ATP mentors work with Resident Teachers to assist with the successful transition into Prince George’s County Public Schools. ATP mentors provide mentoring, coaching, and modeling of best practices throughout the compressed training cycle of the program.

The ETM Teacher Leader Program is part of the PGCPS initiative to move beyond the COMAR Education that is Multicultural regulation (13A.04.05.01-07). Each school selects a school-based ETM Teacher Leader. The teacher leader, during collaborative planning meetings and other school-based professional development opportunities, is responsible for facilitating job-embedded professional development that highlights ETM and culturally proficient instruction as it applies to the achievement of the student population.

Instructional Coaches support and facilitate change in instructional practices that will enable schools to diagnose student needs more analytically, plan more productively and teach more effectively in order to increase student achievement. Through a wide array of job-embedded professional development opportunities, instructional strategies in classrooms and other job-embedded opportunities, coaches provide collaborative planning one-on-one, professional development through modeling, demonstration lessons and co-teaching of effective teaching practices. The target areas for instructional support from the instructional coaches are Mathematics and Reading/English Language Arts. Selected schools have been identified to receive services from instructional coaches.

[email protected] The Job-Alike Mentoring Program provides support and assistance to new teachers by providing them with school-based, highly qualified and experienced mentor teachers who are currently teaching the same content and/or grade level. Job-Alike Mentors support new teachers in achieving success in the classroom. Mentors are assigned at the discretion of the school principal.

National Board Certified Teacher Leadership Development Program Pamela Shetley, Ed.D.

In 2007, PGCPS launched an initiative entitled the National Board Certified Teacher-Leadership Development (NBCT-LD) Program. The NBCT –LD program, provides support to National Board Certified teachers, as well as current and potential NBCT candidates. The NBCT-LD program is a recruitment and support program for National Board Certification and a leadership development program designed to build mentoring, coaching, and the leadership skills of current National Board Certified teachers. Primary goals of the NBCT-LD program are to increase the number of PGCPS Nationally Board Certified teachers and capitalize on the expertise of current National Board Certified teachers and to assist with improved teacher quality and student achievement. NBCT-LD also partners with the National Board for Professional Teaching Standards® to offer Candidate Support Training for mentors and teacher leaders in the school system, and provides a graduate certificate in teacher leadership through a partnership with George Washington University. Vested partners in the project include the Maryland State Department of Education (MSDE), the National Education Association (NEA), and the Prince George’s County Educators Association (PGCEA). Professional Development Schools are partnerships with local universities designed to enhance professional development of pre-service teachers and continuous professional development for inservice teachers and university faculty. Student-teacher interns are scheduled for a year-long internship with designated PDS school sites in Prince George’s County Public Schools. For new teachers to PGCPS, the first opportunity to participate in professional development is the Professional Educator Induction Program (PEIP) which provides training on teaching standards, curriculum guidelines, best practices, and other related topics. To ensure a successful tenure in PGCPS, PEIP continues throughout the school year. Modules are differentiated by grade, content, program and/or level. Registration is through the Electronic Registrar Online (ERO). Upon completion of the core modules, participants are eligible to earn one (1) Continuing Professional Development (CPD) credit approved by the Maryland State Department of Education (MSDE). This credit may be applied to the renewal of the five-year Maryland professional certificate. Note that none of these modules carry a stipend. Inquiries may be sent in writing to [email protected]. Introduction

This System-wide Professional Development Offerings catalog is published each semester to outline the Continuing Professional Development Program (CPD) courses and the wide variety of opportunities available to all system employees. These courses are guided and approved by the Maryland State Department of Education (MSDE) according to the Maryland Teacher Professional Development Standards. Courses are offered as both credit and non-credit bearing courses and include an expanding and broad range of research-based learning opportunities that ensure all individuals in the educational community have the requisite knowledge and skills needed to perform at an optimal level. Courses provide practice to support and enhance the day-to-day work of teachers, administrators, and other professionals in a variety of content areas including reading, special education, health, and also for professional development in the areas of classroom management, and technology. The majority of the continuing professional development experiences are offered beyond the school day and are advertised both on the PGCPS website under professional development and in the Professional Development System-Wide Offerings Catalog which is published three (3) times per year and available online at the of Teacher Leadership and Professional Development website. (http://www1.pgcps.org/professionaldevelopment/) Participation in CPD courses is open to all instructional and supervisory employees unless otherwise noted. Coursework is offered three semesters each year: fall, spring and summer. Participants register for courses through PGCPS’ Electronic Registrar Online system (ERO). Instructions on how to access ERO are the catalog and also available on the PGCPS website under Employee Resources and on Professional Development. (http://www1.pgcps.org/professionaldevelopment/) In addition, we have a section with links and websites for professional development organizations and conference opportunities. Please check out the websites and consider joining the appropriate organization. These websites continually offer lots of resources and cutting-edge research on “best practices”.

