LEGAL NOTICE REQUEST FOR QUALIFICATIONS

The MASSACHUSETTS PORT AUTHORITY (Authority) is soliciting consulting services for MPA CONTRACT NO. M582 TACTICAL EQUIPMENT MAINTENANCE FACILITY (TEMF) AND SITE IMPROVEMENTS for the Department of Army, Fort Devens, Equipment Concentration Site 65, Ayer, MA. The Authority is seeking a qualified multidiscipline consulting firm or team, with proven experience to provide professional services including planning, design, resident engineer and construction related services relative to design and construction of a Tactical Equipment Maintenance Facility to include three drive-through work bays, offices and associated work areas. The project also includes other site improvements, including construction of parking areas, fencing, gates, lighting, sidewalk improvements and related utility improvements. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection, Geotechnical, Survey, Landscape Architecture, Code Compliance, Cost Estimating, Sustainable Design and Construction.   The total project cost for the TEMF and Site Improvements is $15,000,000. A Supplemental Information Package will be available, on WEDNESDAY, MAY 24, 2017, on the Capital Bid Opportunities webpage of Massport http://www.massport.com/doing-business/_layouts/CapitalPrograms/default.aspx as an attachment to the original Legal Notice, and on COMMBUYS (www.commbuys.com) in the listings for this project. In recognition of the unique nature of the project and the services required to support it, the Authority has scheduled a Consultant Briefing to be held at 3:00 PM on TUESDAY, MAY 30, 2017 at the Capital Programs Department, Suite 209S, Logan Office Center, One Harborside Drive, East Boston, Massachusetts 02128. At this session, an overview of the project will be provided, the services requested by the Authority will be described, and questions will be answered. By responding to this solicitation, consultants agree to accept the terms and conditions of Massport’s standard work order agreement, a copy of the Authority’s standard agreement can be found on the Authority’s web page at www.massport.com. Consultant shall specify in its cover letter that it has the ability to obtain requisite insurance coverage. This submission, including the litigation and legal proceedings history in a separate sealed envelope as required shall be addressed to Houssam H. Sleiman, PE, CCM, Director of Capital Programs and Environmental Affairs and received no later than 12:00 Noon on THURSDAY, JUNE 29, 2017 at the Massachusetts Port Authority, Logan Office Center, One Harborside Drive, Suite 209S, Logan International Airport, East Boston, MA 02128-2909. Scope of Work:

The Authority is seeking a qualified multidiscipline consulting firm or team, with proven experience to provide professional services including planning, design, resident engineer and construction related services relative to design and construction of a Tactical Equipment Maintenance Facility (TEMF) for the Department of Army to be located at Fort Devens, Equipment Concentration Site 65, Ayer, MA. The facility is to include three drive-thru work bays, offices and associated work areas. The project also includes other site improvements, including construction of parking areas, fencing, gate, lighting, sidewalk improvement and related utility improvements. The Consultant must be able to work closely with the Authority and other interested parties in order to provide such services in a timely and effective manner. The consultant shall demonstrate experience in several disciplines including but not limited to Architectural, Civil, Structural, Mechanical, Electrical, Plumbing, Fire Protection, Geotechnical, Survey, Landscape Architecture, Code Compliance, Cost Estimating, Sustainable Design, Resident Engineering and Construction. The scope of work shall include new construction of an approximately 8,000 square foot TEMF with three (3) drive-through work bays, associated work areas and concrete aprons. Also included in the scope of work are the following site improvements:

Replacement/upgrades to existing Military Equipment Parking (MEP) lighting; Replacement/upgrades to existing MEP fencing; Two new electric sliding vehicular gates and an adjacent man-gate with security cameras, CAC

access and remote access control; New parking area for Privately Owned Vehicles (POV) east of building B3412. Work includes

removal of existing fencing, site preparation for the construction of new paved fenced in and striped parking area for 60 spaces with storm water runoff and oil separators.

Upgrades and enhancement of an existing parking area west of building B3416. Work includes removal of existing fencing, removal of existing sidewalks, site preparation and new paved and striped parking area increasing the total count by 10 spaces. Also included is a new bi-level loading ramp to the west of building B3416.

New paved area south of Liberty Street with storm water runoff and oil separators. Replacement of sidewalks and walkways including, upgrades for new accessible entry access at

three locations (2 entries at building B3416 and one entry at building B3415). Anti-Terrorism/Force Protection and physical security measures are to be incorporated into the

design including maximum standoff distances from roads, parking areas and vehicle unloading areas.

Facilities are to be designed to a minimum life of 40 years in accordance with Department of Defense Unified Facilities Criteria (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance. Air Conditions (Estimated 97 tons).

