AGENDA The Technical Coordinating Committee (TCC) of the Gaston-Cleveland-Lincoln Metropolitan Planning Organization (MPO) will meet Wednesday, June 20, 2018 at 10:00 A.M. at the Gaston County Administrative Building, Room 3B, which is located at 128 W. Main Avenue, Gastonia, NC 28052. The following is the agenda for the meeting:

The GCLMPO’s Metropolitan Transportation Improvement Program (MTIP) needs to be amended to reflectthe following modifications that have been made to the 2018-2027 State Transportation ImprovementProgram (STIP).

A 30-day public comment period was held April 1-30, 2018 for the above MTIP Amendments on Thursday, April 19th from 11:00 am to 1:00 pm at the Cleveland County Administration Building, located at 311 E. Marion Street in Shelby and on Wednesday, April 18th from 2:00 pm to 4:00 pm at the Gastonia Transit Bradley Station, located at 121 N Oakland St, in Gastonia.

Ms. Crisp motioned to approve the responses to the public comments received and to approve the MTIP Formal Amendments as presented. Mr. Bryant seconded the motion and the motion

8. SPOT P5.0 Local Point Assignment—Regional Impact Tier

Presenter: Randi Gates, Principal Transportation Planner Mrs. Gates stated that NCDOT released the P5.0 quantitative scores on April 3, 2018 which included a draft list of programmed Statewide Mobility projects that have been funded. Currently, the draft has combined the next two (2) phases of the I-85 widening and that has been fully funded at the Statewide Mobility tier. The combination of these two (2) phases will extend the widening from US 321 to the South Carolina state line in Cleveland County. Another project that will impact our area, the interchange improvements at I-85 and I-485 in Mecklenburg County, has also been fully funded in the Statewide Mobility tier.

Currently the GCLMPO has developed the draft Regional Impact local input point assignments by taking projects submitted in P5.0, considering quantitative scores from the State and running the projects through the Local Input Point Methodology adopted in January 2018. As laid out in the Local Input Point Methodology the GCLMPO ran each project through the appropriate criteria and then added one hundred (100) points to the top eighteen (18) projects. Though there is a clause allowing for deviation, the GCLMPO did not feel it necessary to deviate from the process as most of the top projects received higher quantitative scores in P5.0 and are drafted to receive points from Division 12 as well as the MPO. Division 12 has a public comment period scheduled soon so these draft points are subject to possible change.

The GCLMPO is planning to have a 15-day public comment period following approval of the Board later this month. The public comment period will be scheduled for May 25 – June 8, 2018. There will be three (3) public meetings tentatively scheduled for Tuesday June 5, 2018 in Gastonia, Wednesday June 6, 2018 at Lincolnton City Hall and Thursday June 7, 2018 at Shelby City Hall from 11:00 am – 1:00 pm.

Mrs. Gates opened the floor for questions. There being no questions Mr. Scharer opened the floor for motions to approve the Draft Local Point Assignments and the 15-day public comment period.

Mr. Bryant motioned to recommend approval the draft Regional Impact local input point assignments as presented as well as the 15-day public comment period. Mr. Pettine seconded the motion and the motion passed unanimously.

9. Performance Management Agreement

Presenter: Randi Gates, Principal Transportation Planner Mrs. Gates noted that federal regulation requires that the GCLMPO have a written agreement with any transit providers in its area and with other MPOs and RPOs in the Metrolina Region regarding transportation performance measures. In response to this regulation the GCLMPO has created an agreement in coordination with NCDOT and NCAMPO that spells out the protocols regarding data sharing, coordination and communication pertaining to all performance measures. To make acquiring signatures from the various bodies required more manageable, signatures will be on individual pages. The document will be signed by the GCLMPO chair, the signatories for the four (4) transit partners, NCDOT, SCDOT and the MPO Board chairs of the partnering MPOs in the Metrolina region and each agency will keep three (3) original copies.

Ms. Crisp motioned to approve the Draft Performance Management Agreement. Mr. Bryant seconded the motion and the motion passed unanimously.

10. CRAFT Memorandum of Agreement

Presenter: Randi Gates, Principal Transportation Planner Mrs. Gates stated that the CRAFT organization has been working on updating the Memorandum of Agreement to expand on the goals and objectives of the group as well as to clarify the voting membership. Additionally, CRAFT wanted to change a reference to the executive committee, which consists of the Chair of each of the MPO and RPO Boards; in the original Memorandum of Agreement it was stated that the executive committee would meet at least once per year. As several years have passed without the need for

the executive committee to meet, CRAFT has decided to change the language to say that the executive committee will meet as deemed appropriate by the technical committee.

