1.0 Brief History and Background Following the collapse of the Somali state in 1991 and the civil

strife which followed, most educational facilities were destroyed, damaged or simply abandoned due to insecurity. Education ceased to function at all levels and the future of school-going children and youth throughout Somalia was suddenly blocked by circumstances beyond their control. Thousands of former students whose education was interrupted faced unemployment, and moreover without necessary qualifications to enter the job market. In response to this bleak situation, a group of Somali professionals from within Somaliland and the Diaspora met in 1996 and meditated on the creation of an institution of higher learning. This culminated in the establishment of Amoud University as a national community-based educational establishment.

Amoud University was formally registered in 1998 as a non-governmental, non-profit making institution. The University started with 66 students in two faculties (Education and Business Administration), and three (3) teachers, but now has 4,829 students enrolled in 15 teaching units, and Postgraduate programmes, and 312 teachers. The University is deeply rooted in the local community, and her primary support comes from the community elders, leaders, business people, concerned citizens and local non-governmental organizations. Moreover, the establishment of Amoud University is a symbol of the transition from an era of war and destruction to an era of peace and development. This has inspired other communities in Somaliland and other Somali speaking regions to create higher learning institutions along the ethos of Amoud University. The University continues to champion dissemination of knowledge through excellence and dedication.

Amoud University actively participates in national development of Somaliland. The University has worked, and continues to work in close consultation with the public and private sector institutions to improve the socio-economic well-being of the national populace. Amoud University endeavors to develop the necessary human capital through continuous design of market-sensitive courses that enhance sustainable national economic growth and development; in areas that are necessary and critical to accelerated progress towards achievement of Sustainable Development Goals. In 2012, Amoud University embarked on ambitious programme and mounted postgraduate programs, the first of its kind in the history of higher education in Somaliland. From three programmes in 2012, the school now runs eleven (11) programmes in five (5) faculties.

The school has also successfully started a teaching centre in Hargaisa, the main city in Somaliland. This created a positive image of the University and has had a great impact on the city and the country as a whole. Many universities that were skeptical have followed suit and mounted postgraduate programmes in various fields. 1.2 Statements of Purposes of Amoud University The “purpose statements” of Amoud University as defined in Articles 3, 4, 5, 6 and 7 of the 1996 Constitution as amended in 2008, and as reproduced hereunder. 1.2.1 Vision The vision of Amoud University is to be a centre of excellence in education and scholarship in the Horn of Africa, and a pioneer in promoting understanding among cultures and communities in the region. 1.2.2 Mission The mission of Amoud University is to provide quality education and training and significantly contribute to the development of potentialities of the people of Somaliland, and enable them join in the global village. 1.2.3 Identity Amoud University is a union of intellectuals dedicated to the development and well-being of the society through merging of ideas and dissemination of knowledge for the benefit of humanity. 1.2.4 Philosophy The philosophy of Amoud University is to understand and respond to community demands and disseminate knowledge to enhance academic enlightenment for all. 1.2.5 Objectives The objectives of Amoud University are to:

1) To restore hope and strengthen the confidence of the younger generation in the Islamic faith and in the country, and provide a sense of direction and thus reduce their tendency to get involved in anti-social activities and confrontations.

2) To be a model of a practical demonstration of the benefits of the culture of peace.

3) To pioneer a tradition of higher education in Somaliland and train a new breed of professionals for all sectors.

4) To influence and guide the system of education in the country. 5) To provide alternatives and opportunities for those who are

attracted to foreign countries under the pretext of seeking higher education.

1.2.6 Core Values Amoud University, in pursuit of its vision and in carrying out its mission, shall be guided by the following core values:- 1.2.6.1 Excellence Excellence is the standard to which the University shall aspire in everything it does. The University shall offer its best even when something less may be acceptable to others; and always uphold the standards relevant to its discipline or practice. The University shall champion academic excellence through eminence in teaching and research; and scholarship that changes lives and deepens understanding; and creativity and innovation shall be hallmarks of its efforts. The University shall always be creative in its response to opportunities and challenges. 1.2.6.2 Ethicality The University shall remain ethical in behaviour as it promotes a collegial community and foster a culture within itself that is responsible, respectful, honest, and reflective; based on integrity, truthfulness, and straightforwardness. The University shall conduct itself according to the highest ethical standards, and provide education that promotes an awareness of sound ethical practice in a diverse society. 1.2.6.3 Non-Discrimination The University does not, and shall not, discriminate against anyone in any way or in any form whatsoever; whether on the basis of gender, race, tribe, clan, religion, disability, or any way in which someone may be discriminated against. The University shall pride in being an inclusive institution through fairer systems that provide access for everyone, no matter what their background, who has potential to benefit from higher education.

