TENDER NOTICE

The National Horticulture Board intends to get conducted “All India Cold Storage Capacity and Technology Study for Cold Chain” for which Expression of Interest (EoI) is solicited. ToR for All India Cold Storage Capacity & Technology Study for NHB

Background: India is the largest producer of fruits and second largest producer of vegetables in the world, yet the per capita availability of fruits and vegetables is quite low, This may indicate a continued lack of logistics and storage capacity, despite the previous decades focus on building infrastructure, both cold storages and logistics.

During the peak harvesting season, excess produce gets over flooded and many a times due to lack of storage facilities, gets damaged and totally wasted, whereas an artificial scarcity gets developed during non­harvesting periods and prices soar and many times, we have to import these goods at high prices. Cold storage is used to reserve quality of fruits & vegetables and other goods. Once kept in the cold storage, they do not degrade for defined periods of time and can serve as a buffer stock for that period balancing out price fluctuations and demand supply gaps. This advantage was recognised and the development of cold storage industry has therefore an important role to play in reducing the wastages of the perishable commodities and in turn providing remunerative prices to the farmers.

Over a period of last 10­15 years a significant progress in the expansion of the cold storage industry in the country has been made but considering the increased demand and a total cold storage capacity required, there is still a wide gap between production and cold storage capacity, which this results in huge losses to farmers and the country. Steps are being taken to improve the infrastructure as well as to build additional cold storage capacity by giving subsidies and tax concessions. A large number of cold storages have come up with heavy subsidies, loans and help from the co­ operatives and the Government. The old ones have been revamped, generators added to take care of power cuts and the availability of foods by storages / cold storages / CA and MA storages are on the increase. Reliable Refrigeration machinery and plants are indigenously manufactured and expertise has developed which is also playing a leading role in the export of fruits / vegetables / meat / flowers etc. as well. Currently, India has approximately 6,500 cold storages in the country, the bulk of which is single commodity and built in induced clusters.

However, even after all the efforts of initially subsidizing the industry there still seems evidence of shortage or a demand supply mismatch for cold storage capacity. This situation calls for a deep probe into the availability, technology and common practices used at cold stores.

Assessing & monitoring the availability, technology and operational capability of cold storages as a national asset takes importance.

The Government desires to evaluate the post­harvest supply chain infrastructure in India, specifically cold warehousing, packaging facilities and cold chains and the operational discrepancies to formulate a future strategy of intervention and training for a self sustainable development of cold chain infrastructure in the country.

Objective : In pursuance of the existing guidelines of NHB, the services of an eminent “Bidder” (Institutions/Consultant /Agencies) need be outsourced as per the provisions contained in "Manual of policies and Procedure of Employment of Consultant" issued by Department of Expenditure, Ministry of Finance, Government of India read with relevant

instructions issued from time to time by other wings of government” by inviting Expression of Interest (EOI) from reputed & qualified “Bidders” for short­listing as a pre­requisite for RFP for providing services for carrying out All India Cold Storage Capacity & Technology Study for NHB.

A. Purpose of EOI: The purpose of this EOI is to provide interested “bidders” with the necessary information to enable them to prepare and submit their responses for the services to be rendered to the ‘Employer’ in conformity with the TOR as a pre­ requisite for RFP.

B. Terms of Reference: The agency shall:­

1. Collate primary data of infrastructure for temperature sensitive cargos including Perishable Cargo Centre (PCC), Port based infrastructure, farm gate infrastructure and distribution hubs. The collated data should include onsite inspection detailing capacity, age of the infrastructure and soundness of infrastructure.

2. Evaluate and main facility and its surroundings upkeep at each individual facility from the view point of its purpose and product type for the facility, with respect to single product or multiproduct facilities.

3. Provide a basic general layout of the facility and mandatory geo­tagged photographs.

4. Describe the catchment area around the facility and suitability of facility location.

5. Identify the basic service model of the facility (whether it is a service provider, producer owner, storage or a distribution hub).

6. Capture the ownership and management structure for the facility i.e. Individual, cooperative, private company etc

7. Accessibility to the infrastructure/ facilities by value chain stakeholders including, producer owners, traders and logistics service providers, etc.

8. Back end infrastructure availability with the cold storage; have appended back end infrastructure or partners with others for same e.g. precoolers.

