Billinghay celebrates 100 years of Guides This year Girlguiding is celebrating its centenary and groups in Billinghay got together to celebrate 100 years of Guiding in the village. Brownie and Guide units have been around the village since 1939, Rainbows coming on the scene a lot later, with a few periods of closure for the units. The village now has three active units; Rainbows, Brownies and Guides who all meet on a Wednesday night. On Wednesday 21st July the current members along with former members got together to celebrate; the evening started with a huge game of rounders, about 25-a-side and the winning rounder was made by Brown Owl, Mrs Dawn Tulley making the final score 5-4. After refreshments at the Scout Hut the party continued with a camp fire of favourite

songs. Thank you to Jo –Ann Clegg for our wonderful celebration cake. During the camp fire the Rainbows renewed their promise and this was led by Mrs Lynne Blades, the first Rainbow leader in the village. Mrs Pamela McGill the Guide Leader from 1957 still lives locally and although not able to be present, sent her best wishes as the current Brownies and Guides, along with former members

renewed their promise led by current leaders. It was wonderful to have so many former leaders and girls present for a fantastic fun evening; so lovely to hear wonderful stories and memories and ladies who had brought their treasured photos, personal record cards, promise pins and neckers. A small gift was given to a Rainbow, a Brownie and a Guide as they start the Girlguiding journey into our next 100 years and make their own memories. Our target was to get together 100 Girlguiding members and were almost got there - if we count the good wishes of those not able to be with us in person we were well over our target. Thank you for making our celebration so successful. Girlguiding will have a national finale to our 100 years at 2010 hours, on the 20th of the 10th (Oct 20th) in the year 2010 - more details from your leaders. COUNCIL MEETING REPORTS JUNE MEETING Vice-Chairman Mark Davies was in the chair at the June meeting of Billinghay Parish Council as Cllr. Wilson was on holiday. MATTERS ARISING FROM THE MINUTES The Clerk informed the meeting that she had contacted Eon about the non payment of wayleaves which was due to the Council. They confirmed that a cheque had been sent which must have been lost in the post. They agreed to forward payment as soon as possible. The Police had offered the 28th June as a provisional date for their meeting in the Village Hall. Councillors felt this was too short notice as there would not be time to advertise the event in the Newsletter. The Clerk would try to change to a date in July. Billinghay Skirth Regeneration Society now has 28 members and they are satisfied with how things are going. Their biggest problem is the dog fouling on the bank and they have asked the council if anything can be done about it. It was suggested that the problem be highlighted, once again, in the Newsletter. PLANNING MATTERS An application had been received for the erection of a single detached shed and side and rear extensions at Gravel Hill Nurseries. Cllr. Davies asked Councillors if they were still having problems accessing planning

applications online. Several agreed they were having difficulty with pdf files. Lindum Construction had notified the council they were to demolish the sheds in West Street as planning permission had been refused and no tenant could be found to rent. ALLOTMENT BUSINESS Cllr. Miller had inspected the allotments and found them in good order, with no standing water after the heavy rain. Cllr. Davies had looked into the Allotments Act of 1922 and 1950 which stated that if enough parishioners requested garden type allotment plots, the Parish Council had a duty, if possi-ble, to provide them. It was agreed to research how many people were interested in acquiring this type of allotment. Councillors agreed that the biggest problem would be finding suitable land at the right price. NKDC were currently asking for people to garden share in the parishes and had one garden available in Billinghay, where a tenant was willing to offer the space in return for a share of the crop. HIGHWAYS Cllrs. Wilson, Liles, Richards and Wood had met with Rowan Smith and Georgina Graham from Highways to discuss problems in the village. It was considered a worthwhile exercise Cllr. Wood informed the meeting he had discussed the problem at Skinners corner, at the end of Fen Road. He had been told that they intended to relocate the street light but

