TEXAS MIGRANT EDUCATION PROGRAM (MEP) STATE PROFILE FOR SCHOOL YEAR (SY) 2015-16 Introduction Welcome to the Texas MEP State Profile for SY 2015-16. The purpose of the annual MEP State Profile is to provide a snapshot of key MEP state information, in order to inform state education agency (SEA) and local education agency (LEA) decision-making, so that all State MEPs may contribute to the MEP’s national goal. What is the MEP’s national goal? The MEP’s national goal is to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete a high school equivalency diploma) that prepares them for responsible citizenship, further learning, and productive employment. This profile is designed to provide basic information, including counts and characteristics of eligible children, counts of eligible children enrolled in types of MEP-funded projects, information on qualifying arrival moves, and performance results. SEAs and LEAs may then use these data to inform their own efforts to improve recruitment, services, and performance results of eligible migrant children, so that we may collectively make progress toward our national goal. This document reflects our first annual MEP State Profile. Introduction

Welcome to the Texas MEP State Profile for SY 2015-16. The purpose of the annual MEP State Profile is to provide a snapshot of key MEP state information, in order to inform state education agency (SEA) and local education agency (LEA) decision-making, so that all State MEPs may contribute to the MEP’s national goal.

What is the MEP’s national goal? The MEP’s national goal is to ensure that all migrant students reach challenging academic standards and graduate with a high school diploma (or complete a high school equivalency diploma) that prepares them for responsible citizenship, further learning, and productive employment. This profile is designed to provide basic information, including counts and characteristics of eligible children, counts of eligible children enrolled in types of MEP-funded projects, information on qualifying arrival moves, and performance results. SEAs and LEAs may then use these data to inform their own efforts to improve recruitment, services, and performance results of eligible migrant children, so that we may collectively make progress toward our national goal.

Texas State Agency Allocation and Child Counts

The Texas State Education Agency MEP, PR Award #S016A110000, received an allocation of X amount of dollars for Fiscal Year (FY) 2016. The table below shows both the Category 1 and Category 2 Child Counts, as reported by the State for the SY 2015-16 Consolidated State Performance Report (CSPR), and the Category 1 and 2 Child Counts for SY 2015-16 as reported in the Migrant Student Information Exchange (MSIX). State directors may compare counts from CSPR to MSIX, to improve reporting accuracy. The CSPR Child Counts were submitted to OME by February 15, 2017, while MSIX counts were collected from MSIX on February 1, 2017. These two sets of counts will not necessarily be the same, and State directors may wish to analyze the data if there are significant differences between CSPR and MSIX counts.

What Do My State’s Charts and Tables Tell Me?

The MEP State Profile contains 13 charts of MEP data, and the source of all data contained within the charts is MSIX. Below are descriptions of the data contained in each chart, and specific ideas on how the reader may analyze data within each chart. In order to prevent the possible disclosure of personally identifiable information, the Education Department (ED) provides privacy protections to FERPA-protected, publically released data. For counts data, a value of three or fewer is suppressed, and for percentage data, a percentage based upon less than 10 children is suppressed. Suppressed data in the charts are represented by “blurred” columns, and these data are represented with the symbol “n<” in the data tables. Finally, an additional column of data is presented which identifies data not submitted to MSIX. This column is included to assist States in their efforts to improve the quality of their MSIX data submissions.

Chart 1: Total MEP Population. This column chart provides counts of eligible migrant children, migrant children enrolled in a MEP project, and migrant children enrolled in a MEP-funded Summer/Intersession project. These data are disaggregated by the birth through two years of age, three through five years of age, kindergarten through 12th grade, and out-of-school youth subpopulations. The chart allows the reader to:

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of eligible migrant children and the counts of migrant children who are enrolled in a MEP-funded project and MEP-funded Summer/Intersession project (located in each set of columns).

• Compare the State’s percentage of children enrolled in a MEP-funded project to the percentage in the national program (located in the box at the top-right).

• Identify the number of children who do not have an age/grade category assigned in MSIX (located in the last set of columns titled “Grade Level Not Specified”).

Chart 2a: Total MEP Population by PFS. This column chart provides counts of eligible migrant children, migrant children enrolled in a MEP project, and migrant children enrolled in a Summer/Intersession project, by Priority for Services (PFS) designation. These data are disaggregated by PFS and non-PFS subpopulations. The chart allows the reader to:

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of PFS and non-PFS children who are enrolled in a MEP-funded project and the counts of PFS and non-PFS children who are not enrolled in a MEP-funded project (located in each set of columns).