9. Identify the type of technology used for the cooling equipment with size and capacity including information like Equipment type, model, capacity, cooling range and supplier details.

10. Find out the maintenance practices for equipments and whether under guarantee or under other maintenance schemes or any other mechanism

11. Capture details regarding Power source utilised including generators or other alternate methods.

12. Record the capacity utilisation pattern over last 3 years including monthly over previous 1 year.

13. Record the process and documentation followed at the cold stores, including HACCP, ISO, traceability or other quality certification.

14. Record whether the facility setup was under assistance through govt (central or state) schemes or subsidies. If yes, which scheme was utilised.

15. Assess the availability and employment of managerial, supervisory, technical and labour staff & trainings undertaken, if any

C. Description of Approach, Methodology and Work Plan

Technical approach, methodology and work plan are key components of the Technical Proposal. It is suggested that the Technical Proposal be divided into the following three sub sections:

a) Technical Approach and Methodology,

b) Work Plan, and

c) Organization and Staffing,

a) Technical Approach and Methodology. In this sub section you should explain your understanding of the objectives of the assignment, approach to the services, methodology for carrying out the activities and obtaining the expected output, and the degree of detail of such output. You should highlight the problems being addressed and their importance, and explain the technical approach you would adopt to address them. You should also explain the methodologies you propose to adopt and highlight the compatibility of those methodologies with the proposed approach.

b) Work Plan. In this sub section you should propose the main activities of the assignment, their content and duration, phasing and interrelations, milestones (including interim approvals by the Client), and delivery dates of the reports. The proposed work plan should be consistent with the technical approach and methodology, showing understanding of the TOR and ability to translate them into a feasible working plan. A list of the final documents, including reports, drawings, and tables to be delivered as final output, should be included here. The work plan should be consistent with the Terms of Reference

c) Organization and Staffing. In this sub section you should propose the structure and composition of your team. You should list the main disciplines of the assignment, the key expert responsible, and proposed technical and support staff.

D. Submission of Report: The Evaluating Agency shall complete the evaluation study within six months time from the date of award of the study.

Submission of reports and schedule of payment are as under:

1. Evaluation Agency will submit 10 copies of draft report (duly supported with tables, graphs and photographs) within five months from the date of award of assignment and make presentation of draft reports on a specified date, if required.

2. Submit 50 copies of Final report along with soft copy of the report in word and in PDF format within 30 days from the receipt of suggestions / comments after incorporating the suggestions / comments made at the time of presentation or provided by the MoA.

E. Schedule of Payment

The schedule of payment will be as under:

1. First instalment of 25% of the total cost as an advance at the time of approval of the study

2. Second instalment of 50% of the total cost on the submission of 10 copies of a draft report.

3. Third and final instalment of 25% of the total cost on submission, acceptance of final report.

Note­ The consultant/ consultancy firm shall be required to furnish an indemnity bond and personal guarantee before release of advance payment. For any delay in submission of Draft Report, penalty @ 1% of total fee may be levied on the consultants for every delay of one month or part thereof.

All these payments will be released by the National Horticulture Board (NHB). Penalty Clause @ 5% of the released amount will be imposed on the Evaluating Agency in the event of delay in submission of the Reports as per schedule given above, for which no justification is provided. There should normally, be very strong and genuine grounds for waiver of penalty on account of delay. The Joint Secretary (NHB) will be the authority for waiving of penalty.

F. Instructions to the Bidders:

Definitions:

1. “Employer” means “National Horticulture Board, Ministry of Agriculture, Government of India, Plot no. 85, Sector­18. Institutional Area, Gurgaon – 122015 (HR).

2. “Bidder” means any entity or person or associations of persons who have submitted their application in the prescribed Form­I in response to EOI document intending to provide the services to the “Employer” as specified therein.

3. “Day” means calendar day. 4. “Government” means the Government of India. 5. “Application Form” means the prescribed Form to be submitted by the “Bidder(s)” for

short­listing as a pre­requisite to RFP. 6. “Terms of Reference” (TOR) means aspects of evaluation for information of the

“Bidder (s)”.