1.2.6.4 Freedom of Thought and Expression The University shall remain enquiring, open to new ideas and new ways of thinking and of ensuring that it creates a sustainable institution. The University shall actively encourage and respect the right of all scholars, staff and students to engage in critical inquiry, independent research, intellectual discourse and public debate in a spirit of responsibility and accountability, in accordance with the principles of academic freedom and institutional autonomy. 1.2.6.5 Meritocracy The University shall base all its decisions on all matters on the merits of all competing viewpoints or persons. The proportion of male graduates increased by 3467.93% during the 2000-2018 period while the proportion of female graduates increased by 6311.26% over the same period. Between 20000-2019 period, on average, the proportion of male graduates increased by 173.38% per year while the proportion of female graduates increased by 717.72% per year. Therefore, while the number of males graduates have been higher than the number of female graduates at all points, the proportion of female graduates has been increasing at a much higher rate than that of males. 3.2.3 Students Turnover by Faculty/School, 2014-2018 The overall enrolment of the University for 2014-2018 period is summarized in the following figure. The enrolment 2014-2018 by faculties and schools is further summarized in the sections 3.2.3.1 to 3.2.3.13.

For the 2014-2018 period, the enrolment of male students increased from 2719 to 2823, and the enrolment of female students increased from 1237 to 1436. These reflect an increase of 0.765% per year for males and 3.27% per year for female students. While the enrolment of females may appear lower than for males at all points, the enrolment rates for females has actually increased at a higher rate than for male students. The overall enrolment increased by 1.53% per year over the 2014-2018 period. This is further highlighted in the Figure 7.

The enrolment of male students in the Faculty of Agriculture and Environment fluctuated between 163 in 2015 and 164 in 2018 while that of females fluctuated between 51 in 2015 and 31 in 2018 in all programmes. In the Table 6 shows the enrolment in the Faculty of Business and Public Faculty of Business and Public Administration by programme, for the 2014-2018. The overall enrolment in the Faculty of Business and Public Administration decreased by 9.63% between 2015-2018 which reflects an average decline of 2.40% per year. The enrolment of male students over the period increased by 3.20% or by 0.80% per year while the enrolment of female students decreased by 26.88% over the period, or by 6.72% per year. The overall enrolment flow in the faculty is further depicted in the Figure 10 and Figure 11.

The enrolments by degree and diploma programmes are highlighted in Figure 12.

By degree and diploma programmes, the enrolment in degree programmes was always higher than the enrolments in diploma programmes over the 2015-2018 period. This is generally expected in a university. Both degree and diploma programmes witnessed decreased enrolments over the period. The enrolments in the degree programmes reduced by 7.02% over the period or by 1.76% per year. In the degree programmes, the enrolment of male students improved slightly by 4.42% over the period or by 1.10% per year. The enrolment of female students decreased by 22.35% over the period, which reflects a decrease of 5.58% per year. The enrolments in the diploma programmes decreased for both male and female students. In the diploma programmes, the enrolment of male students improved slightly by 8.33% over the period or by 2.08% per year while the enrolment of female students decreased by 75.00% over the period, which reflects a decrease of 18.75% per year. The enrolment for various programmes in the Faculty of Education during the 2014-2018 period generally witnessed a net reduction. The enrolment in degree programmes for the 2014-2018 period decreased by 27.67% which is an average decline of 5.53% per year. The enrolment in the regular degree programmes reduced by 50.71% over the period or by 10.14% per year. The enrolment of male students reduced by 46.58% (9.31% per year) while that of female students declined by 76.73% (or 14.34% per year). In the upgrading programme, the enrolment improved by 22.01% over the period or by 4.41% per year. The enrolment of male students increased by 27.84% (5.58% per year) while that of female students declined by 42.85% (or 8.57% per year). In the diploma programme, enrolment for both male and female students decreased by 58.95% over the period or by 11.79% per year. The enrolment of male students fell by 38.93% (7.98% per year) while the enrolment of female students declined by 89.53% (or 17.90% per year). The overall enrolment flow by degree and diploma is depicted in Figure 15.

The Faculty of ICT and Computing registered a steady growth in students’ enrolment in the 2014-2018 period. The overall enrolment in all programmes increased from 206 in 2014 to 410 in 2018. The enrolment of male students increased from 123 in 2014 to 281 in 2018 while the enrolment of female students increased from 83 in 2014 to 129 in 2018. The enrolment of male students increased by 128.45% over the period, or by 25.69% per year. The enrolment of female students increased by 55.42% over the same period which is an increase of 11.08% per year. The overall enrolment increased by 99.02% over the 2014-2018 period, or by 19.80% per year. The line graph in Figure 18 shows the variation in enrolment by year and gender.
