    Minutes of the Tanworth-in-Arden Parish Council Meetingheld on Thursday 17th January 2013 at 19.30 hours at Tanworth Village Hall

    Public Forum

    There were 10 members of the public present, together with District Councillor Oakley and District Councillor

    Atkinson. County Councillor Perry sent his apologies.

    Firstly, the Chairman invited the two prospective candidates to fill the vacant position of Parish Council

    nominated trustee on the Tanworth Educational Foundation. Norma Yates gave a short presentation on why she

    thought she would be a suitable trustee on the Tanworth Educational Foundation. This was followed by a shortpresentation by the other candidate, Susan Jones.

    Mr Ian Redfern spoke on behalf of the residents of the keyhole in Malthouse Lane, many of whom were also in

    attendance in the public forum. Mr Redfern raised a Point of Order and expressed his disappointment that 3

    residents sent in e-mails to be read out at the last meeting concerning the request from Stratford District Council

    to remove the rocks from the keyhole and they were not read out. Mr Redfern expressed his concern that theletter from Stratford District Council was only sent to 1 person. Mr Redfern said that the rocks had been in

    place ever since he had moved in to his house. The grass verges are maintained by the residents. If the stonesare removed vans will park on the verges and cause damage. If the verges are damaged by vans parking, Mr

    Redfern asked who would pay to repair the damage. Mr Redfern then passed around some photographs of thedamaged verges before the rocks were in situ. There have been 3 emergency vehicles called to Malthouse

    Court in the keyhole recently and these emergency vehicles would struggle to get to Malthouse Court if vans

    were parked. Councillor Willmott stated that in answer to Mr Redferns previous question, Stratford District

    Council is responsible for the maintenance of the keyhole and would therefore pay for reinstating grass verges.Pam Moore asked for Parish Council support to get double yellow lines instated as a matter of urgency. Whilst

    Mrs Moore accepted that the rocks are a slip, trip and fall hazard she pointed out that there are plenty of otherexamples of hazards on the highway around the parish. Councillor Ross said that stones are dangerous to horses

    and people with pushchairs but he felt that yellow lines would not solve the problem because of the lack of

    enforcement. Councillor Ross said that the residents should address their concerns to Stratford District Council

    because they are the responsible Authority. A possible solution is bollards which would cost money. Thekeyhole is unusual because it is maintained by the District Council and not by the Highways Department at the

    County Council.Mrs Moore asked if the Parish Council would be prepared to write to Stratford District Council stating that we

    understand that the rocks are a hazard but by removing them another hazard will be created and ask what theyare going to do about it.

    Councillor Oakley said that he had tried very hard to get Warwickshire County Council to take over the keyhole

    because it is an experienced authority with the relevant staff and funds. Stratford District Council is not a

    highways authority but Warwickshire County Council would not adopt the road. The Parish Council didsupport the double yellow lines in the keyhole, but the problem will always be enforcement. The police will

    only take action if an access is blocked and it is difficult to get traffic wardens out. The Parish Council are on

    the side of the residents and the situation is frustrating.Jenny Buckley said that there is confusion regarding the double yellow lines. If the lines are installed by the

    County Council then they will be enforceable. As the County have agreed to put in the double yellow lines in

    the keyhole could Warwickshire County Council be approached about the possible installation of bollards.

    Report from District Councillor Atkinson

    Councillor Atkinson reported that he had recently attended a seminar with Warwickshire Police who are now

    going to be involved with planning applications acting as a consultee, making a contribution to help reduce

    crime.At a recent meeting of the Audit Committee it had been discussed how to hasten the progress of planning

    applications when there was unanimity but the application falls foul of formal policy. A subcommittee will beresponsible for coming forward with rational arguments for special circumstances. Councillor Atkinson will

    keep us posted on this matter.

    Recently in planning applications which have exceeded a 30% increase the expression that the 30% is a guide

    has been used, but in the local plan this isnt a guide, so this needs clarity.A recent planning appeal was successful and it did not involve the removal of Permitted Development Rights.

    It was said that these rights are only removed exceptionally. Councillor Atkinson said that he will pursue thismatter to see if anything can be done.

    Regarding the appeal for the gypsy site in Poolhead Lane, Government guidance states that a small site should

    consist of around 16 residences. The Poolhead Lane site is exclusive to one family and therefore there is no

    community. The question needs to be addressed by the planning inspector.

