1. PERFACE
1.1 INTRODUCTION
Alexandria International Container Terminals (AICT) operates terminals at Egypt's
main commercial ports - Alexandria & Dekheila Ports.
Located on the Mediterranean Sea, the terminal facilitates both local and international
trade activities in the region as the country expands its industrial base. AICT is a
member of Hutchison Port Holdings Limited (HPH), a subsidiary of the multinational
conglomerate CK Hutchison Holdings Limited (CK Hutchison),
1.1.1. PURPOSE OF A TENDER SPECIFICATIONS
1) AICT purchaser is seeking for supplier/vendor to supply (Two) Fork Lift(s).
2) The Fork Lift(s) are required for work shop activities in container terminal at
ports.
3) The provided technical specifications - referred her later - in [Annex (3/1) and
Annex (3/2)], will guide potential supplier/vendor to supply the required
equipment according to the technical specifications, and any deviation shall be
mentioned by supplier/vendor in the Deviation list - [Table (3)].
4) The technical specification is main part of the contract will be issued with
awarded supplier/vendor.
1.1.2. GENERAL SCOPE OF SUPPLIER
Alexandria International Container Terminals (AICT) Looking for potential
supplier/vendor to supply, commissioning, train, start up and test a fully erected
(turnkey project) - (two) Fork Lifts that fit for the purpose of work shop
activities.
1.2 INSTRUCTIONS AND CONDITIONS OF TENDERERS
1.2.1 GENERAL COMMENTS
Vendor/supplier is advised to read these instructions carefully prior preparing their
Tender bid:
1) These instructions are mandatory conditions of tendering Evaluation and any
tenderer which does not follow these instructions will be considered
incomplete bid and shall be disqualified.

2) The Tender bid shall be enclosed in sealed envelopes addressed, endorsed,
and deposited as required by the letter of Invitation. The supplier/vendor shall
submit two sets of the following:
a) The complete set of form of tender including deviation list (a list of
items are deviated from the purchaser’s requirements in the
specification).
b) Complete and Detailed technical specification of (supplier/vendor
proposal) including sub suppliers brochures and full details.
c) All submittals referred her later - in [Item 1.2.4]
d) Total number of purchaser’s specification stamped and signed by
supplier/vendor.
e) A delivery program.
f) Suitable evidence that the signatory to the form of tender is authorized
so to execute.
g) Commissioning (on purchaser’s site (manufactured area)) Details.
h) Training (On purchaser site).
3) No unauthorized alteration or ensure to the text of the tender documents shall
be permitted any tender containing such alternation or ensure not be
considered.
4) Supplier/Vendor shall be required to check the number of pages of the
specifications etc. should he find any missing , duplicate , or indistinct , he
must inform "AICT" purchaser at once and will have the same rectified.
5) The supplier/vendor must at on his own expense, to obtain for himself all
information that may be necessary for the submission of his tender.
6) The "AICT" purchaser will not meet any costs incurred by the supplier/vendor
in preparing or submitting his tender.
7) Save only those deviation to the technical specification included on the
deviation list – [Table 3] – no exceptions, amendment, or modifications
whatsoever he made by the vendor to the tender document.
8) Supplier/Vendor shall provide a comprehensive list of spare parts with price
required to service Fork Lift in the first 2000 hrs. Based on recommended
maintenance routine intervals by OEM and/or sub suppliers, the spare parts
list to be priced separately as an option.
1.3 DEVIATION LIST