Ms. Pettine motioned to approve the Draft CRAFT Memorandum of Agreement. Mr. Blackburn seconded the motion and the motion passed unanimously.

11. Other Business

a. GCLMPO / CRTPO Roundtable Summaryi. Mrs. Gates noted that the GCLMPO and the CRTPO had a joint meeting on April 4, 2018 at

the airport in Charlotte. The event was well-attended with board members from bothMPOs, TCC representatives, Managers from across both regions as well as others totalingaround 70 attendees. The purpose was to build relationships between the MPOs due tomultiple current shared projects as well as possible future projects. There was interest inhaving meetings of the same nature at least yearly if not multiple times a year but, afterspeaking with the Charlotte MPO Secretary, it was decided that it would not be financiallyfeasible to conduct the meeting more than once a year unless it was necessary. In orderto maintain momentum from the last meeting the two (2) MPOs have already begun todiscuss timing for the next roundtable and have tentatively landed on the beginning of2019 for the next meeting which will focus on funding.

b. SPR Funding—UPWP Special Project Listi. Mrs. Gates indicated that the GCLMPO had an opportunity in April 2018 to submit projects

from the special projects running list for SPR funding. There were roughly 6-7 projects fromthe last UPWP submitted to NCDOT to see which, if any, projects would qualify and two (2)did. Both of the qualifying projects were submitted for funding and both were selected toreceive the 80/20 funding. The GCLMPO will be awarded $64,000.00 in SPR funding for abicycle and pedestrian plan update for the City of Shelby; this funding requires a 20% localmatch for a total project cost of $80,000.00. The Town of Boiling Springs will also receive$40,000.00 for a corridor study in the downtown area. With the additional 20% local matchthat will be $50,000.00 for that project.

ii. During the application for the SPR it was noticed that a lot of the projects on the specialprojects list do not qualify for SPR funding due to the fact that they are functional designprojects. Randi has been looking into designing a new method for submitting specialprojects including a yearly call for projects and an approved ranking methodology. Thiswill be an item for a future meeting.

c. NCDOT Update – Division 12 Staff and TPD MPO CoordinatorMr. Gary Spangler had the following updates:

i. 85 Resurfacing is proceeding as expected.ii. NC 273 is progressing well.iii. US-321 Interchange at I-85 is on schedule.iv. US 74 Bypass has been started.v. Bridge replacements are underway.

1. Hoyle’s Creek should be finished summer of 2018.vi. 2019 resurfacings – Contract has been let.vii. NC 273 Passing Lane has not been let yet. NCDOT has had ROW issues but construction

will hopefully begin summer 2018.d. Transit Systems Ridership

i. Mrs. Gates noted that she sent invitations out for a training on May 15, 2018. NCDOT Div.12 is sponsoring this training which will focus on project management constructionprocedures. DOT Div. 12 is looking at potentially making this type of training mandatory inorder to apply for CMAQ funding. The training will also help ensure that communities arefollowing all the appropriate procedures to keep them safe from being required to payback funding. The training is extremely important and can benefit planning staff,construction engineers, inspectors, project administrators, project managers, contractadministrators and even city or town managers. The training will take place Tuesday May

These strategic corridors are considered the state’s highest priority when analyzed within the framework of regional or local transportation plans.

NCDOT is embarking on Phase I of the Strategic Transportation Corridor Master Plans, which includes two corridors in the GCLMPO area:

• US 321 (Corridor D) – US 321/CSX from South Carolina state line to Tennessee state line• US 74 (Corridor U) – US 74W/US 74E from I-26 in Polk Co. to US 117 in Wilmington

North Carolina Transportation Network

Strategic Transportation Corridors OverviewNorth Carolina’s Strategic Transportation Corridors (STC) form the state’s core network of multimodal transportation corridors. VisionNCDOT’s vision is for North Carolina to have an identified network of high-priority transportation corridors that integrate all modes and connect statewide and regional transportation-dependent activity centers, to enhance economic development, to promote highly reliable and efficient mobility and accessibility, and to support good decision-making.