G. Submission of the application in response to EOI

This EOI is advertised through select Newspapers and is also posted on website of NHB (www.nhb.gov.in) Ministry of Agriculture, Government of India to give wide publicity and

invite a large number of eligible “Bidders” who have the capability to deliver such services, for their participation in the process of Expression of Interest. Selected “Bidder”, who the ‘Employer’ believes, has the capability to deliver services as shall be requested in the “Request for (RFP)”. The information provided by the “Bidder(s)” will be used by the ‘Employer’ to select potential “Bidder”.

1. Last date & method of submission of application by the “Bidder(s)” The “Bidder (s)” shall properly seal the envelope through which application is being submitted indicating the address of the ‘Employer’ thereupon super scribing “CONFIDENTIAL­ All India Cold Store Technology Survey and Analysis . The envelope so sealed shall be inserted in the another envelope addressed to the ‘Employer’ at the following address and should be sent by registered post or delivered in person ,so as to reach the ‘Employer’ within one month from the date of issue, being the last date for submission of the application for EOI:­

2. The responsibility for ensuring that the applications are delivered in time vests with the “Bidders”.

3. The ‘Employer’ may, at its discretion, extend this deadline for the submission of application, in which case, all rights and obligations of the ‘Employer’ and Bidder(s) previously subject to the deadline will thereafter be subjected to the deadline as extended.

4. Any application received by the ‘Employer’ after the deadline for submission as prescribed by the ‘Employer’, shall be rejected by the ‘Employer’.

5. The applications submitted by the respective “Bidder(s)” in response to this EOI shall be valid until the award of the contract by the ‘Employer’ and the “Bidders” shall be bound by their bids until such period.

6. The application(s) and material(s) submitted by the Bidder(s) in response to this EOI will become the property of the ‘Employer’.

7. The ‘Employer’ shall neither be responsible nor pay any expenses or losses which may be incurred by the “Bidder(s)” in the preparation and submission of their application.

8. The application submitted by “Bidders” shall be treated as private and confidential documents, whether or not the ‘Employer’ accepts an application.

H. Expression of Non­Interest

If the “Bidder(s)”, at any point of time, wishes not to participate in this EOI, the same information may be communicated to the ‘Employer’ within one week of the receipt of this EOI by the “Bidder(s)”. In such circumstances, the Bidder(s) shall return to ‘Employer’ all the documents/materials provided by the ‘Employer’, without publicizing / using the contents of this EOI.

I. Period of completing the All India Cold Storage Capacity & Technology Study

The “Bidder” to be declared successful after submission of RFP would complete the All India Cold Store Survey and Analysis within six (6) months from the date of declaration. The successful “Bidder” so declared shall submit inception report within 30 days from the date of

award of the contract followed by submission of draft report after 150 days from the date of award of the contract.

J. Pre­qualification criteria

“Bidders” interested in taking up the Cold Store Capacity & Technology Survey in question must fulfil the following criteria:­

1. It must be an agency/organization either private or government incorporated in India with a minimum of three (3) years experience in conducting surveys of government/public / private projects and should have successfully carried three (3) surveys in the similar field (s) at national level.

2. Total value of the projects completed should not be less than Rupees Five crore in each year, during preceding three (3) years.

3. Should have at least 6 operating offices in different states in India 4. Should have at least 3 years experience in utilising technology for conducting and

managing geo­tagged photographs and collating hard data into digital output. 5. Should have established domain experts capable of ascertaining and evaluating the

veracity of reports from the field survey teams. The experts should have minimum 10 years experience in facility management in cold chain domain, experience in design and layout planning of infrastructure development projects for government/public/private/institutes of repute and experience in cold chain logistics (transportation and storage).

6. The Team leader of the study should possess the minimum educational qualification of Post­graduate degree. He / She should also have a minimum of fifteen (15) years of experience in market survey/research. He / She should have at least handled three (3) numbers of projects, out of which two (2) projects should be in the capacity of Team leader.

7. The members of the study team commensurate to the requirement should be minimum of Graduate degree. They should also possess a minimum of ten 8 years of experience in market research. He / She should have been associated as team member with at least two (2) numbers of projects in market survey or research.

