Rental ProgramsNeighborhood Landlord Program
Total Program Budget: $49,163,422
Program objective: To provide forgivable loan assistance to landlords to restore their flood-damaged properties and to non-profit developers to develop new rental housing stock in order to restore and create long-term affordable rental housing stock. Assistance is limited to properties with 7 or fewer units.
Eligible applicants: For-profit landlords who owned flood-damaged rental properties at the

status. 5 applications were received in the second round of funding, which ended 8/31/17. An average cost of $23,751 per unit. Based on an estimate of 4 people per unit, approximately 2,300 people would be served.

Rental ProgramsRapid Rehousing and Permanent Supportive Housing

Program objective: To provide rental assistance and wrap-around services to vulnerable low and very-low income renters in order to prevent homelessness.

the floods Participants in Permanent Supportive Housing must also be disabled

All former TSA households moved out of the hotels on August 23, 2017.
105 households are in the housing search process. 222 households have been placed in rental units through the
program so far. Working with LDH/DCM to exit renter households from MHUs
to Rapid Rehousing – will host more leasing fairs. On track to serve 600 households by program conclusion.
Rental ProgramsPermanent Supportive Housing

As participants enter the Rapid Rehousing Program they are being vetted for PSH services.
The Louisiana Housing Authority is still pursuing the expansion of Project-Based Vouchers statewide, allowing households to move from RRH as a bridge into Project-Based Voucher units that are not time-limited. Will be effective 1/1/18.
51 households are currently receiving services.
Economic Development ProgramsSmall Business Loan Program
Total Program Budget: $51,200,000
Program objective: To provide partially forgivable loan assistance to small businesses for eligible non-construction unmet needs to help in their long-term recovery from the Great Floods of 2016.
Eligible applicants are small businesses who: Have 50 or fewer employees and a minimum annual gross revenue of
$25,000 Experienced either a physical or financial loss as a result of the flood
events

Small Business Loan Program
Deadline to submit applications is now October 31st. Loan award range is now $10,000-$150,000. Minor adjustments to streamline underwriting: allow use of global debt ratio, and
special considerations for credit scores above 700
As of Sept 15th: Approximately 2,470 inquiries by business owners 184 applications received, currently pending 105 completed applications, 9 approved loans
OCD anticipates loan closings for approved loans to begin within the next two weeks.
The Small Business Survey ended September 5, 2017 There were 856 respondents. 80% of respondents indicated they are in need of financial assistance. Businesses that indicated that they need financial assistance have been contacted
by one of approved lenders to pursue an application.

Recent OCD Efforts:• Initiated a digital and print media campaign though
Zehnder Communications. This campaign encouraged viewers to take the business survey and learn about the loan program. This campaign targeted folks via Facebook, Google Ads, Twitter, BrandXChange, and local print media.
• LA Bankers Association will promote program to clients.
• Based on recommendations by the LA Bankers Association and the ED Task Force, program adjustments were adopted to streamline underwriting.
• Set a deadline to submit an application of October 31st. Press releases and online ads will be released to advertise this info ASAP.

Total Program Budget: $10,000,000
Program objective: Provide grant assistance to farmers to help them in their long-term recovery from the Great Floods of 2016.
Eligible applicants: Farmers who experienced crop and/or livestock losses in either the March
or August flood events.

Louisiana Farm Recovery Grant Program

Informational meetings were conducted across Louisiana from July 13-August 1. Over 340 farmers attended the meetings.
Over 1000 applications have been submitted.
The implementation timeline will be extended due to the level of applications submitted and time needed for review.
The program award cap is $100,000. It is likely the total request for funds exceeds the program allocation, so LAFA will use a pro-rata allocation process to make individual awards that are based on applicant’s crop loss, unmet need(s) and documented eligible expenses.
