1.0 PURPOSE

This procedure covers the methods of cleaning and protection of the internal surfaces of steel offshore piping systems to acceptable levels of cleanliness for a successfully start-up and operation.

It will only be used for piping systems, specified by project specifications and identified on AFC (approved for construction) drawings for chemical cleaning.

2.0 SCOPE This procedure includes the preparation and execution of chemical cleaning (leak test & water flushing, degreasing, acid pickling, neutralization / passivation, and nitrogen blanket application) to the internal surface of carbon or stainless steel piping systems to remove loose scale, rust, foreign matter, grease, etc. During the chemical cleaning operations, care shall be taken to prevent direct contact of chemicals with items that are identified on the isometric drawings for chemical cleaning:

• Piping systems with copper alloy materials,

• Vessels,

• Pumps,

• All bolted/screwed valves and instruments.

The chemical cleaning process shall be accomplished by using chemical agents (degreasing, pickling, neutralization and passivation agents) in the system and circulating the chemical solutions for specified periods of time. It also addresses environment regulation compliance and personnel safety aspects of the work to be done.

5.0 PROCEDURE

5.1 Gen eral Requirements

5.1.1. Lines  to  be  chemical  cleaned  shall  be  clearly  identified  on  the  P  &  IDs  or  isometricdrawings,  and  Line  Index,  and  submitted  to  BD  POC  representative  for  approval.

5.1.2. Systems  to  be  treated  shall  have  been  hydrostatically  tested  (water)  which  has  beenaccepted  by  BD  POC.

5.1.3. All  supports  shall  be  installed  ready  to  receive  variable  loading  and  expansion  during  thecleaning  process.

5.1.4. In line‐   components  such  as  orifice  plates,  check  valve,  control  valves,  flow  meterelements  and  relief  valves  shall  be  removed  and  replaced  with  temporary  spools(supplied  by  the  client).

5.1.5. All  removed  equipment  shall  be  shown  on  each  test  pack  and  highlighted  on  drawings.

5.1.6. The  supply  inlet  into  the  system  shall  be  fitted  with  a  temporary  isolation  valve  (chemicalresistance  type)  for  safety  purposes.

5.1.7. The  systems  to  be  cleaned  shall  have  high  and  low  point  vents  and  drains  installed.  The system  filling  point  shall  be  the  lowest  point  in  the  system.  A  high  point  vent  shall  be utilized  as  secondary  return  line  and  vent.

5.1.8. Maximum  temperature  used  during  the  operations  of  chemical  cleaning  shall  not  exceed maximum  design  temperature  for  the  systems  as  listed  in  the  Line  Index.

5.1.9. Acceptance  criteria  for  chemical  cleaning  shall  be  according  to  ISO  4406:1999.  The  endresults  shall  be  a  clean  surface.For  all  synthetic  lube  oil  and  mineral  lube  oil  piping  systems,  ISO  4406:1999   grade 17/15/12  (equivalent  to  NAS  1638  class  6)  shall  be  the  acceptance  criteria. Acceptance  criteria  for  all  compressed  gas  piping  systems  shall  be  ISO  4406:1999  grade 17/15/12  (equivalent  to  NAS  1638  class  6).

5.2 Documentation

5.2.1. The  compliance  to  specified  ISO  4406:1999  requirements  shall  be  documented.

Connection  work  shall  be  as  follows:

• Connection and bypass have to implement how to make sure cleaning chemical will not contact with all the equipment (or instrument) were installed on the piping system. (control valve, cylinder, pump, sensor…)

5.4 Preparation for chemical cleaning

As a minimum, the following technical aspects shall be checked for completion before commencement of the chemical operations:

• Flushing equipment chemically cleaned, • System drained and dry before chemical cleaning, • Marked up drawings (P&IDs) attached, • System equipment bypassed and blinded, • Analysis certificate copy attached, • System/equipment labeled, • Preservation carried out, • System/equipment reinstated, • System/equipment blinded off.

As a minimum, the following safety aspects shall be addressed for completion before commencement of the chemical operations: • In preparation position, tank chemical containers are placed absorbent pads lined with chemicals, chemical

equipment collection when the problem occurred:

a. Chemical cleaning acid,

b. Tank fresh water tap emergency exhaust.

c. Acid absorbent plate.

