Improving the Tariff System
New Improved Tariff System:
The rate for each transported tonnage on the NSR and payment for
services of icebreaker and ice pilotage will take into account the
vessel’s own tonnage, ice class, distance of needed assistance, and the
season of navigation
Improved Organization of Arctic Navigation:
Establishment of the Northern Sea Route Administration as a federal
state institution
NSR Tariffs – Some Suggestions
Perhaps the tariffs for return legs or ballast legs should be relative to the
loaded legs and offered at a discount?
Perhaps the NSR should offer a quantity rebate?
Perhaps the NSR should, to the extent that it is technically feasible, work
towards offering convoys with the aim of reducing the tariffs per ship?
Perhaps the NSR tariff system should reflect changes in bunker prices
and freight markets when major changes take place?
Perhaps a flexible tariff system should be introduced that adjusts to
market conditions?
Establish tariffs for each relevant segment before the season which is
competitive at the given market conditions at that time. This rate should
be subject to revision during the season if there are significant changes to
freight market and bunker prices.
