bind us together as a people, and, if life is togo on, so, too, must they go on.

In these first days after Sept. 11, the arts have helped bring us togetherand have given us comfort as we hold hands and sing our national songs ofpatriotism and of faith. As the days pass, they will continue to give usmoments of relief from worry. Over time, the music that will be written

and the literature and the images that will be created, will help us rememberthe heroes; they will help us understand the world as it has changed, theywill make life more bearable, and, in the end, give evidence that we have beentriumphant.

When the American Patriot John Adams was Minister to France andliving in Paris, representing this country during the hardships and thehorrors of the American Revolution, he wrote in a letter to his family apassage that, today, comes to mind. They were words, now often quoted,that put the trials of his time into a perspective that might also be valuablefor us to recall.

�I must study politics and war that my sons may have liberty to studymathematics and philosophy. My sons ought to study mathematics andphilosophy, geography, natural history, naval architecture, navigation,commerce, and agriculture in order to give their children a right to studypaintings, poetry, music, architecture, statuary, tapestry, and porcelain.�

The arts represent the highest attainment of any civilization. They helpus know, understand and celebrate our lives and our culture.