• At work site, MSDS of all chemicals to be used , and a portable eye wash station shall be located and available at all time in the zone of utilization.

• Personal Protective Equipment (PPE) for operators:

a. Corrosion- resistant clothing

b. Gas mask

c. Face seal

d. Rubber gloves.

2. Leak check and accident prevention:

a. Upon completion of the temporary installation, the system shall be water tested to check for leaks The test pressure shall be maximum pump head discharge pressure with continuous flow.

b. PTSC Safety officer shall witness the testing of the temporary facilities.

c. Upon satisfactory completion of the test, PTSC Safety Officer will endorse the permit to work with corrosive material.

5.6.3 Leak test & water flushing description - Step 1 • LEAK TEST & WATER FLUSHING is the first step in preparation for chemical cleaning, to ensure that

the system to be treated is leak free after water flushing and prior to degreasing. It will also removes heavy deposits of oils, greases, soils or foreign matter other than mill scale, rust, or rust scale from internal surfaces of the piping system.

• This pre-cleaning shall be carried out by circulation method, using tap (potable) water. See Appendix 2 for typical layout of the system. During Step 1, no chemical shall be injected into the system.

• Piping to be cleaned will be disconnected or blanked off from mechanical equipment to prevent circulation of chemicals through bearings, cylinders, oil filter cartridges, instruments, screens and filters.

• Valves and equipment may be included in the circulation system, provided that their materials are resistant to chemical solutions involved and prior approval by customer (PTSC & BD POC) is obtained.

• During flushing, the system shall be packed with the water and no air shall be present in high points.

• Use naked eyes to check connection points in the circulation system and look for water leakage (step 1-3). The work shall be immediately suspended to correct any found leaking point. Soap water, dry cloth or similar aids may be used from outside connection points to assist leakage detection. During the flushing operation, if any leak is observed, remedial action shall be taken to stop the leak and flushing shall be continued until the visual inspection of outlet water indicates it has the same appearance of inlet water.

• During flushing, water flow velocity shall be kept within the range of 90 to 150 cm/s (3 to 4 ft/s), prefererably at 150 cm/s.

5.7.3 Degreasing description - Step 2

• DEGREASING WITH ALKALINE is the second step of chemical cleaning, to ensure that any remaining oil, or grease in the internal of the piping system (the test pack) is cleaned before Step 3 is commenced. All particles are further removed.

• The chemical used for degreasing has a mild foaming action, adapted to circulation treatment.

• After flushing the system and chemical bath tank with normal tap water (for carbon piping systems) or clean water of max. 20 ppm of chloride (for stainless steel piping systems), the temperature of the circulation water shall be raised by exchanging heat with a hot oil circuit to 40 - 60oC. This temperature shall be maintained throughout the treating process.

• Degreasing chemical shall be mixed into chemical tank (5 - 7%) and circulated through the system to remove grease and oil.

• Degreasing chemical: ALCA is a mixture of 10 - 25% potassium hydroxide (KOH), 2.5 - 10% diethanolamide of fat acids, 2.5 - 10% trisodium phosphate (MSDS and Data Sheets attached in Appendix)

• Treating duration shall be 2 - 4 hours

• A sample of the degreasing solution sample shall be tested every 30 minutes at the entrance and exit of the system. PTSC and BD POC representative(s) shall witness the analysis.

• Visual check: examination will be done by white light or using ultraviolet instrument and supplemented by wipe measure. The solvent will illuminate if it contains oil or grease (with ultraviolet).

• Step 2-5: neutralization to achieve pH 7 - 9 shall be by adding ALCA.

• Wipes will be kept as an evidence of the progress of the degreasing step.

• When the wipe test shows no traces of oil, the degreasing process is deemed completed.

5.8.3 Pickling description - Step 3

• PICKLING WITH ACID is the third step of chemical cleaning, to ensure cleaning of rust and scale without causing any damage to the circuit and specially valves, more sensitive to acid than the pipes.

• Prior to adding acid cleaning chemical, heated water shall be circulated (steps 3-1 and 3-2) in the system to re-check for any leakage on the flanges, temporary bypass hook-ups and all hose connections. All solutions during the recirculation sequence shall be filtered. Full flow filters or equipment shall be equipped with corrosion-resistant screens capable of removing particles that are 4 micrometers or more in diameter.

• Acid chemical must be tested on samples of pipes to see effectiveness of cleaning and protective againstfurther corrosion.