Other required professional services include: Existing conditions assessment Preparation of design documents and bid documents; Preparation of a BIM model; Preparation of engineering cost estimates; Providing construction support services, field inspections and qualified resident engineering

during construction to ensure contractor’s compliance; Managing commissioning of the systems and closeout of the construction contract including final

Evaluation Criteria: The submission shall be evaluated on basis of:

(1) Current level of experience and knowledge of the team for similar projects, particularly the Project Manager,

(2) Geographic location and availability of the Project Manager, resident inspectors and other key personnel to be assigned to the project,

(3) Experience and expertise of sub-consultants, (4) Development of a BIM Model and management of a BIMxP (BIM Execution Plan) in support

of Design and Construction. (5) Demonstrated experience in Lean Planning, Lean Construction and long-term experience

working collaboratively with CMs selected early in the design phase. (6) demonstrated ability to perform work with minimal disruption to airport operations, (7) Familiarity with MGL, including filed sub-bid experience, (8) Cost management and scheduling capabilities, (9) M/WBE and affirmative action efforts, please indicate the proposed % of M/WBE

participation (10) Current level of work with the Authority, and past performance for the Authority, if any, (11) Experience with sustainable design concepts and resiliency, and (12) Project understanding and technical approach to this project.

The selection shall involve a two-step process including the shortlisting of a minimum of three firms based on an evaluation of the Statements of Qualifications received in response to this solicitation, followed immediately by a final selection of the consultant by the Authority. The Authority reserves the right to interview the firms prior to final selection, if deemed appropriate.

Submissions Requirements:

Each submission shall include a Statement of Qualifications that provides detailed information in response to the evaluation criteria set forth below and include Architect/Engineer & Related Services questionnaires SF 330 (www.gsa.gov/portal/forms/download/116486) with the appropriate number of Part IIs. M/WBE Certification of the prime and subconsultants shall be current at the time of submittal and the Consultant shall provide a copy of the M/WBE certification letter from the Supplier Diversity Office, formerly known as State Office of Minority and Women Business Assistance (SOMWBA) within its submittal. The Consultant shall also provide an (1) original and fourteen (14) copies of litigation and legal proceedings information, signed under the pains and penalties of perjury, in a separate sealed envelope entitled “Litigation and Legal Proceedings”. In order to be eligible for selection, all aspects of Chapter 7C, Section 44 of the General Laws of the Commonwealth of Massachusetts shall be satisfied including the majority of the firm’s Board of Directors or ownership shall be registered in the Commonwealth of Massachusetts in accordance with the applicable provisions of the statute. Consultants shall furnish professional registration status of the firm’s board of directors or ownership. All individuals responsible for technical disciplines shall, upon commencement of the project, be registered Architects or Engineers, in that discipline, in the Commonwealth of Massachusetts.

The Authority may reject any application if any of the required information is not provided: Cover Letter, Insurance Requirements, Litigation and Legal proceedings, Registration of the Board of Director as defined in MGL Chapter 7C Section 44, and SF330 Part IIs for the Prime and every sub-consultant. The above-mentioned information shall be highlighted in the Cover Letter. Submissions shall be printed on both sides of the sheet (8 1/2" x 11"), no acetate covers. An (1) original and Fourteen (14) copies of a bound document AND one PDF version on a disc each limited to:

1) An SF 330 including the appropriate number of Part IIs, 2) Resumes of key individuals only each limited to one (1) page under SF 330, Section E, 3) No more than ten (10) projects each limited to one (1) page under SF 330, Section F, 4) No more than 3 sheets (6 pages) of information contained under SF 330 Section H addressing the evaluation items (except for the litigation and legal proceedings history), and 5) No more than 2 sheets (4 pages) of other relevant material not including a 2 page (max.) cover letter, SDO certification letters, covers, dividers, and other required information.

IMPACT IF NOT PROVIDED:If this project is not provided, the units will be forced to operate and train infacilities not properly configured to allow the most effective training tocomplete mission requirements. This will continue to have a negative impact onunit training and retention objectives.

ADDITIONAL:Required assessments have been made for supporting facilities and the project isnot in a 100-year floodplain in-accordance-with Executive Order 11988. Thisproject has been coordinated with the installation physical security plan, and allphysical security measures are included. All required antiterrorism protectionmeasures are included. Alternative methods of meeting this requirement have beenexplored during project development. This project is the only feasible option tomeet the requirement. The Deputy Assistant Secretary of the Army (Installations,Housing and Partnerships) certifies that this project has been considered forjoint use potential. The facility will be available for use by other components. Aparametric cost estimate based upon project engineering design was used to developthis budget estimate. Sustainable principles, to include life cycle cost effectivepractices, will be integrated into the design, development and construction of theproject and will follow the guidance detailed in the Army Sustainable Design andDevelopment Policy - complying with applicable laws and executive orders.

