Draft - November 14, 2014 TERMS OF REFERENCE Supporting Implementation of HPNSOP Technical Assistance for Biomedical Engineer for Procurement and Logistics and Supply Management (PLSM) 1. Introduction: The Ministry of Health and Family Welfare (MOHFW), Government of Bangladesh (GOB) is implementing the Health, Population and Nutrition Sector Development Program (HPNSDP) for a period of five years from July 2011 to June 2016, with the goal of ensuring quality and equitable health care for all citizens in Bangladesh by improving access to and utilization of health, population and nutrition services. HPNSDP encompasses improving health services and strengthening health systems. Necessary technical assistance (TA) to MOHFW for facilitating implementation of HPNSDP has been planned with support from participating donors. Besides Technical assistance/ cooperation, agreed by MOHFW and relevant DP at the beginning of the programme further TA requirements have been incorporated in the 32 operational plans (OP) of HPNSDP. In this regard a coherent multi-year consolidated technical support plan to strengthen institutional capacity, implementation at different levels, establish evidence base and help carry out agreed reforms is being developed. MOHFW has incorporated this plan in the Programme Implementation Plan (PIP) of HPNSDP approved by the Executive Committee of the National Economic Council (ECNEC). A 'Technical Advisory Committee' (TAG) composed of MOHFW and DP representatives led by the Joint Chief of Planning Wing, MOHFW, has been formed that meets regularly to review TA procurement status, consider TA requests and proposals and recommends for modifications/ endorsement or rejection of TORs before final approval by the Secretary, MOHFW. To facilitate implementation of HPNSDP, DFID along with AusAID, CIDA and SIDA has established a 'Joint Donor Technical Assistance Fund' (JDTAF) that follows the above mentioned process for providing TA. Crown Agent, DFID's Service Provider, is the ultimate procurement entity on behalf of DFID. 2. Objective The objective of this TA is to strengthen the Procurement, Logistics and Supply Management functions of PLSM OP under DGHS of MOHFW. The specific objective of this TA is to support the CMSD in ensuring high quality medical equipment are purchased that provide effective services to the beneficiaries.     Technical Assistance for

    1. Introduction:

    3. Recipients

    The primary recipient and central client of this TA is the MOHFW. This particularassignment will be carried out under the overall guidance of the Line Director (LD)- PLSM OP (Director, CMSD).

    4. Scope of the Work

    There is already an international biomedical engineer in PLSM providingintermittent inputs in the OP. The consultant to be recruited for this particularposition will coordinate with the international biomedical engineer in providinghis/her full time inputs for PLSM during the contractual period. Under the guidanceof LD, PLSM (Director, CMSD),theconsultant is expected to execute the followingactivities:

    i. Develop specification for medical equipment to be purchased by CMSD forvarious medical facilities

    ii. Assisting CMSD in all procurement processing including preparing standardbidding documents, bid evaluation report, notification of award and contract forprocurement of medical equipment, while maintaining all appropriateprocurement rules and guidelines, including those of GOB and World Bank

    iii. Ensure the procured medical equipment comply with the specification made,for which the procurement notice was floated

    iv. Support CMSD in forecasting for equipment procurement, includingreplacement items, and ensure that the equipment are procured based onneeds

    v. Assist CMSD in implementation of maintenance schedules and ascertainingthe related budget

    vi. Support CMSD in equipment management, including installation andcommissioning.

    vii. Support CMSD in ensuring the implementing the findings of EquipmentSurvey 2012 relating to planning, operations and management of medicalequipment, wherever applicable

    viii. Assistthe previously engaged international bio-medical engineer in capacitybuilding of local technical staff at CMSD, relevant organizations of DGHS andMOHFW (e.g. NEMEMW&TC) on equipment procurement and maintenance

    ix. Any other tasks assigned by the LD relevant to medical equipment

    5. Methodology

    Due to a close coordination requirement between the previously engaged and thisproposed biomedical engineer, the methodology to be assumed by the consultantsshould have similarities. Some of the suggested methods are:

    Reviewing relevant strategy and policy documents, rules, laws and guidelinesof GOB and of development partners

    Meeting concerned officials and stakeholders Facility visits of potential stakeholders and bidders Field visits to relevant health facilities requiring the equipment Liaison with various directorates and wings under the Ministry

