Growing Amidst Risk and Uncertainty
Looking towards the long-term vision of the country, dubbed as AmBisyon Natin 2040, the Philippine Development Plan (PDP) 2017-2022 was crafted to lay down a strong foundation of development that will enable Filipino families to enjoy a matatag, maginhawa, at panatag na buhay (strongly rooted, comfortable, and secure life) by 2040. The PDP, a medium-term plan, aims to build a “solid foundation for more inclusive growth, a high-trust and resilient society, and a globally competitive knowledge economy.” The PDP steers the economy towards appropriate reforms on trade, fiscal policy, macroeconomic stability, and competition that aims to improve productivity and efficiency. These reforms are anchored on ensuring peace and security, accelerating infrastructure development, building resilience, and ensuring sound ecology and environment.
However, risk and uncertainty, both domestic and international, towards the attainment of this national goal looms large. Domestically, there are key policy reform challenges spanning tax reform, peace and security, food policy, competition policy and governance. At the international scene, heightened risk and uncertainty compounds these challenges in pursuing economic reforms. To illustrate, the unfolding of the intentions and policies of the US government will have ramifications for global cooperation regarding trade and security, climate change, and migration. There is also concern that the relationship between the US and Russia may become too “friendly.” China, on the other hand, is said to be challenging
the US for global leadership. While President Trump espouses an America First policy, China is gravitating towards greater international cooperation. In Europe, the United Kingdom has started the process of leaving the European Union (Brexit). Pundits say that negotiations are likely to be painful. Key national elections across the world contribute to the changing international political landscape, e.g. the elections in France and Hongkong, the impeachment of the South Korean president, and another independence referendum being proposed by the governing party of Scotland. The changing economic and political landscape abroad presents both challenges and opportunities for the Philippines. How should the Philippines respond?
It is in the above context that the 55th Philippine Economic Society (PES) Annual Meeting and Conference is framed with a theme of “Growing Amidst Risk and Uncertainty.”

President’s Message
It is an honor and privilege to serve as the president of the Philippine Economic Society (PES) for the year 2017. Indeed, it has truly been a remarkable year for PES. I am constantly amazed by the outpouring of support it has received from our founders, former presidents and officers, and from partners in the business, academic, government and non-government institutions.
English writer Charles Dickens described the world after the Industrial Revolution as “…the best of times, it was the worst of times.” This denotes how mankind has lived in a world of ambiguities. On the one hand, with economic growth and advances in science and technology, human civilization has developed as never before. On the other hand, challenges like terrorism, climate change, as well as poverty, unemployment and widening income inequality have all added to the risks and uncertainties of the global economy. Many people feel bewildered and wonder: What has gone wrong with the world?
This year’s PES conference will allow us to examine how the Philippine economy should respond to the risks and uncertainties brought about by the aforementioned local and global economic issues and challenges. With the critical analysis and perspectives that will be shared by our economic policymakers and colleagues in the plenary and concurrent sessions, we hope that this knowledge sharing will be able to assist us in securing our people’s welfare and nation’s future. Global history illustrates that the road of human civilization has never been a smooth one, and that mankind has made progress by surmounting political and economic difficulties. No difficulty, however daunting, will stop us from advancing. When encountering difficulties, we should not complain about ourselves, blame others, lose confidence or run away from responsibilities. We should join hands and rise to the challenge. History is created by the brave. Let us boost confidence, take action and march arm-in-arm toward a bright future.