1. Introduction

Massport is interested in an exchange with The Department of the Army. This involves an

exchange for property owned by the Army within Boston for Massport’s services to provide

selective work at Fort Devens in Ayer, Massachusetts. In order to understand the costs associated

with the selective work, STV and their consultant, VJ Associates, is providing an order of

magnitude estimate for the work based our understanding of the project. This understanding is

based on one site visit and on materials received from the Army.

On May 17, 2016 STV attended a site visit at Fort Devens with Massport. At that time the

Department of the Army indicated that they were interested in scoping the work associated with

a new Tactical Maintenance Equipment Facility (TEMF) on an existing concrete pad off Liberty

Street at the site. (see attached Meeting Minutes). A site photo with mark-ups was reviewed and

photographed (see attached site photo). Other work at the site primarily related to sidewalk

replacement, parking replacement, lighting and fencing is also part of the scope of work.

Subsequent to that site visit, information was forwarded to STV including a Project Data Sheet

and a blocking floor plan sketch of the facility (attached). Some information in those documents

supersedes the scoping information within the meeting minutes. The following assumptions are

the basis used to provide the attached cost estimate.

2. Basis of Memorandum

The general scope includes construction of a new 8,194 square foot, three bay TEMF. Primary

facilities include constructing three 32'x64' drive thru work bays, associated work areas and 5,687

SY of concrete aprons. The TEMF is to be used for light maintenance only.

The facility will include the following Support Areas:

1. Office Area (240 SF)

2. IT closet (100 SF)

3. Electric closet (100 SF)

4. Mechanical room (650 SF)

5. Two unisex bathrooms (160 SF)

Total – 1,250 SF

The facility will include the following Tool and Part Areas:

1. Three Tool Caged Areas (300 SF)

2. Three Part Caged Areas (300 SF)

3. Equipment Alcove (200 SF)

Total – 800 SF

Other work includes the following site improvements:

Replace/upgrade existing Military Equipment Parking (MEP) lights (Quantity: 90) to

latest standard of Unified Facility Code (UFC) 4-171-05.

Replace/upgrade MEP fencing (6,000 LF).

Install two electric sliding gates each with an adjacent man-gate. Each gate shall have

a security camera, CAC access andremote access control.

Construct Privately Owned Vehicles (POV) parking area to the east side of B3412

- Remove 200 LF of existing fence line.

- Construct 150 LF of existing fencing. Site preparation (Grade, Mil, etc.) and

pave the entire 3,000 SY area with storm water runoff and oil separators.

- Stripe the parking lot for 60 spaces.

Upgrade and Enhance existing 8,500 SY area West of B3416.

- Remove 500 LF of existing fence line.

- Remove 200 LF of existing sidewalks. Site preparation (Grade, Mil, etc.) and

pave the entire 8,500SY area with storm water runoff and oil separators.

- Create 10 additional POV spaces (200 SY) with stripping at west side of

property.

- Construct bi-level loading ramp (Load Heights of 36” and 48”) to the west of

B3416

Enhance current MEP by land clearing approximately a 1-acre site south of Liberty

Street and adjacent to the concrete pad and constructing 6,000 SY of paved area with

storm water runoff and oil separators.

Replace 500 LF of sidewalks and walkways due to deteriorating concrete and

upgrade/create concrete apron at three entry door locations (2 located at B3416 and 1

located at B3415).

Accessibility for the disabled will be provided. Anti-Terrorism/Force Protection (AT/FP) and

physical security measures will be incorporated into the design including maximum standoff

distances from roads, parking areas and vehicle unloading areas.

Sustainability/Energy measures will be provided. Facilities will be designed to a minimum life of

40 years in accordance with DoD's Unified Facilities Criteria (UFC 1-200-02) including energy

efficiencies, building envelope and integrated building systems performance. Air Conditioning

(Estimated 97 Tons).

Massport is also interested in including separately the cost for work associated with upgrading 19

acres on the north side of Liberty which was estimated in a prior report by STV. This is included

as an Appendix.

For the scope required to construct the TEMF and associated site work (not the 19 acres included

in the Appendix), the following information is being used:

3. Civil / Site Development

3.1 Site Description

The proposed site is bounded by Liberty and Lovell Streets of Fort Devens Reserve Forces

Training Area. The existing site grading slopes gently away from the existing stand-alone

slab/foundation. The south side of the slab/foundation sheds stormwater run-off to the parking lot

to the south and the north side of the slab/foundation directs stormwater to the north towards

Liberty Street. The site currently consists of a stand-alone slab/foundation, several trees, some

nuisance vegetation/growth, spoil piles, and areas covered with gravel. The proposed site work

includes construction of exterior improvements associated with construction of a new 8,194 S.F.,

three bay Tactical Equipment Maintenance Facility (TEMF) for Equipment Concentration Site

(ECS) 65, such as fencing, paving, ADA compliant access ramps, sidewalks, lighting and other

utilities.