1) Supplier/Vendor shall prepare a complete list of items which are deviated
from the purchaser’s requirements in the specification (“Deviation List”) - [Table
3] – Items not listed in the deviation list shall be deemed as begin fully
complying with the supplier/vendor with the purchaser’s specification. It
should be understood by the supplier/vendor that compliance with the
specification will be a factor in the evaluation of the tender.
2) If in the event any inconsistency exists between the purchaser’s specifications
and supplier/vendor technical description which, is not listed on the deviation list,
the purchaser’s specification shall prevail.
3) If the supplier/vendor fully complies with the purchaser’s specification and no
deviation item write “NONE” on the deviation list form to the form of tender. A
tender without deviation list form may be disqualified.
1.3.1 DELIVERY PROGRAM
1) The purpose of the delivery program is for analysis and evaluation only.
2) The program submitted with the bid shall have no standing or validity to
any subsequently formed contract unless approval and expressly and in
writing agreed the purchaser to form a part of any such contract.
3) The supplier/vendor shall submit the expected delivery and manufacturing
schedule dates for the Fork Lift to provide for the required commissioning
periods before shipping.
4) The supplier/vendor shall complete the spare parts list to provide the
purchaser with proposed selection of parts to support the purchaser and to
be quoted as an option separately (and not to be added to the equipment
basic price).
1.3.2 SUBMITTALS
1.3.2.1 QUALITY ASSURANCE SUBMITTALS
The following submittals are mandatory for evaluation of technical offers
and to be included the technical offer:
1) Tender Curriculum Vitae (CV).
2) Complete technical proposal that covers all items in [SECTION II]
DETAILED TECHNICAL SPECIFICATION of the Fork Lift.

3) Former experience list of the Fork Lift manufacture in terminal
container.
4) Fork Lift technical data including Load Capacity, gross weight, and
also all items prescribed in FORKLIFT TECHNICAL
DATA[TABLE 2].
5) Fork Lift technical data including equipment dimensions data sheet
of engine, transmission, axles, mast, hydraulic components, seat, and
electrical components….etc. The components manufacture list shall
be provided.
6) Accreditation and authorization of Firefighting system
7) Complete all parameters of List of Particulars [Table 1]
8) Counter weight certificate and calculation of anti-tripping or other
control one.
9) Deviation List Deviation List [Table 3]
10) Driver Cabin Design, layout, and design
Details.
11) Engine Technical Datasheet, oil, and fuel requirements, also Engine
Exhaust Speed, and identify resultant CO2, CO, NOx, and SOx
pollutants mass per minute ( Standard Euro3 ).
1.3.2.2 DESIGN REVIEW SUBMITTALS
The following submittals are mandatory after awarding and before
commence manufacturing of the Fork Lift and based on technical
requirement and application standard:
1) Proposed layout of equipment chassis, mast and counter weight.
2) Complete as-built, list of particulars for equipment components like
engine, transmission, axles……etc. LIST OF PARTICULARS
[Table 1]
3) Over weight load control device and how that control over weight.
4) Driver Cabin Design, layout, and design Details.
1.3.2.3 CLOSEOUT SUBMITTALS
The following submittals are mandatory before the final acceptance of the
constancy service and execution woks:

1) Warranty certificate according to WARRANTY CONDITION [Item
4]
2) The full documentation set per each Fork Lift shall be included in
mandatory technical submission for the specified truck model
samples of:
a) Parts list manual (equipment, engine, transmission, axles …..)
b) As-built Drawing structure, mechanical, hydraulic and
electrical.
c) Maintenance and Operator manual for all list of particulars
d) Service Manual (equipment, engine, transmission, axles,
firefighting …..)
e) Overhauling manual (equipment, engine, transmission, axles
…..)
f) Vender List of parts and components.
g) All above mention documents shall be delivered in two set
original hard copy and soft copy (DVD)
3) As-built drawing list of particulars and layout of equipment chassis,
mast and counter weight shall be provided a hardcopy format and
also in PDF format.
4) Certificate of the provided Fork Lift components engine,
transmission, axles, over weight device ...etc.
5) Certificate of original manufacturing for offered Fork Lift.
1.3.3 CONFIDENTIALITY
1) Supplier/Vendor shall treat the details and contents of the tender
documents as private and confidential.
2) Copyright in the specification and all details and other documents
issued to the supplier/vendor are reserved. The documents may be used
for the purpose of preparing a tender, the supplier/vendor shall not
divulge or disclose or suffer or permit its servants or agents to divulge
or disclose any such documents to any third party.
1.3.4 FORM OF TENDER
1.3.4.1 SHORT DESCRIPTION OF WORKS

