No. 282/AP/2007.–In pursuance of sub-section (2) of Section 9 of the Delimitation Act, 2002 (33 of 2002),the Delimitation Commission hereby publishes its proposals for the delimitation of Parliamentary andAssembly Constituencies in the State of Andhra Pradesh, together with the dissenting proposals of the AssociateMembers, and specifies 5th February, 2007 (Monday) as the date on or after which the proposals will be furtherconsidered by it.

2. Any objections or suggestions in regard to these proposals should reach the Secretary, DelimitationCommission, Nirvachan Sadan, Ashoka Road, New Delhi – 110001 on or before the said date.

PROPOSALS

(i) The territorial constituencies into which the State of Andhra Pradesh shall be divided for the purpose ofelections to (a) the Legislative Assembly of the State of Andhra Pradesh, and (b) the House of thePeople, the extent of each such constituency and the constituencies in which the seats are reserved forthe Scheduled Castes and Scheduled Tribes shall be as shown in the Table-A and Table-B respectively;and

(ii) Whereas the name of a constituency as shown in Table A or Table B is distinguished by the brackets andletters (SC), the seat in that constituency is reserved for the Scheduled Castes.

(iii) Where the name of a constituency as shown in Table A or Table B is distinguished by the brackets andletters (ST), the seat in that constituency is reserved for the Scheduled Tribes.

The Delimitation Commission has proposed (20)-Metapalli, (21)-Jagtial AssemblyConstituencies in (4)-Nizamabad Parliamentary Constituency both are very close to KarimnagarAssembly Constituency and are existing in Karimnagar Parliamentary Constituency. (20)-Metapalliand 921)-Jagtial Assembly Constituencies should be retained in Karimnagar ParliamentaryConstituency. (14)-Banswada and (15)-Jukkal Assembly Constituencies are nearer to the (17)-Nizamabad Assembly Constituency and are already existing in (4)-Nizamabad ParliamentaryConstituency. Subsequently changes to (5)-Medak and (6)-Zaheerabad ParliamentaryConstitluencies are inevitable.

Atleast one Lok Sabha seat should formulated fromeach District.

(11)-Mahabubnagar and (12)-Nagarkurnool ParliamentaryConstituencies are interlinked.

(75)-Jedcherla Assembly Constituency, (84)-Shadnagar Assembly Constituencies are isto be deleted from (11)-Mahabubnagar Parliamentary Constituency and include in (12)-Nagarkurnool Parliamentary Constituency. The said 2 Constituencies are in existing NagarkurnoolParliamentary Constituency. Consequently (78)-Wanaparthi, (79)-Gadwal Assembly Constituencyand add to (11)-Mahabubnagar in place of (75 & 84) Assembly Constituencies.

(221)-yerragondapalem in (33)-Ongole Parliamentary Constituency with a totalpopulation of 18,80,962. In this connection we would like to bring to your kind notice that (226)-Santhanuthalapadu (SC) Assembly Constituency which is included in (32)-Baptla ParliamentaryConstituency is situated around Ongole Assembly Constituency. Hence, (226)-Santhanuthalapadu(SC) Assembly Constituency can not be excluded from Ongole Parliamentary Constituency tofulfil guidelines of the Delimitation Commission i.e. Contiguity, public Convenience andCommunication. In addition the people belongs to all the 4 mandals of (2260-SanthanuthalapaduAssembly Constituency i.e. 1) S.N. Padu, 2) Maddipadu, 3) Naguluppalapadu and 4) Chimakurthimandals have to come to Ongole for all pratical purposes like Administration, Marketing etc.,

2) While deleting (226)-S.N.Padu from (32)-Baptla (SC) Parliamentary Constituency (221)-Yerragondapalem which is proposed has to be included in (31)-Narasaraopet ParliamentaryConstituency while deleting from Ongole Lok Sabha.

3) While deleting (221)-Yerragondapalem Assembly Contituency from Ongole and adding to31-Narasaraopet Parliamentary Constituency, consequently (215)-Chilakauripeta AssemblyConstituency which is an existing Assembly Constituency in Guntur Parliamentary Constituencyis to be retained in Guntur Parliamentary Constituency only.

1) The agreed principal of the Commissioner to constitute 3 Lok Sabha seats for SCs forCoastal Region, (1) from Rayalaseema Region and (3) from Telengana Region is to be strictlyadhered to. In fact (40)-Tirupathi (SC) Parliamentary Constituency and (42)-Chittoor (SC)Parliamentary Constituency are situated in Rayalaseema Region only. With result of this 2Parliamentary Constituencies meant for SCs are carved out in Coastal Andhra. Hence, we requestthe Commission should consider constituting third SC Parliamentary Constituency from CoastalAndhra with Gudur Headquarters with the following Assembly Constituencies:

(238)-Sarvepalli/Rapur, (239)-Gudur (SC), (240)-Sullurpeta (SC), (241)-Venkatagiri,(287)-Srikalahasthi, (288)-Satyaveedu (SC) and (289)-Nagiri, with the highest population of SCs(26.74)% in the State.

2. The proposal of Tirupathi (SC) Parliamentary Constituency proposed by the Commissionis to be abolished and the (286)-Tirupathi Assembly Constituency to be included in (42)-Chittoor(SC) Parliamentary Constituency for the reason mentioned above.

3. The name of the Parliamentary Constituency may be named after either as (42)-Chittooror Tirupathi (SC) Parliamentary Constituency. Thus the ratio of allocation of SC reservedParliamentary Constituencies as decided by the Commission can be fulfilled in the State.

4. (285)-Chandragiri Assembly Constituency and (286)-Tirupathi AC are inter connected andnecessarily both Assembly Constituency is to be included in one Parliamentary Constituency i.e.(42)-Chittoor (SC) Parliamentary Constituency. Where as the Commission proposed to includeTirupathi AC in Tirupathi Parliamentary Constituency and Chandragiri Assembly Constituencywhich is now proposed by the Commission in place of Tirumala Assembly Constituency (which isoriginally proposed by the Delimitation Commission in its working paper).

02 – DISTRICT : NIZAMABAD

(11) Armur and (19) Balakonda Assembly Constituencies are interlinked.The Delimitation Commission has proposed (19) Balakonda AC with (1) Balakonda, (2)

Morthad, (3) Kammarapalli, (4) Bheemgal and (5) Velpur Mandals. The existing BalakondaAssembly Constituency consists of Balkonda and parts of Morthad, Nandipet, Armoor andKammarpally Mandals.

After the submergence of the Nandipet Mandal Villages in the backwaters of Sri RamSagar Project, the people of Nandipet were rehabilitated on elevated reaches of the same area,closer to Balkonda. People of both the Mandals are presently connected by a road link and thesame is being improved into a major road to continue their economic and social activities.

In the light of these developments it will be justified to retain the Nandipet Mandal in the(19) Balkonda Assembly Constituency with existing Balkonda and the entire Morthad, KammarpallyMandals which are within the permissible population limits and the Mandals Bheemgal and Velpurmay be retained in the Armoor Assembly Constituency while deleting from 19-Balkonda assemblyConstituency.

04 – DISTRICT : MEDAK

(37)-Narsapur and (41)-Thoopran Assembly Constituencies are interlinked. As per theproposals of the Delimitation Commission (37)- Narsapur Assembly Constituency is proposedwith the following Mandals. Narsapur, Kulcharam, Hathnoora, Yeldurthi and Pulkal Mandals.Yeldurthy Mandal is close to Thoopran and Shivampet Mandal is existing in (37)- Narsapur AC.Yeldurthy may be added to (41)- Thoopran AC while deleting Shivampet Mandal. There is a riverbetween Pulkal and Narsapur. The people of Pulkal to reach Narsapur via Andhole or Sangareddy,both are another Constituency headquarters. Necessarily Pulkal Mandal may be added to (36)-Andhole (SC) Assembly Constituency. Munipalle Mandal is to be added to (39)-SangareddyAssembly Constituency.

