Editor’s Notes

As this issue of Trencito 2 was being prepared, one of the founding members, Richard Abrams, passed away on

April 4, 2017.

He was working on his first exhibit, a 1-framer on the 1895 Nicolas de Pierola inauguration issue, but we are not sure if he

ever exhibited it.

He spoke perfect Spanish, and with Peruvian accent, from his many years of living and doing missionary work in Peru. It

is reported that a school in Chiclayo a northern Peruvian city, is, named after Richard in honor of his missionary work

there.

Dick had a wonderful way of making everyone he met feel special. He had a great sense of humor and a positive attitude

that was contagious. Above everything else, Dick was a good man. A good friend. I will miss him, as will all who knew

him.

Además de las estampillas para el aporte semanal de la cuota

obrero-patronal que fueron revalorizadas o sobrecargadas con

Timbres de Impuesto a las Cancelaciones usados como Timbres Fiscales:

revalorizándolo. Se han encontrado en el año 1979

Otros hitos importantes en la historia de la Seguridad Social, relacionados con la Filatelia:

La creación de la Caja Nacional del Seguro Social del Empleado, para la protección del empleado

público y privado, por el General Manuel Arturo Odria Amoretti, Presidente de la Junta Militar de Gobierno,

mediante el Decreto Ley 10902 del 19 de Noviembre de 1948.

El 9 de Noviembre de 1961, el presidente Don Manuel Prado Ugarteche, por la Ley 13724 se revisa la ley

anterior y en el artículo 25º. inciso c) dice: ‘Para la cobranza de las contribuciones en ciertas zonas o para

ciertos grupos de asegurados, el Seguro podrá hacerlo mediante estampillas especiales………..”. No tenemos

conocimiento si estas estampillas se emitieron.

A los empleados, habitualmente, se les descontaba las aportaciones por planilla.

La creación del Seguro Social del Perú, por el Decreto Ley No. 20212 del 6 de Noviembre de 1973,

promulgada por el General Juan Velazco Alvarado fusionaba la Caja Nacional de Seguro Social, el Seguro Social

del Empleado y la Caja Nacional de Pensiones. Este episodio nos asegura que las estampillas impresas por

Sanmarti con la leyenda SEGURO SOCIAL DEL PERU son posteriores a esta fecha. Son las únicas estampillas

que llevan esta inscripción.

El Decreto Ley No. 14482 dado el 9 de Mayo de 1963; decreta en el Artículo 16º--“A partir del año 1964, se

establecerá la modalidad de pago de las contribuciones obrero-patronales debidas al Seguro Obrero,

mediante el sistema de planillas, sustituyéndose el actual método de cancelación de dichas cuotas con

estampillas”. Este anuncio no se cumplió. Desconocemos los motivos que lo dejaron sin efecto. Las estampillas

se usaron muchos años más.

Muchas gracias por acompañarnos hasta aquí. Este estudio es el resultado de la búsqueda minuciosa de

información, de indagar para encontrar las Leyes fundamentales de esta interesante sección fiscal, de la visita

al Catálogo de Timbres de Akerman y Moll; para mejor comprender este capítulo de la Timbrología nacional y

así ordenar el material filatélico que disponemos. Somos conocedores de que hay mucho material por

descubrir, especialmente los resellos; muchas fechas que precisar y cotejar, y la Historia Fiscal que contar de

estos timbres, pero deseábamos compartir este avance y contar con su opinión.

Peru’s Letter Card Airmail Rate

Post Office Circular No. 43, dated May 12, 1930, announced that, from June 1st next, lettercards (Cartes

Postales) would be accepted for domestic and international airmail delivery. For this service the sender would

pay only half the normal air surcharge, plus regular postage, provided there was no other object included

within the letter card.

All of the International airmail correspondence at this time was carried out of Peru by Pan American Grace

Airways (Panagra). On May 5, 1930 the French Company, Compagnie Generale Aeropostale, was granted

permission to establish the necessary airport facilities in Tacna in order to provide a passenger and mail service

between that city and Arica, Chile. Subsequently, on October 1, 1930, Aeropostale was authorized to provide an

air service between Peru and Europe.

The rate established for this new French service was provisionally set at S|. 1.80 for each letter of 10 grams, and

S|. 0.90 for each postal lettercard weighing no more than 5 grams.

At the same time that Government authorization for the Aeropostale service was received, the General Post

Administration was empowered to adopt the same weight units for other international air services. In other

words, employ a unit weight of 10 grams for both Aeropostale and Panagra. This, of course, required a new

rate schedule for mail carried by Panagra, which came into effect on October 4, 1930.

Contemporary weigh scales in use at the various Offices could not handle weights under 20 grams. Until new

weigh scales were distributed, postmasters were instructed to temporarily place a 10 gram weight on the pan in

addition to the letter. If the resulting weight registered more than 20 grams, then two rates should be charged,

and so on for 30 grams, etc.

We start out with an early domestic lettercard (see fig. 1), courtesy Guillermo Llosa, datelined October 9, 1930

from La Mejorada, a small town and station on the Huancavelica – Huancayo railroad. Dated at Huancayo on

Oct 9 and at Tarma two days later, it did not reach San Ramon until Oct 24. From San Ramon by air to Iquitos,

arriving on October 31.

The letter bears postage totalling 50 centavos. This is a bit of a mystery ! The rate for a domestic lettercard was

S|. 0.10 for the letter charge plus S|. 0.15 air fee. The only way to make up the 50 centavos postage was to rate

the letter as double-weight, i.e. 2 x 10 centavos on the front for postage and 2 x 15 centavos on the back for the

air surcharge. That would mean the lettercard would have to weigh in excess of 10 grams !

