Procurement of Office Equipment for the

Curriculum and Materials Development Unit (C.A.M.D.U.)

THE Government of Saint Lucia (GOSL) has received financing from the Caribbean Development Bank (CDB) towards the cost of Basic Education Enhancement Project (BEEP) and it is intended that part of the proceeds of this financing will be applied to eligible payments under the contract for the procurement of Office Equipment for the Curriculum and Materials Development Unit (C.A.M.D.U.).

The Ministry of Education, Human Resource Development and Labour, the executing agency, now invites sealed bids from eligible and qualified Bidders for the supply of office equipment, for C.A.M.D.U. Delivery is required in June 2013, within eight weeks from contract award. The Bidder must have supplied similar equipment over the previous five (5) years. Maintenance services must be provided preferably by a local representative/authorized agent in St. Lucia or an authorized agent within the Caribbean Region.

Consideration will be limited to firms or joint ventures of firms which are legally incorporated or otherwise organised in, and have their principal place of business in an eligible country and are either:

(a) more than 50% beneficially-owned by a citizen or citizens and/or bona fide resident or residents of an eligible country, or by a body corporate or bodies corporate meeting these requirements; or

(b) owned or controlled by the Government of an eligible country provided that it is legally and financially autonomous and operated under the commercial law of an eligible country.

Coast

Background

The Global Environment Facility is currently in its fifth replenishment phase for the period of 2010 to 2014 and is providing dedicated funding for the undertaking of projects within its focal areas of Biodiversity, Climate Change and Land degradation to qualifying member states. Saint Lucia has received endorsement from the GEF to implement a project entitled ‘Iyanola-Natural Resource

Management of the North East Coast’. The focus of the project is in the North East Coast and the overarching areas of concern in the context of GEF priorities in Saint Lucia are:

Land Use Planning: Lack of planned, guided and managed development of all types (residential, agricultural, touristic and access) which takes into account ecosystems goods and services.

Safeguarding of Key areas: Lack of measures to safeguard key areas of global and national significance such as forest, coastal and marine which also take into account national development needs.

Continuity: Lack of follow up or financing for completed biodiversity assessment and priority setting exercises.

Sustainable replacements: Lack of sustainable options to reduce pressures on ecosystem services and goods.

The project aims to address these concerns in four distinct components with accompanying overarching Project Panagement and Monitoring and Evaluation (M&E) system:

Component 1: Enhanced Land use Planning and regulatory framework - as applied to NE Coast.

Component 2: Enhanced sustainable land management and carbon benefits in deciduous seasonal and low montane rainforest zones.

Component 3: Conservation of Iyanola

Component 4: Enhanced Capacity for the production of biodiversity friendly goods and services in inland forest and coastal communities (National with emphasis on NE Coast).

Specific responsibilities:

The consultant will be responsible for:

Commenting on these Terms of Reference, recommending potential refinements where necessary, including making such recommendations as deemed appropriate to enhance the quality of the assignment/outputs/deliverables. By end-Week 1.

In consultation with the i) Sustainable Development and Environment Division, ii) Biodiversity Unit, iii) the Forestry Department and the iv) Water Resources Management Agency of the Ministry of Sustainable Development, Energy, Science and Technology, iv)Ministry of Physical Development, Housing and Urban Renewal and the v) Fisheries Divisions, Ministry of Agriculture, Food Production, Fisheries and Rural Development and other appropriate agencies, develop Terms of Reference for the appraisal team, inclusive of: Six local consultants: i) Land Use Policy Analyst, ii) Social Scientist/Socio-economic Specialist, iii) Terrestrial Biodiversity Specialist (birds/ amphibians), iv) Marine Biodiversity Specialist, v) Ecotourism /Marketing Specialist, vi) Science and Technology Entrepreneur (agro-processing specialist), and vii) One regional/international consultant to include Forest / Carbon Specialist (with satellite imagery expertise). By end-Week 1

Developing a work plan, timetable and establishing agreed benchmarks for self and broader appraisal team, consistent with Attachment 3, the Implementation Plan for the Project Preparation Grant. By end Week 1.

Ensuring a sound working knowledge of completed and ongoing related initiatives inclusive of those listed in Section B.6 of the PIF. The Consultant is expected to consolidate

electronically any documents that will serve to enhance the baseline knowledge base for the project’s preparation and implementation.

Together with staff from counterpart government divisions listed in a. above, organize and lead consultations with stakeholders resulting in detailed development of components 1-4 of the proposed project.

In consultation with counterpart government divisions listed in a. above and stakeholders in Section B.5 of PIF, prepare a Project Document and complete CEO Endorsement template as per outlines provide in Attachments 4 and 5. [The PPG Team Leader is specifically charged with developing a costed M & E Plan for the resulting project document.]

Any other mutually agreed tasks deemed necessary for the success of the development of the above-referenced project. The Consultant will report to the Chief Sustainable Development and Environment Officer of the Sustainable Development and Environment Division (Task Manager) housed within the Ministry of Physical Development and the Environment. Identifying key instruments which could effectively protect, and ensure the integration of, ecosystem goods and services, particularly those associated with SFM/SLM in the regional planning for NEC/IR (working together with parallel PPCR initiative to integrate climate change adaptation into policies, legislation, regulations and standards);

Recommending strategic entry points for new minimum consideration of ecosystem goods and services, biodiversity and SFM values in land use planning.

Develop Terms of Reference to explore innovative options and implementation mechanisms for biodiversity conservation on non-government lands (e.g. tax incentives, conservation easements).

Compile available data and studies on valuation of ecosystem goods and services, and biodiversity data for the NE Coast and identify data gaps to be addressed in future research.

Review and engage with coordinators and donors of planned and ongoing national and regional efforts to build capacity in land use planning, with a view towards identifying gaps and defining opportunities for cross-support.

Select BD, CC, LD, SFM impact indicators (with baseline values) to monitor progress of project interventions and develop preliminary elements of innovative monitoring and enforcement systems (e.g. local communities, NGOs, educational institutions (local, national and international).

Preparation of Component 2. Enhanced sustainable land management and carbon benefits in deciduous seasonal and low montane rainforest zones, consistent with the principles of Sustainable Forest Management (SFM). Delivery of Global Environment Benefits (GEBs) through conservation and innovative sustainable use of dry forest, riverine, mangrove, coastal, and marine ecosystems of the NE Coast. By June 2013

Review existing forest cover maps of the NE Coast which will guide inventory and restoration needs assessment and plotting of areas to be reforested (e.g. riparian buffer zones, beaches, and migration corridors, priority habitats).

Define restoration methodology (e.g. selection of native species) and implantation mechanisms (working with local communities to maximize livelihood opportunities).

Undertake consultations and preliminary engagement with landowners to identify pilot for public-private agreement.

Undertake consultations and preliminary engagement with potential concession partners to define potential agreements.

Establish baseline(s) for forest resources & carbon monitoring, e.g. spatial extent of the proposed project areas and carbon sequestration value calculations.

Select CC, LD, SFM impact indicators (with baseline values) to monitor progress of project interventions. Develop preliminary elements innovative monitoring and enforcement systems, including recommendations for sampling approach and model engagement with local communities, NGOs, educational institutions (local, national and international)).

Qualifications: Masters degree in environmental or natural resource management or related field.

Experience: Minimum of eight (8) years experience in the coordination and management of projects, preferably environmental and more specifically planning or natural resource management projects; at least five (5) years working experience in Saint Lucia; working knowledge of Microsoft Office including Word, Excel, PowerPoint. Knowledge of the GEF and/or its associated Conventions would be an asset.