1) To supplier/vendor deliver fully erected, test; start up, train and
commissioning of (Two) Fork Lift.
2) To: Purchaser (AICT COMPANY “PURCHASER”) Having examined
the conditions of tender, articles of agreement and schedules, and
technical specifications for the above mentioned works, we offer to
deliver, test, and commissioning the works, and remedying defects
therein in conformity with the said technical specification and articles
of agreement for such sum as may be ascertained in accordance with
the said articles of agreement.
1.3.5 SUPPLIER/VENDOR OBLIGATIONS AND LIABILITY:
1) The Supplier/Vendor shall provide all equipment and facilities necessary to
complete the erection, commissioning, and startup of equipment delivered on his
expense (if required).
2) The Supplier/Vendor is committed to provide tools and all equipment with power
supply during erection process (if required).
3) The required tests are included in the Supplier/vendor scope of work, as per
purchaser AICT requirements (NDT chassis tests / U/T for the Fork Lift (if
required).
4) The Supplier/vendor must provide all offered/delivered equipment certificates.
5) The Supplier/vendor has to provide the erection procedures to purchaser (AICT) –
Engineering if needed.
6) Any damage/s happened to equipment, Yard, and AICT assets resulted by the
erection process is under the supplier/vendor responsibility and the supplier/vendor
has to rectify immediately.
7) The final acceptance certificate (FAC) shall be signed off after starting up and
complete the equipment commissioning and successfully passing of the endurance
test for purchased Fork Lift.
8) Supplier/Vendor shall adhere to AICT safety and security regulations, and also
providing their staff with the required safety gears.
9) Supplier/Vendor shall provide external and internal transportation for his personnel
and equipment.

10) The Supplier/Vendor shall be complied with Free zone procedures regulations &
to be common with Alexandria Port Authority APA regulations, and also
environmental regulations inside harbors and container terminals.
11) To comply with Marine environmental regulations (SEA AREA).
12) Supplier/Vendor must deliver all necessary datasheets, manuals, and catalogues
that demonstrate the Fork Lift technical specifications in original hard and soft
copies.
1.3.6 SPARE PARTS
The supplier/vendor shall recommended spare parts list for the first 2000 Hours
of operation, and to be provided with separate pricing as an option.
1.3.7 GENERAL CONDITIONS
The Supplier/Vendor has to submit detailed technical specifications of all
equipment subjected to tender scope, include the following mandatory items:
1) The complete set of form of tender including deviation list (a list of
items are deviated from the purchaser’s requirements in the
specification).
2) Complete and Detailed technical specification of (supplier/vendor
proposal).
3) All submittals referred her later - in [Item 1.3.2]
4) Total number of purchaser’s specification stamped and signed by
supplier/vendor.
5) A delivery program.
6) Suitable evidence that the signatory to the form of tender is authorized
so to execute.
7) Commissioning Details .
8) Training Detail (Purchaser’s site).
9) AICT has all rights to reject any offer that not matching with AICT
requirements and doesn’t include above mandatory items.

10) The contractor shall submit in the bid document, and the supported
documents that demonstrate the compliance with the standard and
AICT specs.
11) The contractor shall submit the data sheets and products catalog of
the proposed equipment.
12) Supplier shall provide a comprehensive list of spare parts with price
required to service the Fork Lift for first 2000 hrs. Based on
recommended maintenance routine intervals, the spare parts list to be
priced separately as an option.

