DEAN’S DESKThe Institute has come a long way in the last three

decades in working in the eld of health in terms of training,

research and extension. Started as a one-semester

programme on Certicate in Hospital Administration in

1980, today, the Institute boasts of 4 postgraduate degree

programmes and three diploma programmes in the eld

of health. The alumni of these programmes are occupying

leadership positions in the health sector in India & abroad.

This year, 4 postgraduate degree programme students

will be attending campus placement. While MHA (Health)

students are equipped to undertake leadership role in planning

and implementing healthcare programmes in the government and

the voluntary sectors, MHA (Hospital) students are trained to take up

leadership role in hospitals and hospital consultancy organizations.

In addition, both the programme students are trained in health related

sectors like insurance and information technology. The students have very strong

understanding of their respective health and hospital elds and are strongly moulded

and mentored in managing health and hospital organizations. There are 27 students in the MHA (Health)

programme and 44 students in the MHA (Hospital) programme.

Master of Public Health (MPH) in Social Epidemiology is a unique programme in the sense, the focus

of the programme is on social epidemiology. The students have very strong orientation in research

skills and have good understanding of the epidemiology of both communicable & non-communicable

diseases. These students will be excellent researchers and analysts in public health eld. There are

20 students in this programme. MPH in Health Policy, Economics and Finance is the new programme

and the third batch will be passing out this year. This programme is developed in collaboration with

London School of Economics (LSE). These students have strong orientation in economic evaluation

of health programmes and interventions and have excellent skills in health policy research and

analysis. There are 16 students in this programme for campus placement.

The strength of all these programmes is strong emphasis on practical training and research skills.

Every semester, the students are placed in organizations and communities related to their respective elds

to u nderstand and learn the “real world”, where they will be employed late r . T hese students are ready to

take-up the challenges before them in the health sector. Without hesitation, I can vouch that these

students are going to make a positive difference and impact on the organizations that are going to

recruit them. I wish them all success.

Vashi, BARC Hospital, Holy Family Hospital, Cooper Hospital, Prince Aly Khan Hospital and Rajawadi Hospital

to name a few. Students would understand the hospital as a system and take up four clinical and support

departments each for detailed analysis and report preparation. Additionally the students also take up case

studies / assignments in concurrence with hospital authorities, thereby making meaningful contribution.

By the end of their third semester, they cover Operations research, Legal framework for hospitals Quality

management and Medical technology before they start their second internship in large & renowned trust

hospitals across the country like CMC Vellore, Sir Gangaram Hospital, P. D. Hinduja, Breachcandy,

Kokilaben Dhirubhai Ambani Hospital, Ruby Hall etc. This time, the students undertake three case studies in

various areas of operations, Gap analysis for accreditation, patient satisfaction levels, turnaround time for

reports, inventory control systems, etc. with practical recommendations that can be implemented.

After covering, Health Insurance, Systems Development & Information Resource Management, Marketing and

Business Development Strategies in last semester, the third internship places students in some of the largest

healthcare corporations in the country like the Apollo Group of Hospitals, the Fortis Group, the Max Group,

Manipal Group of Hospitals etc. In this posting they undertake specic micro-level assessment like modules

for staff training, feasibility and marketing plans for new service or hospitals, working on actual HMIS

databases and process reengineering for departments .

Before students embark on their professional journey, they serve uncompensated in their choice of healthcare

organizations like charitable hospitals, NGOs, consultancies, healthcare IT or insurance companies for a whole

month rendering their knowledge and skills as they would in the organizations they would soon join.

All internships follow absolutely stringent attendance rules and surprise visits.

RESEARCH

Each student is expected to take up an area of choice that he/she would work on for two years during the

course under the guidance of both school faculty as well as industry experts to produce a report that is credited

at the end of the course. It is referred to as a 'Research Project' as the student is preferably expected to maintain

a practical approach with scientic research base towards the topic.

The research project is an attempt to enable the student either to explore & analyze a new trend in healthcare

or to work on specic area affecting hospital functioning on a professional basis after completion of the degree.

After dening study objectives, the project involves relevant and actual data collection from hospitals that

further enhances the eld exposure for the students. The report focuses on providing an in-depth understanding

of the issue and most importantly, on providing working recommendations and implementable action plans.

Some of the major areas students have attempted to study this year include:

At the end of two year program, course structure at TISS aims at equipping students with the pre-requisite

skills that would enable them to effectively contribute to not only the organization that they would work for,

but also to healthcare industry at large.

