s you read through the pages of this 2018 Annual Report, we invite you to note the Industry Issues section, longer than it has ever been in our six years as ACCNJ. It touches on a dozen of the prominent issues we tackled in 2018 – and there were more of slightly less importance – illustrating the broadening scope of our responsibilities as we work on behalf of our members to raise industry standards and create a fair playing field for all. A long-awaited win for the Association was the passage and signing of P3 legislation. For five years, ACCNJ worked with committed legislators who had the foresight and dedication to keep the initiative alive. Early in 2019, we expect regulations that will allow this alternative funding method to bring much-needed projects to life – while protecting our contractors and the craftworkers they hire with the best practices of procurement and delivery. Helping members comply with aspirational MWDBE hiring goals on public projects became even more critical in 2018 when the Port Authority raised its goal to a lofty 30%. While we applaud the intent, our DBE Capacity Analysis, commissioned in 2017 and released to members, labor partners and state agency representatives in 2018, clearly shows the means to achieve such goals are not yet in place. Our Diversity Confer-ence offers one avenue to boost the pool of certified MWDBEs, but we recognize we must work closely with the state’s public entities as they develop standardized databases, define uniform “good-faith” efforts for contractors and design successful training programs to enhance MWDBE capabilities. With our labor partners, we continue our fight against the underground construction economy that steals from the state coffers, hurts craftworkers and erodes bidding opportunities for our members. Darlene Regina, the Association’s Chief

Operating Officer, participated in a panel discussion in May that detailed the abuses and destruction caused by unscrupulous contractors, a discussion that was then published to the reading audience of ROI-NJ. We were pleased to be present when the Governor signed an Executive Order to curb employee misclassification, but impatiently await stronger enforcement and cohesive communication among all state agencies. Such steps and others are urgently needed to demonstrate a serious commitment to breaking the hold of the shadow economy. The Five-Year Construction Forecast presented by Jeff Otteau to members in September indicated a hopeful present and future for many construction sectors in the state. We will continue to receive updates to share with members through-out the year, thanks to a new agreement with Otteau Valuation Group for quarterly MarketCAST Construction Analyses. Zeroing in on local markets, we sponsored and sent staff to the Southern New Jersey Development Council’s Construction Forecast. Collectively, the forecasts give us an ongoing perspective on opportunities, which in turn gives you information you can quickly act upon. On the national front, we brought in experts early in 2018 to exhaustively review the federal tax changes with members, worked with AGC of America on the ongoing efforts at pen-sion reform, kept members up-to-date all year with the price impacts of the steel and aluminum tariffs and, as ICE increased its audits of construction jobsites, expanded our outreach to members through webinars and online resources to ensure you stay in compliance with I-9 and E-Verify regulations.

Management Trustees ACCNJ members and staff serve in the capacity of Management Trustee on several of the fringe benefit funds created through the Collective Bargaining Agreements. ACCNJ currently fills 67 Management Trustee positions on various multi-employer funds. In November, we hosted a comprehensive, in-depth educational program for the trustees to review and

emphasize their fiduciary duties under ERISA laws, presented by Associate Member Susanin Widman & Brennan, who also serve as Management Co-Counsel on many of the Funds.

2018 Contract NegotiationsIn 2018, the Association negotiated with these trades as their Collective Bargaining Agreements expired:

Heavy and General ConstructionLaborers, Local Nos. 472 & 172, and Asphalt Laborers, Local No. 172 • Agreements expired February 28, 2018. New three-year Agreements were reached that expire February 28, 2021.

Teamsters, Local No. 331 • Agreement expired April 30, 2018. A new three-year agreement was reached that expires on April 30, 2021.

Teamsters, Local No. 676 • Agreement expired April 30, 2018. A new three-year agreement was reached that expires on April 30, 2021.

Ironworkers, Local No. 11 • Agreement expired June 30, 2018. A new three-year agreement was reached that expires June 30, 2021.

Asbestos, Lead & Hazardous Waste Laborers, Local No. 78 • Agreement, which expired July 31, 2018, was extended for one year, through July 31, 2019.