07 – DISTRICT : MAHBUBNAGAR

(76) Devarakadara and (78) Wanaparthy Assembly Constituencies are interlinked. TheDelimitation Commission proposed the following Mandals to (78) Wanaparthy AssemblyConstituency with 1) Wanaparthy municipality and Mandal, 2) Gopalpet, 3) Pebbair and 4)Kothakota Mandals. While (76) Devarakadra AC proposed with Devarakadra, Peddamandadi,Ghanpur, Boothpur, Addakal and Chinnachintakunta Mandals. For the following reasons theCommission may be considered to interchange the Mandals between Assembly Constituenciesof (76 and 78).

1. Peddamandadi Mandal is being closely adjacent to Wanaparthy Municipality whichis the Constituency head quarter and also revenue division head quarter. The firstvillage of this Mandal is within the radius of 5 kms from Wanaparthy town. Forevery activity they come to Wanaparthy town. Hence, it may be included inWanaprthy.

2. Ghanpur Mandal is also in close proximity to Wanaparthy town the Constituencyhead quarter and revenue divisional head quarter. All walks of people have tocome to Wanaparthy municipality for day-to-day activity including business. It isadjacent to Wanaparthy Mandal and as well as Peddamandadi Mandal. The firstvillage of this Mandal falls under the radius of 10 KMs from Wanaparthy town. Theabove proposal as per the guidelines Delimitation Commission relating to contiguity,communication and public convenience. It may be included in Wanaparthy.

3. The proposal of the Commission in the proposed Devarkonda AssemblyConstituency (76) carved with Peddamandadi and Ghanpur Mandals along withother Mandals, which are far away from Devarkadra proposed Constituency headquarters. The people of the above mentioned two Mandals have to travel viaMahaboobnagar district head quarters to reach proposed Devarkadra Constituency.Hence, to be deleted from Devarkadra.

4. If Peddamandadi and Ghanpur Mandals are included in the Wanaparthy AssemblyConstituency (78) as mentioned above the Kothakota Mandal has to be excludedfrom Wanaparthy Assembly Constituency and include in the proposed DevarkadraAssembly Constituency (76) in place of Peddamandadi and Ghanpur Mandals.

07 – DISTRICT : MAHBUBNAGAR

5. Kothakota town and Mandal is one of the largest populated in Mahaboobnagardistrict and located on National Highway No: 7.

Hence, the population of Kothakota Mandal (which is proposed by us in DevarakhadraConstituency) is largest than Devarakhadra. Hence, it may be named after on Kothakota AssemblyConstituency.

6. (80) Alampur Assembly Constituency :- leej Mandal may be deleted and PebbairMandal may be added. This proposal rectifies the geographical problems.

14 – DISTRICT : EAST GODAVARI

2) 159-Kakinada Rural, 160-Kakinada city assembly Constituencies are interlinked

The distribution of wards is not proper in these Constituencies. We are proposing the followingdistribution.

159-Kakinada Rural

Kakinada Muncipal Corporation Ward No 1 to 4by deliting from 160-Kakinada City. Wardsto 1 to 4 are very close to the other villages of Kakinada Rural.

Kakinada Muncipal Corporation Ward No 5 to 70 by deliting from wards 66 to 70 from(159) Kakinada Rural taking into consideration the geographical consideration.

14. DISTRICT: WEST GODAVARI

The Assembly Constituencies of 186 – Polavaram (ST), 187 – Chintalapudi (SC), 185– Gopalapuram (SC), 173 – Kovvur (SC) are interlinked.

The proposal of the Commission to include T Narasapuram Mandal in 186 - Polavaram(ST) is very ill conceived, as the T Narasapuram and Buttayagudem Mandals are notinterconnected. To reach Polavaram the people have to cross Jangareddigudem Mandal which isan another Constituency, that is also separated by the Yerrakalava reservoir from T NarasapuramMandal. Hence T Narasapuram Mandal should be included in 187 – Chintalapudi (SC). Theabove changes will be within the permissible population limit.

Subsequently, Jangareddigudem Mandal can be included in 187 - Polavaram (ST) assemblyConstituency. Koyyalagudem Mandal proposed in 187 – Polavaram (ST) is very easily accessibleto Nallajarla and can be included in that Constituency 174.

The Polavaram Constituency can be retained as ST if Koyyalagudem Mandal are removedand Jangareddigudem is added. This will cover the whole Scheduled Area in West Godavaridistrict. Gopalapuram Mandal can be added to 173 – Kovvur(SC) and 174 – AC may be renamedas Nallajarla Constituency. The same was proposed in the commission’s working paper.

10) KHAMMAM DISTRICT :- (110) Pinapaka Assembly Constituency (a) Delimitation Commission proposed Pinapaka (ST) Assembly Constituency with (1) Pinapaka (2) Manuguru (3) Aswapuram (4) Gundala and (5) Palvoncha Mandals.

(b) In the proposed Pinapaka Assembly Constituency, excepting Palvoncha all other Mandalsare predominantly by Tribal Population. The interest of Tribals will be better protected if allpredominantly Tribal Mandals are put together so that an integrated Tribal development couldtake place Assembly Constituency. Palvoncha Mandal at a distance of 90 KMs From Pinapakawhich is inconvenient to the public.

Hence Palvoncha Mandal may be deleted and added to 117-Kothaguded AssemblyConstituency. Add Tekulapally Mandal which is dominated by Tribal population of 78.10% to110-Pinapaka Assembly Constituency.

We propose Pinapaka Assembly Constituency (1) Pinapaka (2) Manguru (3) Aswapruam(4) Gundala and (5) Tekulapally with a Total population of 216328. Thus Tekulapally Mandalproposed in Kothagudam Assembly Constituency may be deleted and add to (110) PinapakaAssembly Constituency. Palovancha Mandal may be deleted from (110) Pinapaka AssemblyConstituency and add to (117).

There will be a slight decrease in the Pinapaka Constituency population limit which will getcorrected once the Polavaram project is completed as two Mandals (Kunavaram and V.R.Puram)will get fully submerged and two Mandals (Bhadrachalam Assembly Constituency and Chintur)will get partly submerged. The resulting re-settlement of the population from these four Mandalsto the Pinapaka Assembly Constituency will correct the excess population in BhadrachalamAssembly Constituency as well as decrease population in Pinapaka Assembly Constituency.The Polavaram project works are in progress and the people of submerging area are going to thewestern bank of Gadavari River for the protection of their life style and life tradition.

4.(117) Kothagudem Assembly Constituency:-(a) The existing Kothagudem Assembly Constituency almost full Mandals of

(1) Kothagudam (2) Palvoncah and parts of (3) Chandrugonda and (4)Penubally Mandals.

(b) As per the Commission proposal (1) Kothagudem (2) Tekulapally and (3)Julurupad Mandals in (117) Kothagudem Assembly Constituncy is notjustified as it is not convenient to the public i.e. communication andAdministrative point of view.

(c) Kothagudm Municipality and Palvoncha Municipality are contiguous(Twin towns) and Industrially linked and Non Tribal Population dominatedplaces Assembly Constituency.

(d) (117) Kothagudem Assembly Constituency proposed by the Commission,excepting Kothagudam all other Mandals are predominantly have Tribalpopulation. Kothagudem has predominantly population whose occupationis mostly either Industrial or Industrial related Assembly Constituencytivitiesand Tribal population is very much less. The interest and culture of theTribal will be better protected if all predominantly Tribal areas i.e. Tekulapallyand Julurpad Mandals are put together with another Tribal dominatedConstituency. So that an integrated Tribal development could take placeAssembly Constituency.

(e) Hence we proposed to delete Tekulapally and Julurpad Mandals from the (117)Kothagudem Assembly Constituency as draft proposal of the Commission.We proposed to add Tekulapally Mandal to (110) Pinapaka AssemblyConstituency and Julurupad Mandal to (115) Konijerla/Enkuru AssemblyConstituency.

We propose (117) Kothagudam Assembly Constituency with Kothagudam andPalvoncah Mandals. The proposals is as per the guidelines of the Delimitation Commission.