2 GENERAL TECHNICAL SPECIFICATION
The required Fork Lift (s) and Engine(s) proposed to be supplied under this tender
is/are same model (s) – fuelled by Diesel, according to EGYPT– standards, under
license manufactured & delivered Fork Lift shall be prohibited
2.1 GENERAL DESCRIPTION
1) The Fork Lift (s) proposed to be supplied under this tender shall be
suitable for work shop activities in terminal containers.
2) The Fork Lift (s) shall be operated in hard operation condition and dusty
environments.
3) All mechanical drives, electrical equipment, heat exchangers, air
conditioners, expansion joint …etc. shall be sized and designed to
operate within temperature range -10C – +50C and relative humidity
95%.
4) The Fork Lift system, engine, transmission, torque converter, drive axle
and planetary gear must be capable to withstand the severe working
condition.
5) All system shall be capable to withstand the changing of travelling
direction without bringing the Fork Lift to full stop.
6) All materials shall be identified by reference to the specification of an
internationally recognised standard association with indication of
equivalence to a local standard where applicable.
7) The Fork Lift attachment shall be provided with quick connects /
disconnect hydraulic and mechanical.
2.2 PRINCIPAL DUTY
Heavy Duty Diesel Fork Lift (s) which designed for operation in terminal container
under severe working condition harsh, marine and dusty environments.
2.3 PERFORMANCE CHARACTERISTICS
The Fork Lift shall be had the following performance characteristics as the
minimum requirements:

2.4 MECHNICAL SPECIFICATIONS
2.4.1 STRUCTURE AND GENERAL REQUIREMENTS
1) Heavy duty structure/chassis is highly required considering
continuous operation time and bumpy road conditions.
2) The Fork Lift chassis shall be constructed from standard hot-rolled
steel sections generally in accordance with ISO 630 or similar
approved specification.
3) The steel grades shall be of weld able quality not requiring special
temperature conditions for repair works, etc.
4) The structure shall be so designed that water pockets are not formed in
any member or by the inter-section of members and be such that there
shall be no unsealed blind areas where paint cannot be applied.
5) The structure shall be provided with adequate drainage holes to
discharge water clear in all cases where there is a tendency for water
to collect.
6) The structure shall be designed that vibration is a minimum under all
conditions of operation and particular attention shall be given to limit
vibration during the acceleration and deceleration period.

7) Open chassis driveline cover plates (low noise).
8) Lifting eyes and anchor points (front & rear) to easy lifting
equipment.
9) Towing pin (rear – in casted)
2.4.2 ENGINE
1) Engine power shall be no less than 260 hp. Horse Power at rated speed.
2) Engine shall be suitable rated environmentally friendly clean air and
compatible to Euro 3 standard as minimum without any additives required
to the engine.
3) Engine shall be Automatic electronic injection with 6 cylinders in line
4) The engine shall be equipped with Water cooling system – charger air
cooled electronics engine.
5) Electronics control system which controlling and measuring all warning
for engine is mandatory.
6) Exhaust system to be heavy duty with the stack or upswept type and so
positioned as not to receive impact damage.
7) Exhaust system shall be passed in position which hasn’t interrupt with
hydraulic hoses or components oil leakage to avoid any fire hazer due to
that exhaust system position.
8) A remote engine start/stop key switch shall be mounted adjacent to the
engine for maintenance.
9) Easy access to all parts requiring regular checking and maintenance such
as engine oil dipstick/filter and filters, cooling filter, injectors……..etc.
10) Preheating circuit is required in cold weather condition
2.4.3 FUEL TANK
1) Easy access for refilling and maintenance.
2) Protected against impact damage.
3) A strainer shall be incorporated into the filter neck and also a reasonable
size inspection plate cut into the tank. .
4) An easily accessible water trap shall be provided in the fuel line designed
to collect all impurities before the fuel reaches injectors.
5) Equipped with heater for preheating during winter time.

6) Fuel tank capacity shall be enough for working 20 hours day.
7) All fuel hoses shall be fire retardant type
2.4.4 TRANSMISSION
1) An automatic minimum three – stage power shift transmission with
integrated forward, reverse safety interlock is preferred.
2) Transmission system consists of a torque converter and gear box.
3) Automatic electronics with three forward and two reverse speed and can
be shifted manually also.
4) Transmission to be equipped with safety features to prevent starting of
travel motion with full load, in high gear.
5) Forward /reverse gear change lock out should be provided in order to
prevent gear change during movement.
6) Easy access to the dipstick and filter.
2.4.5 AXLES
2.4.5.1 DRIVE AXLE
1) Extra heavy duty with planetary final dual drive.
2) The drive axle has two stages reduction to ensure minimum strain on
the transmission system – differential and hub reduction.
3) The drive axle shall be fitted with hydraulic service brake system (wet
disc brake).
4) The drive axle shall be fitted with the dry disc parking brake actuated
electronically via switch in the cabin.
5) Four wheels drive axle shall be provided.
2.4.5.2 STEERING AXLE
1) Heavy duty steering axle.
2) That axle shall be provided with double acting ended single cylinder
and a fixed length rod type.

