1. Introduction

This document provides information, guidelines, procedures and checklist forms for the

protection of occupants of the Talaria Ski Club Lodge in the event of an EMERGENCY.

A building EMERGENCY may develop from a number of causes including:

� Fire

� Explosion

� Gas leak

� Storm

� Earthquake

Any of the above situations may require the evacuation of the Talaria Ski Club Lodge. All club

members and their guests are required to familiarise themselves with this Plan and in an

EMERGENCY, follow the directions given by the Lodge Manager (Warden).

All club members and their guests MUST familiarise themselves with the Lodge fire EXITS

and locations of the fire fighting appliances within it.

It is a requirement that EMERGENCY procedures be practiced once per year as a minimum.

Special assistance must be given to children or those with disabilities during an evacuation.

1. Location & Services The Talaria Ski Club Lodge is located within the Ben Lomond Ski Village - the second lodge

on the right hand side of the Village Road. The Ben Lomond Ski Village is approximately

50km southeast of Launceston. The area is classified as isolated with limited

telecommunication services. Water is gravity fed to lodges from the Village Dam and each

lodge is responsible for their own electricity supply. Support from emergency services such as

Police, Tasmanian Fire Service and Ambulance are at least 1 to 2 hours away and weather

dependant. It is therefore important that there are skilled personnel available to take charge in

an emergency situation until external assistance arrives. Fire Hydrants with 1 1/2” hoses are

located along the Village Road at regular intervals.

3. Building

3.1 Description

The Talaria Ski Club Lodge is predominantly a timber structure built on two levels. There are

two internal stair cases and four EXITS, two on each level.

� The building contains other flammable materials such as plastic ski boots, paint, skis,

clothing, curtains, furniture and mattresses.

� There is an LPG gas supply of 6 x 45kg gas bottles on the eastern side of the lodge between

the walkway and the building. The gas system is used for cooking and lighting within the

lodge. A maximum of 3 gas bottles are used at any one time – 1 for the generator if in use

and 2 for the cooking/gas light supply. The bottles are tagged 'IN USE' when turned on.

� The kitchen has 4 x two burner plus grill bench top cookers and a conventional free standing

gas oven.

� The lighting in the lodge is supplemented by a LP gas powered generator in the basement

beneath the workshop floor. There is a small supply of petrol (10 litres), stored in the

workshop, as a backup fuel supply for the generator motor

� The heating in the lodge is provided by 4 oil burning heaters 2 of which also heat the water

for the amenities. Three heaters are located upstairs: in the bunk room, dinning room and

children's lounge. There is one heater downstairs in the drying room. There is a 2,500l

heating oil tank located on the western side (Village Rd) side of the Lodge.

3.2 Fire Safety Equipment

There are 2 mains pressure (Village dam pressure) fire hydrants on the Village Rd in close

proximity to Talaria Ski Club Lodge. The diagrams in the appendix show the location of the

fire safety equipment within the lodge.

Back Staircase Landing (leads to southern EMERGENCY EXIT)

� 1 x Lodge Evacuation Bell

� 1 x 6 volt dolphin torch

B) Downstairs

Workshop - 2 x Fire extinguishers (Dry Powder) – 1 x 1.0kgs & 1 x 2.25kgs

Drying Room – 1 x 13mm garden hose on two reals connected at the point where the mains

(Village dam) pressure enters the building.

C) Smoke Alarms

14 x 9volt Smoke Alarms are strategically located throughout the lodge. Three of the smoke

alarms one above each staircase landing and one above the passageway outside the bathrooms

also incorporates an EMERGENCY LIGHT powered by a second 9 volt battery. All the

batteries in the smoke alarms are replaced annually at the June working bee with new batteries

labelled with the date they were installed. The alarms are then test using the Alarm Button &

Smoke Alarm Testing Spray.

D) Signs

Emergency Evacuation Procedure & Emergency Evacuation Exit signs are clearly displayed in

each bedroom indicating Evacuation Procedure and showing the floor plan with EXITS. The

signs have the location of emergency equipment clearly labelled. In the front door entrance

hall a plan of both levels, showing EXITS and emergency equipment information, is displayed.

4. Roles & Responsibilities

4.1 Talaria Ski Club Committee

� Review the Emergency Evacuation Plan annually and ensure the Plan is undated as

required.

� Ensure that the members and their guests are aware of the Emergency Evacuation Plan.

� Organise at least one emergency evacuation drill each year.

� Review the success of emergency evacuation drills.

� Organise emergency training & practice as required.

4.2 Talaria Ski Club Committee – Lodge Warden

The Lodge Warden is a member of the Committee and is responsible for organising the

overall maintenance of the Lodge which includes the fire safety equipment.