leave the grass area in the middle. CORRESPONDENCE A letter of resignation had been received from Cllr. Sharp which will take effect from 8th June 2010. The Clerk will send him a letter of thanks. REPORTS FROM COUNCILLORS Cllr. Miller informed councillors that a Kurling group had started in the Village Hall. It was hoped that the group would be able to purchase two sets of `stones` which would cost £500. Cllr. Powell asked if a letter could be sent to the Co-op, to ask for the area outside the shop and on the Market Place, to be cleared of litter. Cllr. Harper had been asked if graffiti could be removed from the bus shelter on Walcott Road. Both Cllr. Wood and himself would see what could be done after the meeting. PAYMENT FOR REPAIRS ETC. Discussion took place about the amount that could be paid for small jobs without the need for putting out to tender. The LALC had confirmed, that as long as it was agreed by full council, it was in order to set an amount. The Clerk said it was becoming increasingly difficult to get quotes for small jobs. Cllr. Wood proposed a limit of £200, this was seconded by Cllr. Richards which was carried unanimously JULY MEETING Councillors were joined by PCSO Yardley and 5 members of the public at the July meeting of Billinghay Parish Council. Apologies were received from County Councillor Bradwell and Cllr. Miller. PCSO Yardley, who recently took on the job of Community Officer for the Billinghay area, explained the recent problems with the Speed Indicator Device. He confirmed that these had now been rectified. It had been decided to site the device on Field Road in the near future as complaints had been received from residents, about speeding motorists along this stretch of road. On anti-social behaviour, he said two vehicles had been damaged by scratching and increased patrols were planned for the hours when the damage occurred. Referring to recent reports of problems caused by mopeds, being used noisily and dangerously around the village, two of these had been seized and crushed. He felt the problem was

now under control. Cllr. Wilson brought up the question of parking in various parts of the village. The PCSO explained that this was a very contentious issue but he agreed to look at the perceived problems with the parking in the area. A couple who had been victims of a theft asked him how long it should take to receive an incident number as they had reported it to the Ruskington office but had not received one two weeks later. On another occasion they had rung Lincoln and been given one the following day. He informed the couple that they should have received one within 48 hours. It appeared there had been problems with the answer phone at Ruskington which had now been sorted. There is a new contact number which will be in the next Newsletter. Cllr. Wilson thanked PCSO Yardley for his attendance and commented she hoped it

would be a regular occurrence. Following this, a member of the public asked what was being done to prevent a recurrence of the recent flooding problems. Cllr. Wilson had spoken to Rebecca Harrison of Anglian Water who are already taking action to solve the problem with excess surface water. New manholes had been created and a blockage along Walcott Road cleared (apparently this blockage had been reported two years ago but not rectified) Cllr. Liles agreed that while one side of the road had been improved, she was concerned about the other side of Walcott Road. There had been evidence of drains being blocked causing surface water to flow down driveways and flooding properties. A lady asked if there was a specified dead-line for developers to complete work on a site. She explained that she lived adjacent to the Nightingales development and it had taken so long that she felt she was living permanently on a building site. District Cllr. Powell advised there was no deadline to how long they took. He explained that it was the economic situation that was causing the present standstill. MATTERS ARISING FROM THE MINUTES In answer to Cllr. Richards, the Clerk reported that there had been no more applications for garden allotments. Councillors felt that residents should be asked via the Newsletter and Notice Boards. Cllr. Forman asked if land currently part of the Lafford School could be used. Cllr. Wilson asked if the graffiti had been removed from the bus shelters. Cllrs. Harper and Wood confirmed that they had cleaned it off. PLANNING MATTERS Application for a four bedroomed bungalow at the rear of 77, Victoria Street and for the erection of a 1st floor extension above a garage at 2, Field Road. EMERGENCY PLANNING REVIEW It was agreed that the entire process of Risk Assessment be reviewed in light of the recent experience with the floods. The need for a designated Control Centre was essential for emergencies of this kind. During these floods sewage had been forced out of the system by the surface