2.4.6 BRAKING SYSTEM
Brake system shall be provided with two hydraulic circuit operated machine
braking system:
1) Service brake
- This brake on the front axle and it shall be of the wet disc type.
- This brake shall be operated via brake pedal in inside cabin.
- Maintenance free.
2) Parking brake
- An independent hand – operated switch shall be provided in the
cabin, which actuates the equipment brake.
- Spring type brake shall be provided on front axle.
2.4.7 HYDRAULIC SYSTEM
1) Hydraulic system shall be designed in accordance with relevant
international standard and shall be manufactured using components that
are readily available in Egypt.
2) All hydraulic components to be of heavy duty type, and to be made of
highest quality steel. All cylinder rods to be chrome plated.
3) All hydraulic hoses - fix and flexible, to be well protected against
operation damage. Hydraulic tubing and components that might get in
contact with ground obstacles shall have heavy duty protection in general
and the braking system in particular.
4) All hydraulic hoses shall be fire retardant type.
5) Flexible hoses to be as short as possible and easily replaceable.
6) Hydraulic system to be designed in such a way that use of pipes and hoses
will be reduced to a minimum.
7) A filter with restriction indicator shall be provided. Tank strainers to
protect the hydraulic pumps shall be provided in the pressure line.
8) Multi stage control valve shall be provided to control basic forklift
systems.
9) A load protector control valve shall be provided. Manual valve in suction
line shall be fitted to prevent oil flow from the tank during maintenance
process.
10) Adequate number of pressure checking points shall be provided at
suitable positions as recommended by manufacture.

2.4.8 TIRES
1) Tire size to be according to manufacturer standard for heavy duty work.
2) Same size to front and rear wheels is preferred.
3) Tire compound will be abrasion resistant and the construction will be
heavy under tread and anti-slippery.
4) Tire load shall exceed axle maximum loads with 125%.
2.4.9 ELECTRICAL SYSTEM
1) 24 volt system shall be provided.
2) Heavy duty alternator.
3) Battery capacity (amp/hr) to be max. Available, low maintenance /
maintenance free type (sealed lead acid).
4) A batteries dual isolation switches (dual poles ±) shall be provided in an
accessible and clearly marker able position outside the cabin.
5) Battery should be located separately and far as possible from the main
electrical cabinet.
6) All electric components to be heavy duty type and rated for 24 volt
operation.
7) Fuses and relays will be mounded in central electrical box and fuses shall
be trip type. .
8) CAN-BUS system will be preferred.
9) Two Electric, fused connecting sockets (+/-) shall be installed in the
CAB's panel with 10A fuse, Supply voltage 24VDC. Power shut-off/turn
on shall be immediate with engine.
10) Cables
a) All cables will be copper multi-stranded threaded flexible type.
b) All cables shall be isolated by heat isolated shrinkable type and to
provide protection against mechanical and thermal factors.
c) All cables shall be located in protection path against impact away
from exhaust system.
d) All spare cables and plugs to be protected against weather.
e) No spare plugs/sockets are not permitted to be without dummy
covers.
f) Motor starter cable to be double isolated from any of sharp edges
and away from fueling system.

2.4.10 CABIN
2.4.10.1 CABIN CONFIGURATION
1) Cabin shall be provided with weather proof, totally enclosed, forced
ventilated, single man operator.
2) Cabin shall be wide fixed cabin and arranged to tilt and the lifting
mechanism shall be an electrical / hydraulic system with fixed stay to
secure the cabin in the raised position.
3) Operator's cab shall be located at the best position on the forklift to enable
good visibility of the working area.
4) Cab layout drawing including graphical illustration of visibility angles for
front and back views and cab height from ground level (including chair
height) shall be submitted with the proposal.
5) A suitable system air condition system shall be provided such that the
temperature inside the cabin can be maintained @ 20C in ambient
temperature 50C. (To be priced as an option)
6) Independently controlled and electrically operated self – parking
windscreen wipers and washers shall be provided for the front, top and
rear windows. The windscreen wipers shall also have intermittent wiper
facility.