3.2 Site Preparation

Site preparation design shall include, but not be limited to clearing and grubbing, tree removal,

demolition of pavement, excavation, removal of spoil piles and fencing, and grading of the site to

obtain the desired elevations for site improvements, positive drainage, parking and vehicular

access to the maintenance bays along with other items as indicated below. The contractor shall

remove and dispose of all unsuitable material, organic material, unclassified rock, concrete, etc.

from the Site. Any spoil piles, excavated soils and asphalt materials removed from the site shall

be considered contaminated and as such will be disposed of at an asphalt batch plant. Site areas to

be cleared for improvements consist of approximately a 1 acre area to the south of Liberty Street.

Relocation of existing utilities is not anticipated.

Design considerations taken into account included ingress and egress at entrances to Building

3416(2) and Building 3415(1), sidewalk connections to roadways and parking areas; location of

storm water management improvements, landscaping features, security access points for delivery

vehicles and access to the service road. The measures taken to implement the design considerations

are discussed in the section below. The Department of Defense (DoD) Unified Facilities Criteria

(UFC) standards shall be implemented.

3.3 Site Grading

In support of site design progress, a topographic detailed survey will be needed to reflect the

current field conditions and identify possible site constraints. This cost is included as a separate

soft cost to the estimate. Grading will meet 1-5% (min-max) grading requirements, and provide

positive drainage to existing and proposed storm drain features and pedestrian and vehicular access

to the site.

3.4 Storm Water Management

A draft Storm Water Pollution Prevention Plan (SWPPP) shall be prepared during the design phase

in accordance with EPA’s NPDES program. According to UFC 4-171-05 (3-2.1.2.4.3). If the site

does not require an NPDES permit, a SWPPP is still required for Army Reserve Projects. The

SWPPP requirements include a plan detailing the steps and measures to ensure pollution

prevention during and after construction; obtaining permits from local, state and federal agencies,

when required; implementation of soil erosion measures during construction, as detailed in the

plan; conducting weekly inspections and reporting on the condition and effectiveness of pollution

prevention controls; and design and implementation of permanent post-construction soil erosion

measures, such as permanent soil stabilization and seeding, and underground structures. Costs for

these plans are included in the separate soft cost estimate.

3.4.1 Storm Runoff Collection System

The runoff collection system will consist of catch basins with associated drain pipes, manholes

and oil water separators that will be sized to convey storm water generated by a 10- year storm

event. It is assumed that the existing system to which the proposed will be connected to is

adequately sized to support the proposed site development. New manholes shall be provided at

all changes in pipe direction, inlets, grade or elevation, and where pipe lengths exceed 250 linear

feet, per good engineering practice and industry standard. Manhole access covers shall be water-

tight covers, 36" diameter, and rated for H-20 loading when sited in vehicular traffic areas.

It is understood from REC (Project No. CAR 16-ECS65) that the Privately Owned Vehicles (POV)

parking areas and Military Equipment Parking (MEP) located adjacent to Buildings 3415 and 3416

are serviced by a large, existing permitted storm water collection system that includes catch basins,

piping, oil water separators, grit particle separators, a large underground infiltration basin, and an

outfall to the Nashua River.

Storm water quality and quantity will be addressed in accordance with Massachusetts Storm water

standards. Additionally, the detention system shall meet the requirements of UFC 4-171-05. The

design shall implement Low Impact Development (LID) measures such as bio-retention plantings.

3.5 Pavement

Pavement design shall be completed in accordance with MassDOT standards. It is anticipated that

a geotechnical investigation and report will be required for the design of all pavements, so a cost

for these is included in this report’s estimate.

3.5.1 Roads

The project includes the partial reconstruction of Liberty Street. Roadway widening of the east

end of Liberty Street at the intersection of Lovell Street is required to accommodate vehicle turning

movements to/from the new TEMF located east of Building 3416.

3.5.2 Asphalt Pavement

Asphalt pavement is proposed for about 3,000 SY for POV parking area to the east of Building

3412. Other areas of asphalt pavement include 8,500 SY of parking area north of Building 3415,

200 SY for 10 additional POV spaces west of Gorgas Street, and 6,000 SY of areas east of Building

3416, assumed to be used as MEP parking, specific purposes unknown at this time. It is assumed

that full depth pavement is required for the area surrounding the proposed TEMF building. The

area to the north of Building 3415 shall be cold planed and milled and a top course of asphalt will

be applied.

3.5.3 Pavement Marking

Pavement marking color, type and width shall be in accordance with the 2009 Manual of Uniform

Traffic Control Devices (MUTCD), with revisions 1 and 2, May 2012, with Massachusetts

amendments. Pavement marking of roadways, driveways and parking areas shall match those

found in existing and adjacent areas.

3.5.4 Signage

Regulatory and directional signs shall comply with the 2009 MUTCD, with revisions 1 and 2, May

2012 with Massachusetts amendments.

