Tax Preparers: To determine if a property is Service Fee or tax exempt housing, open

Service Fee Housing spreadsheet on desktop and use “ctrl+F” function to search for

the taxpayer’s street name on the Service Fee and Tax Exempt tabs of the

spreadsheet.

Tax Preparers: To determine if a taxpayer has subsidized rent/housing, look at how

they responded to question 3 on the intake form and/or ask the taxpayer if they have

section 8 or a voucher or if a gov’t program pays part of their rent.

Key Definitions

Service Fee Housing is a program where there is

an agreement between a municipality and a

rental property owner to pay a service fee instead

of property taxes. Therefore, no matter how much

rent is paid, only 10% of the rent can be claimed

for the homestead property tax credit.

Subsidized Housing is a program where part of

the housing cost is paid by a government entity.

(Often known as “Section 8” or a “voucher”).

Taxpayers can only claim the rent THEY paid for

the homestead property tax credit-cannot include

amount paid by the government.

Public Housing/Tax Exempt: Certain kinds of

housing where the property owner pays no

property taxes, therefore residents do not

qualify for the homestead property tax credit.

Examples: campus apartments, low-income

housing communities

Taxpayer may qualify for a home heating credit if all of the following apply:

You own or were contracted to pay rent and occupied a Michigan homestead (i.e. your name was on the lease.)

You were NOT a full-time student who was claimed as a dependent on another person’s return You did NOT live in college or university operated housing for the entire year You did NOT live in a licensed care facility for the entire year Your income was within the limits in Table A or Table B (below)

Heat Types: Electric, Fuel Oil, Natural Gas,

Other, Propane/LP Gas, Wood.

Heat Provider: Most of our clients will be

DTEnergy or Consumer’s Energy.

Citizenship: Required by the federal

government based on funding stream of the

HHC.

Standard Credit: If client does not have

heating costs/bill with them, leave this blank

and the software will automatically calculate

the standard credit based on Total

Household Resources of taxpayer.

Alternate Credit: Use if client does have

heating costs/bill, input heating costs only

for this time frame. (See screenshots of bills

below.)

How the payment of the Home Heating Credit works

The HHC is not provided to taxpayers as part of their regular refund. It is issued separately, depending upon

situation:

Heat Bill in taxpayer’s name: For our area’s utility providers the HHC is almost always credited directly to

taxpayer’s bill.

Heat Bill NOT in taxpayer’s name: Taxpayer may receive an “energy draft” in mail. If heat is included in

rent, or heat service is in someone else’s name, taxpayer can return the draft with a note of explanation and

a copy of your lease agreement(s) and/or property tax statements to: Michigan Department of Treasury, P O

Box 30757, Lansing, MI 48909. We will review your explanation and, if appropriate, reissue your credit in the

form of a check. If you are notified of an adjustment or denial and you disagree, you must submit your appeal

in writing.

If you receive FIP assistance or other MDHHS benefits or you are enrolled with MDHHS for direct

payment, the law requires your credit to be sent directly to your heat provider, who will then apply it to your

account.
