Sealed quotations are invited from the bonafide reputed agencies for engagement of Data Entry Operator,

Typist-cum-Data Entry Operator, Office Assistant, Lift Operator, Security Assistant/Security Guard,

Paribesh Sevak under the West Bengal Pollution Control Board having its offices at Paribesh Bhawan, Salt

Lake, Camac Street, Kankinara, Hooghly, Siliguri, Haldia, Durgapur, Assansol, Howrah, Alipore & Malda

in the State of West Bengal in the following terms and conditions :-

PERIOD

1. The Contract shall commence from the date as mentioned in the work order and will be valid upto

a maximum period of three years. Initially, the order will be issued for one year and it will be

renewed on yearly basis subject to the satisfactory performances.

2. The contract may be terminated by mutual agreement by either party giving a calender month's

notice to the other party failing which the defaulting party will pay full calender month's charges in

lieu of notice.

STAFF 1. The contractor should have to provide Data Entry Operator, Typist-cum-Data Entry Operator,

Office Assistant, Lift Operator, Security Assistant/Security Guard, Paribesh Sevak at different

offices of the Board as per the schedule annexure "A” attached herewith. The actual numbers may

be increased/ decreased.

2. The Board may call for proof of fitness, including police verification from the contractor in

respect of above-mentioned employees, if necessary.

3. The contractor shall, in respect of each employee, supply to the Board the following information: -

Name, Father's Name, Date of Birth, Educational Qualification with permanent address and a

passport size photograph with identity proof.

4. The contractor shall not substitute an employee without the approval of the Board.

5. The Board may advise replacement of any or / all of the employee(s) of the contractor if they do

not fully meet the required service.

6. The personnel provided by the contractor to the Board shall be treated as employees of the

contractor for all purposes.

7. The Board may issue letter to the contractor to reduce/increase staff strength as specified by the

Board and the contract value will be changed proportionately.

DUTIES OF THE DATA ENTRY OPERATOR/TYPEST-CUM-DATA ENTRY

OPERATOR/OFFICE ASSISTANT

1. Enter data to update records.

2. Receives and respond to record/inquiries in compliance with standard.

3. Access file through knowledge of computer terminal and manual file system.

4. Provide a variety of secretarial and administrative support.

5. Operate different type of electronics data system.

6. Any other work assigned by the Authority/In-Charge of Office/Senior Officers.

DUTIES OF THE LIFT OPERATOR/ SECURITY ASSISTANT/ SECURITY GUARD 1. To extend all courtesy to visitors, officers and employees of the Board and maintain integrity,

orderliness and discipline and be in proper uniform while on duty and should carry out all duties

and tasks allotted by Board's officials sincerely and to the best of his ability.

2. To guard/petrol/check during day and night time and ensure that no theft, pilferage, trespass,

accident, nuisance, disturbance of peace etc. takes place in the area of his duty.

3. To regulate and check the flow of visitors, materials, transport, vehicles etc. at the entry points and

also ensure the entry/exit is as per valid documents and expeditious record of the same is maintained

as per order.

4. To Seize goods not found in order or suspected to be stolen.

5. To watch the fire equipment installed in the area under his watch in working condition.

6. To bring to the immediate notice of his supervisor or the Board's authority any unwanted occurrence on

the premises.

7. To perform incidental and allied duties as may be required to be performed.

8. Operate the lift properly.

9. Misc. work like shifting of furniture/goods/locking and unlocking office rooms as and when required.

10. Any other work assigned by the Authority/In-Charge of Office/Senior Officers.

DUTIES OF THE PARIBESH SEBAK 1. Developing a Green Network for environmental awareness amongst common people in the grass root

level.

2. Any other work assigned by the Authority/In-Charge of Office/Senior Officers.

TERMS OF PAYMENT The contractor will be responsible for payment of wages to his employees under minimum Wages Act as per West

Bengal Government notification including bonus and contribution towards ESI & Provident Fund and other

allowances. However, Board will fix the wages/salaries time to time and inform the agency accordingly for

disbursement. The Board will reimburse the amount as applicable and payable under the existing rules in force.

Agency will pay the monthly remuneration to its employees employed in Board within 7 days of next month. The

same shall be reimbursed by account payee cheque after submission of bills and disbursement receipt of

monthly wages/salary to his employees and certified attendance sheet. The contractor will get only service

charge on basic salary.

The agency shall pay wages / salary to his employees as per instructions from WBPCB time to time particularly for

payment of Bonus, overtime, increment, revision of salary if any.

Statutory tax & duties including PF/ESI etc. shall be reimbursed extra as applicable.