Fig. 2 illustrates another domestic use lettercard, posted at Lima on February 12, 1931, and addressed to

Chiclayo. It bears the single rate; 10 centavos for postage and 15 centavos for the airmail surcharge.

Fig. 3 is a letter to Quito, Ecuador, posted at Lima on October 16, 1930. It carries postage for a single rate

lettercard; 10 centavos for UPAE postage and 20 centavos for the airmail surcharge.

The earliest example of an air lettercard I have recorded is that illustrated in fig. 4, addressed to New York,

courtesy of Bill Llosa. It originated in Smelter (Cerro de Pasco) and is dated on the reverse at Lima, 5 July

1930, little more than a month after the lettercard air fee was initiated. It is rated a total of S|. 1.00, consisting

of S|. 0.90 air surcharge (effective from June 1, 1930) plus S|. 0.10 UPAE letter charge.

Another lettercard destined for New York is shown in fig. 5. Two different Barranco handstamps are shown on

the front, while the back has two Lima transit marks of Oct 21 and Oct 22, 1931. This lettercard reflects the rate

change of October 8, i.e. S|. 0.45 air surcharge plus S|. 0.10 UPAE letter charge = total of S|. 0.55.

Fig. 6 illustrates a Panagra Test letter (Panagra No. 6). The lettercard was sent by Panagra’s own service, via

New York. It was posted in Lima October 30, 1930 and received in London, November 12, 1930. The letter is

rated a total of S|. 0.60, consisting of S|. 0.45 air surcharge (effective from October 4) plus S|. 0.15 UPU letter

charge. The surcharge covered the air transport to New York and from there by steamship.

Fig. 7 is another Panagra Test letter (Aeropostale No. 6), and this time the lettercard was sent by the French

Aeropostale service via the South Atlantic. Postmarked Lima November 17, 1930, there are no transit or

receiving marks. The letter bears total postage of S|. 1.05, which comprises S|. 0.90 air surcharge plus the UPU

S|. 0.15 letter charge.

I have recorded two other lettercards that were carried by Aeropostale. Both are Panagra test letters. The first

(test letter No. 2) was posted in Lima on 19 October 1930 (inside says the 20th) and arrived in London on

November 11, 1930, a long 22 transit time of 22 days; the return flight took just 16 days.

The second lettercard (test letter No. 7) was posted in Lima on November 16, 1930 and received in London on

December 2nd. In both instances, the postage charged was the same as in figure 7, i.e. S|. 1.05.

The next item (fig. 8.) was carried from Peru by Panagra. Dated at Lima on 19 February 1931 and addressed to

Bremen, Germany. There are no transit or receiver postmarks, with the exception of an oval Lima Correo Aereo

marking dated February 19, 1931 on the reverse. The postage charged was S|. 0.45 air fee plus S|. 0.15 UPU

postage, totalling S|. 0.60.

For the same S|. 0.60 postage, one could send a lettercard to Australia.

Fig. 9 illustrates this rate. Posted at Lima, 30 November 1930 and addressed to Melbourne, Australia, the

lettercard is endorsed via New York, San Francisco, Honolulu. The air surcharge paid only for air service to the

U.S. There are no transit or receiving postmarks, but it would have gone from San Francisco by Pacific

steamship.

Fig. 10 illustrates another lettercard to the Pacific area. It is a registered letter dated at Lima 28 - 31 July 1931

to Kobe, Japan. Endorsed “via San Francisco”. The postage paid consists of S|. 0.15 UPU letter charge plus the

registration fee of S|. 0.20, plus S|. 0.45 air surcharge to the U.S. for a total of S|. 0.80. With 40 centavos

showing on the front and an additional 41 centavos on the back, this lettercard was overpaid one centavo. At

San Francisco the Correo Aereo label was struck out and the lettercard forwarded on by Pacific steamship.

This table presents a summary in chronological order. Based on the recorded lettercard examples, it would appear that the service was short-lived, lasting only about 1½ years. I can find no record in the Post Office files (Boletin Postal y Telegrafico) as to when or why this service was terminated. If any reader can shed light on this and/or provide examples of other lettercards, please use the PPSC website to respond.

Colareta Revisited – Islas de Chincha

The Islas de Chincha consists of three Guano islands off the Pisco coast and is part of the province of Pisco in

the department of Ica. A post office was established there on June 9, 1955 and assigned to the postal district of

Lima. It functioned as a Sub-principal office until the mid 1870’s when it was closed.

Jose Colareta did not report any pre-stamp cancels from this office, although it was founded almost three years

before Peru issued its first stamps. Both Lamy & Rinck and Emsing only reported a Type 24 cancel for this

office (Figure 1, See figures on next page.)

Figure 2 shows a cover from Islas de Chincha to Arequipa. It shows both an unreported Islas de Chincha hand

stamp (figure 3) as well as an unreported Vapor (Figure 4) hand stamp. I have not been able to decipher the

name and title of the addressee, but the following docketing notation (Figure 5) is on the reverse;

This letter has been found and has been collected and forwarded by S.S. Gibson & Lewis of Islay –

March 3/58

This letter was evidently sent a few weeks before the new postal rates went into effect. It would have been

conveyed by ship to the port of Islay, hence the Vapor hand stamp. There are no rate markings on the cover,

but 1 Real outgoing steamship postage was required to be paid by the sender and 1 Real incoming steamship

postage was to be paid by the recipient. In addition, the recipient would have paid 1½ Reals for land transport

on to Arequipa. The oval Islas de Chincha cancel measures 34 x 21 mm and the diamond Vapor cancel

measures 33 x 18 mm.

I could not find anything on the firm of Gibson & Lewis, but the November 14, 1868 London Illustrated News

reported that Patrick Gibson, late of Islay, Peru had been appointed Peruvian counsel at the port of Liverpool.