• Carbon steel piping systems: The chosen pickling product is ARA 400 (MSDS and Manufacturer Data Sheets attached in Appendix 1). ARA 400 consists of 2% glycolic acid, 2.5% citric acid, and 40% phosphoric acid. This product has a mild corrosive action, enough to remove remaining rust and scale without damaging pipe internal part. It also include a corrosion inhibitor (0.5%) and 1% non-ionic surfactant in order to ease the effect of the acids. Water used for Step 3 shall be clean tap water. Acid concentration is maintained from 5 to 7%. Neutralization to pH 7 - 9 shall be by adding ALCA (Step 3-5) of 2% concentration.

• Stainless steel piping systems: ARA 400 is also chosen for pickling of the stainless piping systems. Waterused for Step 3 shall be clean de-mineralized water containing maximum 20 ppm of chloride. The acidconcentration is maintained from 7 to 20%. Neutralization to pH 7 - 9 shall be by adding ALCA of 2%concentration (Step 3-5).

• Treating duration: 4 hours for carbon steel piping systems; 2 hours for stainless steel piping systems.

• Check frequency (Step 3-4): every 30 minutes.

• A sample coupon shall be placed inside the chemical mixing bath tank to evaluate the effectiveness of thecleaning process. Sample coupons shall be inspected after completion of each stage of the cleaning process.

1. The descaling solution sample shall be analyzed every hour. PTSC and BD POC representative shall witness the analysis process.

2. Check sample coupon effectiveness of cleaning.

• Wipes will be introduced at key areas in order to verify effectiveness of the descaling and de-rusted process. After one hour, 1 hour and half, two hours, three and four if necessary.

• Inspection of the test pack at the end of pickling process (Step 3-7) should look for the following indication of acceptance criteria for cleanliness at location of re-entry into pickling tank: cleanliness of 17/15/12 scale, ISO 4406:1999 (equiv. NAS 1638 class 6) for the treated piping systems. To confirm the effectiveness of the cleaning, the first test pack will be chemically cleaned with a pipe coupon installed (representing the actual pipe of the test pack). At step 3-7, this coupon will be removed from the cleaning circuit for checking of internal surface cleanliness.

• Important note: If iron content difference between beginning and during the pickling process (when testing is carried out, Step 3-4) exceeds 5,000 ppm (or 5,000 mg/L), the pickling shall immediately be stopped and the acid mixture be drained from the system followed by proper rinsing until pH of 7 - 8 is reached. Then the type and concentration of acids and inhibitor shall be changed. Approval of the change by customer representative shall be obtained prior to resumption of acid pickling. This situation rarely happens in practice with new piping systems.

5.9.3 Passivation / Neutralization description - Step 4

• PASSIVATION / NEUTRALIZATION is the fourth step of chemical cleaning, to ensure:

1. That traces of chemicals used in previous steps are removed from internal surface of carbon steelpiping systems, or

2. That a passive protective layer of chromium oxide is re-created on the internal surface of stainlesssteel piping systems

• For carbon steel piping systems: ALCA of 2% is used to neutralize the remaining chemicals on the internal surface of the pipes.

• For stainless steel piping systems: As the passivation chemical, ALCA of 12 - 40% shall be used. This concentration is especially designed to passivate stainless steel.

5.10 Nitrogen purging and preservation

Inert  gas  purging  and  preservation  shall  be  carried  out  as  follow.  The  inert  gas  utilized  shall normally  be  nitrogen.

5.7.1 Isolate  the  system  by  closing  the  identified  valves,  blinds,  etc.  These  will  be  identified  onsystem  P  &  ID  or  isometric  drawing.

5.7.2 Determine  one  or  more  connections  to  be  used  for  the  introduction  of  nitrogen  into  the system.  Nitrogen  (slightly  lighter  than  air)  should  be  introduced  at  a  lower  elevation  to promote  mixing  with  the  air.  Multiple  injection  locations  should  be  considered  for  complex systems.

5.7.3 Introduce  nitrogen  into  the  system  and  pressure  the  system  to  approximately  50  psig.  Thispressure  should  be  maintained  for  one  to  three  hours  to  allow  mixing  of  the  inert  gas  and  airto  take  place.