2019 Contract NegotiationsIn preparation for 2019 contract negoti-ations, Bargaining Rights Authorization forms were sent in October to Active Members for the Bricklayers & Allied Craftworkers, Local Nos. 4 & 5; Keystone+Mountain+Lakes Regional Council of Carpenters; Dockbuilders, Locals 441 (formerly 179) & 1556; Building Laborers, Locals 3 & 77; and Teamsters, Locals 469 and 560. All agreements expire April 30, 2019.

Labor Information Reference Binder UpdatesEach member received periodic updates to the Labor Information Reference Binder in 2018. A total of 23 updates were released for the year. FASB ReportingTo assist Active Members in complying with FASB disclosures required on the foot-notes of their balance sheets, we issued a bulletin listing the most current informa-tion on the various Pension Funds to which members may be party through Collective Bargaining Agreements that ACCNJ holds.

Dissolution of Northeast Regional Council of CarpentersIn May, the Northeast Regional Council of Carpenters was dissolved, with most of the locals being absorbed into the Keystone+Mountain+Lakes Regional Council. We updated the Carpenters section of the Business Agents Directory and began planning for contract negotia-tions with the KML Regional Council in 2019.

Operating Engineers/Dockbuilders Small Works Market Recovery AgreementTo be more competitive against non-union contractors on small private and public projects in Ocean, Atlantic and Cape May counties, where the contract value is less than $500,000, the Dockbuilders, Local 441, and Operating Engineers, Local 825, signed a Small Works Market Recovery Agreement for ACCNJ members. The Agreement provides more favorable work rules and conditions.

Construction Leadership AllianceIn 2018, ACCNJ met with its partners in the Construction Leadership Alliance, created in 2017 and composed of leaders of the various general construction trades and the ACCNJ Executive Board. Among the topics discussed, the Alliance recognized the need to address the growth of the underground economy in various construction markets and work with the Governor and his administration to confront this serious issue.

ACCNJ Defends Contractor StandardsOf the 8,000+ bills introduced during any given legislative cycle, ACCNJ takes action on our members’ behalf through amending, halting action and/or out-right defeating bills that would lower the standards within our industry or negatively impact best business practices. In 2018, such actions were taken on bills pertaining to wage theft, taxation, public contracting, diversions of spending allotted to infra-structure, and attempts to arbitrarily revise existing standards and regulations.

Law Enables Public-Private PartnershipsOn August 14, Governor Phil Murphy signed a bill, advocated for and advanced by ACCNJ, that allows public-private partner-ships (P3s) for various building and high-way infrastructure projects in New Jersey, making it possible for projects to come to fruition that otherwise might never be built in the absence of sufficient public funds. The bill, prime-sponsored by Senate President Stephen Sweeney, Senator Steven Oroho and Senator Troy Singleton in the State Senate and Assembly Speaker Craig Coughlin, Assemblyman Louis Greenwald and Assemblyman Jon Bramnick in the Assembly, had passed in both houses of the New Jersey Legislature in late June.

Governor Issues Executive Order on MisclassificationOn May 3, representatives from ACCNJ, joined by many representatives from various New Jersey Building Trades, were pleased to witness the signing, at the Northeast Regional Council of Carpenters Apprenticeship Training Center, of Governor Philip Murphy’s Executive Order #25 designed to combat the misclassifica-tion of employees. The Executive Order established a Task Force on Employee Misclassification charged with multiple responsibilities to evaluate and enforce existing law. ACCNJ played a leading role, alongside our labor partners, in the early development of Governor Murphy’s EO.

“Securing Our Children’s Future” Bond ActApproved by both houses of the New Jersey Legislature in June and signed into law by the Governor in August, the Bond Act, which authorized the issuance of $500 million in general obligation bonds to finance certain school, school district and county college capital projects, was placed on the ballot in November’s general elec-tion. New Jersey voting citizens passed the Act by a comfortable margin, opening the opportunity for monies to be allocated as follows: $350 million for county vocational school district technical education grants and school security; $100 million for school district water infrastructure improvement grants; and $50 million for county college career and technical education grants.

Contractor Registration Legislation ACCNJ was instrumental in the passage of this bill in the Senate, which applies the NJ Department of Labor’s Contractor Registra-tion requirement to public work on utilities and tax subsidy incentives granted from NJEDA. We expect further action on the bill early in 2019.