5. (113) Palair (114) Madhira, (112) Khammam, (115) Wyra Assembly Constituency areinterlinked.

Mudigonda Mandal have been proposed in (114) Madhira Assembly Constituency. But thereis not direct connectivity between Madhira and Mudigonda Mandals as there is MUNERU RIVERflowing between these two Mandals and there is no Road Bridge on this river. So MudigondaMandal people have to travel through Nelakondapally Mandal, Khammam Urban & Rural Mandaland Wyra Mandals to reach Madhira Assembly Constituency i.e. they have to cross (112)Khammam, (113) Palair and (115) Wyra proposed Assembly Constituencies.

Hence we request to to add Mudigonga Mandal into 113-Palair Assembly Constituency, which ismost appropriate.

The Commission proposed Madhira Assembly Constituency with (1) Madhira (2)Yerruplam (3) Bonakal (4) Chintakani (5) Muduigonda Mandals.

Khammam Urban Mandal exclusing Khammam Municipality should be separated and addto (1) Enkuru, (2) Julurpad, (3) Konijerla and (4) Tallada Mandals which are porposed in (115)(Wyra) Enkuru Assembly Constituency with a total population of 271300, out of ST. populationis 21.65% as Wyra Mandal is added to Madhira Constituency.

The Commission proposed Khammam Assembly Constituency with Khammam UrbanMandal only. Khammam Urban Mandal with Khammam Municipality, Khammam Rural Mandaland Chintakani Mandals in existing position in Khammam Assembly Constituency.

Khammam Urban Mandal includes Khammam Municipality and surrounding villages on Easternand North Eastern villages to the town whereas Khammam Rural Mandal is all together a differentMandal situated on the Westend side of Khammam town. Khammam Rural which is the westernside of the Khammam town with a total population of 73291 should be merged with the populationof Khammam Municipality of 159544 population thus population is the total of 232835 as oneConstituency which is an existing constituency.

8. (111) Yellandu Assembly Constituency

The Commission proposed Yellandu Assembly Constituency with (1) Yelllandu (2) Bayyaram(3) Garla (4) Singreni Mandals. We proposed to add only Kamepally Mandal to draft proposalof Delimitation Commission for geographical and administrative convenience to the public. Wepropose Yellandu Assembly Constituency ST Reserved Constituency as in draft proposalswith 43.76% of ST population.

(15) Krishna District : (199) – Satyanarayanapuram and (200) –Vijayawada PatamataAssembly Constituencies :

a) The Delimitation Commission proposed Vijayawada Municipal Corporation wards 41 & 75 in(200) – Vijayawada Patamata Constituency. Delete these two wards from VijayawadaPatamata Assembly and add wards 44 and 49 on geographical point of view.

b) while wards 41 and 75 is deleted from (200) Vijayawada Patamata AC the ward No:41 may beincluded in (199) Satyanarayanapuram AC and ward No:75 may be considered to include in(198) Bhavanipuram Assembly Constituency.

c) The above proposal is on the representation of local public representatives and it on theguidelines of Delimitation Commission.

17 – DISTRICT : GUNTUR

1) Existing Assembly Constituencies 19, proposed assembly Constituencies are 17

2) Duggirala assembly Constituency originally proposed in the working paper circulated tothe associate members, subsequently abolished in the draft proposals. It is unjust and notreasonable

3) Elimination of Kuchinapudi assembly Constituency is not disputed. Creation of (207)Ponnur assembly Constituency with Ponnur municipality and rural, Chebrolu Mandal,Peddakakani Mandal is most unreasonable against the princeples ie communication,contiguity, and Public Convinience under delimitation guidelines. In between PedakakaniMandal and Chebrole Mandal there are Guntur city as well as Guntur rural Mandals nowproposed as part of Prathipadu Constituency.

4) The people of Pedakakani Mandal have to cross Guntur to reach Ponnur that is far awayfrom Ponnur. Peddakakani Mandal should be necessarily include in (206) Mangalagiriassembly Constituency, while Peddakakani Mandal is very adjacent to 206 MangalagiriAssembly Constituency. Mangalagiri Assembly it may form Mangalagiri Municipality &Mandal, Tadepalli Mandal and Peddakakani Mandals.

5) a. The proposal by the Commission that Peddakakani Mandal to be included in (207)Ponnur Assembly Constituency is against the very basic guidelines of Commission.

b) (207) Ponnur Assembly Constituency is to be carved out with the following Mandals. 1)Ponnur municipality and Mandal, 2)Kakumanu Mandal and 3) Peddanandipadu Mandals.

c) The proposal of the Commission to formulate (212) Prathipadu assembly Constituencyas reserved for schedule caste is most unreasonable and not in conformity to the guidelinesof the Delimitation commission.

6) The proposal have to be reconsidered in the following manner. Prathipadu Mandal, Gunturrural Mandal, Vatticherukuru Mandal and Chebrolu Mandal for Prathipadu AssemblyConstituency.

17 – DISTRICT : GUNTUR

7) a.) Delete Battiprolu Mandal in (209) Repalle Assembly Constituency and add CherukpalliMandal in its place to Repalle.

b) Delete Cherukpalli Mandal from (208) Vemuru Assembly Constituency and add BattirproluMandal from (209) Repalle Assembly Constituency.

8) (205) Tadikonda(SC) Assembly Constituency, 204 Pedakurapadu AssemblyConstituency, (217) Sattenapalli assembly Constituency are interlinked.

a) (205) Tadikonda (SC) Assembly Constituency : The Tadikonda Assembly Constituencyproposed by the Commission adding Phirangipuram Mandal which is far away from Tadikondaand in between Phirangipuram and Tadikonda the villages of Guntur rural Mandal are situated.Hence there is no connection between Tadikonda and Phirangipuram Mandals.

(b) Phirangipuram Mandal is existing in Sattenapalli AC. Hence, Phirangipuram Mandal is tobe include to (217) Sattenapalli AC in place of Rajupalem Mandal. The proposal of delimitationcommission to include Amaravathi Mandal in (204) Pedakurapadu assembly Constituency isnot convenient to the public and Amaravathi Mandal is close compactness and contiguity withTadikonda, where there is highway road from Tadikonda to Amaravathi.

(c) Amaravathi should not be convenient to include in Pedakurapadu Assembly Constituencyas proposed by the delimitation commission. Rajupalem Mandal which is at present inPeddakurapadu Assembly Constituency may be retained in (204) Peddakurapadu AssemblyConstituency in place of Amaravathi Mandal.

The proposals is with in the guidelines of the Delimitation Commission.

9) (213)-Guntur North, (214)-Guntur South assembly Constituencies are interlinked

The distribution of wards is not proper in these Constituencies. We are proposing thefollowing distribution.

(213)-Guntur North :- Guntur Muncipal Corporation Ward No 1 to 8 and 15.

(214)-Guntur South :- Guntur Muncipal Corporation Ward No 9 to 14 and 16 to 28.

The above wards are contiguous. Tenali Railway track taken as boundary and divide theConstituencies where as the Delimitation Commission divided it only on the basis of cityroads, which is not at all convenient to the public and geographically not in contiguity. Theabove proposed wards are almost in the existing Constituencies of Guntur –I and II.

18 – DISTRICT : PRAKASAM

1) The Assembly Constituencies of Yerragondapalem, Giddaluru, Markapuramand Darsi Constituencies are interlinked.

2) The proposal of the Commission to include Ardhaveedu Mandal in 221Yerragondapalem assembly Constituency is quite contrary is to be very basicguidelines of the delimitation commission. Ardhaveedu Mandal is very close affinityand accessible to Giddaluru. The people of Ardhaveedu to reach Yerragondapalemhas to come across 231 Giddaluru , 230 Markapuram assembly Constituency’s.Further there is reserve forest between Peddaraveedu and Ardhaveedu Mandals.Hence, Ardhaveedu should necessarily include in 231 Giddaluru assemblyConstituency. By deleting Ardhaveedu from Yerragondapalem assemblyConstituency, the Yerragondapalem Constituency is within the permissible populationlimit, with a population of 2,34,037.

