Subject: Allocation of funds to MSME-Dls for Organizing One Day Awareness Campaign on QMS/Qn Under NMCP -Scheme i.e. "Enabling Manufacturing Sector to be Competitive through Quality Management Standards and Quality Technology Tools (QMS/Qn)" -for the FY 2016-17. The undersigned is directed to convey the approval of the Competent Authority for allocation of total funds amounting to Rs. 79,00,OOO/-(Rupees Seventy Nine lakh only) @ Rs. 79,000/- per programme to Director, MSME-Dls for organizing 100 Nos. one day duration Awareness Campaign on Quality Management Standards & Quality Technology Tools under the scheme "Enabling Manufacturing Sector to be Competitive through Quality Management Standards and Quality Technology Tools (QMS/QTT)" during the year 2016-17, in association with the cluster actors (SPV) / Industry Association / Organization of the region as per the Annexure. 2. The respective Director, Micro, Small & Medium Enterprises - Development Institute (MSME-DI), will act as an expert / implementing agency for Organizing one day Awareness Campaign on QMS/QTI Under on NMCP-QMS/QTI Scheme. As per the guidelines, the total cost of the one Awareness Campaign will be limited to Rs.l.25 Lakh,wherein the Gol support will be limiting to Rs.79,OOO/-per Awareness Campaign and minimum Rs.46,OOO/-have to be collected as a contribution from the cluster actors (SPV) / Industry Association / Organization / Micro and Small units or in proportionate. Hence, depending on the total project cost per Awareness Campaign the contribution to be collected from private identity will be proportionate. However, the maximum GOI contribution will be limited to Rs.79, 000/- only per Awareness Campaign. The Awareness Campaign shall be organized within a period of Four months from the issue of this sanction. The detailed report of the Awareness Campaign must be submitted to this office within 1S-days after conducting the Awareness Campaign. 3. Director, Micro, Small & Medium Enterprises- Development Institute (MSME-DI) will provide all technical inputs including preparation of background documents/course material identification of suitable topics and faculty for presentation. The financial support by Gol may cover wherever necessary, the expenses towards rent for venue, training materials, audio/video aids, TA/DA and honorarium to the Guest Faculty, expenditure on transport, purchase of stationary items, refreshment and other miscellaneous expenses as per Govt. of India rules viz. F.R.-46 (11 - Honorarium to guest faculty), S.R. 190a (travelling allowance to persons who are not in civil service) and Govt. of India's instructions/orders dated 25.3.2004 regarding economy in expenditure. Government assistance is only for organizational expenses of the proposed event and not for capital items like equipments. 4. The MSME-DIshould ensure the Minimum 35 participants.Zbeneficlaries per Awareness Campaign.frorn cluster / industry association of their region to sensitize the Micro, Small Enterprises (MSEs) on Quality Management /Quality technology Tools, in order to enable the technical and managerial staff of the MSEsabout the imp- rtance of Quality standards & Tools. 5. Sanction of the Competent Authority is accorded for the drawal of an advance of Rs. 50,000/- (RupeesFifty Thousand only) per Awareness Campaign to the Director, Micro, Small & Medium Enterprises - DevelopmentInstitute (MSME-DI) conducting the Awareness Campaign. After the programme is conducted, on the-basis ofactual expenditure, he will submit the bills to respective PAO, adjusting advance of Rs.50, 000/- for the AwarenessCampaign and minimum contribution from cluster actors (SPV) / Industry Association / Private Partner should beupfront. '

6. The account for actual expenditure incurred on the above Awareness Campaign shall be maintained bythe Director, Micro, Small & Medium Enterprises - Development Institute (MSME-DI) and forwarded to this officewithin a month time from the date of organizing the Awareness Campaigns along with the proceedings of theprogrammes, resource person and list of the participants. After completion of the Awareness Campaign, savings ifany, will be surrendered to the Pay and Account Office and also be indicated in the expenditure statement.

7. In addition to above, the implementing agency will have to abide by the terms & conditions as given in thedetailed Guidelines of the Scheme i.e. NMCP-QMS/QTI. Also, the office of DC (MSME) may lay down any othercondition as and when required.

8. Noted at Serial 01 in the Register of Grants.

9. The total release under this object head, including the present sanction would be Rs. 79.00 Lakh during thecurrent financial year as against the Budget provision of Rs.0.90 crore (under OAE) for the financial year 2016-17.
