    The countrys annual growth rate in mobile subscribers has fallen from its boom year highs, moderating sharply in 2011/2012 to less than 10%.

    In the 2007/2011 period the countrys fixed broadband internet market has surged, jumping almost 300% in that time to reach more than 4.5 million by coming into 2012.

    Overall fixed broadband penetration remained relatively low, however, at under 5% of population.

    Although interest in broadband services in Vietnam had finally picked up, much of the growth in 2011 and 2012 has been in mobile wireless broadband.

    Growth in fixed-line subscriber numbers flattened out then, by 2011/2012 had started to decline.Following on from the successful launch of its Vinasat-1 satellite in 2008, Vietnam moved quickly to put a second satellite into orbit, launching Vinasat-2 on schedule in May 2012.**Market highlights:

GSM and CDMA also allowed to be deployed.+ Limited Competition in the mobile market (Mobifone and Vinaphone). SPT enter the market. Viettel started with International VoIP service. Some new players started operation (EVN Telecom, HaNoi Telecom). Internet market (VDC of VNPT and FPT.+ Government shares > 50% in Telecom FBOs. The Policy making and Regulating Function established clearly.- 2002 to now: VietNam enters Bilateral Trade Agreement with US, cooperation within ASEAN, enters WTO (2006) with commitment of opening the Telecom Market to foreign investment. Several Laws and Legal Framework issued.11 FBO (Government Shares > 50%), 90 SBO Internet Businesses (include Private Sector) licensed.+ Fierce Competition in the mobile, leased-line, Internet Market. Fixed Market difficult.

    *****The law telecoms and Decree no 25 created fair pro-competitive environment for telecommunications enterprises to invest in. *This Law provides for telecommunications activities, including telecommunications investment and business; public-utility telecommunications; telecommunications management; construction of telecommunications works: rights and obligations of organizations and individuals engaged in telecommunications activities.

    *Boosting the sustainable development of the domestic telecom market.The problem in Vietnam is that though there are many enterprises, there is a big gap in the market shares, while the development of the enterprises is not equal, thus making the market develop in an unsustainable way.restructuring measures include creating favourable conditions for mergers and acquisitions, revoking licences and restructuring inefficient companies. Telecommunications companies will be restructured to ensure that there are only three or four healthy companies in the market.- The restructuring must help telecom companies sharpen their competitiveness and operate more efficiently, thereby boosting the sustainable development of the domestic telecom market.- Ensuring the sustainable and harmonious telecommunications development**
