HELP (Help Eliminate Learning Problems, Inc.) serves both children and adults who have learning difficulties. HELP’s founder and President, Bill Hartner, struggled with learning problems growing up in the 1950’s. Hartner became the first adult student to successfully complete this type of treatment in 1980. After four years of training with D.C. Winkleman, PhD., developer of the treatment method that dramatically changed Hartner’s own life, he established HELP in 1984 as a not for profit learning center on the campus of Marylhurst University. The Prez Sez

T he Prez sez that she is still re-covering from Sacramento,

so we are to devote this page to the activities of last year's Prez, which are interesting, to say the least.

T hose of you in the Portland area likely saw the TV story

featuring capture of an alligator on the BPA r/w. Well, the person coor-dinating that capture was none oth-er than our own Dawneen Dostert.

W e are not sure wheth-er the alligator consti-

tuted an encroachment or a relocation, but it was definitely not something we in the Northwest deal with every day.

N or was it something anyone in the Northwest wanted to deal with.

Dawneen, being the resourceful person she is, finally located an alligator wrangler who hailed from Florida (20 years' experience).

F ollowing his successful capture, the alligator was relocated to

Decent, Safe, and Sanitary quarters, just in case the Uniform Act applied.

C ongratulations, Dawneen, on a suc-cessful right-of-way clean-up while

generating positive publicity. And now, be-cause you know we can't resist, you thought you were up to your a__ in alligators last year! Good job of cleaning the swamp.

In the era before there were HQ-developed training courses, Jim Collins, Jack McGirr, and John Mulcahy (all of Chapter 3) pulled together focus groups to provide Chuck Pyron with a background and understand-ing of right-of-way work. From these sessions, Chuck developed his premier text on Negotiations, still an industry standard. He also developed the funnel technique theory after watching the experienced negotia-tors of Chapter 3 demonstrate their craft. The right-of-way profession will forever be indebted to Chuck.

OFFICER AND MEMBERSHIP REPORTSPresident Elect: Carol conducted the Board meet-ing and reported that Glenn can’t make it and has not been able to acquire a speaker for today. Discussion about what to do to cover the luncheon speaker slot. Jerry Swan asked Joe Pestinger if he would be willing to speak for a few mintues on acquisition techniques. After a little time of shock to pass, Joe said that he would be glad to do this. Vice President: No report. Approval of June 8, 2007 Minutes: Jerry Swan moved and Rod Bliss seconded the motion to approve the May 2007 minutes as corrected. Motion passed. The corrected minutes will be dis-tributed by e-mail.

Financial Reports: Treasurer -- Casey could not at-tend, so no Treasurer’s report was presented.

Membership Report: Rick (Richard J.) Teiper of BPA Surveyor made application. The application was approved as Rick had made proper payment of the dues and fees for membership. OLD BUSINESS2007 Title Mini Course – Carol – Enough registra-tions have been received to make this a GO course. Date, time and place as previously recorded.

2007 Environmental Mini Course – November

13th – no new information on this event.

2007 Relocation Mini Course -- Still on course to be held at the Mill Creek Site in Salem. Lunch will be at the site. Marta, Carol and Allen Ander-son will meet with Committee Chair, Al House, after the luncheon today to plan the session. Dates remain October 17th and 18th. 2007 Partial Acquisition 401 – Washington Coun-ty has stepped forward to provide the classroom space for this course. Scheduled for October 22 – 26th.

SRWA Review class -- Possibly in September, but Joe Pestinger would do this if we have 6 or more who wish to do the review in November. NEW BUSINESS

Report of Board of Directors on Intn’l Conference – Carol reported that there were almost 1000 attendees this year. The impact of the conference on the directors was sweet and sour, ending on a sour note.

Bucky Beaver Auction results – Bucky drew a successful bid of $300 -- ap-proximately equal to last year’s results.

June 21 session with IEC -- Off the record discus-sion. GENERAL LUNCHEON MEETING Luncheon Speaker: Joe Pestinger kindly gave the group some jewels of wisdom on the art and sci-ence of negotiation and acquisition drawn from his many years of experience in the field. Joe remind-ed us that the late Chuck Pyron’s funnel technique is still a great process to follow in keeping negotia-tions on the right track… Info getting – info giving – problem solving and Joe stressed the importance of “the meeting before the meeting” as a way to start gaining consensus and agreement before things get polarized.
