I am pleased to join Coordinator fo rCounterterrorism Ambassador Cofer Black in presenting Patterns of Global Terrorism 2002, ou r annualpublication.The international campaign against terrorism that President Bush launched an d leads continues to bewaged on every continent. With every passing month, that campaign ha s intensified.As the President ha s pledged, "With the help of a broad coalition, we will make certain that terrorists an dtheir supporters are not safe in any corner or cave of the world."I am pleased to report that unprecedented progress ha s been made across the international community.Nations eve rywhere now recognize that we are all in this together; none of us can combat terrorism alone.This global threat demands a global response. Concerted action is essential, an d together we are takingthat concerted action.Countries across the globe have taken concrete antiterrorism steps, the kinds of steps called for in thepathbreaking United Nations Security Council Resolution 1373. The world's regional organizations havefollowed suit with reinforcing measures. United Nations sanctions have been imposed on many terroristgroups and on individuals, officially making these g roups an d individuals international pariahs.And here in the United States, we have designated additional groups an d Foreign Terrorist Organizations.We and other members of the international community are sharing intelligence and law enforcementinformation an d cooperating more closely than ever before, and we are working w ith ou r partners around theworld to help them build their domestic capacities to combat the terrorist threat within an d across theirnational boundaries.Our own capacity to combat terrorism has been strengthened by the establishment of the Department ofHomeland Security under the very, very able leadership and direction of Governor Tom Ridge.

    As a resu lt of all of these efforts, thousands of terrorists have been captured and detained. For those still atlarge, life has definitely becom e m ore difficult. It is harder for terrorists to hide an d find sa fe haven . It isharder fo r them to organize an d sustain operations. Terrorist cells have been broken up , networks d isrupted,and plots foiled.Th e financial b loodlines of terrorist organizations have been severed. Since 9/11, more than $134 million ofterrorist assets have been frozen. All around the world, countries have been tightening their border securityan d better safeguarding their critical infrastructures, both physical infrastructures an d virtual infrastructures.States that sponsor terrorism are under international pressure and increasingly isolated. Much of this life-saving work ha s gone on behind the scenes. Meanwhile, U.S.-led coalition forces destroyed a major terrorist