Maryland Teacher Professional Development Standards www.marylandpublicschools.org/msde

Research, insights from practice, and common sense converge around the understanding that skilled teachers have a significant impact on student learning. Helping teachers develop the knowledge and skills they need begins with rigorous teacher training programs. Subsequently, effective professional development helps teachers continue enhancing their knowledge and skills throughout their careers. Maryland’s Teacher Professional Development Standards are intended to guide efforts to improve professional development for all teachers. These standards call on teachers, principals and other school leaders, district leaders and staff, the Maryland State Department of Education, institutions of higher

education, and cultural institutions and organizations1

across the state to work together to ensure that professional development is of the highest quality and readily accessible to all teachers. These standards also acknowledge that teacher professional development encompasses a wide variety of learning activities. The list includes, but is certainly not limited to, teacher study groups, coaching and mentoring relationships, teacher networks, participation on school improvement teams and committees that develop curricula and assessments, workshops, and college and university courses. When fully implemented, these standards and the related indicators can help improve the quality of professional development by:

• Providing a clear vision of high-quality professional development that recognizes local needs, priorities, and resources;

• Guiding planning, designing, implementing, and evaluating high-quality professional development, including both professional development programs and an entire professional development agenda;

• Supporting alignment of professional development with goals for improving student learning and state, district, and school policies and priorities;

• Informing allocation of resources for professional development; and

• Defining accountability for ensuring that professional development is of the highest quality and readily accessible to all teachers.

Context for High-Quality Teacher Professional Development in Maryland

The Maryland Teacher Professional Development Standards are derived from the National Staff

Development Council’s (NSDC) Standards for Staff Development.2

Like the NSDC standards, the Maryland Teacher Professional Development Standards rest on several fundamental assumptions about contextual factors that are critical to ensuring that professional development is effective.

• Professional development is most effective when it takes place in vibrant professional learning communities. These learning communities take various forms, but they all value ongoing learning by teachers and students. They encourage individual and collaborative experimentation, practice, and reflection. They foster collegiality and problem solving, and they emphasize continuous improvement in classrooms and schools.

• Professional development is most effective when there are strong leaders. These leaders

recognize the value of high-quality professional development, encourage and facilitate teacher participation, and communicate about the benefits of professional development to key stakeholders (e.g., parents, school boards, county commissioners). Ideally, leadership for professional development is distributed among teachers, principals and other administrators, district staff, MSDE,

institutions of higher education, and various cultural organizations. At the same time, no single formula defines the appropriate distribution of leadership.

Maryland Teacher Professional Development Standards

• Professional development is most effective when there are adequate resources. Resources include money, people, and time. Just as leadership should be distributed, resources (people and money) can come from a variety of sources, with no single organization or stakeholder group expected to shoulder the whole burden. Careful analysis of how time is used in school schedules, district calendars, negotiated agreements, and other policy documents can lead to more time for teacher learning. All of these resources will be used most effectively when allocations are coordinated and when there is careful assessment of the returns on investments in professional development. As with leadership, no single formula defines the adequacy of resources. Instead, resources are adequate when they ensure that all teachers can study, practice, and implement the knowledge and skills necessary to be effective with their students. The Maryland Teacher Professional Development Standards rest on a fourth assumption which is consistent with the NSDC definition of effective professional development.

• Professional development is most effective when there is consensus around clear expectations

for what teachers should know and be able to do to help all students learn. These expectations are shared among all stakeholders and district and school leaders work to build understanding and consensus around them. The expectations are reflected in negotiated agreements, job descriptions and assignments, performance appraisal systems, systems of rewards and incentives for teachers, and in the design and content of teacher professional development.

In the end, the formula for effectiveness is simple: When these four elements are in place, professional development can be highly effective. When they are missing or underdeveloped, professional development will not be effective and will have limited impact on teaching and learning.

Standards and Indicators Define High-Quality Professional Development Content Standards I. Content knowledge and quality teaching - Effective professional development deepens all teachers’ content knowledge and the knowledge and skills necessary to provide effective instruction and assess student progress. Indicators:

1a. Professional development includes learning experiences and resources to ensure that teachers understand how the subject(s) they teach addresses the Maryland content standards and the relationships between the subjects they teach and other subjects in the curriculum. 1b. Professional development provides opportunities for teachers to examine, observe, practice, and receive feedback on their use of research-based instructional strategies to help all of their students master Maryland content standards. 1c. Professional development provides ongoing opportunities for teachers to examine a variety of classroom assessments, practice using them in their classrooms, and analyze the results to (1) understand and report on student mastery of Maryland content standards, (2) identify gaps in student learning, and (3) adjust instruction.