Environmental Infrastructure ProjectsACCNJ supported appropriations totaling approximately $800 million in funding to DEP for projects financed through the State’s Infrastructure Bank for FY2019.

Paid Sick-Leave Legislation In May, Governor Murphy signed paid sick-leave legislation into law, requiring employers to provide accrued time at a rate of one hour for every 30 hours an employee works, up to a maximum of 40 hours of paid sick time in one year. The paid sick-leave law took effect October 29, preempting any previously enacted municipal sick-leave ordinances. ACCNJ strongly advocated for and ultimately won a construction craftworker “carve-out” within the newly enacted law.

Nuclear Subsidies BillSigned into law in May, this legislation created a nuclear subsidy program to recognize and compensate nuclear power plant operators. The law established a Zero Emissions Certificate program to maintain

New Jersey’s nuclear energy supply, which contributes 40% of the state’s electric capacity and is New Jersey’s largest source of carbon-free energy. The bill faced fierce opposition from environmental advocates, while the contracting community and our labor partners steadfastly supported it.

NJ Motor Carriers Safety Regulations In January, ACCNJ alerted members of increased police enforcement on New Jersey highways related to driver medical certification provisions. In order to main-tain compliance with Federal Motor Carrier Safety Administration regulations, the State of New Jersey had previously adopted the Federal Motor Carrier Safety Regulations for inter- and intrastate commercial motor vehicles weighing 10,001 pounds and greater. The federal rule revised the processes to obtain US DOT numbers and markings, driver medical certifications, hours-of-service requirements, and vehicle inspection and repair.

Federal Infrastructure InvestmentAn issue closely monitored by ACCNJ and AGC of America, a federal infrastructure investment plan again did not materialize in 2018.

President Signs Water Infrastructure BillIn October, President Donald Trump signed into law a new water infrastructure bill that authorized $3.7 billion for Army Corps of Engineers projects and $4.4 billion for drinking-water projects. The America’s Water Infrastructure Act of 2018 is the latest Water Resources Development Act (WRDA); it requires yearly appropriations installments for the projects. The Act also reauthorizes the EPA’s state revolving loan fund program for drinking water projects for the first time in 15 years. ACCNJ remains committed to finding New Jersey state-funding solutions for regional water infrastructure repair and upgrades.

DBE Capacity AnalysisIn 2018, ACCNJ and the New Jersey Construction Alliance released the DBE Capacity Analysis, performed the previous year by EuQuant, an economic and market research firm in Atlanta. The Association hosted a special program for members and labor partners to introduce the results of the study, which reported on the capacity and performance threshold for DBEs certified by NJDOT and NJ Transit. ACCNJ and the other funders of the study also met with representatives of NJ-DOT and NJ Transit to present the findings.

Diversity ConferenceThe Association’s second Diversity Conference in October again provided an excellent opportunity for certified Small, Minority, Women-Owned and Disadvan-taged businesses to interact with many of ACCNJ members – New Jersey’s most reputable and successful construction managers and general contractors. New in 2018, labor partners from the Bricklay-ers, Carpenters, Laborers and Operating Engineers spoke to the SMWDBEs about the skilled workforce recruited and trained by the trades. Kicking off the conference, seven New Jersey agencies gave presen-tations outlining upcoming projects and providing information to help SMWDBE firms better prepare themselves to perform public work.

Five-Year Construction ForecastACCNJ again commissioned Otteau Valuation Group, led by Jeffrey Otteau, to

give us an in-depth forecast of New Jersey construction during the next five years (2018-2022). Otteau presented the study to Association members and labor partners in September at the ACCNJ Fall Convention. This comprehensive, econometric analysis of economic, demographic and real estate market indicators examined the market sectors in which our members find the most work, both public and private. It also identified geographic hot spots that are likely to experience high levels of construc-tion spending in the next five years and evaluated New Jersey’s land-use restrictions that present an ongoing challenge to sensible development. Following the presentation at the Fall Convention, ACCNJ retained the Otteau Valuation Group to perform a quarterly MarketCAST Construction Analysis of the latest economic indicators, construction employment gains and losses, building permit activity, construction spending, real estate trends, interest rate trends for permanent and construction financing, trending of developer investment ROI, cost inflation trending and other construc-tion trends. In addition to the quarterly MarketCAST, Jeff Otteau will make annual presentations.

