Assessing for English Proficiency: An HCC Admissions Requirement

HCC requires evaluation for English proficiency as an Admissions requirement for all semester credit students. The primary instrument utilized by HCC for Nonnative English Speakers is the Accuplacer ESL test, although HCC does recognize many other nationally recognized English proficiency exams.

Note: All students will be given a writing sample either at the time of testing or during the first week of the semester in order to confirm placement. rev. 3/12/2020

Assessment Guide for Native and Non-Native Students

Students who need to take the Accuplacer ESL test and a TSI test

prior to their first enrollment at HCC You will need to take the Accuplacer ESL exam in addition to a TSI test if English IS NOT your first language AND one of the following conditions is true:

You came to the United States and entered an American high school during or after the 9th grade

You had high school classes where the teacher taught in your native language and English

You took the TOEFL exam (or other test for English proficiency) and did not pass

You were exempt from the TAKS test in high school based on being classified an ESL student

When reading for fun (i.e. books, magazines, Internet), you prefer to read in your native language, not English (This may indicate that you are not as comfortable with English)

The primary language spoken in your home, at work, or with friends is your native language, not English

You have taken Workforce ESL classes

You have taken Adult Basic Education ESL or GED ESL classes

You were advised to enroll or were enrolled in Academic ESL or Intensive English courses at another college

Students who may only need to take a TSI test prior to their first enrollment at HCC

You do not need to take the Accuplacer ESL exam, and you may only need to take a TSI test if one or more of the following are true:

English is and continues to be your first language

You came to the United States and entered an American high school before the 9th grade, graduating from an American English-speaking high school

You have already earned an associate degree or higher from an accredited United States college or university

You graduated from an English-speaking high school from one of the following countries: American Samoa, Australia, Bahamas, Barbados, Belize, Bermuda, Canada (except Quebec), Dominica, Grenada, Grand Cayman, Guyana, Ireland, Jamaica, Liberia, New Zealand, Trinidad/Tobago, United Kingdom, U.S. Pacific Trust

You have an evaluated post-secondary (bachelor's, master's, or doctorate) degree from a college or university in another country whose primary mode of instruction was in English

You took an acceptable test for English Proficiency (see list below) within the last 2-3 years and passed. Must also meet TSI requirements to enroll in ENGL 1301.

Texas Success Initiative (TSI): Determining College Readiness

The TSI law applies to all new students unless they can present an allowable exemption or waiver from TSI requirements. TSI requires assessment of all new students, individualized success plans for those students whose skills are not “College Ready,” and minimum state standards indicating students’ “college readiness” for pursuit of Level 2 certificate and degree programs.

Exemption by Prior Degree: A student who graduated with an associate or higher degree from an accredited institution of higher education is allowed to enroll in college level courses without need of further testing. Military-Discharged: A student, who on or after August 1, 1990, was honorably discharged, retired, or released

from active duty as a member of the armed forces of the United States or the Texas national Guard or service as a member of a reserve component of the armed forces of the United States, is allowed to enroll in college level courses without need of further testing. Student must meet all course prerequisites.

Exemption Prior to 9/1/03: A student who received an exemption under the TASP law prior to 9/1/2003 is also

exempt from the TSI law. The student is allowed to enroll in college level courses without need of further testing. Student must meet all course prerequisites.

TSI Waivers (Note: TSI setting requires one milestone as Waiver)

Students meeting the following requirements are temporarily waived from TSI, and should be allowed to enroll in entry-level freshman courses: (Title 19, Part 1, Chapter 4, SubChapter C, §Rule 4.54). Waiver is valid only while in high school. After high school graduation, the student must be evaluated for TSI complaince. Waiver by Intensive English: A student who is enrolled in the Intensive English program is waived from TSI testing.

However, the Intensive English student must take the TSI test before achieving 15 semester hours of Intensive English courses (i.e. during the Level 4 semester).