INTRODUCTION

Hospitals and healthcare facility providers as we see them today; are becoming some of the most complex

and uid organizations to manage in the times to come. This was a challenge, foreseen early by the faculty

at the Tata Institute of Social Sciences, who were thus among the pioneers in instituting a full edged

Masters in Hospital Administration in 1993 which to date remains one of the most coveted training programs

this sector has seen. In the increasingly competitive arena of healthcare management education, the TISS

strives to maintain its tradition of academic excellence whilst simultaneously working to radically transform

its academic culture and spirit as is captured in its tryst towards “Re-imagining Futures”.

Innovative and dynamic classroom teaching along with challenge based learning during the Internships

puts hospital administration program at par with International teaching standards. This is what shapes one

of the nest professionals of the country, striving to serve and lead the hospital and healthcare industry.

The basis underlying the course framework is the fundamental understanding of hospitals as socially,

structurally, technologically and nancially sensitive organizations employing a myriad mix of some of the most

skilled and semi-skilled human resource. Along with a strong emphasis on their theoretical base, students are

tested for their conceptual clarity through class presentations, case studies and group tasks simulating

decision making in the hospital environment. Keeping in with the pace of the industry, the course content is

continuously reviewed and revised to keep abreast of necessary developments whether it is hospital

management information systems, Health insurance or Business development strategies for hospitals.

With that, the students would undergo seven months of arduous internships across some of the best hospitals

and allied organizations like consultancies, healthcare IT & health insurance companies in the country and

simultaneously undertake individual projects addressing some of the relevant concerns or advancements

in healthcare.

INTERNSHIPS

“What the mind does not know, the eyes do not see”… Keeping this very maxim in mind, the sequence of

theory subjects and internships has been framed to ensure that students know exactly what they are expected

to learn and apply during each of the three, eight-week long internships that they would be credited for in

the course of their degree.

After covering key fundamental subjects like Healthcare Finance, Hospital planning, Clinical and Support

services & Materials management, at the end of their second semester students are posted in their rst

internship at major public hospitals in Mumbai like KEM, BYL Nair Hospital, Tata Memorial Hospital, MGM

INTERNSHIPS

TISS believes that realization of theory into practice is the actual possession of knowledge. Nurtured with

the same idea, internships not just expose the students to the intricacies of healthcare industry but also

provide them with professional up - gradation in terms of conceptualization and implementation.

Students are placed at various carefully chosen organizations to give them the actual avour of health related

issues and ground realities, keeping in mind the role of a Health Administrator. Meticulously designed three

rounds of internships (8,8,4 Weeks) give them a hands-on experience of various aspects of National Health

Programs, the NGO sector, various community health programs, a rsthand exposure to government public

health system, with a chance to apply the knowledge and skills they have gained from their academic

experiences. Nevertheless, it enhances communication skills by working with diverse populations across India.

Students are posted at various renowned organizations like ALERT India, AAROHI, URMUL, CINI,

SATHI-CEHAT, SEWA, SEARCH, VHAI, CMC-RUHSA, SNEHA, IHMP, Aga Khan Health Services, MCGM,

Public health department of government of Maharashtra etc. These internships expose the students to the

health care industry, help integrate and supplement classroom knowledge and skills enhancement. Apart

from the individual assignments and projects done by students, they also indulge in projects given by

the organizations. These internships are mutually benecial wherein students use it as a learning opportunity

and the organizations tap the skills and knowledge of the students and engage them in their projects.

Internships also have an element of global exposure. Selected students attend Summer Programme McAllen

A & M University Texas.

DISSERTATION

Dissertation is a mandatory component of the programme in Master of Health Administration & has been

assigned the maximum credits.

This by far has been one of the best learning the students have received from the Institute. The guidance by

the faculty members along with their motivation has proved to be invaluable to the extent of even having

students publishing their research papers in renowned journals.

In an industry like healthcare that is changing fast, organisations must continuously revise their design and

range of products. This is necessary due to the continuous technological changes and development as well

as the changing preferences of customers. Without a Research & Development program, an organisation

would have to rely on strategic alliances, acquisitions, and networks to tap into the innovations of others.

Thus, research helps the organization to forgo its present methods & come up with the ones that will help it

perform at its best and that is exactly what our candidates are experts in.

As an institute excelling in post-graduate programmes, we here learn not only to manage healthcare but to

explore the arenas in it.

39

TISS has been offering the Health administration programme since the early 1990s. Since then it has been the

best in its efforts towards moulding the best candidates into the nest health managers.

