• Is the method by which a business forecasts how many and what type of employees it needs now and in the future.
• It is the planning for a firms future staffing needs.
• Each department must have the right number of appropriately skilled employees to accomplish their targets.
• E.g how many workers will be needed and what kind of workforce will be needed – skilled/unskilled, fulltime/part-time.
• Businesses need to operate and plan for future occurrences
• HRM plan how to recruit staff – e.g…..• where to advertise, how to interview etc.• HR also decides how to treat staff while they are working for the business –e.g ….
• how to use their skills, how to retain them, how to train and reward them, and eventually how to terminate their employment.
• Therefore, the likely demand for products and services must be anticipated and the future implications for recruitment and training considered.

It is crucial that the HRM functions and processes are aligned with the strategic direction of the business (see figure 15.3 pg 423).
Two major HR aspects need to be planned in all businesses: 1. the short- and long-term human resource needs for the business, through a human resource inventory of the business. (skills audit)The needs will be influenced by business development plans, business strategy, the nature and location of the development (internal), and external factors including government policies, economic, technological, social trends and organisational structure.
2. the strategy needed to meet these needs. This may include recruitment, downsizing, outsourcing, or specific programs to build new capabilities, improve competitiveness, transform culture or quality.
The developed HR plan will have major impacts on decisions about acquisition, maintenance, separation and development of staff, particularly regarding the
nature of skill development.