water. A separate drainage system for the surface water was being considered along Walcott Road but Cllr. Wood explained to the meeting that it was essential they increased the size of the outfall pipes considerably before starting this scheme. He suggested a site meeting be arranged between the residents affected, councillors and the council officials concerned. The provision of sand bags was discussed. A supply is held at the Parish Office. BURIAL GROUND BUSINESS Cllr. Richards asked for the trees and bushes on the right hand side of the cemetery to be cut back as they encroach on the headstones. Cllr. Wood reported that there was problems of encroachment caused by leylandii on the Princess Square side of the cemetery. The Clerk said she would try to establish which resident was responsible and ask them to trim them back. Cllr. Harper thought it was time to trim the cemetery roadside hedge REPORTS FROM COUNCILLORS Cllr. Wilson gave details of the Skirth Regeneration Society’s plans. These included, clearance of a pond/nature reserve near the bridge, provision of benches on the bank and a path starting at the bridge. Councillors expressed their appreciation for the work Reg Johnson and his helpers were doing. Cllr. Richards had done a survey of the benches in the village. He reported that some needed replacing and repairs need to be carried out on others. Cllr. Wood asked whether the village had been sprayed to remove weeds on the paths and roads. He had received several complaints from residents and he agreed the village looked rather a mess. Cllr. Richards had a quote for the provision of railings around the Christmas tree to enhance the visual display for the next festivities. Cllr. Wilson had already suggested that we might put railings around the small cultivated area on the Market Place. It was agreed to obtain quotes for both sets of railings.

BILLINGHAY SKIRTH REGENERATION SOCIETY The Society continues to go from strength to strength. The benches for the river bank have now all been fabricated and await painting. Once this has been done they will be placed in position providing comfortable vantage points for walkers and sun worshippers(?). It is planned to start work on the footpaths along the bank in the next three or four weeks. The first part of the project will be to improve and make safe the path along the river between Billinghay and North Kyme. The never ending job of mowing is continuing as always. Future Plans include: • In the autumn, we hope to start work clearing out the two ponds near the bridge and

almost opposite the Coach & Horses - this should vastly improve the appearance of the village to prospective visitors.

• Plans are being drawn up to provide an easy access to the water for canoes and the like with a ramp down into the water. This will necessitate the provision of a small parking area within the village curtilage.

As you will appreciate all of the above work will require a lot of voluntary labour and although we do have a bunch of willing workers, we do need more. If you can spare some time to help, please email [email protected] or call Reg Thompson on 05601 955111. FOOTNOTE TO THE ABOVE To assist BSRS with the work on the river bank, the National Probation Service Unpaid Work Team will be coming to the village. They are also looking for other projects or work in which to become involved. If any local groups or societies have any work they could undertake for them, please get in touch with Reg on Mobile No 07989126848 Please note that the work will need to keep six people occupied.

FIT FOR LIFE PROGRAMME IN SLEAFORD - NORTH KESTEVEN DISTRICT COUNCIL

NK's Health Trainers ( Debbie Chessum and Andy George) are planning and organising 3 X 12 week Fit for Life programme's . The first Fit for Life programme was held in the Billinghay area this spring with 16 people completing all 12 sessions. You may have seen an article in NewsNK giving details. The target audience for this programme are parents or guardians with children under 5 who would like to make some lifestyle changes such as stopping smoking, losing weight and leading a healthier lifestyle. The types of activities undertaken are how to read food labels and cook healthy meals, keeping a food diary, circuit training, and taster sessions such as Aerobics, Tai Chi and Pilates.

The second 12 week course will take place at The Source Centre in Sleaford commencing the 8th September on a Wednesday from 12:30 pm - 2:45 pm

There is a free crèche available on site and if anyone would like to join up but does not have any transport we may be able to help. The whole programme including the crèche facilities has been externally funded including the resource of the Health Trainers. A considerable amount of publicity is out in the community, however often word of mouth is the best way to promote a programme such as this. In Billinghay the Health Trainers used the Children's Centre to encourage young mums and dads to sign up. Billinghay Children’s Centre

A Summer programme of activities was held at the Children’s Centre during July and August. The activities on offer included some speciality workshops, such as Creating in Clay, the Creepy Crawly Roadshow where youngsters were invited to handle a variety of animals such as spiders, snakes, snails, etc; Jestival was held in which participants can try their hand at a variety of circus skills; and an afternoon of African music and dance proved very popular. As well as these events we also had our usual themed stay and play and messy play sessions. Go for It was held on two separate occasions and has something for everyone aged from 0 to 19, with face painting and parachute games for the little ones through to climbing walls and skate parks for the teenagers. MOTOR CYCLE NEWS On Friday 9th July it was the Wolds Bikers Charity Night, held for the second time at the Coach and Horses public house field. Wolds Bikers have held this event for several years with the support of the now landlord and land-lady of the Coach and Horses, Richard and Sandie Jacomb.