7) Rear view mirrors shall be provided inside the cabin together with two
external glass mirrors mounted on robust brackets, one each side of the
cabin to provide a clear view along both sides of the equipment.
8) The Cab shall be provided with sound and heat insulation. Extra insulation
should be provided also between cab and engine.
9) The cab shall be mounted on rubber elements to ensure low level of
vibration in operator's compartment.
10) Great care shall be given to the operator’s visibility (front, rear and
sides). The cab, front and rear windows shall be large to assure
unobstructed front & back visibility of the operator.
11) A full suspension full adjustable with double sided covered seat shall be
provided
2.4.10.2 CABIN CONTROL AND INSTRUMENTS
1) The cabin shall be provided with brake pedal, separated inching pedal
(which has two function one on brake and other on transmission to give us
no slipping).
2) The cabin shall be provided by hydraulic system motion controls by
handle/lever, (Joystick is not preferred) mounted on the right side of the
steering wheel with raise / lower control, tilt control, side shift / fork
positioner controls (including capability for control of each fork
separately ).
3) The cabin shall be provided by hour meter, engine coolant temperature,
fuel gauge, ammeter, engine oil pressure gauge, transmission oil pressure
gauge, transmission oil temperature gauge and hydraulic temperature.
4) The cabin shall be provided by the following mandatory warning and
buzzer instruments:

5) Overhead steel guard shall be provided over the cabin. The Overhead
guard shall be according to ASME B56.1 standard or equivalent.
6) The cabin shall be provided with sound insulation to give a maximum in
cabin noise level of 75 dBA @ full engine revs.
2.4.11 MAST
1) Mast construction shall be made from high tension steel and is designed for
high stresses and long life.
2) The positioning of profiles improves the visibility from the operator’s seat by
minimizing obstruction of the field of vision. The cylinders contribute to this
as well and are positioned in the “dead” angles of the mast.
3) Standard three stages mast, free view construction with two (2) lift cylinders
mounted on the side of the mast. Carriage to be designed for maximum
visibility
4) The long – life mast wheels shall be fitted with high quality conical roller
bearings.
5) The long – life lifting chains shall be fitted with high quality tension steel
materials.
2.4.12 FORK CARRIAGES
1) The fork carriages construction made from high tension steel and is designed
for high stresses and long life.
2) The fork carriage shall be provided with two hydraulic cylinders for side-
shift and fork positioning.
3) The side shift and positioning cylinder shall be mounted in a protected
location, to protect them against operation damage.
4) Manufacturer to provide a drawing showing the type of forks connection
proposed, with its proposal.
2.4.13 FORK
1) The forks are required to be a one-piece forged design manufactured from
high tensile steel and fitted with suitable solution for give smooth and
accurate fork movements as well as long service life.
2) Fully taper type is required – taper begins at heel of fork and extends to tip,
ending with 3/8” tip and shall be polished.

2.4.14 AUTOMATIC FIRE FIGHTING AND FIRE DETECTION
SYSTEM
1) The Fork Lift shall be provided with suitable firefighting and fire detection
system for Fork Lift, the system shall be fully approved by NFPA to be
installed in this kind of forklift.
2) The system shall be installed inside the engine compartment to prevent fire
hazard inside the engine compartment whether resulted from electrical
connections or hot parts inside compartment.
3) The system has to provide visual and acoustic to the driver alarms in case of
the fire.
4) The system has to be activated automatically without electrical power and
also manually in emergency cases.
5) The firefighting system shall be installed in a well-protected enclosure in a
suitable location.
6) The offered firefighting system shall be suitable for refilling in an easy and
applicable procedure.
2.4.15 SAFETY AND CONTROL
1) General assembly and detail design of the Fork Lift shall confirm with safety
regulations and codes.
2) All nuts, connecting the moving and rotating parts (couplings, axles, counter
weight, .etc.) Shall be of the self-locking type to prevent their loosening due
to vibration.
3) All exposed rotating parts shall be provided with rigid safety guards.
4) Unavoidable hazardous points shall be marked with a special warning
suitable paint.
5) Anti – tipping over load protection device shall be provided to avoid the
equipment override due to loading over load.
6) The manufacturer shall be responsible for providing the necessary Quality
Assurance and Quality Control procedures, maintaining continual
surveillance and inspection activities during the entire periods of the
Fabrication and Testing. Reports of inspections and tests to be provided to