    Report from District Councillor Oakley

    Councillor Oakley reported that the most important matter at the moment is the budget. Stratford District

    Council is proposing a budget of 11.5m. This is a substantial reduction on last years budget of 12m.11.5m makes Stratford District Council the most cost effective council in the country. The councillors have

    asked for a 1% reduction in council tax. The most likely outcome will be that the council tax will remain thesame.

    There is currently an issue with Stratford Leisure Centre and it is not known what the future holds. It willpossibly be refurbished or a new one will be funded.

    The Crime Prevention Design Officer is called Mark English whose remit is giving advice on new planningapplications. Mark is very knowledgeable about safety issues and can talk about designing houses so that they

    are safer. Mark will be speaking at the next Community Forum on March 21st at Claverdon. Also in

    attendance will be the Chief Fire Officer, a senior member of the Ambulance Service and hopefully Ron Ball

    the Police and Crime Commissioner.There are a lot of issues surrounding planning at present. There is no clear and single view within Stratford

    and members often disagree with the officers.

    12/13/188 - To Confirm and sign the Minutes of the Parish Council Meeting 20th December 2012Councillor OBrien stated that he had abstained from voting on Item 12/13/176 and hadnt voted in

    favour as stated in the minutes. With this amendment Councillor Ross proposed that the minutes were atrue and accurate record. Seconded by Councillor Stanton seconded the proposal. All those present at the

    last meeting were in favour. Councillor Willmott signed the minutes of the last meeting.

    The stones in the keyhole in Malthouse Lane were raised in the public forum. This will be

    discussed later on in the agenda.

    i) Councillor Willmott proposed that we adopt the minutes of the Finance Committee from 6th December2012. Seconded by Councillor Stanton. All in favour.

    iii) Items for payment: It was proposed by Councillor Oakley and seconded by Councillor Jones that thepayments were taken en bloc. All in favour.

    December 2013, seconded by Councillor Jones. All in favour.

    Commemorations.

    It was agreed at the last meeting in principle to explore the possibility of twinning our parish with a

    village in the Champagne region in France. Councillor Oakley said that our British Legion has 3 Frenchmembers. Councillor Jones said that these things take a long time to set up. Councillor Oakley suggested

    that the Clerk contacts Alcester Town Council and ask them for any information that they can offer us.

    12/13/195 To Approve the Final Budget and Precept

    Councillor Willmott said that the Council Tax Support Grant has been set for our Parish at 2,340.

    After discussion it was proposed by Councillor Willmott that the budget is set at 48,000 and the preceptis set at the same figure. This was seconded by Councillor Keogh. 10 votes in favour. Councillor Ross

    voted against.

    12/13/196 - To Discuss The Rocks in Malthouse Lane

    Councillor Keogh suggested that the verges are tarmaced over because the pavement is too narrow.

    Councillor Oakley said that this is not our problem . He suggested that we support the residents and

    urge SDC to resolve the problem. It was proposed by Councillor Oakley that we write to Stratford

    District Council supporting the installation of double yellow lines and ask them to come up with a

    solution to the parking problems if the rocks are removed and also the issue of emergency vehicles. Alsosuggest that WCC highways reconsider taking over this road. The letter to be copied in to Earlswood

    and Forshaw Heath Residents Association, the residents of 61,63 & 65 Malthouse Lane and District

    Councillors Oakley and Atkinson. Seconded by Councillor Jones. All in favour.

    12/13/197 - To Consider Making a Sub-Committee of the Finance & General PurposeCommittee

    for Staffing Issues.

    It was proposed by Councillor Willmott that a sub-committee is formed to discuss general staffing issues

    as and when they occur. Also procedures and policies need to be put in place. It was agreed that this

    sub-committee would consist of Councillor Oakley, Councillor Stanton and Councillor OBrien.Seconded by Councillor Jones. All in favour.

    12/13/202 Vote to Appoint a Parish Council Nominated Trustee to the Tanworth EducationalFoundation

    Members were handed voting slips which the clerk collected and counted in front of the ParishCouncil. Susan Jones was the successful applicant and was duly appointed the Parish Council

    nominated Trustee to the Tanworth Educational Foundation.
