Thepolicyandproceduresaimtoensurethat:

1. TheChesterfieldCollegeGroupfullyrecognisesitsresponsibilitiesfortacklingextremisminallformsandprotectingchildren,youngpeopleandvulnerableadultsfromexposuretoalltypesofRadicalisation.

ImpactAssessmentstatus

InpreparingthepolicyandproceduresafullEqualityImpactAssessmenthasbeencarriedout,withconsiderationtoanypotentialdisproportionateimpactitmighthaveuponstaff/studentswithprotectedcharacteristicsasdefinedinthe2010EqualityAct.ItistheconclusionofthePolicyGroupthatthepolicyandassociatedproceduresdonotadverselyimpactonindividualswithanyoftheprotectedcharacteristics.

2. WhilstworkingwithallCollegeusers;withparticularreferencetosusceptibleandvulnerablechildren,youngpeopleandvulnerableadults;theCollegeidentifiesearlysignsofRadicalisationandtakesappropriateactionthroughSafeguardingreportingprocedurestopreventextremistviewsandideologiesdeveloping,alongsideprovidingabroadcurriculumandtutorialschemeinorderforstudentstoexploreandembedFundamentalBritishValuesandstrategiestokeepthemselvessafe.

3. InformationrelatingtothePreventDuty,includingabriefintroductiontothetermRadicalisationandtowhatconstitutesFundamentalBritishValues,isreadilyavailableontheCollegewebsiteforallstakeholdersincludingparents/carersofstudents,whichalsoprovidesclarityonhowtheCollegewilldealwithanyincidents,includingassistingandadvisingparents/carerswhoraiseconcerns,andavailablesupportoptions.

Scope

TheChesterfieldCollegeGrouphasastatutorydutyunderSection26oftheCounterTerrorismandSecurityAct2015,tohave‘dueregardtotheneedtopreventpeoplefrombeingdrawnintoterrorism’.TheActisappliedtobodiesintheUKwhohavesignificantinteractionwithpeoplevulnerabletoradicalisation.Wealsohaveadutytosafeguardstudentsfrompotentiallyharmfulandinappropriateonlinematerialandwillensureappropriatefiltersandmonitoring,andthiswillmeanfrequentauditchecksononlineactivityinthecollege.Weaimtopreventaccesstoterroristmaterialandsiteswhenaccessingtheinternetinthecollege.

TheCollegeisrequiredundersection26to:

• Knowaboutandidentifyearlyindicatorsinstudents• Developtheconfidencetochallengeandintervene• Assesstheriskofstudentsbeingdrawnintoterrorismandterroristideology• Haveclearprotocolsandrecordanyincidents• BemonitoredbyOfstedintheimplementationoftheseduties

ThePreventstrategyispartoftheoverallCounterTerrorismStrategy,CONTESTintheUK.TheaimofPreventistoreducethethreattotheUKofterrorism,bypreventingpeoplebecomingterroristsorsupportingterrorism.TheChannelelementofthePreventstrategyisaimedatstoppingvulnerablepeoplebeingdrawnintoterrorism,aprogrammeworkingtochallengeextremistideasbyworkingdirectlywithindividualsincludingchildrenandyoungpeople.

Thepolicyandproceduresapplytoallstaff,studentsandotherCollegeusers;includingvolunteers,externalcontractors,remotestudents,apprenticesandemployerswherestudentshaveworkplacements.

Implementation

TheChesterfieldCollegeGroupwillensurethat:

1. Thispolicyisavailabletoourparents/carers,andtoourlocalcommunityviaourCollegewebsite.

2. TheVicePrincipal:StudentFuturesintheircapacityofStrategicSafeguardingLead,willworkwiththeDesignatedSafeguardingLeadtoimplementthepolicy,andwillensurethatallstaffincludingvolunteershaveaccesstotherelevantinformation/trainingasreasonablyrequiredbytheirroleinorderforthemtounderstandtheirresponsibilities.

3. WewillworkwiththeLocalAuthorityandwithotheragenciesinmakingsureweundertakeourdutiesunderPrevent,andasoutlinedintheCollegeGroupPreventDutyRiskAssessment/ActionPlan.

4. ThispolicyisimplementedinconjunctionwiththeSafeguardingPolicyandProcedures,andformspartofthewiderSafeguardingPolicyfamily.

CommunicationFlow

AsamemberoftheSafeguardingPolicyfamilythispolicywillfollowthesamecommunicationflowasthe‘parent’SafeguardingPolicy.

Throughsafeguardingtrainingandrelatedcommunication,staffandstudentsareclearthattheusualcentralsafeguardingreferralroutedenotestheSinglePointofContactforreferralsinrelationtoRadicalisation.ThesereferralswillbepickedupandactionedbytheSafeguardingManagerortheDesignatedSafeguardingLeadwithintheusualtimeframesofdealingwithaconcern.

MonitoringofImplementation

AsamemberoftheSafeguardingPolicyfamilythispolicywillfollowthesamemonitoringofimplementationasthe‘parent’SafeguardingPolicy.