3.5.5 Pavement Grade

Pavement shall be graded such that there is positive drainage away from the building and in

accordance with UFC-4-171-05 Site Planning and Design.

3.5.6 Sidewalk and Concrete Aprons

The work consists of replacing 500 LF of sidewalks around Building 3416 due to deteriorating

concrete. A 5’x 5’ concrete pad is proposed at three building doorway locations, two at the

entrances of Building 3416 and one at the entrance of ECS #65 Building 3415. Sidewalks are 10’

wide, 4 inches thick minimum and shall be Portland cement concrete pavement. Provide concrete

in accordance with the applicable standard mix of the MassDOT for a minimum compressive

strength of 3500 PSI at 28 days. About 200 LF of sidewalk shall be removed north of Building

3415, and to northwest side of Building 3416 prior to repaving.

3.5.7 Loading Ramp

A bi-level loading ramp (load heights of 36” and 48”) shall be constructed to the west of Building

3416, within the existing POV parking area. The ramp is 62 FT long and 30 FT wide. It is indicated

that the ramp has 5 bollards associated with it and 2 swing arm gates.

3.6 Curbing

Curbing is proposed along the perimeter of the proposed TEMF building site south of Liberty

Street to direct stormwater runoff from the site towards existing and proposed catch basins. Precast

cement concrete curbs are proposed in accordance with UFC 4-171-05 (3-2.3.11.3).

3.7 Fencing and Gates

The site is surrounded by security fence which is typically 8’ high with barbed wires. The work

consists of replacing or upgrading about 6,000 LF of fencing. Two electric sliding vehicle gates

are proposed, one that provides access to the site from Gorgas Street and the other from Lovell

Street, adjacent to the POV parking area. Man-gates are provided for pedestrian access next to

each of the sliding vehicle gates. Each gate will have a security camera, Common Access Card

and remote access control. The remote control access will feed back to both Building 3415 (Room

105) and Building 3413 (Room 222).

The work also includes removal of approximately 200 LF of existing fencing in the POV parking

area and constructing and upgrading 150 LF of existing fencing. About 500 LF of existing fencing

will also be removed from the area west of Building 3416.

3.8 Permits

According to the Record of Environmental Concerns (REC) prepared for the project site, storm

water from the site discharges to the Nashua River, hence the Wetlands Protection Act applies,

even though the proposed project is further than 100 feet from wetlands.

It is assumed that a National Environmental Policy Act (NEPA) review, in accordance with 40

CFR 1508 with full environmental assessment of the project, will be required. These costs are

included in the separate soft cost estimate.

3.9 Civil Assumptions

1. Topographic detail survey is required.

2. Pervious pavement is not proposed since it is restricted to areas with lighter wheel loads

and/or limited traffic according to UFC 4-171-05 (3-2.3.6.4).

3. Land clearing areas are assumed to be 1 acre south of Liberty Street.

4. It is anticipated that Hazardous Materials will be encountered during excavation work and

shall be permitted, handled and disposed of in accordance with all local, state and federal

regulations.

5. According to UFC 4-171-05 (3-2.1-2.5.5), underground infiltration / storage basins are

least preferable. It is assumed that underground infiltration storage is acceptable for the

storage of excess runoff from the paved parking areas. Since REC identifies existing

underground infiltration storage on site, we have proposed a similar storage system for

estimating purposes.

6. Preparation of a complete Storm Water Management Plan (SWMP) and SWPPP is

required due to change in stormwater controls on site.

7. NEPA review process with full environmental assessment will need to be completed as

part of the design.

8. Given the minimal increase in impervious area, the MEPA review process with submission

of Environmental Notification Form (ENF) is not anticipated to be completed as part of

the design.

9. Curbs and gutters are required south of Liberty Street in the area of the proposed TEMF

building to capture and redirect run-off towards catch basins.

10. It is assumed that NPDES permit is required and SWPPP and stormwater management

plan will be prepared as part of NPDES program by the design team.

4. Structural

4.1 Program - New Tactical Equipment Maintenance Facility (TEMF) for Equipment

Concentration Site (ECS)

The program includes construction of a new building with an overall size of 64 FT by 128 FT. .

The building will be constructed on the existing concrete slab foundation. The maintenance

facility will include three (3) drive thru work bays, a support area and tool and parts storage areas.

The building shall follow the Department of the Army, Facilities, Standardization Programs,

Tactical Equipment Maintenance Facilities (TEMF) - Standard Design, UFC 4-214-02, 25 July

2013.

4.1.1 Program - Loading Ramp west of Building 3416

A bi-level loading ramp (load heights of 36” and 48”) shall be constructed to the west of Building

3416, within the existing POV parking area. The ramp is 62 FT long and 30 FT wide.

4.2 Description of Work - TEMF for ECS

Each drive thru work bay will be 32’x64’, with a fourth 32’x64’ area divided into 1250 SF support

area and 800 SF Tool and Parts area with a mezzanine storage area.

