1 COURSE REPORT (1 ST BATCH INDUCTION TRAINING) (16 TH MAY, 2016 TO 6 TH AUGUST 2016) The First Batch consisting of 56 nos of newly recruited ORS officers were put to Induction Training in the Institute as per direction of Govt. in Revenue and Disaster Management Deptt. Since they were totally new entrants they need to be acquainted with different rules, laws, regulations of Revenue Administration as well as Disaster Management. All ORS officers were of 2011batch. Out of 56 nos. of sponsored trainees, one trainee resigned and left the training. Objective of the Programme :- To make the Participants aware about their roles and responsibilities in the Revenue Administration and to acquaint with different Revenue Laws. To acquaint the participants with the criminal laws and powers and functions of Executive Magistrates and how to deal with Preventive sections of Cr.P.C. The First Batch consisting of 56 nos of newly recruited ORS

officers were put to Induction Training in the Institute as per direction

of Govt. in Revenue and Disaster Management Deptt. Since they

were totally new entrants they need to be acquainted with different

rules, laws, regulations of Revenue Administration as well as Disaster

Management. All ORS officers were of 2011batch. Out of 56 nos. of

sponsored trainees, one trainee resigned and left the training.

Objective of the Programme:-

To make the Participants aware about their roles and

responsibilities in the Revenue Administration and to acquaint

with different Revenue Laws.

To acquaint the participants with the criminal laws and powers

and functions of Executive Magistrates and how to deal with

Preventive sections of Cr.P.C.

To make them aware about the Financial Rules and regulations

for effective Management of Govt. fund.

To make them aware about Rules and Regulations on Service

Laws

Enhancement of the operational skills of the officers like

Personality development, Communication skill, Leadership

quality, team building etc for effective improvement in

Governance system.

Director and the Course Director welcomed the

Trainees and briefed them on the objectives and

contents of the induction Training programme.

Sri Raghunath Mohanty, OAS (SAG), the

Director, ROTI put words of advice to the Trainees

to be most truthful, honest in their respective

assignments.

The Principal Secretary Revenue & Disaster Management

Department advised the trainees to be sincere, dedicated with positive

sense of attitude in discharging their duties.

A brief description on ROTI, its mandate and curriculum was

presented after which, the training Programme started as per the

schedule.

arranged. Week wise programme and details are as follows.

WEEK - 1

In the week-1, the following Sessions were taken up,

History & structure of the Land Revenue Administration of

Odisha.

The odisha Govt. Land Settlement Act,1962& the Rules

there under with reference to case laws and Amendments.

System of Land Tenure and Tenancy Laws in different Areas

of Odisha.

Odisha Prevention of Land Encroachment Act & Rules with

reference to case laws and Amendments & Odisha Land

Grabbing Prohibition Act & Rules,2015

Odisha Consolidation Holding & Prevention of Fragmentation

of Land Act, 1972 / rules thereof.

Odisha public Demand Recovery Act,1962 and the Rules &

Executive instructions there under.

Odisha Estate Abolition Act & Rules – Dealing with

On the last day of 2nd week i.e. on 28.5.2016 knowledge Test of the

All the trainees were required to submit resume on Training on the

forenoon of the day following on the subjects taught in the previous

day. This practice was made compulsory, by which all would go

through the topics and present the gist of it, what they have

understood.

WEEK-4

The following topics were covered in the fourth week by

experienced and Learned Guest Faculties both retired and in service

Manual of Tahasil Accounts.

there under with special mention to determination of Ayacut

WEEK- 5

Subject concerning to Criminal laws and other relevant laws of

Revenue and Financial Management were covered in the training.The

details are as follows:

Recording of Evidence and Writing orders in Revenue Cases

Broad outline of IPC / Cr.P.C Relevant for Executive

The Odisha Travelling Allowance Rules & The Odisha Leave

Broad outline on code of civil Procedure and its applicability in

Revenue courts.

Prevention & Detection of Fraud in Land Settlement with Court

Judgments

Odisha Development Authority Act,1982 & Rules. with up to

date amendments.

Search and Seizure-Concept and Procedure.

The Prevention of Corruption Act,1988 & Anti-Corruption Drive,

Role of vigilance wing and sanction of prosecution.