Over the years, the course curriculum has been reinvented and structured to keep pace with and meet the

demands of the dynamic healthcare industry. The internships give a fresher the hands on experience of health

management in various streams of healthcare industry ranging from NGOs to Municipal Corporations to many

other private & public organisations. Thus, this course by its end exhaustively makes a candidate a utile

health manager.

The 2 year intensive program is designed to develop a cadre of professionals competent enough to take up

key managerial and research positions in both public and private health sectors. The Master of Health

Administration programme prepares students to take on managerial positions in the National Health

Programmes, the NGO sector, CSR, healthcare consultancies, health insurance rms, healthcare IT companies,

research organisations, community - based health programmes, pharmaceutical and medical instrumentation

companies by building capacities in planning, implementing, monitoring and evaluation of programmes.

It also orients the students to macro issues relevant to health policy and programming in the country.

The teaching is beyond the four walls and the faculty members are ever enthusiastic to impart best knowledge

to the students & various innovative ways adopted by them, like the eld visits, classroom exercises based on

the topics of practical application, help students progress better.

We have been successful in attracting the titans of the health sector like WHO, UNICEF, UNFPA, NHSRC,

SHRC, NRHM, NACO, PATH, CARE, Aga Khan Health Services, ICICI, Infosys and PWC, Reliance CSR for

our recruitments in the past & have been able to make it up to their expectations.

The course curriculum has a shade of social science along with the foundations of management which makes it

unique & thus the students are conditioned to be better management personnels with a sense of social

responsibility. This blend comes from the core management based courses like principles of management,

strategic healthcare management, operations research, nancial management along with the very sensitive

courses like social science perspectives on health, research methodology etc. Thus the artefact of these

academic courses is what we bring to the healthcare industry with our ingress.

RESEARCH

Research being the core of MPH, the entire last semester is dedicated to the dissertation, a process which

commences early in the rst semester. Each student is expected to work on a current and challenging topic.

These studies are carried out under the guidance of a designated faculty member. The dissertation is duly

reviewed at each step by the faculty - right from the presentation of the proposal to data collection and to the

actual analysis. The studies are qualitative, quantitative or a mix of both the types. A wide range of health

problems ranging from communicable diseases, non-communicable diseases to women's health issues are

covered. The student applies theoretical knowledge to the selected issue to come up with remarkable results.

The data collection, analysis and application help apply the concept in the eld. Students are taught computer

programs such as SPSS, STATA and Atlas ti. Published research carves out a niche for MPH at SHSS,

which is known for its research excellence.

INTRODUCTION

MPH SOCIAL EPIDEMIOLOGY

Right from the recommendations of Bhore committee report in 1946, the recent NHP 2002 and the NRHM

documents, all highlight the importance of training of public health professionals as an essential requirement

for the improvement of the health situation in the country. In wake of the public health problems being faced

by the country in the social, cultural and economic context, there is an increased need to emphasize on

social epidemiology. The Masters of Public health at TISS caters to the need for trained human power and

helps in the building and maintenance of public health with a special focus on Social Epidemiology.

This programme explores elaborately the link between the social determinants and health of the population

along with strong methodological and technical foundation in epidemiology, biostatistics, quantitative

analysis, qualitative analysis and national and international public health policies. This programme is covered

over the span of four semesters, with emphasis given to research related courses and development of public

health paradigms. The eclectic mix of students from various educational backgrounds and work experiences

adds new perspectives and knowledge on various issues pertaining to public health. Polished by excellent

faculty in knowledge and skills to handle all aspects of national and international public health issues,

and further honed in community interaction and research skills by multiple internships, the course ordains

students to shine bright in the public health scene, be it rural or urban, national or global. As epidemiologists,

We weigh, balance and contrast and over the years, TISS has spawned a generation of superlative public

health professionals.

INTERNSHIPS

The MPH course consists of two internships, one each at the end of second and third semester. Each internship

duration is of eight weeks. The 1st internship primarily focuses on urban slums of Mumbai. It is designed to give

important insight into the prevailing health issues of urban slums through socio demographic proling of the

community. Individual, quantitative studies are carried out on population sub-groups residing in the community for

elaborate understanding. Detailed analysis of several factors such as, socioeconomic status, health status,

morbidity pattern, utilization of healthcare services and expenditure for healthcare are undertaken.

Internships also have a dimension of global exposure with selected students getting an exclusive opportunity

to attend international summer internships at University of Minnesota and A & M University Texas, USA.