3) Cumbum Mandal should be included in Markapuram assembly Constituency inplace of Podili Mandal. Podili Mandal at present in existing Constituency of 222-Darsi assembly Constituency. Podili to Darsi is only 10 KM whereas Podili toMarkapuram is at a distance of 40 KM. Donakonda Mandal now proposed by theCommission in Darsi assembly Constituency may be included in Markapuramassembly Constituency. These above proposals are in conformity to the guidelinesof the delimitation commission and act is enacted in the Parliament.

4) 225 Chirala and 223 Parchuru assembly Constituencies are interlinked.Karamchedu Mandal now proposed in 223 Parchuru assembly Constituency maybe included in 225 Chirala assembly Constituency, baring 1/3rd of the population ofKaramchedu Mandal is in existing Constituency of (225) Chirala assemblyConstituency. People of Karamchedu Mandal should go daily to Chirala for theiradministrative, marketing purposes. It is nearer to Chirala than Parchuru. Hence,(225) Chirala Assembly Constituency may be constituted with following Mandals.Chirala municipality, rural, Vetapalem Mandal and Karamchedu Mandals. The totalpopulation of the proposed 225 Chirala assembly Constituency is 2,70,242 whichis within the population limit. Hence, Karamchedu Mandal may be deleted from223 Parchuru assembly Constituency and adding to 223 Chirala assemblyConstituency

5) While deleting Karamchedu Mandal from 223 Parchuru assembly Constituencythe Parchuru assembly Constituency population is 2,38,642 that is in limit. Theabove changes will be within the permissible population limits.

6) Singarayakonda Mandal was proposed in 229-Kondepi assembly Constituency maybe added to 228-Kandukur in place of Voletivaripalem as they have close affinity.

Dissent note on 19- Nellore District Assembly Constituencies :

The proposals of the Delimitation Commission have to be reconsidered of AssemblyConstituencies for the following reasons.

1) Existing number of Assembly Constituencies in NELLORE DISTRICT is 11. One AssemblyConstituency is reduced. The proposal have to be formulated keeping in view of thepopulation, 10 Assembly Constituencies have carved out. The proposal of the DelimitationCommission abolishing existing Alluru is not in dispute.

2) But abolishing of Rapur Assembly Constituency in addition to Allur is objectionable andRapur Assembly Constituency is to be retained either in the shape of 238.Rapur / Sarvepalli.

3) The proposals of certain Assembly Constituencies are not in conformity with the Guidelinesof Delimitation Commission. For example Indukuripet Mandal now proposed in (235)Kovur Assembly Constituency. Indukuripet Mandal is on other side of Penna River. Thereis no communication between (235) Kovur Assembly Constituency and Indukuripet Mandal.Indukuripet Mandal. May be included in (237)-Nellore Rural Assembly Constituency. Inview of the above change other inevitable changes of Mandals become necessary. Hencefollowing change of Mandals in Assembly Constituencies as follows.

4) Indukuripet Mandal may be deleted from (235) Kovur Assembly Constituency Buchireddypalemwhich is now proposed by Delimitation Commission in (234) Atmakur Assembly Constituency isto be included in (235) Kovur Assembly Constituency in place of Indukuripet Mandal while deletingBuchireddypalem Mandal from (234) Atmakur Assembly Constituency Kaluvoya Mandal isproposed in (241) Venkatagiri Constituency is to be included in (234) Atmakur AssemblyConstituency by deleting from Venkatagiri Assembly Constituency.

5) Thotapalligudur Mandal, which is proposed in (238), Sarvepalli Assembly may be included in(237) Nellore rural Assembly Constituency that is very adjacent to Nellore Manadal and MunicipalCorporation.19- Nellore District:-6) It is a fact that some Municipal Corporation wards are included in (237)-Nellore Rural AssemblyConstituency While deleting Thotapalligudur Mandal deleting from (238) Sarvepalli AssemblyConstituency, Rapur Mandal may be added to (238) Sarvepalli Assembly Constituency. It maybe renamed as (238)-RAPUR or Sarvepalli, by changing the above Mandals Rapur is an existingAssembly Constituency but also a Mandal Head quarter where Sarvepalli is a very small village.We have submitted the same in our proposals.7) In (241) Venkatagiri Assembly Constituency may be reconstituted with the following Mandals:Venkatagiri, Balayapalle, Dakkili, Sydapuram, Ozili and Pellakur. Rapur and KaluvoyaMandals which are included in (241) Venkatagiri Assembly Constituency may be deleted. Oziliand Pellkur Mandals which are now proposed in Sullurpet assembly may be added to (241)Venkatagiri Assembly Constituency. Chittamur Mandal which is now proposed in (239) Gudur(SC) Assembly Constituency may be deleted and include in Sullurpet Assembly Constituency.The (239) Gudur (SC) Assembly Constituency may be constituted with the following Mandals:

1) Gudur including Municipality, 2) Chillakur,3) Kota and4) Vakadu.

8) (236) Nellore City Assembly Constituency may be constituted with the following wards ofNellore Municipal Corporation. From ward No.12 to Ward No.44, Buja Buja Nellore (OG) (part)W.No.47 and Nellore (Bit.1) (OG) Ward No.48.These wards are very contiguity and compact tothe public.

Where as (237)-Nellore Rural Assembly Constituency may be constituted with wardsof Nellore Municipal Corporation from ward 1 to 11 and 45, 46, also Nellore Rural Mandal,Indukurpaet, Thotapalli Gudur Mandals which is convenient and with in the frame work ofGuide lines of Delimitation Commission.

20 – DISTRICT: KADAPA

Keeping inview of the guidelines as well as geographical conditions existing in the districtlike River, Forest and Hills on ground level. We the Associates Members proposed followingchanges in the draft proposals of the Delimitation Commission circulated to us.

b. Atlur Mandal now proposed by the Commission may be deleted from (244) RayachotiAssembly Constituency and add to (243) Badvel Assembly Constituency.

C. Sidhout Mandal now proposed into (244) Rajampeta Assembly Constituency may be added to(243) Badvel Assembly Constituency.

d. (249) Kamalapuram Assembly Constituency : - Lakkireddipalli, Ramapuram Mandals nowproposed by the Commission in Kamalapuram may be deleted and added to (247) RayachotiAssembly Constituency.

By deleting Lakkireddipally, Ramapuram Mandals from Kamalapuram AssemblyConstituency and Chapadu Mandal in Kamalapuram Constituency. Chapadu Mandal which isnow proposed by Delimitation Commission is added to Kamalapuram.

e. from (247) Rayachoti Assembly Constituency T.Sundupalli Mandal may be deleted and addedto (244) Rajampet Assembly Constituency.

f. (244) Rajampet Assembly Constituency :- Delete Siddout and Atlur Mandals from Rajampetand add T.Sundupalli Mandals to Rajampet while deleting from Rayachoti Assembly Constituencywhich is proposed by the Delimitation Commission.

The above changes are made with in the permissible population and without effectingreserved seats.

21 – DISTRICT : KURNOOL

(254)- Srisailam Assembly Constituency:- The Commission has proposed No. 254Srisailam AC with the following Mandals. Srisailam Mandal, Atmakur Mandal, Velugode Mandal,Bandi Atmakur Mandal and Mahanandi Mandal. Mahanandi Mandal which is included in thepresent proposal is not at all connected with any other Mandals of the Assembly Constituency.The people of Mahanandi Mandal have to cross Nandyal Assembly Constituency to reachSrisailam, the proposed Assembly Constituency head quarters, which is far away, about 160 KM.Pamulapadu Mandal is proposed to be included in 255 Nandikotkur Assembly Constituency.Pamulapadu Mandal as it is in the existing Atmakur Assembly Constituency. It is in close affinityand adjacent to Atmakur Mandal. The people of Pamulapadu Mandal have to come to AtmakurMandal for all practical purposes, which is head quarters of existing Atmakur AssemblyConstituency.