Yet again this year, the weather was glorious for the event and there was a fantastic display of bikes, as several hundred parked on the pub car park. A stream of visitors enjoyed the BBQ fayre, the trade stands and the show bike area. The music was provided by `Betty Swollox` and it wasn’t long before the dance floor was rocking. Wolds Bikers made a donation of £1000 to the local First Responders which bring the total raised up to £14000 since they began raising money for L.I.V.E.S.

On the 17th July, members of the local Hells Angels Motor Cycle Club held their annual custom bike show at the Coach and Horses field. This is the second year running it has been held at this venue. Despite the changeable early morning weather, the afternoon sun brought several hundred people from near and far, to enjoy the fine display of bikes and listen to live music from a number of bands. Many visitors had travelled from afar to enjoy the show, stayed overnight in tents and caravans. A raffle was held and £230 raised for the maintenance and upkeep of Billinghay Swimming Pool. The Club wish to thank everyone who supported yet another enjoyable show.

FOOTBALL After the success they achieved last season, all the Billinghay teams are raring to go. Pre season training seems to be going very well. The First Team have lost the services of top scorer Adam Burrows who has moved to Sleaford Town. Adam scored 54 goals for the team last season and he will take some replacing. We wish Adam every success as he tries to move into a higher grade of football.

KURLING Village Hall Vice-Chairman Roger Miller informs me that the Kurling is going very well. They can use the borrowed stones for another 3 months and by then they hope to be able to buy some of their own. Why not join them at the Village Hall between 7.30 and 8.30 pm on a Wednesday evening.

This might suit the Rocket Man as nothing else in our village seems to attract him.

GOLF 25 years ago, John Twells and Barry Wilson, got together and started a Billinghay and Friends Competition for the C.F.D. Trophy which was kindly donated by Mrs Charles Dickinson. At the beginning, the Competition was played at Sleaford Golf Club, the first winner being Arthur Haw. With the opening of the South Kyme course in 1990, there was a change of venue and it has been played at South Kyme ever since. The Charles Robinson Cup was added by Mrs.Clarice Robinson and latterly the Wilson Twells Cup was donated, to be presented to the Best Billinghay Golfer, who either lives in the village or was born there. This years winner of the CFD Trophy was local lad Bob Munks with 43 points, while Ian Baker won the cup for the Best Billinghay Golfer with 42 points just one point ahead of Mick Holmes who took home the Charles Robinson Cup. All three winners were born in Billinghay. 45 members took part in the competition, which was the largest turnout in the last 25 years and the day ended with an excellent roast beef and bramble tart dinner. After the meal, Ray Clemence, the ex Spurs, Liverpool and England goalkeeper gave an entertaining speech, explaining why England lost the World Cup!!!! The Competition will be advertised in the Newsletter a month or so before next years event so if anyone wishes to play, just give John or Barry a ring.

BOWLS The weather has been far kinder to members of Billinghay Bowls Club than last season. Apart from May, which was cold and damp, most bowling days have been warm and sunny. The Club has had some limited success so far this season, having attained `the Runners-Up Cup` in the `Digby Knockout Competition`. The Club are currently lying joint third in the Sleaford League and are doing well in the City and Woodhall Leagues. Forthcoming Events---- The Alf South Trophy, which is an Open Pairs Competition, is to be played on Sunday, September 5th. Refreshments will be available. The Club welcomes any spectators who like to watch these competitions.

Billinghay are always looking for new members. DON`T BE SHY, COME AND TRY`.

Bowls are available for anyone wishing to have a go.

TENNIS Billinghay Tennis Club have struggled with injuries this year. They are now coming to the end of mixed tennis season. Junior Fun Tennis has been a fantastic success this year, with the introduc-tion of short tennis equipment (paid for by a generous donation from YOBS) and supervised by Chris Rogers. The Club has a lot of talented

youngsters. Junior club tennis will continue on Tuesday evenings throughout the Summer holidays. All information is on the notice board in the pavilion.

