INTRODUCTION

Tennis Otago Inc. covers the region south of Oamaru through to Balclutha which includes Central Otago (Excl Queenstown Lakes).

Tennis Otago have requested that a feasibility and viability study on the cost of upgrading their current main courts and tennis centre facility at Logan Park in Dunedin.

The reason for this study is to determine true need for better quality playing surfaces which can and will be used as a tournament grade surface for Dunedin and the surrounding areas. These new competition grade courts will be multi-surface synthetic to maximise revenue potential by positively encouraging other sports such as futsal and netball to utilise these surfaces when not in use by Tennis Otago. The primary focus will be on tennis and coaching as well as encouraging new members and organisations to utilise this space.

With providing a fully mixed use development within Dunedin, this will provide much needed quality additional playing surfaces for the Local Community. By creating and providing new spaces and courts, this will provide a platform to be able to host more tennis events and grow tennis through the region.

The upgrade of the courts is looking to be completed taking a staged approach working in conjunction with the Dunedin City Council in two phases:

1. Upgrade the tennis courts, the new courts will consist of a mix of tennis specific courts and courts available for multi-sport use.

2. Upgrade or rebuild the existing tennis pavilion. Dunedin City Council are looking at the provision of a new pavilion which will be a new sports hub within Logan Park for tennis and other sporting organisations. Tennis Otago plan to work closely with all stakeholders to ensure that any potential building reflects the requirements of all associated sporting organisations.

1 EXECUTIVE SUMMARY

1.1 PROJECT APPROACH AND SCOPE

This Feasibility Study for Tennis Otago was initially undertaken over a short period of approximately four weeks. The document provided to the client pre-Christmas was a stage 1 document to allow the client to comment and provide further data and information on the scheme.

The additional information will involve the following key studies:

Background research of existing facilities and usage patterns. Consultation with partners and stakeholders. Benchmarking with other centres across New Zealand. Financials and management structure of existing and proposed new model.

The report preparation is being done by “Octa Associates” who will summarise their

findings and present options and conclusions. Project Scope:

The project scope requires the following points to be addressed:

Identify the population catchment area for the proposed facility and how this catchment supports the need for the proposed tennis centre.

Identify similar facilities in the catchment area, their service gaps and how the proposed tennis centre will impact on these facilities

Review community demand for the proposed tennis centre including the number of expected users for the facility

Review how the tennis centre will enhance and/or increase community participation Review how programmes offered at the tennis centre will contribute to and support

Tennis Otago. Review financial viability of the proposed tennis centre through a business case

incorporating expected income and expenditure, as well as cash flow over a five year period.

Recommend a management structure for the proposed facility that considers Tennis Otago hiring a Tennis Centre Manager.

1.2 CONSULTATION

Tennis Otago have been using Octa Associates Ltd to assist with the research and writing of this feasibility study. Other organisations used in consultation are:

Sport Otago Chas E George – Quantity Surveyor to assist with pricing the new courts. Tennis New Zealand – Requirements of court surfaces for tournaments. Dunedin City Council – Land owner Otago University Student Association (OUSA) Otago University Tennis Club (OUTC) – Sub association of OUSA Otago Polytechnic School of Sport and Adventure Squash Otago and Squash New Zealand Football South Hockey Otago Otago Secondary School Sports Association Otago Table Tennis Association Badminton Otago

Key findings of consultation include: Requirement for a higher standard of tennis courts within Dunedin in order to grow tennis. Of the total courts, at least 12 courts are required of the same surface type in order for

Logan Park to host national tournaments. There is a need to increase security access to the courts in order to increase revenue by

stopping people using multiple access. There is a need to install CCTV to ensure the security and safety of all people playing

tennis at Logan Park. Logan Park to have a dedicated show court as part of the facility in order to host

tournaments such as local trials, nationals at every level and to attract tournaments such as The Davis Cup.

Use & Financial Outcomes The financial projections (Appendix ‘D’) support the development of a 16 court facility at Logan Park, if the funds are available for redevelopment. In order for this to be viable there is a strong need for a multisport facility. Forecast use has been conservatively estimated based on the following:

Daytime fixtures (social tennis) Competitive fixtures (Local, national and one day international) Coaching School use University use Sport club use (Hockey, Football, Rugby, Futsal, etc )

In addition, it is expected that the facility will host a national age group championship periodically as well as hosting annual regional championships and team events. Conclusion: Option ‘B’ is the preferred option. Further discussion with all stakeholders need to take place to finalise option viability. Currently Option ‘B’ fits project prolife. Further in-depth analysis needs to be carried out on this option to look at the possibility of Phasing.