Hence, the formation of 254 Srisailam Assembly Constituency may be considered with thefollowing Mandals Srisailam Mandal, Atmakur Mandal, Pamulapadu Mandal, Velugoda Mandaland Bandi Atmakur Mandal.

Inspite of no change in the number of Assembly Constituencies Anantapur district, theexisting (274) Nallamada Constituency is eliminated. But it should be retained.

Palovancha mandal maybe deleted from (110) Pinapaka Assemblyl Constituency and add to ( 117) KothagudamAssembly Constituency

4. (117) Kothagudem Assembly constituency

(a) The existing Kothagudem Assembly constituency with four mandals (1) Kothagudam (2)Palvoncah (3) Chandrugonda and (4) Penubally mandals. It has been split into three Assemblyconstituencies by the draft proposal of the Delimitation Commission.

(b) As per the Commission proposal (1) Kothagudem (2) Tekulapally and (3) Julurupad mandalsin (117) Kothagudem Assembly constituency is not justified as it is not convenient to thepublic i.e communication and Administrative point of view.

© Kothagudm Municipality and Palvoncha Municipality are contiguous (Twin towns) andIndustrially linked and Non Tribal population dominated places. If the twin towns and mandalsare not meged in one same constituency the people of those Rural and urban area will facedifficulty in all aspects.

(d) In the proposed Kothagudem Assembly Constituency proposed by the Commission,excepting Kothagudam all other mandals are predominantly haveTribal population. Kothagudem has predominantly population whose occupation is mostly eitherIndustrial or Industrial related activities and Tribal population is very much less. The interestand culture of the Tribal will be better protected if all predominantly Tribal areas i.e Tekulapallyand Julurpad mandals are put together with another Tribal dominated constituency. We proposed to add Tekulapallymandal to (110) Pinapaka Assembly constituency and Julurupad Mandal to (115) EnkuruAssembly constituency.We propose (117) Kothagudam Assembly constituency with Kothagudam and PalvoncahMandals with a total population of 284012, out of which S.C population of 48546 (17.09%) S.Tpopulation of 58800 ( 20.71% ).The proposal is as per the guidelines of the Delimitation Commission.Regarding Kothagudam Assembly Constituency the above mentioned reasons were alreadydiscussed in the meeting by the Associated members with the Delimitation commission andrequested for the consideration of the above mentioned facts.

5. (113 ) Palair Assembly Constituency(a) The proposals circulated by the Delimitation Commission is that Mudigonda Mandal which

is now existing in Palair Assembly constituency. is included inMadhira Assembly Constituency. In view of Munneru River is situated in between

Mudigonda and Chintakami Mandals, there is no access and contiguity.Therefore we proposeto retain Mudigond Mandal in Palair Assembly Constituency, instead of Khammam RuralMandal. Khammam rural mandal may be included in (112) Khammam Assembly Constituency.(b) In the draft proposals Palair Assembly Constituency is proposed as O.C Constituencywhereas we propose S.C Assembly Constituency with 22.4% of S.C population.6. (114) Madhira Assembly Constituency The commission proposed Madhira Assembly Constituency with (1) Madhira (2) Yerruplam(3) Bonakal (4) Chintakani and (5) Mduigonda mandals. In view of Munneru River betweenMudigonda and Chintakani mandals, there is no access and continuity. Hence we propose toadd Wyra mandal which is an existing mandal in Madhira Constituency in place of Mudigondamandal. In view of the changes made Madhira Constituency Continues to be as S.C. Constituencywith 26.61% of S.C. population7. (115) Wyra Assembly Constituency Khammam Urban Mandal excluding Khammam Municipality should be separated and add to(1) Enkuru, (2) Julurpad, (3)Konijerla and (4)Tallada mandals which are proposed in (115) EnkuruAssembly Constituency (A new name is given) with a total population of 271300, out of ST.population is 21.65% as Wyra Mandal is added to Madhira Constituency.

8. (111) Yellandu Assembly Constituency

The Commission proposed Yellandu Assembly Constituency with (1) Yellandu (2) Bayyaram(3) Garla (4) Singreni mandals. We proposed to add only Kamepally mandal to draft proposal ofDelimitation Commission for geographical and administrative convenience to the public. Wepropose Yellandu Assembly Constituency ST Reserved constituency as in draft proposal with43.76% of ST Population.

9. (112) Khammam Assembly Constituency

The Commission proposed Khammam Assembly Constituency with Khammam urban mandalonly. Khammam urban mandal with Khamma Municipality, Khammam Rural mandal andChintakani mandals are in existing position in Khammam Assembly Constituency.

Khammam Urban Mandal includes Khammam Municipality and surrounding villages onEastern and North Eastern villages to the town where as Khammam Rural Mandal is all togethera different mandal situated on the Westerned side of Khammam town. Khammam Rural which isthe Western side of the Khammam town with a total population of 73291 should be merged withthe population of Khammam Municipality of 159544 population thus population is the total of232835 as One Constituency which is an existing Constituency.

We are submitting herewith the following Dissenting Proposals for Assembly Segmentsand Parliamentary Segments for the State of Andhra Pradesh, for your kind consideration andwith a request to publish along with the Draft Proposals of the Commission.

HYDERABAD AND RANGA REDDY DISTRICTSIn Hyderabad District, the Draft Proposal relating to the proposed Goshamahal Constituency isnot in accordance with the guidelines and does not take into consideration the special features ofMaharajgunj Constituency. The Maharajgunj Constituency has at present hardly 1,20,000population, probably the smallest not only in Hyderabad but in Andhra Pradesh also. The depletionof population in this area since the last delimitation is due to the fact that it was once a centralcommercial business district and thickly populated originally. Most of the wholesale and otherbusiness institutions have shifted because of congestion and the number of residents living in thearea has come down. The constituency has another special feature i.e., non-muslim minorities,religious and linguistic minorities like Rajputs, Marwadis, Maharashtrians and Sikhs predominantlyinhabit this area. The Ward No.15 which is already in Maharajgunj and should have beenretained in Goshamahal has been added on to Himayatnagar, increasing the population ofHimayatnagar to 2,75,115. So, Ward No.15 which has only 28,561 should be retained inGoshamahal without any disturbance to Himayatnagar. This does not involve splitting of WardNo.15 at all.

Ward No.13 which has been split has been distributed between Bahadurpura, Karwan andGoshamahal Constituencies. Bahadurpura Constituency is on the southern side of River Musiwhereas Ward No.13 is on the northern side of River Musi. Hence, Block No.2 & 3 of WardNo.13 has to be retained in Goshamahal alongwith Block No.1. Block No.1 & 2 of Ward No.20which are adjacent and well connected by three bridges has to be added. NIZAMABAD DISTRICTYellareddy Constituency is having a population of 2,80,723 as per the Draft Proposal andArmoor and Jukkal have only 2,27,106 and 2,28,383. This variation can be corrected only ifsome Mandals which are far away are made part of the nearby constituency. For example inYellareddy Constituency, Domakonda and Biknoor mandals are nearly 100 kms., away fromYellareddy and there is no justification for this. These may be deleted from YellareddyConstituency and added to Kamareddy which is almost in the periphery of Kamareddy.Sadashivnagar Mandal from Kamareddy Constituency, Gandhari of Banswada Constituencymay be included in Yellareddy, as was the case previously. This arrangement ensurescontinuity, convenience and is in accordance with the guidelines.

Conseqently, Sirikonda mandal proposed in Kamareddy Constituency may be deleted andadded to Nizamabad Rural Constituency and Maklur mandal deleted from Nizamabad RuralConstituency and added to Armoor Constituency. This is done with a view to ensuregeographical contiguity, communication, accessibility and convenience.

Our objections may be considered and delimitation modified accordingly. If these minor changesare made, it would ensure that the population is more or less nearer to the permitted averagethan now as indicated in the below statement.

*It is submitted that the name of the proposed NIZAMABAD RURAL CONSTITUENCY may beconsidered and re-designated as DICHPALLY, as it was previously known.

