    INFORMATION INTEGRATION/DATA/DATA MINING"Use of Data Collection Systems Is Up Sharply Following 9/11"By Ann DavisThe Wal l Street JournalMay 22, 2003In the 20 months since Sept. 11, 2001, little-knowngovernment and commercial databases that track themovements and backgrounds of everyday Americans havesteadily ballooned. Developedascounterterrorism tools,the systems are aimed at bridging gaps in information thatlet the 9/11 hijackers slip past law enforcement. But theyalso make it easier for the government to gatherinformation about American citizens who aren't suspected ofanything criminal. Public attention has focused almostentirely on two "data-mining" projects that have drawnobjections from privacy advocates: a new airline-passengerprofiling system known as Capps, intended to blocksuspected terrorists from flying, and the Pentagon's TotalInformation Awareness program, aimed at detecting patternsof terrorist activity. Concerns about Total InformationAwareness flared again this week, when the Pentagon said ithad renamed the initiative Terrorist Information Awarenessbut still outlined plans to use vast amounts of governmentand commercial data on U.S. citizens to sniff outsuspicious activity.While debates rage about these two programs, though, myriadother government agencies and private companies arebuilding similar kinds of massive, easily searcheddatabases on a broad range of people, all in the name ofthe war on terror. The emerging systems link databases thatdidn't communicate previously, mixing public records, suchas indictments and prosecutions, with intelligence basedlargely on investigators' hunches.The idea is to use sophisticated software to "see thingsthat a human being can't possibly see," says Steve McCraw,the Federal Bureau of Investigation's assistant director inthe agency's office of intelligence. "We collect suchvoluminous amounts of data that we need to be able to findpreviously unknown links, relationships and associationshidden within our own data."But critics say the more information of varying credibilityis amassed in one place, the greater the risk ofoverloading investigators with irrelevant leads that castneedless suspicion on innocent people. "What we're talkingabout here is unverified information and not necessarilyvery accurate information," says James Dempsey, executivedirector of the Center for Democracy and Technology, anonline policy group in Washington.Some examples of what's in the works:o The FBI is working with outside contractors to build anunprecedented "data mart." By importing data from otherfederal agencies and linking to local police intelligencedatabases, the Terrorism and Intelligence Data InformationSharing Data Mart will get instant access to a broad rangeof people. "Text-mining" software will then scan for commonelements in more than a billion documents from FBI fieldoffices across the country.
