Dear Ms. Spain:

The objective of the City of Chico’s (City) Stormwater Resource Plan (SWRP) is to identify, evaluate, and develop a framework to manage stormwater to achieve multiple benefits for protecting health and safety, and to avoid the potential impacts of urban runoff to receiving waters. The SWRP must address and satisfy the requirements of Senate Bill 985 and the State Water Board guidelines to establish eligibility for bond funds associated with stormwater projects, including Proposition 1 Implementation Grant Funds through the State Water Resources Control Board’s (SWRCB) Storm Water Grant Program.

TECHNICAL ADVISORY COMMITTEE MEMBERSHIP

The City of Chico and its consultant, West Yost Associates, performed outreach to a wide variety of organizations from March 10, 2017 to April 17, 2017 to inform these entities about the SWRP and assess interest in participating on the Technical Advisory Committee (TAC). Potential TAC members were informed that there would be multiple avenues to participate in the development of the SWRP including TAC membership, stakeholder engagement, and public comment. The individuals listed in Table 1 expressed the ability and desire to be TAC members and agreed to serve on the TAC. We will notify you by email if changes to the TAC membership occurs. We will also submit the remaining commitment letters when they are received.

ROLES AND RESPONSIBILITIES

The TAC will assist the City in developing an evaluation process and a technical analysis of projects proposed for inclusion in the SWRP. This work will allow the City to identify projects that maximize the possible benefits to the Big Chico Creek and Little Chico Creek Watersheds, in accordance with the guidelines for SWRP Development under State Proposition 1, as outlined by the SWRCB.

Role of the TAC and TAC Members

The role of the TAC and its members is to:

1. Facilitate stakeholder outreach and review the Stakeholder Engagement Plan and project website.

2. Along with stakeholders, suggest projects for evaluation during the SWRP process.

3. Provide any available data to support identification and analysis of potential projects.

4. Screen projects proposed by the City, stakeholders, or the public, including the agencies represented by the TAC to ensure projects will meet the goals of the SWRP.

5. Establish the watersheds’ priorities for various benefit types.

6. Assign benefits to each project evaluated.

7. Assist the City in identifying appropriate methods for quantifying benefits, and review memoranda documenting the evaluation process and methods.

8. Rank and prioritize the projects for future implementation.

9. Review and comment on the Administrative, Public, and Final Draft SWRP documents and seek input from other individuals within each organization, as necessary.

Role of the City

The City has the additional role of:

1. Provide leadership in coordinating the overall effort.

2. Facilitate TAC meetings in a professional manner, by ensuring appropriate dialogue.

3. Ensure adequate time to review meeting materials.

4. Encourage collaboration and consensus.

5. Manage meeting logistics.

6. Collect and record discussions and synthesize meeting inputs.

7. Prepare the SWRP, conduct outreach events, and develop marketing and outreach materials.

COMMITMENT LETTERS

All the individuals and organizations listed in Table 1 indicated a preference to participate at the TAC level of engagement. Copies of the executed commitment letters received so far are attached. Additional commitment letters will be provided when they are received.

The development of the SWRP, the selection of projects to be included in the SWRP, and the project prioritization will be guided by a Technical Advisory Committee (TAC). Invitations to join the TAC have been sent to staff from the State Water Resources Control Board, Regional Water Quality Control Board, municipalities, Counties, water suppliers, local agencies, non-governmental organizations and nonprofit organizations, public utilities, and regulatory agencies. Based on your discussions with Millie Cowley-Crawford (with West Yost Associates), we understand that you have agreed to serve on the TAC. This letter summarizes the responsibilities associated with serving on the TAC. Please sign below to confirm your intent to serve on the TAC and return the signed letter to me (a scanned copy of the signed letter is adequate).

The requirements of the TAC members are summarized below:

• There will be five TAC meetings at the City of Chico offices (421 Main Street, Chico, CA). The meetings are tentatively scheduled to occur in April, May, June, and November 2017, and February 2018. TAC members will need to review meeting materials in advance of the meetings, attend and participate in the meetings, and review and provide comments on the meeting summaries.

• Review and provide comments on the draft SWRP within three weeks of receiving it from the City. The draft SWRP is expected to be available in December 2017.

• TAC members will represent their agency or organization and may work with others in their agency or organization to disseminate information about the SWRP, and to solicit input from others within their agency or organization that will assist in the preparation of the SWRP, including data, comments, and projects, as needed.

• Serving on the TAC is voluntary, and neither the TAC members nor their agencies or organizations will be compensated or reimbursed for TAC service beyond what they are compensated by their affiliated organization.

• The TAC members will recommend potential projects for inclusion into the SWRP. The TAC members will assist in an initial feasibility screening of up to 50 projects, resulting in identification

of up to 16 SWRP projects. The TAC members will assist with the ranking and prioritization of the 16 SWRP projects.

• TAC membership is intended to identify and prioritize projects that will benefit the Big Chico Creekand Little Chico Creek watersheds in an unbiased manner. Consequently, to prevent potentialconflicts of interest, agencies, organizations, or individuals on the TAC will be prohibited fromfuture contracting for compensation on any SWRP projects. Future involvement in SWRP projectsof public agency staff as part of their normal staff responsibilities does not constitute a conflict ofinterest. Agencies or organizations that may contract for compensation of SWRP projects in thefuture are encouraged to participate in the SWRP process as stakeholders or a member of thegeneral public.

• TAC members may request to be removed or replaced on the TAC, by submitting a request inwriting. The resignation or replacement will take effect 30 days after the receipt of the writtenresignation.

• No participant on the TAC or the agency or organization they are representing are responsible forany liability, loss, damage, or claims that result from TAC membership and preparation of theSWRP.