Responsibilities:

� Ensure all lodge EXITS are operable.

� Ensure fire extinguishers/blanket are checked annually and stamped by the Fire Service prior

to the ski season (July-Oct.) Complete the Talaria – Fire Extinguisher Service Record

� Ensure smoke alarms batteries are replaced annually at the June working bee.

� Ensure smoke alarms are tested annually, after the batteries have been replaced at the June

working bee by activating the alarm button and using smoke alarm testing spray. Replace

faulty alarms. Complete the Talaria – Fire Smoke Alarm Check List.

� Ensure Emergency torches and bells are in their correct location and operable.

� Ensure all the Emergency Evacuation signs are in bedrooms and they are up to date.

� Ensure the hose reels & connecting hoses are ready for use and have been tested.

� Ensure the 4 oil heaters are operating correctly.

� Ensure that the gas system is tested for leaks annually and faulty equipment replaced as

required.

� Ensure members are aware of how to shut off the gas system and the heating oil at the

source.

4.3 Lodge Manager (Emergency Evacuation Warden)

As the lodge has no permanent staff or residents, the position of Lodge Manager shall be

organised by the Booking Officer or nominated from the group currently in residence. This

person shall be clearly identified to all occupants and their name written on the emergency

board and displayed in the workshop window of the lodge. There shall be a handover of

manager duties if that person is required to leave the lodge at any time.

The Lodge Manager should be an experienced club member with the responsibility of

organising the smooth running of the lodge and in particular be the delegated Emergency

Evacuation Warden.

Emergency Evacuation Warden’s responsibilities:

� Lodge Manager’s/Fire Warden’s name written on white board displayed in the workshop

window.

� Veranda door unlocked and front door to remain unlocked

� Snow cleared from three Emergency Exits (Main front door should always be clear)

� Ensure access to the gas bottle shelter is clear

� Names in Members/guest register (fee book) up to date.

Duties in an Emergency

� In the event of a fire raise the ALARM using one of the three BELLS in the lodge to signal a

Lodge Emergency Evacuation. If possible wear a highly visible vest to clearly identify

themselves to occupants and people coming to assist.

� Assist anyone in immediate danger, but only if it is safe to do so.

� Direct the orderly evacuation of all persons from the lodge

� Undertake a thorough search of the building to ensure that all persons have been evacuated

starting with rooms closest to the danger first working back to the safer areas, but only if it is

safe to do so.

� Check that doors to the area where the fire is located are closed, but only if safe to do so.

� Turn off the lodge gas supply, but only if safe to do so.

� Turn off the lodge heating oil supply, but only if safe to do so.

� Carry out first aid if qualified to do so.

� Carry out fire fighting if trained and if it is safe to do so.

� Ensure all doors and windows are closed, if it is safe to do so.

� Ensure that all occupants are at the designated assembly area National Parks Public Shelter –

check members and guests off against the register if possible.

� Warn adjacent lodges of the impending danger.

� Do not allow anyone to re-enter the lodge until the ALL CLEAR has been given.

� Arrange a member to contact emergency services.

Note: Fire Wardens duties may be delegated to other responsible persons as required.

4.4 Members

Responsibilities:

� Should have read and understood the Talaria Emergency Evacuation Plan.

� Cooperate fully with emergency evacuation drills.

� Be familiar with the two emergency EXITS closest to where they are sleeping.

� Have a torch within hands reach when sleeping.

� Be familiar with the location of emergency equipment within the lodge.

� Report damaged or faulty emergency equipment to the Lodge Manager.

� Ensure their names have been recorded on the Members/guest register.

� Assist the Lodge Manager by ensuring their guests are aware of the essentials of the Talaria

Emergency Evacuation Plan - e.g. Exits, Assembly Point, Alarm Signal (bell) and

emergency equipment.

� Volunteering to clear snow from outside EXIT doors if necessary.

� Cooperating fully with the Emergency Warden during an Emergency Evacuation.

5 Communications Telecommunications within the Ben Lomond Ski Village are limited. Mobile phone coverage is

unreliable but can be obtained further along the Village Rd above The Rovers Lodge. Telephones

are available at known locations in the village including:

• Ski Patrol Headquarters

• Ski Rentals

• Creek Inn Tavern

• Alpine Enterprises

The warden or their representative shall use one of these venues to telephone for external assistance

– Police, Fire or Ambulance. Dial 000

6 Emergency Assembly Point All occupants are to move as quickly as possible in an orderly manner down the Village Rd to the

National Parks Day Shelter shown in the photograph below.

It should be established as soon as possible that all persons have been evacuated safely. If

necessary arrangements will be made to have everyone housed at neighbouring lodges as the

weather may be very cold and inclement.