VILLAGE COMMENT GOOD NEWS --- The good news is that , in general, Billinghay people are definitely living longer. A little while ago, Lou kindly gave me a copy of some information extracted from the Billinghay Census for 1901. At that time the oldest person in the village was 89, who rather surprisingly was a man. There was a lady close behind who had reached the age of 88 and she was described in the census as an unemployed pauper. During the last few years two ladies from our village have reached their century and there are far more Billinghay residents over the age of ninety now, than there were over eighty in 1901. I have tried to do a little research recently as to why women live longer than men but the only conclusion I came to was, because we men pampered them and gave them so much attention. PLEASE TELL ME WHY???? Billinghay Pit -Why is the most picturesque place within the boundaries of our village, `out of bounds` to Billinghay people. Up to around 40 years ago, anyone could visit the Billing-hay Pit and they were allowed to fish in it. The Pit which is surrounded by trees, is a lovely place of natural beauty. Why was the access bridge, which was off Mill Lane, taken down and No Entry signs placed at the Digby Fen end? I have been told that the Pit belongs to the Environment Agency but has any organisation or individual, a right to have the mo-nopoly of such a place. It has always been called the Billinghay Pit and it should be for Bill-inghay People to fish in or just take in the scenery and watch the wildlife. Lafford School -Why was the Lafford School blatantly run down some years ago so they had the excuse to close it? This was at the time when the school was regularly getting better results than Coatlands and in many ways was better than Gartree. Now the authorities are considering demolishing the Lafford. Let us hope that some use can be found for all or a large part of the building. Billinghay Co-op -Why should Billinghay residents pay more for just about every item they buy from the Billinghay Co-op than Ruskington and Metheringham people do, when they shop at their local Co-ops? We are told that the floor area is smaller than the ones men-tioned and therefore it is classed as a convenience store. I cannot see the logic in this, as the goods will all come from the same distribution centre. The sad fact is that it affects the people who can afford it the least as it is those who cannot get into town or order on-line. Anglian Water -Why did Anglian Water keep telling us that the sewage system was quite capable of taking the extra capacity, whenever there was a application for new houses? When these applications came in, both the Parish Council and NKDC were concerned as to whether the system would cope but we were told it was quite adequate. It has taken the `June Monsoon` to make Anglian Water realise there is a problem in the village. I understand they don`t want the affordable houses built in Mill Lane until they have sorted out the problems along Skirth Road but at the moment, they have no plans to start the Skirth Road scheme until 2016. I bet those Skirth Road residents are ecstatic, knowing they only have to wait another six years before there is no more water and sewage on their gardens and they are able to use their toilets after heavy rain. ROCKET MAN I would like to thank the Rocket Man for his amusing contribution in the last Newsletter. I believe most Billinghay residents find it quite entertaining. There are one or two people who do not see the funny side of it. I know one person suggested a new launch pad on the Rocket Man’s anatomy, when he fires his next rocket. (he didn’t express it quite as politely as that). I thought he was a little rude to Ray, after he had given him so many musical options. I am a little puzzled as to the Rocket Man’s taste in music but I hope it is better than the sound I hear coming from one dwelling along Meadow Way. I haven’t identified the exact location but when I walk the dog in the back garden late at night, I sometimes hear the `sound of

distant drums (not the Jim Reeves type), certain wind instruments and a little bird `squarking` (sorry singing) in the background. Once again, I must emphasize anything I write in these notes is my own

opinion and nothing to do with the Parish Council or anyone else.

Teaky, your versatile roving reporter, not content with bringing you the Sports News and his tongue in cheek comments on modern society in Billinghay, has now emulated Bruce Forsyth (he’s not that old) and sent us the dancing news below:

STRICTLY DANCING Members of Nicola Holloway’s Dance School travelled to Dudley, to compete in the Cheerleading Competition and yet again came away with an array of trophies. Local girl, Roxanne Coupland, aged 8, had a fantastic day. She competed in the solo round and achieved a well deserved first place. Although there was stiff competition, she outshone everyone on the day. She also competed in the group rounds with the other team members. Both the Power Elite team (9 years and under) and the Excite (stunt team) gained 1st places. The Power Elite also entered the Chant Section, again gaining a very commendable first. In total Roxanne came away with 4 Firsts and the whole school won a total of 20 tro-phies Well done to all the girls at Nicola Holloway’s Dance School.