Inaddition,theorganisationSafeguardingSteeringGroupmeetsregularlythroughouttheyeartoaddresstheactionplanassociatedwiththePreventDutyRiskAssessmentacademicyear2017/18.ThisactivityincludesregularreviewofhowproactivetheCollegeisinensuringthispolicyisreflectedintheCollegeGroupethosandcurriculum.

Procedure1:ReferralactioninrelationtoconcernsraisedaroundRadicalisation/Extremism

Purpose:ToprovideanoverviewofhowconcernsinrelationtoastudentbeingatriskofRadicalisation/Extremismaredealtwithfollowingreferral.Responseswillalwaysbeactionedinasupportivemannerina‘non-criminalspace’,exceptintheeventthattheindividualreferredhasimmediateintenttoorhasalreadypartakeninanyformofcriminalactivity.Responsibility:DesignatedSafeguardingLead• Allstaff(AS)• DesignatedSafeguardingLead(DSL)

thiswillbefullyinvestigatedintheusualwayasperprocedure2oftheSafeguardingprocedures.Ifemergingriskisidentifiedariskassessmentpanelmaybeconvenedwithrelevantstaffe.g.Security,Health&Safety,Tutors,SafeguardingLead/Manager,andadvicewillbesoughtfromtheEastMidlandsPreventCoordinatororthePreventTeam/StartingPoint.

1.4 Allconcernsmeetingthethresholdforreferral

followingtheaboveinvestigationwillbereferredbytheSafeguardingTeamintothePreventTeam/StartingPointtoenabledecisionstobemadearoundareferralintoChannel.

Extremismisdefinedastheholdingofextremepoliticalorreligiousviews.ItisavocaloractiveoppositiontofundamentalBritishvalues,includingdemocracy,theruleoflaw,individualliberty,mutualrespectandthetoleranceofdifferentfaithsandbeliefs.Alsoincludedinthedefinitionareanycallsforthedeathofmembersofarmedforces,whetherinthiscountryorabroad.1.1.2 RadicalisationTheprocessbywhichpeoplecometosupportterrorism,violentextremismandinsomecases,tothenparticipateinterroristgroups,whichcanmeanleavingtheircountryoforigintopursuethis.1.2 IndicatorsChildren,youngpeopleorvulnerableadultsmaybemoresusceptibletobeingenticedintoradicalisation.Theythereforecanbedrawnintoviolenceorexposedtothemessagesofextremistgroupsbymanymeansespeciallyonlineandthroughsocialmedia.TheCollegeGrouprecognisesthatsocialmediaisincreasinglybecomingachildoryoungperson’spreferredmethodofcommunication,whichcanincreasetheirriskofexposuretoradicalisation.Messages,viewsandideologiesthatareextremistcancomefromparents/carers,familymembersorfriends,and/orfromdirectcontactwithmembergroupsandorganisations.Itcancomefromstaffwithinanorganisation,orbebroughtintoaCollegebystaff,Governors,orvolunteers.ResearchhasidentifiedhelpfullistsofindicatorsasdetailedinthissectionbasedonactualUKcasestudies,whichwouldidentifyhowachild,youngpersonorvulnerableadultissusceptibletoradicalisation.Theriskofradicalisationistheproductofanumberoffactorsandidentifyingthisriskrequiresallstaff,partnersandemployersworkingonbehalfoftheChesterfieldCollegeGrouptobeabletoexercisetheirjudgementinraisinganyconcern,andreportingthroughtheappropriatesafeguardingreferralchannels.Recentcasestudies,andDerbyshire’sownexperiences,haveidentifiedthefollowingissuesSchoolshavebeenconcernedaboutandsoughtadviceon:

• Parents/carerspresentingworryingviewstoanyteacher,visitororGovernor.• Astaffmember,Governor,volunteerorvisitorpresentingconcerningviews.• AccesstoradicalteachingsbyanyoneintheSchool/College.• Onlineexposureandtheviewingofonlinematerialsseentobeconcerning,disturbing,

inflammatory,oranti-Britishintone.• Childrenoryoungpeople/parents/visitorsonschoolpropertydiscussing/providing

informationtochildrenthatmaybeseenasincitingorinflammatory.• Takingactiontoremovechildrenfromcurriculumbasedactivitiesorvisitsonthebasisofa

viewseentobeperceivedaslinkedtoanextremeview,ideologyorirrationalfear.

TheCollegeGrouprecognisesthatthefollowingconcernsmaybeindicatorsofvulnerabilityofstudentssusceptibletoradicalisation,andarebaseduponresearchandexamplesofcasestudies.However,thereisnodefinitivelistandallthefollowingconcerns,factorsandriskindicatorsaretobetakenintoaccount:1.2.1 IdentityCrisisDistancefromcultural/religiousheritageanduncomfortablewiththeirplaceinsociety.

