Growth and Sustainable Development Strategy

2016-2020• The Growth and Sustainable Development

Strategy (GSDS) is Belize’s medium term

comprehensive national plan that serves

as a guide for the overall development of

Belize.

• The GSDS is aligned with the country’s

vision Horizon 2030 and it mainstreams

the Sustainable Development Goals

(SDGs).

• One of the sub-goals is to improve

infrastructure by enhancing and upgrading

the road network to include climate

resilience and international road safety

standards

• The Road Safety Project contributesto SDGs Nos. 3 &11:

• SDG target 3.6: by 2020, halve thenumber of global deaths andinjuries from road traffic accidents

• SDG target 11.2: by 2030, provideaccess to safe, affordable,accessible and sustainabletransport systems for all, improvingroad safety, notably byexpanding public transport, withspecial attention to the needs ofthose in vulnerable situations,women, children, people withdisabilities and older people.

National Road Safety Master Plan 2030• Road Safety Vision 2030 carries the vision of Towards Zero Deaths on Belize’s roads and

highways

• Towards Zero Deaths means we do not accept that fatalities and serious injuries on ourroads are inevitable or acceptable

• It is modeled on successful strategies in other countries and also the recommendationsof the World Report on Road Traffic Injury Prevention and takes into consideration thelessons learned during the demonstration corridor project

• This long-term road safety plan is divided into short-, medium-, and long term time framesin order for the specific activities to have sufficient policy and regulation in place toensure that planning and budgeting lead to successful execution of the plan

• Road Safety Vision 2030 uses the five pillars approach, as recommended in internationalgood practice in the Decade of Action for Road Safety (2010-2020), consisting of roadsafety management, safe roads, safe vehicles, safe conduct of road users and post-collision care

• 5yr Operational Plans 2016-2021 in place to support the long term plan: developed forthe key line Ministries of Works, Transport, Health, Education/Youth and Sports; Belize PressOffice; Belize Police; and the National Road Safety Committee, in addition to the NineMunicipalities: Punta Gorda, Dangriga, Benque, San Ignacio and San Elena, Belmopan,Corozal, Orange Walk, Similar to the Road Safety Vision 2030 Master Plan, each MunicipalRoad Safety Plan uses the five pillars approach

• Government of Belize and Caribbean Development Bank Road Safety Projectcommitted to a Phase 2 investment

Second Road Safety Project

A Transformational BELIZE!!!

Component Description

Safer Road Users 400 toolkits for teachers along the two selected pathways; preparation of supplementary teacher resources

materials for gender and anger management, M&E framework for delivery of Road Safety curricula and training of

trainers; communications and awareness to contribute to good driver behavior; preparation of awareness materials

to include brochure and card for referral services in case of road traffic crashes as well as creating awareness using

media houses; development of pre and post knowledge, attitude and practice surveys

Capacity building of enforcement team with the provisioning of 6 highway patrol vehicles; 2 motorcycles each for

each of the nine Municipalities; radar speed guns with training from experts to calibrate; breathalyzers; safety

barriers to protect vulnerable users at strategic location for the Belmopan Ring Road; strengthening the driver's

licensing tests (written and practical tests)

Post Crash Care Capacity building of post crash care with the provisioning of 6 Type III Ambulances and fully equip; mental health

and psychosocial support in interacting with victims and relatives

Capacity Building Serves as a platform to present information to stakeholders and conducting training ensuring gender-sensitivity;

develop a software to capture data in real time along with the provisioning of adequate equipment to key

institutions and professionals; support the Belizean Youth for Road Safety with rolling out strategic plan,

preparation of action plan and resource mobilization strategy

YOURS Initiative• To increase the youth’s understanding of road

safety, and youth-related issues surrounding thesafe use of Belize’s road network.

• 35 youths following pledge; more than 4,000 ofpeers trained; more than 25,000 reached throughadvocacy program

• Focus areas: Alcohol, Drink Driving, Seatbelt,Helmet, Use of traffic Lights and Speeding

• BEL provided a small grant to develop ad on useof traffic light; SOL Belize continues to providegrant to develop ads