Waiver by Level 1 Certificate: A student who is enrolled in a level-one certificate program (42 or fewer credit

hours) is allowed to enroll in the college level courses of the Level 1 Certificate without need of further testing. Student must meet all course prerequisites

Waiver by Non-Degree/Certificate Seeking: A student, who is not working toward obtaining a Degree or

Certificate from an institution of higher education may enroll in college level courses for one semester. However, the student must meet all course prerequisites. If the student wishes to continue after one semester, he/she must meet TSI requirements or be referred to Continuing Education. This waiver does not apply to Transients or Transfers from other colleges or universities. Transients and Transfers from other schools are considered degree seeking.

Other TSI Completion Methods (Note: TSI setting requires Read, Write, Math Milestones)

Students meeting the following requirements are exempt or waived from the requirements of TSI, and should be allowed to enroll in entry-level freshman courses: (Title 19, Part 1, Chapter 4, SubChapter C, §Rule 4.54). See TSI Milestones Chart in Appendix.

Waiver by HB5 Course: A high school student taking and passing a HB5 class will be considered college ready, waived from TSI requirements in the related TSI component area (i.e. reading, writing, mathematics), for two years after high school graduation. If the student has not enrolled and passed a first year college level course in the area related to the HB5 course within two years after high school graduation, then the student must meet TSI requirements, which may include taking the TSI test and enrolling in developmental instruction, if needed

Completion by At Other Institution: A student who has previously attended a Texas public higher education

institution and has been determined to have met College Readiness standards at that institution will be considered College Ready at HCC. The student is allowed to enroll in college level courses without need of further testing. Student must meet all course prerequisites.

Completion by Coursework: A student who transfers from an accredited private, independent, or out-of-state

institution of higher education and who has satisfactorily completed college-level coursework in reading, writing, and/or mathematics (see List of College Ready Courses in the Appendix) will be considered College Ready at HCC. The student is allowed to enroll in college level courses without need of further testing. Student must meet all course prerequisites.

Completion by Developmental Education: A student who has satisfactorily completed (with a grade of C or

higher) the exit level developmental course in reading, writing, and/or mathematics will be considered College Ready at HCC. The student is allowed to enroll in college level courses without need of further testing. Student must meet all course prerequisites.

TSI Assessment Testing (Note: TSI setting requires Read, Write, Math Milestones)

The TSI law requires assessment of all new students, individualized success plans for those students whose skills are not “College Ready,” and minimum state standards indicating students’ “college readiness” for pursuit of certificate and all degree programs.

A student, who is college ready, is qualified to take first year college level courses without additional testing or skill level prerequisites in reading, writing, and/or mathematics. A college ready student will also not be required to retest on a TSI test or take developmental education in reading, writing, and/or mathematics, if they transfer to another Texas public institution.

Students not meeting one of the “college ready criteria” listed above are deemed “not college ready” or “in progress” and must participate in college advising and remediation activities. New students who are not college ready must:

• Meet with an HCC Counselor or Advisor prior or during registration to initiate an individualized HCC Student Success Plan. The Plan will:

o record student test scores, educational objective and declaration of major, o direct student to student support resources, o provide benchmarks for tracking success, including the developmental education course

sequence (as per student's major); and o begin a plan for achieving a degree or Level II certificate.

• Enroll during their first semester in the HCC Student Success course, EDUC 1300 Learning Framework.

• Enroll in a developmental course related to an area where the student is not college ready (i.e. reading, writing, and/or mathematics) every semester until the student completes all TSI components or graduates with a certificate or degree, whichever comes first.

Prior to Fall 2013, there were several testing instruments utilized as TSI tests. Students, who took one of the earlier tests and were enrolled in college prior to Fall 2013, may still utilize those test scores to satisfy TSI requirements. However, those scores are most likely outdated if currently being used for placement purposes.

Since Fall 2013, the sole instrument utilized to satisfy TSI requirements is the TSI Assessment.

Setting a TSI Status Without TSIA Testing:

Fall 2020 Covid-19 Provisions

The TSI law applies to all new students unless they can present an allowable

exemption or waiver from TSI requirements. This would normally require

taking the TSIA test. However, due to the inability to offer the TSIA test in

volume, the Texas Higher Education Coordinating Board is allowing us to

temporarily utilize the TSI Waiver, Covid-19 Placement. After the end of the summer and fall semesters, each student with the Covid-19 Placement

or Non-Degree/Certificate Seeking TSI Waiver status must be re-evaluated

to determine a permanent TSI status, which may require TSIA testing and

remediation.