The chart allows the reader to:

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of migrant PFS children who are enrolled in a MEP-funded project and the counts of migrant PFS children who are not enrolled in a MEP-funded project (located in each set of columns).

Chart 3a: Total MEP Population by LEP. This column chart provides counts of eligible migrant children, migrant children enrolled in a MEP project, and migrant children enrolled in a Summer/Intersession project, by Limited English Proficient (LEP) designation. These data are disaggregated by LEP and non-LEP subpopulations. The chart allows the reader to:

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of LEP and non-LEP children who are enrolled in a MEP-funded project and the counts of LEP and non-LEP children who are not enrolled in a MEP-funded project (located in each set of columns).

• Identify the number of children who do not have a LEP value specified in MSIX (located in each set of columns titled “LEP Value Not Specified”).

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of IEP and non-IEP children who are enrolled in a MEP-funded

Chart 4b: IEP Subpopulation by Enrollment Type. This column chart provides counts of IEP children by enrollment type – enrolled in a MEP-funded project, enrolled in a MEP-funded Summer/Intersession project, enrolled in both a MEP-funded project and MEP-funded Summer/Intersession project, and not enrolled in a MEP-funded project. The chart allows the reader to:

• Compare the counts of children in each subpopulation, and examine the relationship between the counts of migrant IEP children who are enrolled in a MEP-funded project and the counts of migrant IEP children who are not enrolled in a MEP-funded project (located in each set of columns).

Chart 5a: All Inter and Intrastate Qualifying Moves To and From the “State” (Duplicated). This national map provides the number of qualifying moves that eligible migrant children made to and from the State (interstate) as well as within the State (intrastate). The map allows the reader to determine the States and regions that contain the largest numbers of qualifying moves, so that the State may coordinate migrant services.

Chart 5b: Top 10 Inter and Intrastate Qualifying Moves To and From the “State” (Duplicated). This column chart provides the “Top 10” States with the greatest number of Inter and Intrastate qualifying moves that eligible migrant children made. The chart allows the reader to draw a visual comparison of the number of qualifying moves per State.

Chart 6: Monthly Distribution of Qualifying Moves (Duplicated). This bubble chart provides the number of Inter and Intrastate qualifying moves that eligible migrant children made, by month. The chart allows the reader to review the months during the year that contain the largest numbers of both Inter and Intrastate qualifying moves, so that the State may better plan recruitment efforts.

Chart 7: Monthly Distribution of Missed Enrollments. This bubble chart provides the monthly number of missed enrollments of eligible migrant children who made a qualifying move broken out by qualifying arrival dates (QADs) and unique MSIX IDs. The chart allows the reader to review the months during the year that contain the largest numbers of missed enrollments, so that the State may better plan recruitment efforts.

Chart 8a: Reading/Language Arts Proficiency for Grades 3-8 and High School. This column chart provides the percentage of eligible migrant children, migrant children enrolled in a

Glossary Select CSPR Definitions

Children With Disabilities (IDEA): Children having mental retardation; hearing impairment, including deafness; speech or language impairment; visual impairment, including blindness; serious emotional disturbance (hereafter referred to as emotional disturbance); orthopedic impairment; autism; traumatic brain injury; developmental delay; other health impairment; specific learning disability; deaf-blindness; or multiple disabilities and who, by reason thereof, receive special education and related services under the Individuals with Disabilities Education Act (IDEA) according to an Individualized Education Program (IEP), Individualized Family Service Plan (IFSP), or a services plan.

Eligible Migrant Child: Any child who meets the statutory definition of a migratory child found in Section 1309(2) of the statute and sec. 200.81 of the regulations and for whom the SEA approved a Certificate of Eligibility. In brief, the term migrant child means a child who is, or whose parent or spouse is, a migratory agricultural worker, including a migratory dairy worker, or a migratory fisher, and who, in the preceding 36 months, in order to obtain, or accompany such parent or spouse, in order to obtain, temporary or seasonal employment in agricultural or fishing work (A) has moved from one school district to another; (B) in a State that is comprised of a single school district, has moved from one administrative area to another within such district; or (C) resides in a school district of more than 15,000 square miles, and migrates a distance of 20 miles or more to a temporary residence to engage in a fishing activity. NOTE: In order to be included in the Category 1 Count, the child must have been eligible for at least one day within the reporting period, have a completed COE and been entered into the State’s migrant database.