1.2.2 PersonalCrisisFamilytensions,senseofisolation,adolescence,lowself-esteem,disassociationwithexistingfriendshipgroups,becominginvolvedinnewanddifferentgroupsoffriendsorsearchingforanswerstoquestionsaboutidentity,faithandbelonging.1.2.3 PersonalCircumstancesMigration,localcommunitytensions,eventsaffectingcountryorregionoforigin.Havingasenseofgrievancetriggeredbypersonalexperience,racism,discriminationoraspectsofgovernmentpolicy.1.2.4 UnmetAspirationsPerceptionsofinjustice,feelingoffailureorarejectionofciviclife.1.2.5 CriminalityExperienceofimprisonment,poorresettlement/reintegration,previousinvolvementwithcriminalgroups.1.2.6 OtherindicatorsPotentialdiagnosticIndicatorsidentifiedintheCHANNELGuidanceinclude:

• Useoflanguageseentobeinappropriate(e.g.causingdistressoralarmandperceivedtobeprejudiced,inflammatory,orhateful);

• Noticeablebehaviouralchanges;• Expressionofextremeviews;• Possessionofextremistliterature;• Advocatingviolentactionsandmeans;• Seekingtorecruitotherstoanextremistideology.

Thesecriticalriskfactorsmayindicateapossibleprocessofpotentialgrooming/entrapment:

• Changesinfaith/ideology;• Suddennamechangelinkedtoadifferentfaith/ideology;• Significantchangesinappearance;• Secrecyontheinternet&accesstowebsiteswithasocialnetworkingelement;• Narrow/limitedreligiousorpoliticalview;• Attendanceatcertainmeetingse.g.ralliesandarticulatingsupportforextremist

groups;• “Them”and“us”language/rhetoric;• Justifyingtheuseofviolencetosolvesocietalissues;• Isolationfromusualfriends,familyorsocialgroups;• Suddenunexplainedforeigntravel.

1.3 PreventativeMeasuresTheCollegeGroupwillassessandmonitortheriskofallstudentspotentiallybeingdrawnintoterrorismthroughtheusualsupportnetworksinlinewithsafeguardingpractice.ThisincludesproactiveapproachesthroughinvolvementintheexternalPreventLeadsforumsbytheDesignatedSafeguardingLead,whichprovidestheopportunitytosharegoodpracticeandidentifyriskswithinthelocalcontext.AnyconcernsraisedviatheusualSC1referralformroutetosafeguardingwillbesubjecttoriskassessmentpanelifdeemedappropriate.AspartofthisprocessadvicewillbesoughtfromthePreventTeamandtheLocalAuthority,andguidanceandassessmentasprescribedbytheseorganisationswillbefollowed,includinganyguidance/directionprovidedbytheChannelPanelifreferred.Appropriatelevelsoffiltering,whichconsidertheimpactofsocialmedianetworkingsitesandthethreatofexposuretoextremismandradicalisationareutilised,andhavebeenestablishedasaformalprocedurewithintheSafeguardingPolicyandProceduresfamily.AllvisitorstocollegepremisesaremanagedthroughtheVisitorPolicy,ensuringthatthereisclarificationandmonitoringintermsofthepurposeoftheirvisit.Aspartofthesafeguardingprocedures(procedure6),aclearprocessisestablishedformanagingspeakersandeventsoncollegepremises,inordertorestrictextremistsfromhavingaplatformtorecruitandradicalisestudents.Keymessagesaresharedwithincollegeinorderforstaffandstudentstokeepthemselvessafe,includingpromotionoftheGovernmentStaySafe–terroristfirearmattackshortfilm;Run,Hide,Tell.

TheCollegerecognisestheneedtobuildresilienceinourstudentstomakethemlessvulnerable,andwillworktoensurethatopportunitiesexisttoenablethemtobecomeskilledandequippedtoberesilientto,andresistinvolvementinextremeorradicalactivities,includingthroughonlineactivity.Abroadandbalancedcurriculumwillbeprovidedwithinwhichweaimtosupportstudents’Spiritual,Moral,SocialandCulturaldevelopment(SMSC).SMSCdevelopmentispromotedthroughalloursubjects,includingtheethosofourCollegewheredevelopmentofpositiveattitudesandvaluesiscentraltoeverythingwedo.Underpinningthedevelopmentoftheseattitudesandvaluesisthetutorialprogramme;BuildYourFuture;across-collegeprogrammewherebylearningisestablishedthroughon-linematerialsontheVirtualLearningEnvironment(VLE)andon-linelearningpackages.Thisensuresthatallstudents,irrespectiveoftheirmodeofstudy,canaccessthislearningopportunity.ValuesunderpinningpubliclifeintheUKhavebeensummarisedasdemocracy,theruleoflaw,individualliberty,mutualrespect,andthetoleranceofthosewithdifferentfaithsandbeliefs.Itisimportantthatourstudentsunderstandthisthroughdifferentapproachesusingabalancedandbroadcurriculum.ThissupportsourstudentstoberesponsiblecitizensandprepareforanadultlifelivingandworkinginBritain,whichisdiverseandchanging.OurCollegewillensurethepromotionofBritishvaluesandthattheseeffortsareinclusiveandpromoteunitybetweenstudents,parents/carers,andthelocalcommunity.ThisethosisembeddedintotheCollegeEqualityandDiversitypolicyandintoeverydaypractice.