Walls to be vertically and horizontally reinforced Concrete Masonry Unit (CMU). Internal walls

should be non-load bearing to the extent possible. Vertical reinforcing for CMU shall be drilled

and grouted into existing foundation curb walls. Six overhead doors, 24 FT wide by 14 FT high,

will be provided, one each end of the work bays. Exterior doors and windows shall be provided in

the support area.

Pitched roof framing will consist of steel beams, steel bar joists, and steel roof deck per UFC 4-

214-02. Steel framing supports for roof mounted mechanical equipment will be provided.

The existing concrete slab will be cut where needed for trench drains and pits. A radiant floor

heating system will be installed over the existing concrete slab. Rigid insulation, 1 inch thick,

will be placed on top of the existing concrete slab. A topping slab, approximately 2 inches thick,

will be placed over the piping. Steel angles will be embedded to support opening gratings.

Topping slab will be sloped to drains and be sealed with floor hardener meeting NFPA 30A.

4.2.1 Description of Work - Loading Ramp west of Building 3416

A bi-level loading ramp will be added. Overall dimensions shall be as noted above. The ramp

structure will consist of spread footings, walls, and slabs with curbs constructed of reinforced

concrete. Provide concrete with a minimum compressive strength of 4000 PSI at 28 days. Fill shall

be provided between walls.

4.3 Structural Assumptions

4.3.1 TEMF for ECS

1. Building shall be in compliance with the Massachusetts Building Code (780 CMR - MA

Amendments to the IBC 2009) or Unified Facilities Criteria for Army Reserve Facilities

(UFC 4-171-05), whichever is more stringent.

2. Antiterrorism/Force Protection measures shall comply with Unified Facilities Criteria

(UFC) 4-010-01, DoD Minimum Antiterrorism Standards for Buildings.

3. No information on the existing structural slab foundation was available at the time of this

estimate. It is assumed the slab foundation will be adequate however, additional

investigations and potentially Geotechnical investigation as well as concrete coring may

need to be provided to confirm existing foundation.

4. Existing concrete slab is assumed to be reinforced.

5. No overhead crane in this facility.

4.3.2 Loading Ramp west of Building 3416

1. Geotechnical investigation will be provided for foundation design.

2. Ramp shall be designed for 63,500 kg tracked vehicle or AASHTO HS20 truck.

3. Assume no railings are required.

5. Architectural

5.1 Description of Work Tactical Equipment Maintenance Facility (TEMF)

The three bay maintenance facility is assumed to be a concrete block structure on the existing slab

with a sloped metal roof. Six overhead roll-up doors of 14’ h x 24” wide are assumed per TEMF

standard Design UFC 4-214-02.

Windows would be provided in the administrative area and skylights in the high bay area. Exterior

person doors will have a canopy and the high roof will have snow slide protection.

Ceilings within the administrative area will be 9’ high and acoustical hung tile system. Ceilings

in the tool, and mechanical and electrical rooms will be 12’ high and exposed and painted. Ceilings

in the high bay area will be exposed and painted. A storage mezzanine is assumed over the

administrative and support areas open to the high bay area with railings at its edge.

Wall will be CMU partitions except for Tools and part storage which will have mesh partitions.

Toilet rooms will be unisex and accessible. Finishes will be ceramic tile walls and floor and

drywall ceilings.

5.2 Architectural Assumptions

1. Exterior walls are CMU

6. Mechanical

6.1 Description of Work New Tactical Equipment Maintenance Facility

The work consists of three drive-through work bays and includes sustainability and energy

conserving measures. It is assumed that new high efficiency type boilers will be provided. The hot

water pump set will be variable frequency drive. A new custom make up air unit with a plate

energy recovery heat exchanger should be provided and mounted on an exterior concrete pad. The

new unit will require distribution ductwork at the ceiling level, as well as return ductwork which

should drop down to within eighteen inches of the floor. The unit shall be controlled by a room

thermostat as well as a NOx/CO2 sensor system.

A new variable volume air handling unit with economizer, cooling coil and heating coil should be

installed for the support spaces, including thermostats for each conditioned space. A new direct

digital control system shall be installed to provide programmable setbacks and maintenance

trouble shooting.

It is assumed that the new Maintenance Facility work bays will be provided with a new tailpipe

exhaust system. The tailpipe exhaust system shall consist of hose reels suspended from the roof

structure, ductwork at the ceiling level and utility set fan for each lift, the utility set fan will be

approximately five (5) horse power. Specialty fans for Electric Rooms should also be provided.

It is assumed that a radiant floor heating system will be installed over the existing concrete slab.

At a minimum, one (1) inch of rigid insulation will be placed on top of the existing concrete slab,

the radiant PEX tubing will be placed no deeper than two (2) inches below the top of the proposed

concrete slab.