VIZIANAGARAM DISTRICTIn the Draft Proposal, Jami mandal is proposed in Gajapathinagaram (135). As Jami mandal isvery near to Srungavarapukota A/c (138) (within 4 km radius) than Gajapathinagaram, which is40 km away and the people of Jami mandal have to cross Srungavarapukota to reachGajapthinagaram. The people of Jami are agitating for a change in the draft proposal andhence it is suggested that it should be included in Srungavarapukota instead ofGajapathinagaram, which is as per the guidelines, administration purpose and for theconvenience of the people.

EAST GODAVARI DISTRICTIn the Draft Proposal, Tallarevu mandal is proposed in 51 Ramachandrapuram A/c where asPamarru mandal is proposed in Mummidivaram A/c. Proposing the Pamarru mandal inMummidivaram A/c is most inconvenient not only to the people of the mandal also to the PeoplesRepresentatives. Geographically also, it is far away from Mummidivaram A/c. The River Godavariis running between the Pamarru mandal and the remaining Mummidivaram constituency. There

are three other mandals in between Pamarru mandal and the remaining Mummidivaramconstituency on the other side. The distance between Pamarru mandal and the remainingMummidavaram constituency is about 45 kms on Road Way. There is no direct bus facilitybetween Pamarru mandal and to the Mummidivaram which is the head quarters of the constituency.The people of Pamarru mandal have to change a minimum of 4 buses on road way to reachMummidivaram. Pamarru mandal is also just adjacent to Ramachandrapuram which is in adistance of 8 kms only. There are so many bus facilities from Ramachandrapuram RTC busdepot to several villages of Pamarru mandal.

On the other side, Tallarevu mandal which is included in Ramachandrapuram A/c is onthe 214 National Highway which is running through Mummidivaram with a number of bus facilities.It is also connected to Mummidivaram A/c with a bridge on River Godavari. As it is not in accordancewith the guidelines of the Delimitation and inconvenient for administration purposes and also tothe people of Pamarru mandal, we suggest to favourably consider that Pamarru mandal is includedin Ramachandrapuram A/c whereas Tallarevu mandal may be included in Mummidivaramconstituency.

NELLORE DISTRICTIn the Draft Proposal to the Nellore District District, there are many discrepancies in constitutingsome of the constituencies. People have to face a lot of inconvenience geographically and it willbecome difficult for them to seek administrative help as there is no contiguity in the constituency.To cite an example for this, Indukurpet mandal which is on the southern side of the ‘Penna River’is included in the Kovur constituency which is on the northern side of the same river. There areso many such discrepancies. Keeping all such discrepancies in view, we are submitting a newproposal for your favourable consideration.

17-GUNTUR DISTRICT207-Ponnuru and 212-Prathipadu A/Cs

In the Draft Proposal, two mandals in 2 A/Cs i.e., minor changes in 207-Ponnuru and 212-Prathipadu A/c is recommended. Ponnur A/c with Ponnur, Chebrolu, Peddakakani mandals isnot properly constituted. There is no direct route between Ponnur and Pedakakani mandals aspeople of Pedakakani should travel via Guntur Mandal which is another A/c.

Inspite of this, we request to include Pedakakani mandal in Prathipadu (SC) A/c by deletingKakumanu mandal which is now proposed in 212-Prathipadu A/c. Existing also majority villagesof Pedakakani mandal ae in Prathipadu (SC) A/c. Kakumanu mandal fully existing in Ponnur A/c. Geographically and also as per the Commission guidelines, it is convenient to Ponnur A/c.This proposal will not effect any Reserved Constituencies and the same of 212-Prathipadu, 208-Vemuru and 205-Tadikonda will remain SC Reservation.

Guntur TownThe Draft Proposal of Guntur town dividing it as Guntur (North) and Guntur (South is unjust

and without following natural boundaries. A small lande of 20’ wide is taken as boundary whichwill confuse the public. A Railway track is dividing the town into North and South naturally. Northof Railway Track is North Guntur whereas South of Railway Track is South Guntur. Instead ofthis, the proposed boundary is taken at along a small lane and road, dividing Guntur as East andWest Guntur, which is unjust and unnatural. If the Guntur city is divided as Hyderabad i.e., TenaliRailway Track as boundary census ward no.1 to 8 and 15 as Guntur north and 9 to 14, 16 to 28as Guntur South. Hence, it is proposed that Guntur is divided as North and South instead of Eastand West. The proposed suggestion showing Guntur (North) & Guntur (South) on map is enclosedherewith.WEST GODAVARI DISTRICT

In the Draft Proposal to the West Godavari District, there are many discrepancies in constitutingsome of the constituencies. People have to face a lot of inconvenience geographically and it willbecome difficult for them to seek administrative help as there is no contiguity in the constituency.There are so many such discrepancies.

In the original re-organisation of Assembly Constituencies in West Godavari District providedto us, Polavaram Assembly Segmet was named as Jangareddigudem and comprised ofJangareddyigudem Mandal, Koyyalagudem Mandal and Buttaigudem Mandal and PolavaramMandal. Chintalapudi Consitutency (SC) comprised of Chintalapudi Mandal, Lingapalem Mandal,Kamavarapukota Mandal, T. Narsapuram Mandal and Jeelugumelli Mandal.

To our surprise, the said two Assembly Constituencies have been notified in the DraftNotification changing the Mandals thereby by-passing the statutory norms of not deviating plus orminus 10% of the accepted population of the District population per constituency. Now, Polavaramhas a deviation of minus 2.5% while Jangareddiguden in the original list given to us had plus3.36% whereas in the case of Chintalapudi Segment original list, the deviation was plus 7.95%and in the draft published now has plus 13.82% exceeding the accepted norms of 10% plus orminus. The District average is 2,53,568 population per A/C. As per the Draft Notification,Chintalapudi (SC) has a population of 2,88,616, +13.82%. As per the norm of contiguity withcommunication facility, this is also not there. People from T. Narsapuram Mandal has to go viaJangareddigudem Mandal to Polavaram. Same is the case of Jangareddigudem (M). People togo to Chintalapudi have to go via T. Narsapuram Mandal. Hence, we request as follows :-

NALGONDA DISTRICTIn the Draft proposals of Delimitation of Constituencies released by the Commission, it is

observed that Narkatpally mandal is included in Munugodu constituency apart from five othermandals. It is brought to your kind notice that Narkatpally mandal is topographically quite awayfrom other mandals of the Munugodu constituency. Further, this mandal is very closely attachedto the Nakrekal constituency. Not only this mandal is close to the Nakrekal constituency, thismandal was earlier part and parcel of Nakrekal Panchayathi Samithi. The people of this mandalfeel convenient to reach Nakrekal instead of Munugodu constituency. Many of the villages of thismandal are attached to the other mandals of the Nakrekal constituency. Therefore, it is appropriateto request the Commission to detach this mandal from Munugodu constituency and to include inNakrekal constituency.

In the similar way, Chityal mandal is wrongly included in Nakrekal constituency. In fact,this Chityal mandal is closely attached to the Munugodu mandal as well as other mandals of theMunugodu constituency. Earlier, this Chityal mandal was part and parcel of Munugodu PanchayathiSamithi. Further, some of the villages names ‘Vembai’, ‘Thallavellemula’ and Elikatte of theChityal mandal are presently part and parcel of Munugodu constituency. Always, the people ofthis mandal feel convenient to reach Munugodu constituency. If this mandal is attached to theNekrekal constituency, they shall have to cross the Nakrekal mandal all the way to reach Nakrekal,which is against the sprit and principles of the Delimitation Policy.