The Second Exam was conducted on 10.06.2016.

WEEK-6

The week-6 started with the field Training of the Trainees on

Plane Table Survey, Sri B.K.Pattnaik, OAS (Retd), Sri Chinmaya Ku.

Acharya, A.O, ROTI & Sri G. Parida, Ex-Draftsman organized the

training in the field. Besides this, the following Topics were also

covered during the week.

Settlement of Sairats Sources under the Manual of Tahasil

Accounts.

The Contempt of Court Act. & Respect and Obedience of

Courts Order.

The Prevention of Black Marketing & Maintenance of Supplies

of Essential Commodity Act,1980

Odisha Relief Code & Basic Concept in Disaster Management,

The Disaster Management Act.2005 and the Odisha Disaster

Management Rules.2010. SoP of Disaster Management and

Response Mechanism. A small film on Disaster Management

Operation was also showed to them.

Citizen Charter and Sevottam Model of Public Service Delivery

The Odisha Scheduled Area Money Lenders Regulation Act.

The Third written Examination was conducted on 25.6.2016,

covering the syllabus of week 5 and 6.

WEEK-7

This week also the field Training on plane Table survey went on, in

the forenoon session. Besides this, the following Topics were covered

Those are:-

Odisha Forest Act,1972, Forest Conservation Act,1980 with

Provision of PESA.

Understanding Map & Other ancillary matters of Survey

Operation.

Right to Education Act,2009 and Girl Child Education in Odisha.

Doubt clearance on Revenue Laws.

E-Governance.

The Transfer of Property Act,1882.

Team Building & Motivation.

Leadership Quality & Time Management.

On 29.7.2016, Field visit to Khordha Collectorate was

organized, All the 55 trainees under the supervision of the Dy.Director

and Administrative Officer Proceeded to Collectorate, Khordha to

have knowledge on the office procedure i.e. opening of files,

maintenance of Log book, Noting and Drafting, Record Book, Record

Keeping, Receipt of Dak and Tracking of Letters-Maintaining Forward

Diary, Preparation of Agenda and Recording Minutes of Meetings.

Week-8

The following topics were discussed in 8th week.

Maintenance of Land Records and Initiatives taken under

NLRMP.

Mines & Mineral (Development and Regulation) Amendment

Act.2015 and Odisha Minor Mineral Concession Rules.2015

Miscellaneous Certificate Act.& Rules 1984 – Executive

Instructions.

The Odisha Special Survey & Settlement Act & Rules 2012

Discussion on Various aspects of Revenue Laws.

Human Rights- Issues and challenges.

The Director, ROTI was used to take

review on each subject, with the Trainee

officers after 5.00 P.M every day. With this

exercise becoming a routine matter, the

trainees found it a very useful session as the

concerned Topics / matters was discussed

by the Director in a very extensive but

simplified manner

Week-9

The knowledge Test on the subject Taught during week 7 and 8

was held on the first day of week-9 in the afternoon session. The

following subjects were also deliberated by Senior Retd. Judicial

Officers, Revenue Officers and also thematic experts.

The Transfer of Property Act, 1882.

The Registration Act.1908.

Challenges for an administrator in present day context.

Concept of DGPS, ETS, Hi-Resolution Satellite Imagery and

Aerial Photography and their acquaintance.

Process flow of Hi-tech Survey Operation.GCP Plan and

Monumentation, Acquisition of Raw Images and Ortho photo

Generation, Boundary Fixation, Plot Vectorisation, Obscured

Gharabari Areas Survey (Ground Truthing),Draft Map

Preparation, Different Stages of RoR Preparation including

dispute resolve Mechanics & Roles & Responsibilities of

different stake holders during Hi-tech Survey Operation

WEEK-10

The Field Training on DGPS and ETS on Hi-Tech Survey was

conducted during this week. The Roles and Responsibilities of stake

holders during Hi-Tech survey operation was discussed by the

Technical experts of ORSAC and NIC. Besides, the following General

laws and Right based approach to Governance issues were

deliberated by senior Retd. Professor and other faculties.

Technical Manual for Cadastral Survey using Modern

Technologies.