    6. Deliverables

    The consultant will be expected to produce the following deliverables:

    >- Inception report within 4 weeks after submission of contract, summarizingdetailed methods and approach for assessing the systems and procedures inplace, the gaps to be addressed and any key issues identified. Inceptionreport should be submitted to the LD, PLSM with a copy to the Crown Agent

    >- Monthly progress report, showing the progress of the assignment, plan forfuture, any key challenges and potential mitigation strategies, to be submittedevery month after signing the contract. This should also be submitted to theLD, PLSM with a copy to the Crown Agent, within first week of every month,after signing the contract

    7. Requirements

    The consultant will bring the following qualifications:

    >- Graduate degree in bioengineering or closely related field>- At least 3 years of relevant experience with a range of medical equipment,

    including developing standards and procedures>- Knowledge on the health system and network of Bangladesh>- Experience with capacity building plans and delivery>- Knowledge about the procurement policies, rules and guidelines applicable

    for CMSD>- A regional national (e.g. India, Sri Lanka, Singapore, Philippines, Thailand

    or similar developing countries) with professional level proficiency ofwritten and spoken English is preferred for this position. If not available atregional countries, any foreign national can be taken.

    8. Constraints Dependencies

    The consultant is urgently required following recognition of procurementprocesses.

    9. Timeframe

    The initial contract period of the consultant will be 6 (six) months, which can beextended if the Line Director feels the requirement. Contracting agency or thecontracted consultant may terminate the contract with 1 month written notification.

    10. Coordination/Logistics

    The Consultant shall be responsible for ensuring having the appropriate visas andwork permits to perform the services at the locations detailed. The Consultant mayprovide evidence of such visas/work permits, as requested by Crown Agents. Thisis a full-time input based consultancy during the contracting period. So theconsultant is expected arrange his/her personal accommodation and otherrelevant requirements. The consultant will be expected to arrange his/her ownpersonal logistics, including home to office transport. S/he will be self-managingadministratively, logistically and technically. S/he will be based in the CMSD officein Dhaka, with frequent field visits to various facilities outside Dhaka. CMSD will

    provide sitting arrangements for the consultant with appropriate office supplies, asavailability permits.

    11. Management and Reporting

    It is expected that an individual will undertake this work on a consultancybasis.

    The Consultant will report on a day-to-day basis to LD, PLSM (Director,CMSD)

    The Planning Wing, MOHFW, and DFID and JDTAF donors will jointly reviewprogress on completion of the assignment.

    Crown Agents, the DFID service provider, will contract the Consultants. Consultant should contact Crown Agents representative in Dhaka for

    logistical or administrative support and any queries they may have.

    12. Transfer of Knowledge/Training

    Knowledge transfer is a central theme of this assignment. Consultantsareexpected to provide a plan to ensure sustainable impact from this project.

    13. Security/HealthInternational experts will be expected to read and confirm in writing that theyhave received and read the Security Guidance of DFID.

    14. Background

    Central Medical Stores Depot (CMSD) plays an important role to ensure procurementof instruments, medicines, insecticides, office equipment for health institutions ofBangladesh. It is one of the specialized procuring entities of MOH&FW andresponsible for procurement as well as distribution of logistics as per requisition ofrespective Line Directors of Health Directorate. Equipment (bio-medical, electronic,electrical, power and IT) required for health sector agencies under DGHS are alsoprocured through CMSD.The Procurement, Logistics and Supply Management(PLSM) OP was created to improve the operational capability of CMSD, to procure ofall Line Directors in time, to ensure proper handling of goods, to ensure properstorage of goods, to ensure proper distribution of goods and to implement e-procurement and online procurement system.

    A significant portion of the procurement of goods conducted by CMSD is in form ofmedical equipment, especially electro-medical equipment. These highly technicalgoods, and it requires special expertise to develop specifications, bid documents andsupervise the procurement process on behalf of the respective LDs. PLSM does nothave any in-house expertsin this issue. An international biomedical engineer wasprovided to PLSM from JDTAF, who provides intermittent inputs. However, due tothe volume of procurement and complexity of equipment, PLSM require a full timebiomedical consultant.
