J. Foyt, Jr., real happy Saturday, August 5th by winning the $750,000 Grade 3 West Virginia Derby. Court took Colonelsdarktemper to the lead of the 1-1/8 mile race at Mountaineer Racetrack and never looked back in route to a 1-length victory. Court was greeted in the winner’s circle by the horses trainer, who is also Court’s father-in-law. Foyt, who did all of his racing on four wheels, has owned four-legged runners off and on for more than 30 years. While speaking with racing writer Tom Lamarra, Foyt was talking about how well his colt ran that day and went on to say “Actually my horses are running better than my race cars.” Colonelsdarktemper, a $35,000 weanling purchase at the 2015 Fasig-Tipton Ken- tucky October sale, is the son of 2008 Travers winner Colonel John. He broke his maiden in his career debut at Oaklawn in mid-February, but didn’t win again until his fifth start, an allowance race at Churchill Down in May. He entered Sat- urday’s West Virginia Derby having finished second back-to-back stakes races. RAINBOW and RAINBOW MISS PURSE Restructure

Effective in 2018, the purses of the Rainbow and Rainbow Miss are being restruc-tured to allow each participant to receive part of the purse of each of those two restricted stakes races. The $100,000 guaranteed purse will be reduced so as to allow 1% to be paid to the seventh through last place finishers, with the remain-ing purse paid out as follows: 60% to the owner of the winner, 20% to second, 10% to third, 5% to fourth, 3% to fifth and 2% to 6th.

MINUTES OF MEETING OF BOARD OF DIRECTORS OFARKANSAS THOROUGHBRED

BREEDERS & HORSEMEN’S ASSOCIATION

A meeting of the Board of Directors of Arkansas Thoroughbred Breeders’ & Horsemen’s Association was held Wednesday, April 5, 2017 at 1:00 p.m. at the ATBHA office located at 2705 Central Ave-nue, Hot Springs, Arkansas.

President McDowell called the meeting to order. The directors in attendance were Bill McDowell, Tommy Ives, Jesse Clement, Lewis Mathews, Tim Martin, Linda Anderson, Joe Benight and Sara Patter-son constituting a quorum. Not present were Ernie Witt, Jeff Sheets and Val Yagos.

President McDowell asked if there were any corrections or dis-cussion regarding the Minutes from the February 15, 2017 meeting. There being none, Linda Anderson made a motion to approve the minutes as written, seconded by Tim Martin and unanimously ap-proved.

President McDowell advised the Directors that the 2016 year-end books were still with the CPA’s office, and that non profit returns are not due until later in the year.

President McDowell advised the directors that the Horsemen’s Committee would meet with Oaklawn one last time before the meet ended and he had received several suggestions of items for them to discuss, but wanted to know if there were any others. The items suggested by various directors included:

1) Timing of the 1 1/16 mile allowance race before and com-peting with the 1 1/16 mile restricted stakes race;

2) Consideration for a 4 year old & up long race instead of 3 and up;

3) To increase field size stakes purses need to be increased to $125,000 and just another racing year that doesn’t have a stand out favorite that scares owners away from their chances;

4) Bring back 2 year old stakes races at Remington Park – pos-sibly Remington may be interested in helping fund purses; and

5) Open company purse supplements.After discussion of the above, Tommy Ives made a Motion to ask

Oaklawn to raise the stakes purses to $125,000, seconded by Linda Anderson. A vote was taken, motion passed by a majority with Lew-is Mathews abstaining.

After discussion of the above, the continuance of open company purse supplements in 2018 was tabled until a later date, but it was suggested that the Horsemen’s Committee discuss with Oaklawn’s representatives the possibility of Oaklawn splitting the supplement amounts so we can continue to pay 1st, 2nd and 3rd place finishers.

There was discussion regarding bringing back the 2 year old stakes races, but the idea died due to lack of a Motion.

There being no further business, Motion made by Lewis Mathews, seconded by Tommy Ives and unanimously approved, the meeting was adjourned.

JOCKEY CLUB ELECTS LOUIS CELLA

LOUIS A. CELLA, son of Oaklawn Park president Charles J. Cella, has been elected to The Jockey Club. The younger Cella serves on the board of directors at Oak-lawn Jockey Club and his family’s Southwestern Enterprises Inc. and Southern Real Estate and Financial Co. Prior to the sale of RaceTech in 2016, Cella was instrumental in bringing the historical racing system to racing states such as Arkansas and Kentucky.

Earlier this year, Cella became the third generation of his fam-ily to serve on the board of directors of the Thoroughbred Racing Association. His grandfather, John G. Cella, served as president from 1959-1960 and Charles J. Cella served as president from 1975-1976. Oaklawn has been owned by the Cella family since its founding in 1904.

Also elected to The Jockey Club were Kenny Troutt, own-er of WinStar Farm in Versailles, KY.; Vinnie Viola, co-owner of 2017 Kentucky Derby winner Always Dreaming; Kevin Warsh, co-owner of Jump Sucker Stable LLC; and Chester Broman, co-owner with his wife Mary of New York based Chestertown Farm.

Founded in 1984, The Jockey Club is the breed registry for North American thoroughbreds, serving information and technology needs of owners, breeders, media, fans and farms.

Mike Smith Pledges Percent from Travers Day to Equine ResearchHall of Fame jockey Mike Smith has made a pledge of 1 percent of his

earnings from Travers Day this Saturday, August 26, to Grayson-Jockey Club Research Foundation.

“The horses give us so much. This is my way to give back to them,” said Smith. On Saturday, he is scheduled to have four stakes mounts, including West Coast in the Travers and Songbird in the Personal Ensign.