Public-Private Partnerships Program On October 30, ACCNJ hosted a well-attended seminar, “What Are Public-Private Partnerships?” with Peckar & Abramson and AIAI, to review the recently passed legislation. ACCNJ CEO Jack Kocsis

introduced the panel of speakers, which also included Michael Travostino, ACCNJ Government Affairs Director, and led the conversation. Featured guests in the audi-ence were New Jersey Assembly Speaker Craig Coughlin and New Jersey Senator Steve Oroho, who sponsored the P3 bill in their various legislative houses and served as compelling advocates for its passage.

ROI-NJ Panel on Underground EconomyIn May, ACCNJ Chief Operating Officer Darlene Regina joined labor leaders and industry experts in a panel discussion sponsored by ROI-NJ on the underground economy in the construction industry and the grave damage it does to contractors, craftworkers, taxpayers and the health of New Jersey’s economy. The discussion at Forsgate Country Club in Monroe, part of ROI-NJ’s Thought Leadership series, followed Governor Murphy’s May signing of an Executive Order aimed at halting misclassification of workers and focused on the findings of a 2016 Stockton University report ACCNJ helped fund.

Pension ReformAGC of America, along with several other national trade associations, submitted a letter to congressional leaders urging them to take action in 2018 to help stabilize industry pension plans. Specifically, the letter requests “Pass Composite Plan Design – The GROW Act” and “Avoid Misguided Funding Requirements That Could Destabilize Plans.”

Federal Tax UpdateFollowing the announcement of federal tax changes in 2017, ACCNJ hosted a special program for members in January to review the key changes, with particular emphasis on changes for contractors. Titled “Federal Tax Update – How Will It Impact You?” the program was presented by Jack Callahan, CPA, and Shaune Scutellaro, CPA, of ACCNJ Associate Member CohnReznick LLP.

School Construction Referenda In 2018, 21 school districts approved construction proposals totaling more than $502 million. We notified members via bulletin as the results were publicized.

SNJDC Construction ForecastACCNJ sponsored and sent staff to the Southern New Jersey Development Council Construction Forecast in June at Rowan University. Presenting the Economic Regional Outlook was Robert Curley of TD Bank, who detailed the trends and key indicators. County representatives outlined transportation infrastructure projects, development and redevelopment opportunities and alternative energy infrastructure initiatives.

5th Annual Port Authority ConferenceIn September, ACCNJ was a partner sponsor of the conference, attended by staff and members. Agenda topics covered the Port Authority’s capital plan

and , a “how-to” guide to working on Port Authority projects, success stories and tips for SMWDBEs, and procurement strategies.

E-Verify Webinars Hosted by ACCNJIn April, as we began to hear of a ramp-up of ICE I-9 audits on New Jersey contractors and others across the country, we provided members with resources to prepare for a potential inspection. In addition, we invited members to a two-part webinar series hosted by AGC of America to help them stay ahead of a potential audit. Several members sent HR staff to listen to the webinars with ACCNJ staff; the Association paid for the cost of both webinars.

BCA of Atlantic County MergerWe were pleased to announce on January 1, 2018, Building Contractors Associa-tion of Atlantic County officially merged with ACCNJ. We welcomed the BCA of AC members and began planning activities in new event locales in the southern half of the state.

Throughout the year, ACCNJ met with state agencies and authorities to discuss industry issues, economic development oppor-tunities and specific issues affecting our members.

• Port Authority – ACCNJ staff met multiple times with various Port Authority personnel throughout 2018 to discuss concerns regarding many issues, including the Authority’s internal processes and procedures for change orders and delayed payments, stored materials, subcontractor and vendor approvals. In addition, the Port indicated it would begin electronic bidding in 2019, which ACCNJ strongly supports. Quarterly meetings with the Port Authority will continue and a meeting will be scheduled in early 2019.

• NJDOT – ACCNJ met with the DOT Com-missioner and staff several times during 2018. Our discussions yielded positive dividends, ranging from steel and alumi-num tariffs to ACCNJ’s DBE Capacity study findings and the potential use of P3s. We look forward to ongoing dialogue with the department and appreciate the Commissioner’s open-door policy to discuss critical issues.