Accordingly, the rate should be quoted as per bidding proforma only (Financial Bid Part- B)

GENERAL TERMS AND CONDITIONS 1. Accommodation to the employees will be provided by the contractor/agency at work site.

2. In order to ensure that the security guards/Security Assistant are able to discharge their duties, the

contractor/agency shall provide them all necessary facilities in the form of uniform (2 sets in a year), torches,

umbrella, batons, shoes & 2 pairs of socks (one set in a year) stationery items and allied articles etc. at his

own cost and arrangement.

3. The Liability of any compensation for injury to any employees arising as a result of duties shall be that of

the contractor/agency.

4. With regard to the interpretation of the terms and conditions of this documents, the Board's decision shall be

final.

5. The contractor/agency should have to produce the list of clients where about 56 nos. of employees in different

categories are deployed under one organization for last three years.

6. The contractor shall deposit earnest money of Rs. 78500/- through online vide Memorandum No. 3975-F(Y) dated 28/07/2016 of the Audit Branch, Finance Department, Govt. of West Bengal.

7. The contractor/agency who will be engaged for providing employees shall submit a Bank guarantee of Rs.

6.00 Lac before undertaking the job as Performance Security. (Format enclosed).

8. If any loss of property of the Board is noticed, the compensation shall be borne by the agency/contractor as

levied by the Board.

9. Agency will take appropriate action for retirement of employees after attaining superannuation age of 60 or

any other age as governed by concerned Rules after discussion with Board.

10. Copies of valid Trade License, GST registration Certificate, Copy of PAN & Latest IT Return. Authorization

letter / certificate from Manufacturer as dealer/distributor/agent etc. Copy of Audited P/L Account and

Balance Sheet for last 3 years. 11. Each Bidder shall submit one Bid. A Bidder who submits or participates in more than one Bid will be

disqualified. Incomplete bid will be rejected. 12. The Board reserves the right to cancel the entire bidding process at its discretion without assigning any

reason.

13. If the Bidder fails to submit any document asked for or furnish incomplete document the Board may reject

the quotation.

14. The price should be quoted in the BoQ in excel format only and the same should be valid for 120 days from

the date of bid opening.

THIS AGREEMENT is made on the ___________________________________days of ___________________ between

part and West Bengal Pollution Control Board, Paribesh Bhawan, 10A, LA Block, Sector-III, Salt Lake

Kolkata-700098, India (hereinafter called “the Board”) of the other part.

WHEREAS

(1) This agreement is supplemental to a contract / order number______________________ [insert Contract/ order

number](hereinafter called “the Contract”) made between____________________ [name of Contractor /

of Contractor / Agency] (hereinafter called “the Contractor”) of the one part and the Board of the other part

whereby the contractor agreed and undertook to execute the House Keeping Job under the West Bengal Pollution

KIT Building (1st Floor), 247 Deshpran Shasmal Road, Tollygunge, Kolkata-700 033 and Panpore More, vill-

Panpur, P.O- Narayanpur, dist. North 24 Parganas, Pin-743126, in the State of West Bengal against the

Contract for the sum of Rs. 1,50,000/- (Rupees One lakh Fifty Thousand) only being the Performance of the

House Keeping Job Contract; and

(2) The Guarantor has agreed to Guarantee the due performance of the Contract in the manner hereinafter appearing.

NOW, THEREFORE, the Guarantor hereby agrees with the Board as follows;

(a) If the Contractor (unless relieved from the performance by any clause of the Contract /Order or by

statute or by the decision of a tribunal of competent jurisdiction) shall in any respect fail to execute

the Contract or commit any breach of his obligations there under then the Guarantor will indemnify

and pay the Board the aggregate sum of Rs. 6,00,000/- only [amount of Guarantee of the said value

of the contract] Rupees Six lakh only. [in words], such sum being payable in the types and amount

of currencies in which the contract price is payable, provided that the Board or his Authorized

Representative has notified the Guarantor to that effect and has made a claim against the Guarantor

before the expiry of the contract or the validity period of the performance security.

(b) The guarantor shall not be discharged or released from his guarantee by an arrangement between the

Contractor and the Board, with or without the consent of the Guarantor, or by any alternation in the

obligations undertaken by the Contractor, or by any forbearance on the part of the Contractor, whether as to

payment, time, performance, or otherwise, any notice to the Guarantor of any such arrangement, alternation

or forbearance is hereby expressly waived.

This guarantee shall be valid until a date ninety (90) days from the date of expiry of the Contract period as

specified in the Contract.