2.1 BACKGROUND RESEARCH

To meet Tennis New Zealand standards, in order to host a national level tournament, the facility is required to have a minimum of 12 courts of the same surface type.

The current number of affiliated members who are registered with Tennis Otago is 327, this however does not represent all players in Otago. Last financial year, ending 30th April 2015, 1500 casual entry points were made into the Logan Park tennis facility. This generated a revenue income of approximately $6,000.00 which could be significantly increased if new and better facilities were in place. (Review potential revenue table Appendix E)

Tennis Otago will work with local tertiary education facilities as well as Dunedin schools in order to grow development programmes such as ‘Hot Shots’ which is Tennis New Zealand’s premier junior development programme.

Recently a new group called OUTC (Otago University Tennis Club) was formed, this

was to encourage some of the University Student population to take up tennis. On the first social evening they held approximately 60 people arrived to play tennis. OUTA currently have a registered membership of approximately 101 people who are keen to play either social or competition tennis, they’re looking to grow this number during University orientation week to approximately 250 members.

There is potential growth for tennis within Otago exponentially if the facilities were

improved and a better organisational structure was put in place to help support these activities. General Information on Tennis Numbers. Please see Appendix ‘A’

2.2 MANAGEMENT STRUCTURE

Tennis in New Zealand

There is an overall governing board of tennis in New Zealand being Tennis New Zealand. Regional bodies all feed into Tennis New Zealand. Clubs are affiliated to their regional body and a small affiliation fee is generally part of a clubs subscription which goes towards managing the regional body as well as going to Tennis New Zealand.

Regional Tennis

Tennis Otago is incorporated into the bigger region of Tennis Southern. Tennis Southern is a non-financial entity but more of a governing body. Tennis Southern is run by a council which includes a member from each of the districts. The main function of Tennis Southern is to organise regional tournaments. Each district for Tennis Southern is responsible for paying their own fees to tennis New Zealand.

Tennis Otago

Tennis Otago comprises of a board of 8 members. There is currently funding for one part time administrator of 20 hours a week. Tennis Otago would like to look to extend this to 1 FTE with a view of being 20 hours a week administration and 20 hours a week tennis development.

It would be beneficial to start to grow tennis in conjunction with the courts being redone so when the courts are ready for use, Tennis Otago can look to bring income in from this. Once the Logan Park facility is complete it would ideal to have the opportunity to employ another FTE to assist with managing the facility.

3. THE EXISTING FACILITY

Tennis Otago Inc. (TOI) wishes to upgrade their tennis courts / pavilion which currently do not meet current national / international standards. The existing pavilion was built in 1925 as part of the Great South Seas Exhibition.

3.0 USE OF THE CURRENT FACILITY

The tennis facility is used for the following: a) Dunedin Interclub – both seniors and juniors throughout the tennis season which runs

from September through to March. b) Senior and junior tournaments throughout the summer season. c) Regional fixtures – both seniors and juniors (team events). d) Casual tennis utilised by both University and Polytechnic students as well as the general

public. e) Interschool fixtures. f) University Halls of residence competitions. g) Otago Masters Games (bi-annually). h) Winter tennis Saturday leagues. i) Business house tennis throughout the summer season.

While there are currently 27 courts, it is currently envisaged, that based upon this report the number required will be less going forward with the remaining land being released back to Dunedin City Council for other use as part of the Logan Park redevelopment.

3.1 ISSUES

The courts are very run down with surface cracks and with the playing surface not meeting current gradient requirements. Courts peak in the centre by up to 300mm, international gradients have changed since the courts were originally laid. The gradient and the court condition prevent Tennis Otago from hosting any National events.

The pavilion which dates back to the Great South Seas Exhibition of 1925 is dilapidated and in need of either replacing or a major upgrade. It is also too large for the present requirements, there are currently two options available and these have been considered during the feasibility study period.

4. TENNIS OTAGO VISION

A thriving and progressive tennis association providing excellent, professionally-managed sports and social facilities for both members and the wider community in a welcoming, positive, safe and inclusive environment. The below table indicates the roadmap for success.

5. GROWING TENNIS IN OTAGO

5.0 FUTURE PROOFING

As part of Tennis Otago’s Vision, we are looking at either building new courts or replacing the existing tennis courts. The new courts will consist of a mix of tennis specific courts and courts available for multi-sport use. Tennis Otago plan to work with groups such as Tertiary Education Facilities, schools, clubs and other groups to ensure that Tennis Otago maximise the use of the multisport facilities. There is an opportunity for all OUSA members to have access to the Tennis facilities through collaboration between Tennis Otago and OUSA.