Doubt clearance on the process of Hi-tech Survey Operation.

Basic of Indian Constitution & Quasi Judicial and Administrative

Power.

Foundation of our Democracy – The Electoral System of India

and the Conduct of Election to the Parliament and State

Assemblies.

Three-tier Panchayati Raj System -73rd Amendments, PRI and

ULB Election.

Right to Public Services Act & Rules 2012.

WEEK-11

The field Training on operation of DGPS and ETS continued

during this week. The Technical staff of ROTI undertook Practical

Examination of the 55 Trainees on the said subject. The Theory Exam

on plane Table survey operation and Practical Exam on the same

were also arranged during the week. All the 55 Trainees appeared the

Exam. The following important matters were also covered during the

week.

Litigation Management – Preparation of Para-wise comment &

filing of counter affidavit to Defend Govt. Cases.

Doubt clearance on practical Aspects of Hi-tech Survey.

Scheduled Tribes and other Traditional Forest Dwellers

(Recognition of Forest Right) Act.& Rules 2006.

S.C & S.T(Prevention of Atrocities) Act.1989.

The Hindu Marriage Act, 1955 & The Hindu Succession

Act.1956.

Landmark Judgment of Hon’ble Supreme Court, High Courts

and Member, Board of Revenue in important Revenue Cases.

WEEK-12

The Concluding week of the Induction Training was also an

exhaustive one with the following subjects discussed. Besides, the

trainees appeared 2 Nos of Theory Exam, each consulting of 100

marks each which included all the important Revenue, Criminal,

General & Civil laws & other related issues.

The Trainees were provided with ideas on various Acts and

Rules concerning to Revenue Laws, General & Civil Laws and also

Management Techniques like teambuilding, Motivation, Leadership

quality, Time Management, Communication Skill, HR Management

etc. Experienced and learned people were invited as Resource

Persons to impart the training. The trainees have practiced Yoga and

Meditation under the supervision of experts in the concerned fields.

Field visits were arranged to Khordha Collectorate and Tahasil to

make them aware about the procedures, the works are being

conducted.

Group Discussion

Further, Group Discussion was held involving all the 05 teams.

Specific Topics were assigned to all the 05 teams. They were asked

to prepare PPT on the said Topics and present it before all. External

Evaluators were invited to Judge the quality of presentation, as well

as the questions which the opposite teams were asking or pointing

out any omissions thereof. By this discussion, the judges also

contributed to clarify their doubts.

Series of Group Discussions were held among the teams on

different contemporary issues like mutation, Disaster Management,

Procedure of recording Govt. Land etc. By this process our aim was

to build their confidence and work in a team spirit. During Group

discussion Each and every member of the Team was bound to ask

question on the relevant topic to the other Team presenting the issue.

There by, everyone took effort to put the best question, accordingly

they have been judged. The Topics of Group Discussions were:-

Plantation Programme was organized in the institute involving

the trainees. They took much interest for the same and different

varieties of plants were planted in the campus.

In addition, Exams were

also conducted at regular

intervals to keep them in touch

with the studies. We put our

best effort to arrange the

training successfully in spite of

the constraint of resources and

infrastructure was there.

All the Trainees were

being provided with Evaluation

sheet to give their feedback

about the Training course and

resource persons at the end of

each week.

All the Trainees were provided with

sufficient Training materials both in shape of

hard and soft copies.

On 6th August. 2016, the valedictory

function was organized in which Sri Ashok

Nayak, OAS (SAG) Addl. Secy. to Govt, R&DM

Deptt., Sri Niranjan Sahoo, IAS, Collector

Khordha graced the occasion.

They inspired the trainees with

their advices. The Team leaders

of the Teams of ORS officers

expressed their satisfaction on

the overall conduct of the

Training. The Director of the

institute encouraged the Trainees

to follow the path of Truthfulness,

humbleness and sincerity, and to have empathy, responsiveness

towards Public.

The Deputy Director, course extended her gratitude to the

organization as well as to the Trainees for their support, co-operation

for smooth conduct of the 12 weeks Training Programme. The

Administrative Officer of the institute extended vote of thanks to all

concerned and with this, the 12 weeks Induction Training Programme

of ORS-2011 batch came to an end.