The applications received will be evaluated for short listing of “Bidders” based on their past experience of handling similar types of projects, man power and financial health. The following criteria (Table.1) will be adopted while short listing of the “Bidder(s)”:­

The ‘Employer’ shall short list those “Bidder(s)” who secure a minimum of 60% marks based on above allocation. Financial bids will be considered of those bidders only who qualify the above criteria.

K. Composition of Consultancy Selection Committee (CEC):

For identification, short listing and selection of Consultant/agency for conducting Impact Evaluation Study, there will be a Consultancy Selection Committee with the following composition:

• Managing Director, NHB Chairman • Horticulture Commissioner or rep Member • Representative of MFPI Member • Representative of NCDC Member • Representative of APEDA Member • Representative of NHM Member • Deputy Secretary (Fin), IFD/DD (F&A) NHB Member • Director (NHB) Member

The Agency/Institute selected by the Committee and with lowest financial offer will be awarded the assignment of IES under NHB Schemes.

The above Committee will also be responsible for monitoring the progress of the evaluation study.

l. Format for submission of EOI application

The format for submission of EOI application is enclosed as Form– I to Form IV.

M. Procuring & contracting details

The EOI should be accompanied by complete details of the agency / organization, audited financial statement / certificate, evidence of experience such as client's certificates, project completion certificates or any other relevant document and details of remittance of the cost of EOI document.

‘Employer’ reserves the right to accept or reject any or all EOIs at any point of time without assigning any reason whatsoever.

N. Validity

The “Bidder(s)” acknowledge that the application submitted in response to this EOI shall constitute an offer to the ‘Employer’ which shall remain open for acceptance until the contact is awarded by the ‘Employer’. For the avoidance of doubt, neither this EOI nor any response submitted by the “Bidder(s)” in response to this EOI shall constitute a legally binding agreement unless and until accepted by the ‘Employer’ in writing in the form of a contract executed between the ‘Employer’ and the successful “Bidder”.

O. Confidentiality:

This EOI must not be reproduced in whole or in part without the prior written consent of the ‘Employer’. All information contained within this EOI is given in strict confidence. It should not be divulged, irrespective of whether the recipient “Bidder (s)” proposes to submit an application to the ‘Employer’ or to any third party, without the prior written authority of the ‘Employer’.

P. Proprietary Information

All restrictions on the use of data contained within an application and all confidential information must be clearly stated by the “Bidder (s)”. Proprietary information submitted in an application, or in response to the EOI, will be handled in accordance with the applicable law(s) of the government.

Annexure – I

Details of All India Cold Storage Capacity & Technology Study for National Horticulture Board

The study should evaluate physical and operational progress of cold storage infrastructure, and determine the following components:

1. Usable Capacity a) Capacity: The study should indicate the numbers of cold stores that have been setup,

both in public and private sector, which are available to public lease by region and by design capacity.

b) Usability: The study should indicate the declared capacity in use of each cold storage inspected.

c) Utility Segment: The study should indicate the temperature zone / compartment type in each cold store.

d) Functionality: The study should indicate the details of cooling infrastructure installed at each cold storage including insulation, docks and doors.

e) Others: The study should indicate the other facility provisions including packing, pre­ cooling and transport shelters associated with each cold store.

2. Technical Assessment The study should indicate details of whether the declared utility matches the functionality on site. This would require assessment of insulation, refrigeration, produce/goods/cargo suitability.

3. Commercial Assessment The study should indicate the past and existing capacity utilisation of each cold store as declared by the owner/managers.

4. Resources Assessment The study should indicate the existing operational resources as required to operate the cold storage to declared status, including manpower, spares and redundancy safe guards.

5. Accessibility Assessment The study should indicate the accessibility (rail/road infrastructure) to the facility surveyed including closest highway and approximate distance.

6. Promotion/Scheme participation The study should indicate if any government Scheme was utilised to build the infrastructure under survey.

7. Association and affiliations The study should indicate any membership to industry association or similar affiliations by the cold storage including any to safety and agriculture/horticulture standards of operations.

8. Ownership Structure The study should indicate the ownership structure of the facility as well as total capacity and locations under same ownership.

9. Human Resources Development The study should indicate the details of any training programmes participated in or organised for cold storage operators by the facility. The level of awareness generated among its operators after training/exposure visits also to be indicated.

10. Type of goods/cargo stored over a sample period of 1 year The study should indicate the kind or goods/cargo stored by the cold storage in previous year as well as capacity utilisation achieved for each segment.