Tennis Otago would look to put in a booking system to ensure that the courts get maximum use, this would also guarantee bookings for regular fixtures such as interclub tennis, regular hockey or rugby trainings etc.

As part of the building process future proofing measures such as conduits for future lighting – steel framing in preparation for enclosing four courts should be considered.

5.1 GROWING TENNIS IN OTAGO

It is proposed to work collaboratively with groups, schools and clubs to grow tennis through all age groups in Otago, right through from coaching camps for juniors to national and eventually international tournaments.

Community Engagement

Hot Shots

Tennis New Zealand have introduced Hot Shots to clubs, schools and groups. In Dunedin the programme has been rolled out to:

Tennis Otago will engage with schools to run a hotshots programme at Logan Park as well as looking to support schools in running it on campus.

5.2 OPPORTUNITIES FOR COLLABORATION

Phase 1 – Courts

As Tennis Otago is considering the installation of multisport surfaces it is proposed to initially work with organisations such as hockey and futsal to increase the use of the courts. The programme includes resurfacing all the courts and reconfiguring some for multi-sport use.

Tennis Otago have also been approached by rugby and football to use the multisport surfaces for their regular training evenings.

Tennis Otago would also work closely with the Tertiary Education facilities and the Otago Secondary Schools Sports Association to grow Tennis in the region.

Phase 2 - Building

During the second phase which includes the construction of the new sport house through Dunedin City Council, there will be opportunity to work with other sports and organisations including:

- Badminton - Table Tennis Otago - Squash Otago / Squash New Zealand - Sport Otago - Otago Polytechnic - University of Otago Students Association ( OUSA) and their associated clubs (Tennis,

Cricket, Football, Chess, Squash and others) - Otago Secondary Schools Sports Association (OSSSA) as part of the redevelopment

of the courts, further discussions are required with OSSSA to establish the base need which will enforce the usage and revenue plan.

6. CONSULTATION OUTCOMES

These organisations are keen to work collaboratively to work towards a shared facility.

For a staging process Tennis Otago plan to work as follows:

Stage 1 – Use of Multisport / Tennis Courts

Sport Otago

Tennis Otago will work with Sport Otago, who have the opportunity to promote the facilities once they’re complete. The plan would be to develop a sustainable growth plan for tennis and the use of the multi-sport surfaces.

Dunedin City Council

Tennis Otago will work with Dunedin City Council as part of the wider Logan Park plan to ensure that Tennis Otago are meeting the community’s requirement. By working with Dunedin City Council on a multi-sport facility could potentially gain revenue stream funding towards the redevelopment.

OUSA / OUTA

It is envisaged that the University will continue and increase their use of the tennis facility –Tennis Otago will work with the OUSA and OUTA teams as to meet their needs with increasing the usage. This will strengthen the case for phase 2.

Otago Secondary Schools Sports Association

Otago Secondary Schools Sports Association would potentially be the most predominant user of all the courts, multisport and tennis during school terms, as well as using all facilities going forward for holiday programmes and competitions.

Stage 2 – Use of ‘Otago Sport House’

Once the court redevelopment is complete, Dunedin City Council would look at creating a working party with but not limited to;

Prior to writing this funding application Tennis Otago have received letters of support from other sporting organisations who are keen to support us with our application for funding to see the redevelopment of the Logan Park facilities, including the development of a new building to house sports such as table tennis, badminton.

7. HOW TO ACHIEVE TENNIS OTAGO’S VISION

In order to achieve Tennis Otago’s vision, a staged process probably needs to take place. Currently there are two options for Tennis Otago.

The following court hire charges have been used based on current charges and benchmarking against Edgar Centre to aid in the evaluation of options.

2. Feasibility Study

The feasibility for the redevelopment of the Logan Park Tennis Courts is being undertaken by Octa Associates Ltd and this will be completed by the 20th November 2015.(revised and reissued June 2016)

3. Funding Application

The feasibility study along with support letters from other sporting organisations will be used in support of the funding application. It is intended to get funding in stages to meet the programme.

4. Fundraising Activities

The board will undertake a range of fundraising activities to be used in conjunction with successful grant applications for the construction of the new courts.

5. Commence Concept Design

It is intended to find supporting organisations who will work with Tennis Otago at a minimal rate in order to keep costs as low as possible but still work to the highest quality. From Concept Design through to Detailed Design, Tennis Otago will need to appoint a project manager, architect and quantity surveyor. Work will need to be done in conjunction with Dunedin City Council as the landowner.

6. Approval of Detailed Design

The board of Tennis Otago will have to approve the detailed design of the courts prior to the project team commencing a tender process for the construction of the courts.

