Terms of Reference Moderator, Regional Advisers’ Meeting Child Protection Consultant, CP/PD, UNICEF HQ 1. Background The UNICEF Regional Child Protection Advisers’ Meeting is being held Monday 4-Wednesday 6 June 2012 at UNICEF HQ. On Thursday 7 June, bilateral technical meetings are scheduled to take place. In addition to the Regional Advisers and senior Child Protection and related staff in other offices (Innocenti Research Centre and UNICEF Brussels office), participants will include senior UNICEF Programme and Management Staff and focal points across Programme Division, the Division of Policy and Strategy, the Evaluation Office, the Division of Human Resources and the Partnerships and Public Sector Alliances and Resource Mobilisation (PARMO) section. The meeting objectives are as follows, a working meeting of the ‘extended team’: To strategise on the alignment, role, key results and strategies for child protection in the organization’s MTSP (2014-2017) and in the post-2015 sustainable development goals; To share and exchange experiences and good practices for strengthening programme monitoring for better results in child protection (including discussion of the organisation’s new monitoring system) 2. Purpose We are looking for a recognized global leader and technical expert in the area of child protection and child welfare, with experience undertaking strategic reviews in international and child development/ child protection and knowledge of UNICEF work processes and strategic thrusts at global and field level to apply this background knowledge and technical support to finalize the agenda and structure of the meeting (i.e. presentations/group work etc.), and to moderate and guide the presentations, debates and discussions for the meeting (4-6 June, inclusive). The expert will further provide inputs to the rapporteur and his/her back-ups for finalization of the meeting report and action points. 3. Child Protection Consultant, CP/PD, UNICEF HQ

1. Background

The UNICEF Regional Child Protection Advisers’ Meeting is being held Monday 4-Wednesday

6 June 2012 at UNICEF HQ. On Thursday 7 June, bilateral technical meetings are scheduled

4. Location: UNICEF House, 3 UN Plaza, New York, NY

5. Duration: Total of 6 days (2 days preparation+ 3 days for the meeting+ and 1 day follow-

up/finalisation of the report) over the period 25 May - 15 June 2012.

6. Key competencies, technical background, and experience required

Essential

• Minimum of a Master’s degree in the social sciences, international relations,

development, law, or a related field.

• Over 12 years’ professional experience in the field of international development.

• Experience providing strategic advice and organising strategic review meetings in

international development/child protection.

• Previous work experience with UNICEF at headquarters and field level an asset,

particularly in the area of child protection.

• Working understanding of UNICEF’s strategic thrusts in child protection (in particular,

the Child Protection Strategy, 2008).

• Practical understanding of UNICEF’s work in child protection on the ground across a

range of programming contexts (development, transition and humanitarian).

• Excellent written and oral communication skills in English, and preferably in another

official UN language.

• Strong interpersonal skills, diplomacy and cultural sensitivity to interact with persons

from a range of socio-cultural backgrounds.

• Proficient in MS office

A physician’s certificate of good health and proof of health insurance coverage must be

provided by the selected candidate prior to commencement of work.