2.4.17 PAINTING REQUIREMENTS
1) The Fork Lift shall be treated before painting and painted by marine paint
standards.
2) The Fork Lift shall be painted by powder coat to provide excellent weather
resistance, flexibility and adhesion, plus a strong resistance to chemical
agents

3) Fork Lift is completely shot blasted to SA2.5 grade and painted with first and
second layer of multipurpose primer (heavy duty zinc phosphate) and by final
coating third and fourth layers.
4) The total dry film thickness is 250 microns as follows:
a) Priming coat with total thickness is 100 microns
b) Two layers top coat thickness is 150 microns.
c) The finished colour of the truck as follows:

2.4.18 TRAINING
1) Four Days operator and maintenance class room for Maintenance team and
operators be conducted by the manufacture at customer site.
2) The training should enable the trainees to operate the equipment efficiently
and carry out fault diagnosis, rectification, trial and routine maintenance and
repair.
3) Training for using the equipment shall be included diagnoses of Engine,
Transmission, Equipment controller Maintenance software & accessories
(including all connectors) for laptop.
4) Training syllabus/literature on computer based CDs/DVDs shall also be
provided by the supplier upon completion of the training.
5) The instructor should be a qualified technician.
2.4.19 TOOLS AND SERVICE KIT
One set of special tools for repair, maintenance and overhaul shall be
supplied for each Fork Lift.
3 TESTING, COMMISSIONING AND ACCEPTANCE
3.1 TEST ON COMPLETION
The Supplier/ Vendor shall give to the Purchaser notice of the date after which he
will be ready to make the Tests on Completion. Unless otherwise agreed the

Purchaser shall instigate a complete inspection and testing programme within 6
days after the said date on such day or days as the Purchaser shall notify the
Supplier/Vendor.
The purpose of test program is to confirm to the specs and to provide a basis for
comparison of adjustments and performance measurements.
The supplier shall be furnished the operator, load, power test instruments and all
others items required for these tests.
The supplier shall submit three legible English language copies of complete test
report.
This test procedure shall be constructed in a logical functional and easy to
understand format and shall contain step by step checklists for the parameters set
out in (b). The checklists shall be in a boxed format which shows (1) item to be
tested, (2) method of testing, (3) basis of judging test, and (4) test findings. The
basis of judging test will be based on visual or designed parameters where
applicable.
The test procedure shall be prepared in such a way that it will become part of the
test report. The Vendor is at liberty to add to these tests. In addition the test report
will include but not be limited to the following:-
1) Initial Inspection.
- Visually inspect the entire Fork Lift (structure, mechanics, hydraulics,
electric and all sub-systems) for conformance to Specification and for
determination of defects.
- Any items or components or aspects of the Fork Lift found to be not in
compliance with the Contract Documents will be duly identified by the
Purchaser's Inspector and noted on the "List".
- Check all gear reducers, hydraulic reservoirs, couplings and the diesel engine
for correct fluid levels.
2) Static Safety Tests
- Satisfy the correctness of all circuits and undertake continuity, including
earth (ground) continuity, and insulation tests.
- Check all brakes for proper adjustment.
- Check all limit switches, interlocks, position switches and emergency stops
for proper function. This especially applies to all 'back-up' limit switches.
- Determine maximum loading on the front axle with 100% rated load: record
wind speed and direction.
- Determine maximum loading on the front axle with empty Mast and Fork
system.
3) Settings and Adjustments