5.7.4 Open  one  or  more  blow  down  valves  to  depressurize  the  system  to  ambient  conditions.Blow  down  valves  should  also  be  located  at  low  points  in  the  system  to  promote  the  removalof  free  water  and  stratified  air.  Blow  down  valve  locations  should  be  different  frompressurization  locations  if  possible.

5.7.5 Re pressure‐   the  system  to  10  psig.  Isolate  and  seal  the  system.

5.7.6 Periodically  monitor  the  system  pressure.  A  positive  system  pressure  should  be  maintained.Re pressure‐   the  system  if  necessary.

5.7.7 PTSC  /  BD  POC  Representative  shall  witness  the  purging  process  and  daily  to  ensure  thepositive  system  pressure  is  maintained.

6.0 INSPECTION

7.0 SPECIAL REQUIREMENT

7.1 Disposal of waste liquids

7.1.1 The  waste  liquids  used  shall  be  treated  in  accordance  with  the  environmental  regulationsonly waste‐   water  with  a  pH  6 9‐   may  be  disposed  to  the  designated  drain  pit.

7.1.2 Connect  the  neutralization  pump  outlet  to  the  waste  discharge  outlet.

7.1.3 Inject  the  neutralization  chemical  into  waste  chemical  discharge  line  to  mix  with  the  wastechemical  before  discharge  to  drain  pit.

7.1.4 Monitor  the  pH  value  and  adjust  the  pH  value  to  7  at  discharge  point.  The  pH  value  will  bewitnessed  by  PTSC  Safety  officer.

7.2 Safety requirement for chemical cleaning

7.2.1 The  cleaning  area  shall  be  barricaded  off  to  unauthorized  personnel  and  a  warning  notice  ‐"Danger Chemical‐   Cleaning  In  Progress Keep‐   Out"  must‐   be  displayed  at  all  approaches  tothe  area  of  operations.

7.2.2 Cleaning  personnel  must  know  how  to  stop  cleaning  operations  immediately  in  case  of  anyemergency.

7.2.3 Cleaning  agents,  inhibitors  and  other  chemicals  shall  be  transported  in  closed  markedcontainers.

7.2.4 All  personnel  engaged  in  chemical  cleaning  shall  wear,  as  appropriate,  protective  gloves,goggles,  boots,  chemically  resistant  suit,  a  face  mask  and  suitable  respiratory  protection.  .

7.2.5 A  supply  of  eye  wash  solution  shall  be  available  in  a  prominently displayed  cabinet.

7.2.6 A  supply  of  running  water  shall  be  available  for  immediate  use.

7.2.7 Arrangements  for  the  safe  and  legal  disposal  of  cleaning  agents  shall  be  made.

7.2.8 The  cleaning  circuit  shall  be  tested  for  leaks  before  any  cleaning  agent  is  introduced.

7.2.9 Before  any  chemical  is  introduced  into  the  cleaning  circuit,  an  adequate  supply  ofneutralizing  agent,  where  appropriate,  shall  be  at  hand  for  emergency  use.

7.2.10  Provisions  for  complete  draining  of  equipment  must  be  provided.

7.2.11  Dead leg‐   which  would  prevent  neutralization  must  be  catered  for  before  introduction  of cleaning  fluid.

ALCA is a degreaser for heavy cleaning jobs with high pressure machine. ALCA contains powerful alcalin detergents that eliminates mudd,oil,grease ALCA , over-active, shows an economical dosing. ARA 400 REF. 11.115 Cleaning STEEL

PRODUCT TYPE ARA 400 is designed for cleaning rust and scale on all kind of steel without mechanical intervention for process that needs acid. ARA 400 takes effect alone, requiring no laborious and armful operations. It is formulated to clean rust and scale on steel even with high grade carbon. It includes a corrosion inhibitor that temporaly protects sensitive surface. It contains additives for fast and total cleaning of oxides, as well as sequestration of dissolved metal ions. ARA is designed to fit internationnal regulation to protect environment, international standards and U.S National Nitrate compliance.

MAIN APPLICATIONS Steel cleaning, rust removal, descaling.

INSTRUCTIONS FOR USE Dilute ARA 400 in water from 5 % to about 20% then spray on and wait till rust and scale has disapear. Renew operation if necessary. Rinse with clear water in order to neutralize PH. By diping, dilution of 7% is normally enough. Visual evalutaion should be done every 15 minutes in order to guaranty good results. Rinse.