6.2 Assumptions

As part of the building work it is assumed:

1. Two (2) 300 MBH gas fired boilers will be installed with variable speed pumps, and

expansion tank.

2. The office and support areas will be heated and cooled with a gas fired Variable Air

Volume (VAV) unit with demand-controlled ventilation.

3. VAV boxes and thermostats will be provided for each zone in the office and support areas.

4. An energy recovery unit will be provided for the non-maintenance areas of the building.

5. A Direct Digital Control (DDC) system will be provided for the entire building.

6. Dedicated heat pump system to be provided at IT Closets.

7. The spaces will be constructed in accordance with the applicable codes and UFC’s.

8. A new suspended vehicle exhaust system is to be provided.

9. A new custom gas fired make up air unit with a plate heat exchanger will be provided on

an exterior concrete pad, unit shall be sized for 8,000 CFM, with approximately 1200 MBH

gas burner.

10. The supply ductwork will discharge at ceiling level, return ductwork will return at floor

level.

11. Dedicated exhaust fans will be provided for Storage Areas and Electric Rooms.

12. Radiant heating system will be provided throughout the floor of the building.

7. Plumbing

7.1 Description of Work New Tactical Equipment Maintenance Facility

The new maintenance facility will be provided with two unisex toilet rooms. The unisex toilet

rooms will consist of a water closet with manual flushometer valve and wall hung lavatory with

manual ADA compliant faucet. The building will be provided with one (1) ADA compliant

drinking fountain (hi-low type). All fixtures shall be EPA water sense types.

The maintenance portion of the building will feature three drive through Maintenance Bays. The

maintenance bays will be provided with a trench drain system. The drainage from the repair bays

will need to discharge to an approved oil water separator. It is assumed that the oil water separator

will be approximately 300 gallon capacity with 150 gallon oil capacity. The unit shall be provided

with a tank monitoring system and high oil level alarm. The new maintenance bays will be

provided with two emergency shower and eyewash stations with tempering mixing valve.

Plumbing Hot Water Heating Sizing based on a 30 gpm flow for 15 minutes for the emergency

shower and eye wash stations, assuming an inlet temperature of 120 degrees Fahrenheit and an

outlet temperature of 85 degrees Fahrenheit at the tempering valve, a minimum of 254 gallons of

hot water at 120 degrees Fahrenheit is required. The demand for the tempered emergency shower

and eye wash is approximately 135 Gallons per Hour. The new gas fired hot water heater would

need to produce a minimum of 233 Gallons per Hour of recovery at an 80 degree Fahrenheit

temperature rise.

The Maintenance Bays shall be provided with a bulk fluid distribution system. The bulk fluid

distribution system will consist of wall mounted air driven pump, 55 gallon fluid tank (10w motor,

15w motor oil, pre-mixed anti-freeze, automatic transmission fluid and gear oil) and hose reels

suspended from the roof framing. There should be seven (7) hose reels suspended at each bay, the

additional hose reels shall be provided to accommodate compressed air and non-potable water at

each bay. The Maintenance Bays shall also be provided with a waste oil (55 gallon) and waste

antifreeze tank (55 gallon). The waste fluids are assumed to be pumped into the waste tanks by

wall mounted compressed air driven diaphragm pumps. At least one (1) gas fired hot water

pressure washer should be provided at the maintenance bays.

The compressed air system serving the maintenance operations should be capable of providing 70

SCFM at a minimum pressure of 125 psig. The ratings for a Quincy Model QR5120 tank mounted

compressor indicated that a 25 horsepower motor will produce 90.4 ACFM at 175 psig. The

compressed air system shall include a refrigerated air dryer, filters before and after the air dryer.

The water discharge from the compressed air system shall be piped to the oil water separator.

A natural gas distribution system shall be provided to service the domestic hot water heater, gas

fired heating boilers, gas fired heating ventilating and air conditioning equipment, and gas fired

make up air unit with energy recovery.

7.2 Plumbing Assumptions

As part of the building work, it is assumed:

1. The emergency shower and eye wash stations will be provided with tempered water.

2. The toilet rooms will be provided with a lavatory and toilet, both ADA.

3. An ADA Hi-Low drinking fountain will be provided.

4. State plumbing code approved 300 gallon oil water separator will be provided.

5. A compressed air system featuring a tank mounted 25 horsepower compressor, refrigerated

air dryer, with filters on the inlet and discharge of the dryer.

6. Natural gas distribution system.

7. The vehicle fluid system will consist of the following:

10w Motor oil; air driven pump, 55 gallon drum, distribution piping and suspended

hose reels.

15w Motor oil; air driven pump, 55 gallon drum, distribution piping and suspended

hose reels.