- Adjust all electrical controls and record settings. This includes relays,
current limit settings, control panel test point readings, programmable
controllers etc.
- Adjust and record all hydraulic operating pressures.
- Check diesel engine operation under no load conditions ensuring that all
integral cut-off devices function correctly and that the audible and visual
warnings operate as required.
- Check that diesel engine timer cuts out at the pre-set time and that it also cuts
out all the electrics.
4) Mast Operation Tests.
All functions of the Mast shall be demonstrated. Operating times for the
up/down, and the Fork side motions shall be measured and recorded.
5) Running Tests
- Running tests shall be conducted in two stages. First slow speed cautious
tests to assure proper operation and setting of limit switches and controls and
then full speed tests to ensure full performance under safe conditions.
- All brakes shall be tested at 100% rated load and full rated speed. Both time
to stop and stopping distance is to be determined.
- Running tests shall also include no-load (empty mast and fork system), full-
load (100% rated load), overload (125% overload) tests, and reliability tests.
- Tests shall be carried out to determine that the Fork Lift can be operated
through all ranges of load as required by this specification. In addition the
equipment shall undergo cyclic and repetitive testing with a loaded.
6) Overload Test
The Fork Lift shall lift a static load equal to 125% of the rated capacity.
3.2 RELIABILITY TESTS AND ENDURANCE TESTS
These tests are part of the running tests, but shall be conducted after all other
running tests are completed.
A complete test report shall be provided for each Fork Lift including a description
of all tests, test results, settings, measurements, problems, calculations and
conclusions and these tests are including the following tests:
1) Reliability Tests
- These tests shall consist of repetitive cycling as follows whilst handling the
rated load & carried out.
- This cyclic testing shall be continued for at least 4 hours and in the event of a
malfunction shall be continued until 4 hours of trouble free time has been
logged.
- Any malfunctions or problems and any remedial action during the reliability
tests shall be recorded.
2) Endurance Tests

- Providing that the tests mentioned before have been met and approved, the
Fork Lift shall then be moved to a working stacked area and subjected to the
following tests using an Equipment Operator supplied by the Purchaser.
- The Fork Lift shall operate intensively for a period of 8 hours to ensure the
correct functions of the machine. In the event of a machine malfunction the
period of endurance will recommence until a continuous trouble free 8 hours
operating period has been achieved.
- The Vendor shall make due allowance within his Insurance for the machine
to be operated by an employee of the Purchaser during the endurance tests.
3) Final Inspection
- After completion of the running tests a final visual inspection of the Fork Lift
shall be made to ensure that no physical damage or problems have occurred.
3.3 CERTIFICATION
1) Certification of each Fork Lift, in accordance with those Labour Standards and
Statutory Regulations which are in force and current at that time.
2) Certification of side Mast, Fork, chains, steel testing, lifting eyes and stability
shall also be provided on the forms prescribed for this purpose and delivered
with the machine.
3) All Certificates for Fork lift testing components engine, transmission, axles, and
hydraulic system components and over weight control device.
4) A certification of conformity shall also be provided on delivery.
4 WARRANTY
The supplier shall be warranted the equipment as the following:
1) Fork Lift components
The supplier shall be warranted the equipment and its components for two years
from the date of acceptance certificate.
2) Fork Lift chassis and structure
The supplier shall be warranted the equipment chassis and structure for five
years from the date of acceptance certificate.
5 FINAL ACCEPTANCE CERTIFICATE (FAC):
The Final Acceptance Certificate (FAC) shall be submitted the following as the minimum
requirements:

1) The endurance test Item [3.2 (2)] shall be repeated for 48 hours (Forty Eight) hours
of normal/real with rated load normal operation fault free to ensure the correct full
functionality of purchased equipment.
2) In the event of equipment malfunction (breakdown), the period of endurance will
recommence until a continuous trouble/fault free (48 hours) operating period has
been achieved.
3) All submittals referred her later - in [Item 1.2.4]

5) Pass all tests that described in [Item3] and provide the test report.
6) All NDT test Certificates which was done during manufacturing in factory.