INTERNSHIPS

At the end of the second semester, when the students have gained all the required academic skills,

they are placed with different Non-Government Organization's in Mumbai for a period of ve weeks.

During this period the interns learn about their respective organization's structure, human resource

policies, budgeting and in eld programmes. They get an opportunity to cater their skills and knowledge

for the benet of the organization. Students also take up a research project and study a public health issue

of concern, as identied by them, in a community served by their organization which gives them an insight

about the conditions and concerns of urban poor. This year, the students were placed in organizations like

Centre for the Study of Social Change (CSSC), ALERT India, Sanmitra Trust, PATH, Apnalaya, SATHI & CORP.

This year two students attended the Summer Public Health Institute, University of Minnesota, USA.

The second internship is a one month block placement towards the end of the curriculum. The students

choose any healthcare organization of their choice and reiterate the ethos of 'service to the society' by

contributing their skills to the community.

FIELD PRACTICUM

A full semester, on eld experience delivers a unique 'Learning by Doing' opportunity for testing implied

knowledge learnt during exhaustive rst year of the programme. The scholars get a chance to be placed

with reputed organizations and apply their academic learning in studying the working of their respective

organizations right from the developmental milestones to the outcomes of various programmes. The approach

aims at critical review of policy, developing perspectives and conceptualizations to policy/programmes,

engaging with diverse stakeholders especially community, learn intervention skills, intervene with regard

to policy/programme implementation and reviewing the intervention to make suitable recommendations

for Policy/programme development. It marks the transition for the scholars from theory to practice offering

them professional growth with appropriate knowledge, skills, attitudes and values to promote public health

policy and practice using the domain of health economics and nance.

This year students were placed in the following organizations for their eld practicum: Rajiv Gandhi

Jeevandayee Arogya Yojana, DGHS (Mumbai), Family Planning Association of India (FPAI) (Mumbai); NRHM,

State Health & Family Welfare Society (Tripura), MAHAN Trust (Amravati), Manav Foundation (Madhya Pradesh),

NRHM (Haryana), Apnalaya (Mumbai), Institute of Health Management Pachod (IHMP) (Pune), Jan

Swasthya Sahyog ( Chhattisgarh), SATHI ( Turbhe, Navi Mumbai), Uplift India Association (Pune).

RESEARCH

Research has been one of the primary focuses of the programme where the entire last semester is

dedicated for same. The institute's faculty, acclaimed for their research expertise, renes the skills of the

scholars with respect to both the qualitative and quantitative research which enables them to develop evidence

based thinking. Varied issues are taken up by the scholars related to health policy and health systems.

The relationship between research and health policy is discussed from a policy process perspective.

65

The health system in India is going through a phase of transition that calls for a global multidisciplinary

approach towards establishing an efcient and equitable healthcare. Such an approach needs a problem

solving expertise, keeping in mind all the social, economical, political and nancial challenges. Meeting all these

challenges can be made possible only with an expertise in critical analysis of issues within health policy,

economics and nancing.

The Master of Public Health (MPH) in Health Policy, Economics and Finance, developed by the Tata Institute

of Social Sciences in collaboration with the London School of Economics and Political Science (LSE),

has been designed with a global focus to create a cohort of well trained public health professionals.

The programme, which stretches over a period of two years, offers a perfect blend of both descriptive and

analytical courses. The rst two semesters are dedicated to extensive class room training which includes

lectures, seminars, debates and discussions. It serves as an excellent platform for students from different

backgrounds and work experiences to exchange ideas and engage together in this learning process.

The third semester offers an opportunity to observe, experience and implement the concepts learnt, in the eld.

In the fourth semester, the students dedicate themselves completely towards their research projects.

Introductory courses like Health Policy and Planning, Health and Health Systems and Social Care Policy,

that are taken in the rst semester, in-still a basic knowledge and impart an outline structure of the programme

which then progresses towards more technical courses during the second semester. An in-depth analysis

of the dynamics of Pharmaceutical Economics, Health Insurance and Healthcare Financing is what makes

this cadre of scholars outshine in the global market. Special emphasis is given to the understanding and

application of nancing principles, econometric techniques and the systematic use of policy research &

review in decision making by teaching courses like Economic Evaluation and Health Policy and

Systems Research.

This provides an enhanced training to all the professionals for working in all kinds of public health settings.

This also makes them apt for the position of analytical, consulting, advocacy and advisory roles in public

sector bodies, global non-prot organizations, policy consultancies, bilateral and multilateral aid agencies,

health nancing institutions, health policy research organizations, and the pharmaceutical sectors.