Pre-mixed anti-freeze; air driven pump, 55 gallon drum, distribution piping and

8. Fire Protection

8.1 Description of Work New Tactical Equipment Maintenance Facility

The work consists of a new Maintenance Facility adjacent to support spaces. It should be assumed

that the fire sprinkler system can accommodate the building addition. The fire sprinkler system

serving the Maintenance Bays will be in accordance with NFPA 13 for ordinary hazard group 2

occupancy, 130 square feet per head. The assumed area of the maintenance portion of the building

is proposed to be approximately 6,144 square feet. The remainder of the building, 2050 square

feet, will light hazard for the support spaces and ordinary hazard group 1 for the parts storage

spaces.

8.2 Fire Protection Assumptions

1. A new fire sprinkler system in the maintenance bays to provide ordinary hazard group 2

coverage will be constructed in accordance with NFPA 13.

2. No special fire protection systems are being provided for dedicated IT equipment spaces.

9. Electrical and Telecommunications

9.1 Description of Work New Tactical Equipment Maintenance Facility

The work consists of providing Power and lighting to a new 8,194 SF Tactical Equipment

Maintenance Facility (TEMF). The electrical service is estimated to be 120/208V, 3PH, 4W, 400A.

The service will be provided by a utility pole adjacent to the site. A new CT cabinet will replace

the existing meter on the utility pole. Meter, CT Cabinet, and service will be required and routed

from the nearby utility pole, underground to the Main electrical room. The Meter and CT The

utility service will feed a 400A service entrance rated distribution panelboard containing two

sections. Power distribution within the buildings shall be in accordance with UFC guidelines and

the NFPA 70 National Electrical Code 14th addition.

All wiring will be insulated copper conductors in conduit. A green insulated grounding

conductor will be run with all feeders and branch circuits. Receptacles will be heavy duty federal

spec grade throughout the facility.

9.2 Codes and Standards

The electrical design for the both buildings will comply with all applicable codes and standards,

as well as federal, state, and local laws, regulations, or standards, as adopted by the authority

having jurisdiction.

The applicable codes are not limited to the listed codes below;

9.3 Emergency Power

Life safety Lighting will be provided with integral battery ballasts in approximately 35% of the

luminaires. Life safety lighting will be designed to provide a minimum of 1 fc along the path of

egress.

9.4 Interior Lighting

Energy efficient, high output LED lighting fixtures, will be provided throughout the TEMF. A

lighting control panel will provide time of day control for the facility. Vacancy sensors are to be

installed in all enclosed rooms including toilet rooms, and break room, and offices. Lighting

levels will conform to Illuminating Engineering Society (IES) current standards for maintenance

area lighting and the UFC guidelines.

9.5 Emergency Lighting

Emergency lighting in the recessed ceiling fixtures will be by means of integral emergency

ballasts. Emergency battery units with integral lamp, heads and maintenance free nickel,

cadmium battery will also be installed to augment the emergency lighting in paths of egress. A

minimum of 1.0 fc along the path of egress will be provided. Self-powered LED type exit signs

will be installed at egress doors.

9.6 Exterior Lighting

The current military equipment parking lighting consisting of 90 luminaires mounted is to

be replaced with new, energy efficient exterior LED lighting per UFC guidelines.

Additional lighting may be required to achieve the UFC guidelines for MEP and POV

parking lot lighting levels. Exterior lighting will be controlled by existing a timer and

photocell to turn the lighting off during daylight and on during selected hours. Additional

contactors to be provided as required.

9.7 Fire Alarm System

A fully addressable fire alarm system will be provided in accordance with the UFC

guidelines and Fire Department. Fire alarm initiating, notification and monitoring devices

will be provided throughout the building. The fire alarm system will be interfaced with

the building systems, including the building management and fire protection systems. In

the event of a fire condition, fans will be shut down and fire/smoke dampers will be

closed. The fire alarm system will also monitor the status of the fire protection system

water, flow switches, stair pressurization fans, etc. The fire alarm system will

communicate to the fire department with an auto dialer and will report to a central station.

9.8 Intrusion Alarm System and Card Access System

TEMF

Advantor Intrusion detection System shall be installed. An access control system integrated into

the intrusion alarm system shall also be installed. Security cameras and monitoring system shall

also be installed. Communication of security system to made via telephone connection to

monitoring service or central command center.

Site

Conduit and cable to be routed to (2) new electrical sliding gates and adjacent ped-gates to provide

power feed, CCTV, CAC access and remote access. Remote access control should be fed back to

Building 3415 (room 105) and Building 3413 (Room 222).

9.9 Information Technology

Data drops are to be located throughout the facility and wired to the main telecommunications

closet with CAT 5 cable. A fiber connection for connection to base network will be provided.

Telephone service will be provided. Telephone and fiber service connection to be made at utility

pole via existing conduit.

9.10 Electrical Assumptions

1. Utility transmission lines support 208V 3ph, 4W service.

2. Existing conduit and meter inadequate for new TEMF. Conduit may be used for tel/data