In any way, inclusion of Chityal mandal in Nakrekal constituency is not correct, similarlyinclusion of Narketpally mandal in Munugodu constituency is not at all correct. The people ofBommalaramamam mandal in order to go to the new proposed headquarters have to traveldouble the distance i.e., 45 km, that too via Bhongir A/c headquarters. If Bommalaramamammandal is detached from Bhongir and attached to Alair as proposed, the people will have to faceinsurmountable hardship and all welfare and social measures would invariably fail. the geography and the public interests are not taken care of. For instance, Gurramkonda mandal,which is nearer to Thamballapalle i.e., 20 kms. Is added to Piler constituency. The distance fromPiler to Gurramkonda is more than 60 kms. Likewise, Kurabalakota mandal is nearer toMadanapalle than Thamballapalle, but it is added to Thamballapalle constituency. Ramasamudrammandal is very near to Punganur, yet it is added to Madanapalle. Above al, Rompicherla mandalis added to Punganur constituency. The distance between Rompicherla and Punganur is morethan 78 kms. It is not logical and rational to add it to a far away constituency like Punganur.Rompicherla mandal is started from Piler 2 kms ad the other surrounding panchayats are adjacentto Piler mandal. The transport facilities are also very convenient to the people of Rompicherla toreach Piler within short time. The distance between Kamalapuram and Yerraguntla is 10 kms only, which is moreconvenient and accessible to the people of Yerranguntla mandal. Whereas, Lakkireddipalli andRamapuram mandals are far away from Kamalapuram with a distance of more than 75 km.Hence, we are dissenting and request for inclusion of Yerraguntla mandal to KamalapuramAssembly Segment.

10) KHAMMAM DISTRICT :- (110) Pinapaka Assembly Constituency :-

(a) Delimitation Commission proposed Pinapaka (ST) Assembly Constituency with (1)Pinapaka (2) Manuguru (3) Aswapuram (4) Gundala and (5) Palvoncha Mandals.

(b) In the proposed Pinapaka Assembly Constituency, excepting Palvoncha all otherMandals are predominantly by Tribal Population. The interest of Tribals will be better protected ifall predominantly Tribal Mandals are put together so that an integrated Tribal development couldtake place Assembly Constituency. Palvoncha Mandal at a distance of 90 KMs From Pinapakawhich is inconvenient to the public.

Hence Palvoncha Mandal may be deleted and added to 117-Kothaguded AssemblyConstituency. Add Tekulapally Mandal which is dominated by Tribal population of 78.10 % to110- Pinapaka Assembly Constituency.

We propose Pinapaka Assembly Constituency (1) Pinapaka (2) Manguru (3) Aswapruam(4) Gundala and (5) Tekulapally with a Total population of 216328. Thus Tekulapally Mandalproposed in Kothagudam Assembly Constituency may be deleted and add to (110) PinapakaAssembly Constituency. Palovancha Mandal may be deleted from (110) Pinapaka AssemblylConstituency and add to (117).

There will be a slight decrease in the Pinapaka Constituency population limit which will getcorrected once the Polavaram project is completed as two Mandals (Kunavaram and V.R.Puram)will get fully submerged and two Mandals (Bhadrachalam Assembly Constituency and Chintur)will get partly submerged. The resulting re-settlement of the population from these four Mandalsto the Pinapaka Assembly Constituency will correct the excess population in BhadrachalamAssembly Constituency Assembly Constituency as well as decrease population in the PinapakaAssembly Constituency. The Polavaram project works are in progress and the people of submerging

We proposed toadd Tekulapally Mandal to (110) Pinapaka Assembly Constituency and Julurupad Mandal to(115) Konijerla/Enkuru Assembly Constituency.

We propose (117) Kothagudam Assembly Constituency with Kothagudam andPalvoncah Mandals. The proposal is as per the guidelines of the Delimitation Commission.5. (113 ) Palair (114) Madhira, (112) Khammam, (115) Wyra Assembly Constituency areinterlinked.

Mudigonda Mandal have been proposed in (114) Madhira Assembly Constituency. Butthere is no direct connectivity between Madhira and Mudigonda Mandals as there is MUNERURIVER flowing between these two Mandals and there is no Road Bridge on this river. So MudigondaMandal people have to travel through Nelakondapalli Mandal, Khammam Urban & Rural Mandaland Wyra Mandals to reach Madhira Assembly Constituency i.e they have to cross (112)Khammam, (113) Palair and (115) Wyra proposed Assembly Constituencies.

Hence we request you to add Mudigonda Mandal in to 113-Palair Assembly Constituencies,which is most appropriate.

The commission proposed Madhira Assembly Constituency with (1) Madhira (2)Yerruplam (3) Bonakal (4) Chintakani and (5) Mduigonda Mandals.

Khammam Urban Mandal excluding Khammam Municipality should be separated and add to(1) Enkuru, (2) Julurpad, (3)Konijerla and (4)Tallada Mandals which are proposed in (115) (Wyra)Enkuru Assembly Constituency with a total population of 271300, out of ST. population is21.65% as Wyra Mandal is added to Madhira Constituency.

The Commission proposed Khammam Assembly Constituency with Khammam urban Mandalonly. Khammam urban Mandal with Khamma Municipality, Khammam Rural Mandal andChintakani Mandals are in existing position in Khammam Assembly Constituency.

Khammam Urban Mandal includes Khammam Municipality and surrounding villages onEastern and North Eastern villages to the town where as Khammam Rural Mandal is all togethera different Mandal situated on the Westerned side of Khammam town. Khammam Rural which isthe Western side of the Khammam town with a total population of 73291 should be merged withthe population of Khammam Municipality of 159544 population thus population is the total of232835 as One Constituency which is an existing Constituency.

8. (111) Yellandu Assembly Constituency The Commission proposed Yellandu Assembly Constituency with (1) Yellandu (2)

Bayyaram (3) Garla (4) Singreni Mandals. We proposed to add only Kamepally Mandal to draftproposal of Delimitation Commission for geographical and administrative convenience to thepublic. We propose Yellandu Assembly Constituency ST Reserved Constituency as in draftproposal with 43.76% of ST Population.

18. PRAKASAM DISTRICT

· All of the three proposed SC reserved constituencies 226. Santhanuthalapadu, 224. Addankiand 229. Kondapi Acs are continuous and clustered. Under section 9(1) (c) of theDelimitation Act 2002,the Constituencies for SCs are to be distributed and this rule hasbeen violated in this district. Hence the three SC reserved seats shall be distributed in thedistrict.

· Doranala and Arthaveedu Mandals were proposed in 221. Yerragondapalem Constituency.All of these areas are falling in Nallamalai Forest Area and Dornala mandal is at thehighest altitude of the surround areas. This Dornal mandal has direct road access only toMarkapur through a Ghat road. Hence Dornala mandal are convenient to proposed in230. Markapur AC and Ardhaveedu mandal may be added to Giddalur constituency isconvenient.

· 229. Kondapi AC is proposed with Singarayakonda, Kondapi, Tangutur, Zarugumilli,Ponnalur and Marripudi mandals. But Tangutur mandal is divided with river Musi and itdoesn’t have direct access with the remaining proposed mandals of 229. Kondepi AC.

· And this Tangutur mandal has good conveyance to Santhanuthalapadu. Also TanguturMandal is in Ongole Revenue Division and remaining proposed mandals of 226.Santhanuthalapadu AC. Hence Tangutur Mandal shall be proposed in 226.Santhanuthalapadu AC.

· And Podili mandal is proposed to Markapur and Podili mandal has direct transportationconveyance with other proposed mandals of 229. Kondepi AC. Hence we request you tochange this Podili mandal with 229. Kondepi AC

16. Krishna DistrictØ As per the Commission’s working paper 202. Nandigama, 188. Tiruvuru and 189. Nuzivid

Acs are proposed for SC Reservation. All of these 3 ACs are concentrated and clusteredin Northern part of Krishna District.

Ø The proposal is against and contradiction to section 9(1) (c) of the Delimitation Act 2002,which spells the Constituencies for SCs are to be distributed.

Ø The proposal proposed in the previous working paper of the commission has proposed toform Pamarru AC. All of the Associate Members of all political parties have appreciatedand non of them were objected the formation of Pamarru Constituency. But surprisinglyCommission has deleted Pamarru Constituency in the latest Draft proposal.

Ø We request you to revise the Pamarru AC as your previous proposal and add GantasalMandal to Pamarru Constituency.

Ø This will lead to distribution of one reserved AC to the Eastern part of Krishna District.