7. Tender Process

It is proposed to put a tender to market to find a construction company / professional court resurfacing specialist to work for a successful completion of the project.

8. Remediation work

As there is a clash between courts 13, 14, 15 and 16 and the existing back courts of Logan Park some remediation work of the existing courts would need to take place in conjunction with the start of construction.

9. Commence construction in phases

The approach to the phasing is to have minimal impact on current tennis being played at Logan Park. By commencing with the multisport surfaces this will give Tennis Otago time to assess whether courts 5, 7, 6 & 8 should be multisport or tennis.

2. Feasibility Study

The feasibility for the redevelopment of the Logan Park Tennis Courts is being undertaken by Octa Associates Ltd and this will be completed by the 20th November 2015.(Revised and Issued June 2016)

3. Funding Application

The feasibility study along with support letters from other sporting organisations will be used in support of the funding application. It is intended to get funding in stages to meet the programme.

4. Fundraising Activities

The board hope to undertake a range of fundraising activities to be used in conjunction with any successful funding applications for the construction of the new courts.

5. Commence Concept Design

It is intended to find supporting organisations who will work with Tennis Otago at a minimal rate in order to keep costs as low as possible but still work to the highest quality. From Concept Design through to Detailed Design Tennis Otago will need to appoint a project manager, architect and quantity surveyor.

6. Approval of Detailed Design

The board of Tennis Otago will have to approve the detailed design of the courts prior to the project team commencing a tender process for the construction of the courts.

7. Tender Process

It is proposed to put a tender to market to find a construction company / professional court resurfacing specialist to work for a successful completion of the project.

8. Commence construction in phases

The approach to the phasing is to have minimal impact on current tennis being played at Logan Park. By commencing with the multisport surfaces this will give Logan Park time to assess as to whether courts 5, 7, 6 & 8 should be multisport or tennis.

8. SUPPLY OF SERVICES

Tennis Otago are planning to build to the required grade of courts to host national and international tournaments.

This will be done during the initial build to save on further remediation work in the future. This is to ensure that Tennis Otago get the best value out of the tender process.

8.0 COURT SURFACES

The proposed tender process will be run to find a suitable construction partner to undertake the proposed work which will include:

- Demolition of existing court to a base level - Construction of court surfaces to a competition ready level - Professional court surfacer to lay multisport / tennis surface once construction is

complete. - Provider of multisport surface (e.g. Tiger Turf)

8.1 PROFESSIONAL ADVICE

As part of the initial redevelopment, Tennis Otago plan to engage with professional Architects, Quantity Surveyors and Project Managers to ensure that Tennis Otago get the best value for money as well as delivering an on time and on cost project.

As well as professional consultants Tennis Otago also plan to further engage with other organisations this exercise will strengthen the business case for multisport use and should be organised immediately, some of these organisations include:

10. CONCLUSION In conclusion it is recommended to take the following steps in order for Tennis Otago to get the best possible outcome.

• Contact the Lottery Commission to discuss the application and funding percentage and options.

• Meet the DCC to discuss contribution percentage for the scheme and level of commitment and revenue incurred costs going forward e.g. Rent or Maintenance / Management.

• Discuss internally at the Tennis board meeting the level of Funding required to get the scheme off the ground.

This scheme must be reviewed and considered purely on the grounds of economic viability and opportunity to grow and expand the current revenue base for Tennis Otago. Once this initial target has been realised and achieved, a further application on potential external lighting and coverage of the courts must be considered.

It should be noted as earlier in this document that the timeline be considered as a long term commitment to Tennis Otago and the wider community benefits in an asset that is self-sustaining and has gradual constant growth financially.

We would look to meet Tennis Otago and the DCC to review this document and gain positive traction prior to engaging any further costs.

Option ‘B’ is the preferred option; • Best operational use • Site utilisation • Economically viable

Further discussion with all stakeholders need to take place to finalise option viability. Currently Option ‘B’ fits project prolife. Further in depth analysis needs to be carried out on this option to look at the possibility of Phasing.

The Otago Secondary Schools Sports Association is fully supportive of Tennis Otago in their efforts to raise

Participation rates in Otago at secondary school level is the second highest in the country. To increase this we

need to keep developing our facilities. Having a multi-use facility will allow a diversification of sports played

at the north end of Dunedin, for example futsal and netball. The Edgar Centre is at capacity so having an

additional venue for summer and winter sports would provide more opportunity for our community.

We are excited about the redevelopment as we know it will impact on the physical activity and well-being of our

young people and we fully support Tennis Otago’s fundraising efforts where possible.