Intersession: For schools on a year-round calendar, an intersession term is the aggregate of all those periods throughout the year when the school (or part of the school) is not in session or not providing the annual instruction analogous to the traditional school-year regular term only for a cohort of students. Even though the intersession periods occur at different times throughout the year, for the purposes of this report, those periods are all considered a single term. Thus, a student who participates in intersession programs in October, February, and June would be counted as participating in one intersession term (not three).

Limited English Proficient (LEP): An individual (A) who is aged 3 through 21; (B) who is enrolled or preparing to enroll in an elementary school or secondary school; (C)(i) who was not born in the United States or whose native language is a language other than English; (ii)(I) who is a Native American or Alaska Native, or a native resident of the outlying areas; and (II) who comes from an environment where a language other than English has had a significant impact on the individual's level of English language proficiency; or (iii) who is migratory, whose native language is a language other than English, and who comes from an environment where a language other than English is dominant; and (D) whose difficulties in speaking, reading, writing, or understanding the English language may be sufficient to deny the individual (i) the ability to meet the State's proficient level of achievement on State assessments described in section 1111(b)(3); (ii) the ability to successfully achieve in classrooms where the language of instruction is English; or (iii) the opportunity to participate fully in society.

Migrant Education Program (MEP): A federal program that provides funding to State education agencies for educational and educationally-related services for eligible migrant children.

Out of School Youth (OSY): Youth up through age 21 who are entitled to a free public education in the State and who meet the definition of “migratory child,” but who are not currently enrolled in a K-12 institution. This could include students who have dropped out of school prior to the previous school year, youth who are working on a GED outside of a K-12 institution, and youth who are “here-to-work” only. It does not include preschoolers, who are counted by age grouping, nor does it include temporary absences (e.g., suspension or illness).

Performance Period: The performance period is from September 1 - August 31. For programs that operate on a traditional school-year calendar, the performance period consists of the regular school year (normally beginning in August or September and ending in May or June) and the subsequent summer term. For programs that operate on a year-round calendar, the performance period consists of the 12-month period beginning with the term or intersession that starts closest to September 1. Priority for Service (PFS): Eligible migrant children who are failing, or most at risk of failing, to meet academic content and achievement standards, and whose education has been interrupted during the regular school year. This term is described in Section 1304(d) of the statute.

Project: A project is any entity that receives MEP funds either as a subgrantee or from a subgrantee and provides services directly to migrant children in accordance with the State Service Delivery Plan and State approved subgrant applications. A project’s services may be provided in one or more sites.

Qualifying Arrival Date (QAD): The date that a migratory child and a migratory agricultural worker/migratory fisher completed a move for the worker to obtain qualifying work. Also referred to as the Last Qualifying Move (LQM), the date a migrant child’s eligibility for the MEP begins as the result of having completed a new qualifying move.

Summer Term: In a school district that operates a traditional-calendar school year, the period of time after the regular school year has ended and before the next school year begins, typically from May/June through August/September. Year-round schools, for the purposes of this report, are not considered to have summer terms. Any break in the regular term of a year-round school is considered an intersession term, regardless of what season of the year in which it occurs.

Ungraded: A child in an educational unit that has no separate grades. For example, some schools have primary grade groupings that are not traditionally graded or ungraded groupings for children with learning disabilities. In some cases, ungraded students may also include special education children, transitional bilingual students, students working on a GED through a K-12 institution, or those in a correctional setting. (Students working on a GED outside of a K-12 institution are counted as out-of-school youth.)

Year Round Project: A MEP project that operates in both the regular school year and summer/intersession terms.

Select MSIX-Specific Definitions

Eligible Migrant Child:

MSIX shall count children eligible during the performance period September 1, Year 1 through August 31, Year 2, if all of the following are true:

• Enrollment Type shall be 01 through 06 • Graduation/HSE Date from the state student record null or greater than September 1, Year 1 • An enrollment with Continuation Service Reason (MDE# 45) from the enrollment of the state student

record null or 01 with at least one of the following conditions: o Enrollment Date (MDE# 28) from the enrollment of the state student record between September 1,