TSI Status Without TSIA Testing: Fall 2020 Covid-19 Provisions

Note: This setup assumes that the student is TSI-required (i.e. not exempt or waived) and that there are no prior TSIA scores, no prior TSI exemption/waiver test scores, no prior college or developmental course credit, or any standard documentation to set a student’s TSI status. The following is a temporary TSI status setting, which should be re-evaluated at the end of the summer and fall semesters to set a final TSI status. The setup below assumes the student is required to remediate in reading, writing, and mathematics. If the student has some valid TSI documentation through one of the sources listed above for one or more of the TSI component areas, then set the TSI status according to that documentation as usual. For any TSI component area(s) where there is/are no TSI standard documentation, then set the TSI component area(s) as below. The TSI status below is required for mandated remediation to also be required.

TSI Re-Evaluation at the End of Summer/Fall 2020 Since the previous page indicates a temporary TSI Covid-19 Placement status in one or more of the TSI component areas, it is imperative that the student’s TSI status is determined at the end of the summer and fall semesters to comply with TSI requirements. The results of that TSI analysis must then be set in the system, so that the student is correctly reported to the state. Please consider the following guidelines:

1. If a paired college level co-requisite course related to a TSI component area was taken and passed (D or above), then set the TSI milestone for that area to “Completed by ....-based course.”

2. If an exit level developmental course was taken and passed (C or above) in one of the TSI component areas, then set the TSI milestone for that area to “Completed by Completed Developmental Education.”

3. If either a college level course related to a TSI area was not taken/passed, or the exit level developmental course for that same TSI area was not taken/passed, then the student must take the TSIA test related to that component area before further enrollment in the fall is allowed.

We will also run our developmental drop process after the summer semester grades are in, for students who enrolled into the next level without passing their developmental course during their summer or fall semester.

Course Placement Guides

After the student’s TSI status is determined and set, an advisor may use any and all of the following Placement tools to determine the student’s best placement:

• TSI Exemption and Waiver Test Scores • TSIA Test Scores • ALEKS Test Scores • High School Transcripts • GED Test Scores

Note: This section is strictly for placement after a student’s TSI status has been determined. There may be a discrepancy between one and more of the above tools. For example, it is possible for a student to fail the TSIA test but still be placed into college level courses without remediation using recent High School Transcripts or GED test scores. The Coordinating Board encourages that we use multiple measures to place students into the highest placement possible.

Developmental Sequences and Options

Developmental Education is offered at HCC as Co-requisite linked pairs or as stand-alone courses. As co-requisite pairs, a student enrolls in a college level course and its co-requisite developmental support course. By being enrolled in paired developmental and college level courses, the student’s achievement is accelerated. In many cases, the same professor teaches both the developmental support section and the paired college level section.

Cut Score Recommendations

ALEKS Corporation's Math and Applied Research teams have developed recommended placement cut scores based on the analysis of math content, the ALEKS Knowledge Structure (Artificial Intelligence), data collected from ALEKS users, and the experience of other institutions using ALEKS PPL. Recommendations are offered for the most frequently taught college math courses, ranging from traditional Basic Math to Calculus I, and includes courses outside the "traditional sequence" such as Business Calculus and Finite Math.

These are only recommendations as every institution is different. While significant effort has gone into arriving at these recommendations, given the range of variables that each institution must consider when determining cut scores, it is important to evaluate the content of your courses to determine cut scores. For this reason, your ALEKS Strategic Placement Consultant will provide specific recommendations for your courses and tips for how to evaluate the effectiveness.

Note: The GED test does not exempt or waive a student from the Texas Success Initiative (TSI) requirements. Once a student’s TSI status is determined, GED test scores may be used for placement purposes as follows:

Interpreting scores GED® test scores for each test

subject range from 100 to 200. Test-takers must earn a minimum score of 145 on each test subject to pass and earn the high school equivalency credential. The GED®