THE PARLIAMENTARY CONSTITUENCIES IN HYDERABAD AND RANGA REDDY DISTRICTThere are 29 Assembly Segments in the two districts put together. Even though there are twodistricts, it may be recalled that they were one district earlier. The increase in the number ispurely due to the urban agglomeration of Secunderabad and Hyderabad. Out of 29 AssemblySegments, only 5 constituencies are rural and the remaining are urban surrounding the twincities of Hyderabad and Secunderabad. One rural constituency has been added to NalgondaParliamentary Segment, leaving 28 Assembly constituencies which will have to be formed into 4Parliamentary Constituencies. Since Hyderabad City has two parliamentary constituencies but15 segments, one has to be added to the neighbouring area of Ranga Reddy District.

It is submitted that the cities of Hyderabad and Secunderabad are traditionally called the TwinCities. One of the parliamentary constituency is known as Secunderabad while the other asHyderabad. Secunderabad Cantonment is a part of Secunderabad but is inappropriately removedfrom Secunderabad and added to Malkajgiri. This should be retained in SecunderabadParliamentary Constituency. Consequently, one constituency from Hyderabad City i.e., Yousufgudawhich is adjacent to Kukatpally can be added to Malkajgiri Parliamentary Constituency. L.B.Nagar which on the southern part of Hyderabad would more appropriately be a part of the ChevellaParliamentary constituency than Malkajgiri. Sherlingampally which is the western part of HyderabadCity, adjacent to Kukatpally Assembly Segment may consequently be added to Malkajgiriparliamentary constituency.

It is submitted that the name of the proposed Chevella may be considered and re-designated as Vikarabad.

The objection which we are raising is primarily on removal of Secunderabad CantonmentAssembly Segment out of Secunderabad Parliamentary Constituency and also to ensure contiguityand also not breaking up one mandal i.e., Balanagar into two different parliamentary constituencies.It may be noted that a substantial part of Kukatpally Municipality of Balanagar mandal is also toSherlingampally Assembly Segment. The arrangement is only a small modification regardingnames and ensuring continuity and convenience.Consequently, the arrangements suggested will be as follows :-

Ø Delimitation Commission has Considered Census 2001 as the basis for framing AssemblyConstituencies. As per Census 2001, Chittoor District is the 23rd District and i.e. the lastdistrict of AndhraPradesh State.

Ø Chittoor District is proposed with 14 Assembly Constituencies as per DelimitationCommission Draft Working Paper.

Ø Ananthapur District is the 22nd District in AP as per Census 2001.Ø Ananthapur District also proposed with 14 Assembly Constituencies.Ø As per the Commission working Paper Ananthapur District is proposed with sharing its

14Assembly Constituencies in to two Parliamentary Constituencies.Ø But Chittoor District is proposed with allotting its 14 Assembly Constituencies in to 3 PCs

of 3 districts. As Chittore is the last district after Anathapur District, It is also has to beshared for two PCs only with its own district ACs.

Ø This has happened because, leaving one AC (228. Kandukur) of 18. Prakasam District,the commission has suddenly jumped to 21. Kurnool district instead of continuing to 19.

Ø Nellore District, which is completely violating commission’s own guidelines and that towithout any particular reason.

Ø The connectivity and Geographical association also available between all the districts inthis order. A state highway is connecting 19. Nellore and 20. Cuddapah districts and it ispassing through Rapur (Nellore District) - Kodur and Rajampet (Cuddapah District).

Ø We request you to form two Parliamentary Constituencies fully contained with 14 AssemblyConstituencies of Chittore District by Considering Chittore District as the next District ofAnanthapur District as per the Criteria followed for Assembly Constituencies and Census2001.

Ø During the discussion at the delimitation commission by the associate members it wasagreet that the SC parliamentary constituencies should be distributed 3 to Andhra region,3 to Telengana, and one for Rayalaseema. We have also requested to distribute S.C.parliamentary constituency seats among the segments of the respective regions. All the S.C reserved Parliamentary Constituenciesare proposed in Northern Telangana and are in Contiguity, they should be distributed amongother parts of Telangana.

Hence 12-Nagarkurnool PC should be considered as SC reserved ParliamentaryConstituency , 12- Nagarkurnool PC may be proposed the folloeing 75-Jedcherla AC, 84-Shadnagar AC is to be deleted from 11-Mahabubnagar PC and include in 12-Nagarkurnool PC.The above 2 A.Cs are in existing Nagarkurnool PC. Subsequently 78-Wanaparthi, 79-GadwalAC’s may be deleted from 12-Nagarkurnool PC and added to 11-Mahabubnagar in place of 75 &84 AC’s. for more public convenient.Hence dissent note.

Dissent for (36)- Ananthapur and (37)-Hindupur Parliamentary Constituencies.

(271)-Singanamala (SC) Assembly Constituency existing in Ananthapur ParliamentaryConstituency may be retained by deleting from Hindupur Parliamentary Constituency for thereason that (271)-Singanamala (SC) Assembly Constituency is very close and adjacent toAnanthapur Assembly Constituency within the radius of 10 Kms and where as Hindupur is morethan 100 Kms from Singanamala and the people Singanamala Assembly Constituency should gothrough Ananthapur Corporation and 2 A.Cs of 36)-Ananthapur Parliamentary Constituency.(274)-Rapthadu Assembly Constituency is included in 36)-Ananthapur Parliamentary Constituency

(274)-Rapthadu Assembly Constituency may be include in 37, Hindupur Parliamentary for publicconvenience.

We would like to dissent that 226)-Santhanuthalapadu (SC) Assembly Constituency whichis included in 32)-Bapatla Parliamentary Constituency is situated around Ongole AssemblyConstituency. In 18-Prasam District three proposed SC reserved constituencies 226. Santhanuthalapadu,224. Addanki and 229. Kondapi ACs are continuous and clustered. Under section 9(1) (c)of the Delimitation Act 2002, the Constituencies for SCs are to be distributed and this rulehas been ignored in this district. Hence the three SC reserved seats shall be distributed inthe district.

· Doranala and Arthaveedu Mandals were proposed in 221. Yerragondapalem Constituency.All of these areas are falling in Nallamalai Forest Area and Dornala mandal is at thehighest altitude of the surround areas. This Dornal mandal has direct road access only toMarkapur through a Ghat road. Hence Dornala mandal are convenient to proposed in230. Markapur AC and Ardhaveedu mandal may be added to Giddalur constituency isconvenient.

· 229. Kondapi AC is proposed with Singarayakonda, Kondapi, Tangutur, Zarugumilli,Ponnalur and Marripudi mandals. But Tangutur mandal is divided with river Musi and itdoesn’t have direct access with the remaining proposed mandals of 229. Kondepi AC.

· And this Tangutur mandal has good conveyance to Santhanuthalapadu. Also TanguturMandal is in Ongole Revenue Division and remaining proposed mandals of 226.Santhanuthalapadu AC. Hence Tangutur Mandal shall be proposed in 226.Santhanuthalapadu AC.

16. Krishna District

Ø As per the Delimitation Commission Draft proposal 2 Mandals have been spited, wehave made the proposal with the splitting of 2 Mandals only.As per the Commission’sworking paper 202. Nandigama, 188. Tiruvuru and 189. Nuzivid Acs are proposed forSC Reservation. All of these 3 ACs are concentrated and clustered in Northern part ofKrishna District.

Ø The proposal is against and contradiction to section 9(1) (c) of the Delimitation Act2002, which spells the Constituencies for SCs are to be distributed.

Ø The proposal proposed in the previous working paper of the commission has proposedto form197- Pamarru AC. All of the Associate Members of all political parties haveappreciated and non of them were objected the formation of Pamarru Constituency. Butsurprisingly Commission has deleted 197-Pamarru Constituency in the latest Draftproposal.

Ø We request you to revise the 197. Pamarru AC as your previous proposal and addGantasal Mandal to197- Pamarru Constituency.

Ø This will lead to distribution of one reserved AC to the Eastern part of Krishna District.