• NJ Transit – At various times during 2018, ACCNJ facilitated discussions be-tween members and NJ Transit leadership to review the agency’s safety, state-of-repair, resiliency and system expansion operations. Members raised questions and

issues about NJ Transit’s procurement methodologies, including design/build and P3s, inefficiencies with project closeouts, prequalification processes, delayed pay-ments and unachievable DBE goals. Future discussions with NJ Transit’s new Executive Director are planned for 2019.

• NJ Turnpike Authority – ACCNJ regularly interfaced with NJ Turnpike Authority leadership. Specifically, meetings with the Chief Engineer covered service area enhancement projects, updates to the highway capital program and replacement of maintenance buildings. ACCNJ relayed the importance of insuring these projects adhere to prevailing wage laws and fair bidding practices.

• NJ Department of Labor – ACCNJ met with the Commissioner and Wage & Hour staff to discuss prevailing wage enforce-ment issues, the implementation of Governor Murphy’s Misclassification

Executive Order, and the Department’s resources for inspections and increased enforcement. ACCNJ and the Department are committed to working together to achieve a level playing field for the contracting industry.

• Schools Development Authority (SDA) – ACCNJ staff diligently tracked SDA’s project delivery within the Authority’s capital program and routinely met with SDA leadership to discuss issues ranging from overall facility funding to SDA’s use of the emergent project portfolio. SDA’s leader-ship team went through several changes in 2018 and ACCNJ remained in active discussion with the CEO and COO.

• Division of Property Management & Construction (DPMC) – ACCNJ met with the DPMC Director and senior staff to discuss contractor classification issues, internal Division processes, upcoming projects the Division is managing, and the

impact of federal steel tariffs. Based on our discussion, DPMC staff will be exploring ways to expand elements of the classi-fication processes and further clarifying sections of language included in the classification disclosures/applications.

• Construction Roundtable (CRT) Affiliation – ACCNJ continued its long-standing relationship with CRT and regularly attended business lunch meet-ings with CRT members throughout 2018.

• NJ State Veterans Chamber of Commerce – Through our extensive outreach to SMWDBE and Veteran-owned firms for the Diversity Conference, ACCNJ is establishing business relationships with organizations who are also promoting pro-grams that will increase the pool of diverse construction firms, including the newly established NJ State Veterans Chamber of Commerce. We look forward to working with the Chamber on future initiatives.

• Governor-Appointed Chief Diversity Officer – ACCNJ met with the state’s first Chief Diversity Officer after sharing the findings of the EuQuant DBE Capacity Analysis. The Office of Diversity & Inclusion within state government was created in 2018 and we expect to meet in the future to discuss future Administration diversity initiatives.

ACCNJ Safety Awards In 2018, the Association was pleased to honor 36 members for their exemplary safety records: 21 members were awarded for Zero Lost Work Days and 15 members were recognized for an Incidence Rate Below the National Average. The recipients received their awards at the ACCNJ Membership Meeting on June 5 at Mayfair Farms in West Orange.

AGC of America Safety AwardsAlso in 2018, 12 Association members participated in the National AGC Safety Awards program. They received a Certificate of Commendation for Excellent Safety Record during the previous year.

Safety Day 2018On April 18, ACCNJ hosted the Annual Safety Day. Members dedicated time to safety-focused events such as safety talks and presentations at jobsites as well as recognition programs. Safety banners were provided to members at no cost, made possible by the financial commitment of our labor partners. ACCNJ was pleased to have more than 52 banners proudly displayed.

NJ Work Zone Safety Conference ACCNJ continued serving as a member of the New Jersey Work Zone Safety Partner-ship throughout 2018. The 19th Annual New Jersey Work Zone Safety Conference on March 28 at the Conference Center at Mercer County Community College

featured a panel discussion on cone crew operations, a presentation addressing the NJDOT 295/I-76/Route 42 Interchange Project in Camden County and a keynote presentation on connected vehicles and traffic control devices. The event is recog-nized by the New Jersey Legislature as the state’s official work zone safety event to promote reduction of injuries and fatalities.