“Mike has been an enthusiastic supporter of Grayson and we certain-ly appreciate this latest example of his dedication to doing what is best for the horses,” said Dell Hancock, chairman of Grayson.

“Mike Smith has been in the forefront of the jockeys who have supported equine research, and he did his first advertisement for us 20 years ago,” said Edward L. Bowen, president of Grayson. “Thanks to Mike’s generosity, August 26 will certainly be an even more exciting day for following the races at Saratoga.”

Grayson-Jockey Club Research Foundation is traditionally the nation’s leading source of private funding for equine medical research that benefits all breeds of horses. Since 1983, the foundation has provided more than $24.8 million to fund 346 projects at 43 universities in North America and overseas. The newly formed Oaklawn Racing Club offers 200 shares at $500 each in a horse that will be purchased privately and trained by native Arkansan Ron Moquett, who has been among Oaklawn’s leading trainers in recent years. Ron has trained major contenders in Oaklawn’s 3-year-old stakes program the last three years, Far Right, winner of two local stakes and second place finisher to eventual Triple Crown winner American Pharoah in the 2015 Arkansas Derby, Whitmore, third place finisher in the 2016 Arkansas Derby and winner of Oaklawn’s Grade 3 Count Fleet Sprint Handicap and the Hot Springs Stakes in 2017 and also Petrov.

Moquett, who stables in Ketucky in summer and fall said, “I’m really excited to be part of the Oaklawn Racing Club,. “This is a great way for a racing fan to get the experience without all the risks that can come with owning a thoroughbred. We look forward to having a lot of fun with this group and their horse.”

“Oaklawn has one of the greatest fan bases in the country, and we know there will be a lot of interest in our racing club,” said General Manager Wayne Smith. “There’s nothing more exciting than having the opportunity to be involved in thoroughbred horse ownership. We’re looking forward to working with Ron and hopefully offering that thrill to Oaklawn Racing Club members.”

According to Oaklawn’s news release, the plan is for Moquett to identify and purchase an unraced 2-year-old with the goal of starting one or two times this fall in preparation for its 3-year-old campaign at Oaklawn’s 2018 live meet.

Membership benefits include regular email updates on the horse and access to a member-only Facebook page for regular pictures, videos and updates on the horse. Other perks include club events during the 2018 Oaklawn season and two free reserved seats every time the Oaklawn Racing Club horse runs (excluding Rebel Stakes and Arkansas Derby days).

This club was “organized for pleasure, recreational and other nonprofitable purposes” and that “members should not join with any profit motive or expectation of profit.”

Membership shares became available only through Oaklawn website, www.oaklawn.com, beginning August 9. Only one membership per person is allowed and all participants must be at least 18 years of age to participate.

THE JOCKEY CLUB - NEWS RELEASE August 12, 2017

The Jockey Club Projects Foal Crop of 21,500 in 2018 The Jockey Club is projecting a 2018 North American registered Thoroughbred foal crop of 21,500. The 21,500 foals estimated for 2018 is a 4.4% decrease from the 2017 foal crop projection of 22,500 that was announced in August 2016. “As always, this projection is based on reports of mares bred received to date, and we estimate that approximately 85% of those re-ports have been received,” said Matt Iuliano, The Jockey Club’s executive vice president and executive director. The foal crop projection, traditionally announced in mid-August, is computed by using Reports of Mares Bred (RMBs) received to date for the 2017 breeding season. RMBs are to be filed by August 1 of each breeding season. A Message from our President: It’s been a pleasant summer so far, I hope it will last! All of the wet cooler weather, however, has brought on a lot of crab grass and a signal grass. These grasses have taken over a lot of my pastures and I’ve seen it at other farms also. I’ve sprayed it in the past, but it either came back and I didn’t spray it again or it injured or killed the good grasses. Timing is so important when spraying. I’m busy with horses in the spring and I guess I tend to neglect the pastures. I’m going to keep working on mine and if you’ve got pastures, you better work on them also.

The purses for Arkansas-bred stakes races all remain $100,000 this coming year, but the payouts will be different for the 3 year old Rainbow and Rainbow Miss Stakes. Seventh through last place finishers will each receive one percent (1%) of the purse. This means they will get most of their enter and start fees back. The remainder of the purse, first through sixth place finishers, will be disbursed 60%, 20%, 10%, 5%, 3% and 2% respectively. The ATBHA Board of Directors felt this would be one way of enticing more entries in these two stakes races.

It’s time to start registering your 2017 Arkansas foals with the ATBHA office. The end of the year and Oaklawn’s 2018 live meet will be here before you know it ...

We encourage you to make a photocopy of the Questionnaire on the next page, fill it out and submit it to ATBHA by September 30th. We would also appreciate you providing your farm logo (envelope, stationary, etc.) Once the directory is sent to the printer we want to add the updated Stallion & Farm Directory information to our web-site. We have to lean on you for this to happen, because it is you that provides us with the correct and updated information to put in both the directory and the website. So, PLEASE take a few moments to complete the Questionnaire and send to ATBHA by email, fax, or mail. IF YOUR STALLION IS NO LONGER STANDING IN ARKANSAS or has changed ownership, please notify the ATBHA office.

Do not wait until the last month of the year and chance something missing which won’t allow you to complete the registration before the December 31st dead-line. Registration fees increase from $40 to $200 for ATBHA members if you complete 2017 foal registrations after December 31, 2017. Broodmare registrations increase from $50 to $500. TIME IS OF THE ESSENCE!!!!

ALSO ..... Remember to get The Jockey Club Certificates of all Registered Arkansas-breds stamped BEFORE giving them to your trainer or to the Racing Secretary’s office if they will be running at Oaklawn in 2018.