CriteriaNCDOT worked with stakeholders across the state to identify the STC network. The study team focused on transportation facilities that met at least two criteria that support the network goals. These include facilities that:

• Provide a continuous network of reliable, high-speed interstate,defense or freight routes;

• Serve as major inter-regional travel corridors, moving highvolumes of people, goods and services over longer distances with multiple mode opportunities; and

• Those that provide high-quality access to principal economic activity centers within and outsideof North Carolina

Implementation The STC Policy will be implemented through a variety of activities, including:

• Work with regional planning partners to prepare STC vision plans that reflect consistent, corridor-longperformance standards and take into account regional and statewide characteristics and needs in terms ofmobility, multimodal opportunities, operational performance, safety, and physical condition;

• Preserve the inter-regional, long-distance travel needs of STC as part of long range transportation plans;

• Apply the highest practicable access management provisions to promote operational efficiencies andsafety, and to enhance the movement of people and freight on primary STC facilities; and

• Preserve and support project development decisions made prior to adoption of theSTC Policy. This includes but is not limited to environmental studies, purpose andneed determinations, screening of alternatives, travel corridor or mode definitions, oridentification of environmental impacts and mitigation.

BACKGROUND: The MPO Board adopted the GCLMPO P5.0 Local Input Point Methodology on January 25, 2018. The MPO has developed this prioritization methodology in an effort to satisfy the quantitative, data-driven requirements of the STI legislation while protecting the discretion of local officials by incorporating subjective, qualitative local input where possible. This process applies to all projects that fall in the “Regional Impact” and “Division Needs” tier levels, as defined by STI. The GCLMPO receives 1,800 points to allocate to projects for local prioritization in the Regional Impact Tier and 1,800 points to allocate in the Division Needs Tier.

NCDOT released the P5.0 quantitative scores and draft list of programmed Statewide Mobility projects on Tuesday, April 3 and adjusted the Regional Impact point allocation window to begin on April 3 and end on July 27. The GCLMPO P5.0 Subcommittee met on April 18 to develop the draft Regional Impact local input point assignments based upon the adopted Local Input Point Methodology.

COORDINATION WITH NCDOT DIV. 12: Staff from NCDOT Div. 12 is a member of the subcommittee and participated in the April 18 meeting. MPO Staff will continue to coordinate with NCDOT Div. 12 to achieve consensus wherever possible.

PUBLIC INVOLVEMENT PROCESS: • A 15-day public comment period on the Regional Impact projects proposed for local input

point assignment was held Friday, May 25 thru Friday, June 8.• A press release was issued on Thursday, May 24 to announce the public comment period.• Three public meetings were held: June 5 in Gastonia, June 6 in Shelby, and June 7 in

Lincolnton.• Project lists, maps, and other information was made available on the GCLMPO’s

webpage.• An online GIS map and comment form was created to capture project specific

comments.• Over 75 comments were received.

P5.0 SUBCOMMITTEE RECOMMENDATION – REGIONAL IMPACT TIER: The subcommittee has recommended the assignment of 100 (maximum) Regional Impact local input points to the top 18 projects in the Regional Impact tier based on the ranking process. No deviations from the process are recommended at this tier.

Two Statewide Mobility projects were not fully funded in P5.0, and thus are eligible for consideration of Regional Impact local input points. The subcommittee recommended that local input points should not be applied to these projects because the assignment of local input points to these projects would encourage the use of a substantial portion of Regional Impact funds to be spent on Statewide Mobility projects if funded in the STIP.

Expanding of Project HPR23, with the two points below (start date?) Project to improve the capacity of NC 273 from a two-lane road to three-lanes to the Nixon Rd at intersection, to include:1.Improved intersection at South Pointe (273 and Armstrong Road) 2.Allow better access to Wilkinson Blvd near the Catawba Bridge by making more accessible roads in the river district of Belmont. The newly awarded York South Carolina contract for the widening project of 274 and 279 starting at the Landing Pointe in SC and ending at the NC state line will begin soon this summer 2018. Without a doubt this will increase the level of traffic from SC as this route is a well-known traffic to Charlotte businesses. Residents in the South Pointe corridor would like to see a study for effects on traffic in Belmont, and how we can better plan for increase traffic flow. Cancellation of the project that allowed crossing of the Catawba River to the Dixie Road Area of Charlotte from 273 would have helped reduce the expected increase in lower Belmont traffic.