ACCNJ Safety Council MeetingsIn 2018 ACCNJ continued its Safety Council efforts, enabling members, labor partners and OSHA representatives to meet regularly and keep safety on the jobsite top-of-mind. The Council met four times throughout 2018 and offered different educational elements at each meeting. Kris Hoffman, OSHA Area Director, Parsip-pany; Andrew Smith, Protective Security Advisor, US Department of Homeland Security; William Helmstadt, Senior Safety Consultant, Pro Safety Services LLC; and Andy DeLair QSSP, Senior Territory Sales Manager and Fall Protection Specialist for MSA Safety were all warmly welcomed. Also in 2018, ACCNJ introduced the Safety Council Recognition Program, an award to recognize a safety professional for his or her dedication to safety. Awards will be presented at each meeting, beginning with the January 2019 program.

CPR/First Aid ClassIn March, ACCNJ hosted the American Heart Association’s Heartsaver Course, CPR

AED First Aid Certification Training. Two ACCNJ staff and 12 members participated in the program.

OSHA 30-Hour Construction Safety CourseACCNJ hosted two OSHA 30-Hour Con-struction Safety Courses: May 21-24 and November 6, 13, 20 and 27. Held at the Association office, the courses covered OSHA policies, procedures and standards as well as construction safety health principles. Topics included scope and application of the OSHA construction standard, with special emphasis on those areas that are most hazardous. In 2018, 32 participants received an OSHA Construc-tion Safety and Health 30-Hour course completion card.

Silica Sampling Program/ACCNJ Joins Cleveland Chapter for Silica ProgramIn 2018, ACCNJ assisted members with compliance of the new Silica Rule, which began in 2017, by joining the Silica Sampling & Objective Data Information Program with the Construction Employers Association of Cleveland, an AGC of America chapter. ACCNJ reviewed feedback from the program with plans to participate in the Cleveland chapter’s data sampling efforts.

OSHA Safety Stand-DownOSHA and Industry Partners sponsored the 5th Annual National Fall Prevention

Stand-Down May 7 to May 11. The event served as a reminder the 370 of 991 fatalities on construction jobsites in 2016 were caused by falls and emphasized hazards and protections.

Ongoing Safety Classes at Training CentersThe Association notified members each month of the safety classes offered at the Training Centers affiliated with the general construction trades. Members’ active union employees may take the classes, which cover a wide array of safety topics, includ-ing the OSHA 30-Hour, CPR/AED/First Aid, Hazardous Waste, Hoisting & Rigging, and many more.

Construction Industry Career DayConstruction Industry Career Day 2018 attracted more than 2,500 students, par-ents, teachers, veterans and job-seekers to the two-day event May 29 & 30 at the NJ Convention & Expo Center in Edison. The Tuesday evening program was open to the public, while Wednesday’s program was tailored specifically for “Just Juniors,” with buses arriving at 8am from across the state carrying students, teachers and guidance counselors. As an Event Sponsor, ACCNJ took the lead in coordinating the program, with support from other Event Sponsors, including Carpenter Contractor Trust; DIS-CA; Engineers Labor-Employer Cooperative (ELEC); Ironworkers, Local Nos. 11 & 399; Laborers International Union of North America; Mechanical Contracting Industry Council of NJ; and NNJ Chapter, NECA. Other CICD sponsors: Bricklayers & Allied Craftworkers Administrative District Coun-cil of New Jersey; Construction Roundtable of New Jersey; and UTCA of New Jersey. Contributors included IBEW Local 102; Insulators Local 32; YTTW and Helmets to Hardhats programs of the New Jersey Building & Construction Trades Council; Finishing Trades Institute of New Jersey; Building Contractors Association of South Jersey; and Masonry Contractors of New Jersey. The event was featured in the Sep-tember issue of ACCNJ’s Industry Update.

Summer Internship ProgramContinuing work with the CIAP, the Association once again offered a summer internship program to all Active Members in the four construction sectors ACCNJ represents: building, heavy, highway and utility. More than 120 applicants were interviewed and 75 invited to participate in a mandatory Career Fair on January 9 at the Pines Manor in Edison. Ultimately 44 students were hired for summer employment by ACCNJ, UTCA and NJAPA member firms. The application deadline for students to participate in the 2019 Summer Internship Program closed in October and interviews were conducted in November and December with 116 students from 10 colleges and universities. Of those appli-cants, 78 were invited to attend the Career Fair on January 9, 2019, at the Pines Manor, Edison. Contractors and various state agencies were also invited to participate and interview students.