I have set up a homecraft school in Sleaford with a team of professional tutors called The Homemade House to help teach local people how to knit, sew, patchwork, cook, bake, cake decorate and much more. The Homemade House is a social enterprise, which means that it is not for profit - in other words, any profits made are ploughed back in and used to subsidise children’s craft courses, so that we continue to pass down these valuable skills which are in danger of being lost - Now more than ever, there is a lot of interest in learning to make do and mend, creating and maintaining food and clothes, reducing waste and discovering the simple pleasures in life and we would like to enable people to learn the skills to be able to do this locally. Dear Editor, My wife and I were privileged to be invited to Billinghay C of E Primary School 20 Year Celebration. What a show the children put on. Each class had produced their own special performance and, without exception, they all did extremely well. The school choir also showed just how good they were with a varied repertoire of songs. The interval was an event in itself with a glorious array of refreshments put on by Staff and Friends of the School - the diet was postponed for a while! Possibly the highlight for us was the display of pictures produced by the children and depicting all the members of staff. Whilst they may not have been over flattering, the likeness of some was uncanny. I am sure that Mr Allen will not mind us reproducing the image below which we have copied from the School website.

WEEDS As Rocket Man has proved to be a “damp squib” this issue, Catherine Wheel (an alter ego of one of our regular contributors) has lit the fuse on another vexed issue. She and several other people are very unhappy with the state of the footpaths in the village. There is concern over the amount of weeds growing on the kerb side and the pavements. Please be assured that the Parish Council have not just ignored the complaints. Usually the problem is dealt with by Highways on a regular basis each year. Apparently, they have changed Contractors this year and the program is running behind schedule. We have been advised that the matter will be dealt with in the near future.

• Following the recent “monsoon” you may be interested to know that the Parish Office has a supply of empty sand bags. If you would like to collect some to protect your property, please call in. If you want to be prepared, you will have to fill the sacks yourselves although a supply of sand will be delivered if an emergency warrants this.

In addition, we have been approached recently by a resident regarding the availability of garden allotments. To enable us to gauge the interest in these, please let us know at the Parish Office if you would be interested in having one.

BILLINGHAY & DISTRICT TWINNING ASSOCIATION

(twinned with Ballon, France)

You are invited to join BILLINGHAY & DISTRICT TWINNING ASSOCIATION.

Ballon is a small community of similar size to Billinghay situated near Le Mans in France. Whilst we are exploring the possibility of extending this to include a third country any such development would only proceed if it did not impact on the current Association. Joining the Association would enable you to experience the French way of life by having a French person or family stay with you and/or staying with them. You will be paired with a family similar to your own. A wonderful chance for your children to practise their French. All visits are arranged for you and are escorted by experienced members (and more importantly French speakers) who will give any help and guidance needed. One of our members is giving free French lessons to beginners to enable you to understand the basics but language has not proved a barrier to the current set-up. On visits to France, costs are kept as low as possible. Accompanied children can travel free of charge. Travel by coach or in your own car. Once in France, most expenses are met by your French hosts. We have recently returned from a visit to France and are now planning a programme for the 25th Anniversary visit by the French in November 2011. Being an important anniversary visit, we are planning something special and there will be a programme of activities including Quiz nights, Boules tournaments and other social events to raise money to fund the French visit. Other anniversaries have been in France and they “have pushed the boat out”. We are in the process of arranging further talks, hopefully on a monthly basis. Details of these will be published in the News-letter and fuller info will be shown on Posters on the Parish Notice Boards. Ones already arranged are: 27th September Lynda Hotchkiss “Origins of Nursery rhymes” We all knew these when we were children - now find out the significance of the verses 25th October Tom Green “Sleaford area and the Billingas” The Billingas were the tribe after whom our village is named. 31st January Tom Green “Lincolnshire and the Arthurian Legend” Tom has written several books on the leg end of “King” Arthur and will give us the lowdown on possible links to Lincolnshire. The meetings are held at the Coach & Horses commencing at 7.30pm Non-members are welcome Charge varies according to the speaker but will not exceed £3.00 per person.