This comment has been shared with NCDOT Division 12, as well as the City of Belmont. The widening of South Point Rd does not currently rank high enough in the GCLMPO's local ranking methodology for this project to be submitted for funding. Note that this could change in future years. The intersection of NC 273 (South Point Rd) and Armstrong Rd has been submitted to convert the unsignalized intersection to a roundabout and is receiving 100 local input points from the GCLMPO in the Regional Impact tier. The Catawba Crossings project is still a priority for the GCLMPO and it is hopeful that a feasibility study will soon be underway to have the project ready to submit in the next round of prioritization.

75We urgently need the Catawba Crossing bridge to Charlotte from Belmont ( lower South Point Rd.). This would mitigate a lot of southern Belmont traffic and relieve the need for work on the roads in upper Belmont. Also, South Point Rd in Belmont needs to be widened. Traffic is very heavy and a lot of development going on.

Re: Proposed Belmont-Mt Holly Loop [future] (section I-85 to NC 273) Please AVOID Goshen Woods Neighborhood in north Belmont!

New access to I-85 at Hickory Grove Rd (Mt Holly/McAdenville) would be great, with parkway/loop along current Hickory Grove Rd route. But avoid Goshen Woods (Jackson St, Boundary St in north Belmont)

The proposed Belmont-Mt. Holly Loop is included in the GCLMPO's Comprehensive Transportation Plan (CTP). The central portion of this project from US 29/74 to Hickory Grove Rd is included as a HY 2035 project in the GCLMPO's Metropolitan Transportation Plan (MTP), but does not currently rank high enough in the GCLMPO's local ranking methodology for this project to be submitted for funding. Once a project is submitted for prioritization, there will be numerous opportunities to provide input.

77The Garden City Parkway should be revived and extend from I485 south of I85 and extend around and thru the other counties mentioned and connect to I485 North of I85. We need transportation relief from I85 as this region continues to grow. A loop of this type would open the 3 county region to additional growth.

BACKGROUND: The Town of Dallas has formally requested a Comprehensive Transportation Plan (CTP) map amendment to include recommended sidewalks and on-street bike facilities along NC 279 from Gastonia to Dallas. This proposed amendment would tie in to both the existing and recommended bicycle and pedestrian facilities in the adopted CTP. The proposed map amendments would allow for bicycle and pedestrian connectivity along the NC 279 corridor to further enhance these transportation options through the town and beyond and would allow for increased connectivity between Dallas and Gastonia. This would also allow for a potential connection with the Carolina Thread Trail proposed along Long Creek.

The widening of NC 279 from north of Robinson-Clemmer Road to North Gaston Street is a funded project in the 2018-2027 State Transportation Improvement Program (U-2523B) and the Town of Dallas has requested that sidewalks and bike lanes be incorporated into the widening project as part of the Complete Streets initiative. In order for NCDOT to take the request into consideration, the CTP must be amended to include these recommended facilities.

BACKGROUND: The Lineberger Connector project was identified in the Franklin Boulevard Corridor Access and Alternative Development Mobility Strategy as a project that could provide some relief to the traffic congestion in the Franklin Square area and provide access and connectivity to the undeveloped 450+ acres north of I-85. The project would ultimately include a new bridge over I-85 at Lineberger Road, collector/distributor roads along I-85 that would access the new bridge, and connectivity thru the property to Cox Road, NC-7 and Main St. (Lowell). As part of the study, a conceptual master plan was developed to determine the types of uses that could fit on the property, and specifically, how much traffic would be generated from those uses. A copy of that plan is attached, and shows that the property is large enough that it could be a true mixed use development including residential, commercial, office and even some light industrial.

BUILD GRANT APPLICATION SUBMITTAL: The U.S. Department of Transportation has issued a Notice of Funding Opportunity for the Department of Transportation’s Better Utilizing Investments to Leverage Development (BUILD) Transportation Discretionary Grants. Funds for the FY 2018 BUILD Transportation program are to be awarded on a competitive basis for projects that will have a significant local or regional impact. The USDOT has been authorized to solicit applications for and award grants of up to $25 million. For the 2018 BUILD grant, the City of Gastonia, in partnership with the City of Lowell and Gaston County, will be seeking funding to construct Phase I of the Lineberger Connector project, which will extend Lineberger Road north of I-85 to connect to NC 7. Additional phases will include connecting east-west between Exit 21 and Exit 22 via newcollector/distributor roads. The deadline for submittal is July 19, 2018. A Letter of Support from theMPO would be greatly beneficial.