ACCNJ ScholarshipsIn March, information was distributed to all members announcing the 2018 ACCNJ Scholarship Foundation Program. The scholarships provide robust opportuni-ties to assist with the higher education needs of members’ children and grandchil-dren. Scholarships totaling $60,000 were awarded to five deserving students, who

were honored at the ACCNJ Membership Meeting on June 5 at Mayfair Farms, West Orange: • ACCNJ Foundation (4 scholarships at $12,500 each) • One of the Foundation scholarships was awarded as a memorial to a past trustee of the Association, Donald Waters Sr. • John Donohoe Civil Engineering (1 scholarship totaling $10,000)

Floor Covering Institute of New Jersey ScholarshipThe Floor Covering Institute of New Jersey Scholarship, administered by ACCNJ, awarded $5,000 to a deserving student at the ACCNJ Membership Meeting in June.

Industry ScholarshipsACCNJ continued to support the scholar-ship opportunities of the general building trades, including the Carpenters and Laborers. In 2018 the Laborers Internation-al Union of North America (New Jersey) awarded 11 scholarships totaling $220,000. Two of the scholarships were awarded in honor of Al Castagna, retired Business Manager of Building & General Construc-tion Laborers, Local No. 3, and Robert Epifano, Chairman of ACCNJ member Epic Management, Inc., and a longtime man-agement trustee of the Statewide Building Laborers Funds. For the third consecutive year, ACCNJ publicized the efforts of the union construction industry in New Jersey, which

provides educational assistance to students. In 2018, 199 hard-working students were awarded $1,020,200 to put toward their education through scholarships and internships.

Sisters in the Brotherhood ACCNJ continued to serve on the recruitment committee for the Keystone+Mountain+Lakes Regional Council of Carpenters’ Sisters in the Brotherhood, a program designed to recruit, retain and elevate women in the Carpenters Union. In another successful year on the committee, ACCNJ attended weekend events, information sessions and pre-apprenticeship graduation to support the valuable program.

Tuition Reimbursement ProgramAgain in 2018, ACCNJ Industry Advancement Trust’s tuition reimbursement program was open to all full-time employees (salaried

and hourly) of Active Member firms that contribute to the Industry Advancement Trust. The IAT provides 75% of tuition cost for approved courses, reimbursed directly to the student, up to a maximum of $1,000 per year.

Member CertificationAgain in 2018, ACCNJ once again reached out to members requesting information regarding certifications. Each year, the Association updates its member certifica-tion database as an additional resource for members and those who inquire.

Workforce Development BoardACCNJ staff continued to serve on the Workforce Development Board of Middlesex County. Jill Schiff, ACCNJ Executive Director of Operations, has served on the Board for 14 years.

2017 Annual ReportThe 2017 Annual Report was mailed to members in March and posted on the website, www.accnj.org.

Social Media Debut – Instagram, Facebook, LinkedInIn 2018, ACCNJ debuted social media profiles on three different platforms: Instagram, Facebook and LinkedIn. The creation of the Association’s social media is meant to share information and updates about our activities and the New Jersey union construction industry in an interac-tive way, as well as highlight the efforts and successes of our members.

New Jersey Construction Magazine New Jersey Construction was distributed by mail to members, industry partners and legislative leaders in June and December and was posted on the website. Features highlighted “Assessing DBE Capacity in New Jersey” and “New Jersey Construction Activity: Forecasting the Next Five Years.” The Spring 2018 issue covered research by EuQuant, an Atlanta-based economics research company, commis-sioned by ACCNJ and its industry partners to research information about Disadvan-taged Business Enterprises in New Jersey. The Fall 2018 issue delved into an in-depth forecast of New Jersey construction spending over the next five years, as pre-dicted by the Otteau Valuation Group in a study commissioned by ACCNJ. Both issues

promoted member news and events, presented business issues that affect contractors from legal, legislative and accounting perspectives, and carried the latest news and updates from our labor partners.