11. Post Harvest Management The study should indicate if any post harvest management is undertaken by the facility directly or indirectly. This should also achieve to indicate if cold storage is working as a standalone operation or if business model indicates a solution based function.

12. Marketing Assessment The study should indicate the marketing procedures undertaken by the cold storage facility if any.

13. Power consumption/management The study should indicate the power utility for each cold store as well as power source categorisation. A ratio between capacity utilisation and power consumed is preferred.

Annexure – II

Other parameters for All India Cold Storage Capacity & Technology Study

i. The assigned study will be based on intensive primary survey by the concerned official/ members of the Evaluation team and other concerned officials/ State Government representatives through participatory discussions and structural interviews/ questionnaires by visits and personal interviews. The study will have to be conducted as per the objectives given in the ToR and Annexure 1.

ii. Main reliance will be on primary data. The primary data should have complete list of cold storages with general background to be covered under Study. The agency is expected to study at least 95% of the storages covered in each State.

iii. While conducting the field study, standard norms, methodology and the techniques etc. shall be adopted as applicable for such studies so that the final report has inbuilt checks and balances on veracity of the data collected.

iv. The Ministry of Agriculture (Department of Agriculture and Cooperation) reserves the right to call for any data collected by the agency, in raw or in any other form e.g. in a CD/DVD for verification with ground realities. Such data will be made available by the agency concerned within seven days as and when called for, failing for which last instalment of payment would not be released. Data collected for evaluation studies and the facts/conclusion report of the studies will not be published or made public to any other agency.

v. Data collection from primary and secondary sources, its processing and preparation of report shall be the responsibility of the agency.

vi. The Department of Agriculture and Cooperation will designate, a contact­cum­coordinating officer for the study with whom the agency may have consultations regarding any of the aspects of evaluation studies containing methodological aspects etc for the study.

vii. The Department of Agriculture and Cooperation would reserve the right to cancel the assignment of the study having regard to the quality of the Draft Reports or non­compliance of conditions etc.

viii. Agency will also furnish the utilization and audit certificates duly signed by competent authority immediately after the completion of work to the National Horticulture Board.

ix. Agency will guarantee that the assigned work would be original work and will not infringe on the copy right of any other person(s) agency.

x. The Agency will keep the NHB appraised with developments and progress of the work relating to the study so as to enable the NHB to depute its officers to verify the reported activities including investigation work.

xi. Agency having prepared and delivered, the completed typed/ soft copy of the assigned work to the NHB, after examining and having decided to undertake its publications, it shall print, produce, publish and distribute the Report at its own cost and expenses in such a

manner and style as the NHB may at its discretion deem fit. The aforesaid work will be the property of the Government of India (Department of Agriculture & Cooperation) and all the copy rights will vest in it.

xii. If any question, difference or dispute shall arise, between the agency and the NHB relating to this agreement or any matter arising there of or incidental thereto, the matter shall be referred to the sole authority i.e. Managing Director (NHB) in the Department of Agriculture and Cooperation, and the award given by him/ her shall be final and binding on both parties.

Proposals shall be submitted in English language.

Proposals received after the stated time and date will not be considered and will be returned unopened.

Procedure for Selection of Evaluation Agency

A two­stage procedure viz. Technical Qualification involving Quality and Cost Based System (QCBS) would be adopted with the technical and financial proposals submitted separately in sealed envelopes.

The technical evaluation will be completed before the financial proposals are reviewed. For this purpose, application seeking offers will be invited from the short­listed Agencies.

Expected date for contract negotiations and finalization: 30 days from the date of opening.

• The cost to be incurred by the prospective Evaluation Agency/Consultant to prepare the proposals and for negotiating the contract, including any visits to Ministry of Agriculture is not reimbursable as a direct cost of the assignment.

• Information relating to evaluation of proposals and recommendations concerning award shall not be disclosed to the Evaluation Agency/Consultant who submitted the proposals or to other persons not officially concerned with the process.

• Ministry of Agriculture reserves the right to accept or reject any of the proposals submitted without assigning any reasons thereof.

• The Agencies would be given the option to conduct the study for covering the States in particular zone or for the whole country as per their choice and capability.