Industry UpdatesACCNJ produced the glossy, four-color Industry Update twice in 2018, March and September, to bring coverage of news and events plus useful information to members in an attractive format midway between mailings of New Jersey Construction magazine. The March issue highlighted the 2018 CIAP Career Fair, a unique opportunity for students throughout New Jersey. It also covered the Heavy Equipment Operator Program, a first in the state being offered

WebinarsAssociation staff sat in on several webinars in 2018 to gather information shared with members on an array of topics, including federal regulatory issues, safety and economics. The majority of webinars are hosted by our national association, AGC of America.

ACCNJ Website We continued to enhance the ACCNJ website and encourage members to use it as a prime resource, offering easily accessible information on Association labor activities, legislative initiatives, safety education, programs & events and communications. The password-protected members-only section houses current labor rates and Collective Bargaining Agreements. The Membership Directory, also password-protected to prevent hacking, links to member websites.

Industry Studies In 2018, ACCNJ added Industry Studies to the members-only section at www.accnj.org. Here members can find any and all studies commissioned by ACCNJ, including those commissioned in 2018 from EuQuant and the Otteau Valuation Group.

Souvenir JournalPresented to members and guests at the December Membership Meeting, the Souvenir Journal featured the generous advertising of members and industry partners, providing a significant source of revenue for the programs and services of the Association and the ACCNJ PAC. Membership MeetingsThe Association hosted three membership meetings in 2018. • March: On March 13, at the Doubletree Hotel in Eatontown, we welcomed NJ Department of Labor Commissioner, Robert Asaro-Angelo, who most recently served as Eastern Regional Representative for the US Department of Labor. • June: At the ACCNJ Membership Meeting on June 5, at Mayfair Farms in West Orange, more than 120 members and guests gathered as the Association honored its student scholarship recipients and members who had exemplary safety records. • December: The Membership Meet-ing on December 11 at the Clubhouse at Galloping Hill Golf Course in Kenilworth featured an evening of fellowship and networking. We heard from our chair, Ben Torcivia Jr. of Torcon Inc. and our CEO Jack Kocsis, who gave us a brief overview of the year’s activities and events to anticipate

in 2019. We also welcomed Senator Steve Oroho, who touched on the importance of enforcing our state’s strong labor laws, our Trenton representation and how New Jersey can get back to being an economic powerhouse.

ACCNJ Fall ConventionOn September 6 & 7, ACCNJ hosted our Fall Convention at the Ocean Place Resort and Spa in Long Branch. The event featured guest speaker Jeff Otteau of the Otteau Valuation Group and a presentation by Steve Sandherr of AGC of America. Attendees enjoyed dinner and drinks on the beach and participated in a raffle for baskets donated by members to help support the ACCNJ Scholarship Foun-dation. Members and guests sponsored various aspects of the event from a sweets station during the presentations to a cigar-rolling station on the beach.

ACCNJ Coffee Talk Series In 2018, ACCNJ hosted two Coffee Talks at the Association office. In February we were joined by Eric R. Daleo, Assistant Executive Director of Capital Planning and Programs for NJ Transit, who discussed the Capital Plan and the timing for the pipeline projects. In December we welcomed Diane Gutierrez-Scaccetti, Commissioner of NJDOT, who shared her vision and plans for moving transportation projects in New Jersey.

Golf OutingThe Association hosted a talented crowd on the Championship Course at Trump National Golf Club in Colts Neck for the ACCNJ Annual Golf Tournament & Dinner on June 18. The day started with lunch, followed by golf, a dinner reception and trophies.

PAC/Scholarship Fundraiser at TopgolfOn October 4, the Association hosted another Topgolf event, benefitting the ACCNJ PAC and ACCNJ Scholarship Foundation. Players practiced their swing by hitting microchipped golf balls that track the accuracy and distance of each shot, awarded points for hitting targets in the outfield. The event included a raffled-off ACCNJ Swag Basket, dinner buffet, open bar and three hours of unlimited Topgolf.

AGC of America Annual Convention Several members represented the Association at AGC of America’s 99th Annual Convention in February in New Orleans. The convention featured an extensive agenda of informative programs and, as always, gave members an opportunity to gain an objective view of their business, network with industry professionals and sit in on relevant workshops.