Maryland Teacher Professional Development Standards II. Research-based - Effective professional development ensures that all teachers have the knowledge, skills, and dispositions to apply research to decision making. Indicators:

2a. Professional development includes ongoing opportunities for teachers to read and reflect on current research on topics of interest to them and consistent with state and local school improvement priorities. 2b. Professional development may involve two-way interactions with researchers to discuss research design, data collection, analysis, and reporting to assist teachers in understanding what works, particularly in areas where there may be competing perspectives and conclusions. 2c. Professional development involves individual teachers or teams of teachers, often in collaboration with researchers, in action research to test their own hypotheses and to report the

III. Collaboration - Effective professional development ensures that teachers have the knowledge, skills, and dispositions to collaborate with others to improve instruction. Indicators:

3a. Professional development provides ongoing opportunities for teachers to practice working with colleagues, including other teachers, principals, counselors, social workers, and others, and emphasizes that collaboration is a means and not an end in addressing issues related to school improvement and improved student learning.

3b. Professional development emphasizes constructive management of conflict and fosters understanding that disagreement and conflict are potentially beneficial elements of professional discourse.

3c. Professional development relies on communication technologies to broaden the scope of collaboration. IV. Diverse learning needs - Effective professional development ensures that all teachers have the knowledge, skills, and dispositions to meet the diverse learning needs of all of their students. Indicators:

4a. Professional development focuses on developing teachers’ understanding of and disposition to acknowledge the diversity of student learning styles and needs.

4b. Professional development provides opportunities for teachers to develop and demonstrate the knowledge and skills necessary to design and implement instructional and assessment strategies

that meet diverse student learning needs and help all students master Maryland content standards.

4c. Professional development fosters teachers’ respect for all students and guides teachers in setting and maintaining high expectations for all students to demonstrate proficiency on Maryland content standards.

V. Student learning environments - Effective professional development ensures that all teachers are able to create safe, secure, and supportive learning environments for all students.

Indicators:

5a. Professional development fosters a safe, inclusive, equitable learning community where teachers, administrators, and students participate in maintaining a climate of caring and respect.

5b. Professional development provides opportunities for teachers to develop and practice student ownership of management routines and practice creative solutions to conflicts.

5c. Professional development provides opportunities for teachers to use data on student behavior, such as discipline referrals, suspension information and school climate surveys to analyze and refine practices that promote optimal learning environments.

VI. Family involvement - Effective professional development ensures that all teachers have the knowledge, skills, and dispositions to involve families and other community members as active partners in their children’s education.

Indicators:

6a. Professional development provides opportunities for teachers to develop and demonstrate oral and written communication skills to build partnerships with parents and community members and to communicate expectations for student mastery of Maryland content standards and success on approved national, state, and local assessments.

6b. Professional development fosters teachers’ understanding and respect for varying cultural backgrounds of students, families, and the community and how the diversity and richness of these cultural backgrounds can serve as foundations for student learning.

6c. Professional development includes opportunities for teachers to master the use of technology to strengthen partnerships with families and the community.

Process Standards VII. Data-driven - Effective teacher professional development relies on rigorous analysis of data.

Indicators:

7a. Individuals who plan professional development have ready access to high-quality student data from various sources that are organized in user-friendly formats.

7b. Individuals who plan professional development have the knowledge and skills necessary to use disaggregated student data (by race, gender, English language learners, special education, and eligibility for free or reduced price meals) for planning, implementation, and evaluation of professional development and instructional programs.

7c. School and district schedules set aside time for teachers and others to examine student data as the starting point for planning professional development.

7d. Individuals who plan professional development carefully analyze a variety of disaggregated student data to identify gaps between student learning and standards for proficiency to inform the choice of the content of professional development.

7e. As appropriate to school and district needs, data analysis focuses on results from approved national, state, and local assessments, student work samples and portfolios, and behavioral indicators, such as attendance and disciplinary referrals.

Maryland Teacher Professional Development Standards VIII. Evaluation - Rigorous evaluations assess the impact of professional development on teaching and student learning.

Indicators:

8a. Individuals who plan professional development ensure that plans include adequate resources for an objective evaluation and for reporting and disseminating the results.

8b. Individuals who plan professional development (1) identify the kinds of evidence about teaching and student learning that will be collected and used as indicators of the success of professional development, and (2) consistent with progress benchmarks and goals, determine how and when the data will be collected and reported.

8c. Evaluation should also assess the impact of professional development on school culture and organization to support school improvement efforts.

8d. Sponsors of professional development communicate the results of evaluations to key stakeholder groups, including teachers, school and district leaders, central office staff, providers, policymakers, and parents, in a timely fashion. IX. Design and teacher learning - Effective professional development content and process reflect best practices in workplace learning and in-depth understanding of how and why adults learn. Indicators:

9a. Professional development matches learning experiences, including the intensity and duration, with individual teacher needs, current knowledge and skills, and learning goals.

9b. Professional development combines a variety of learning experiences, including, but not limited to, individual study, demonstrations, observation, practice, feedback, and reflection as well as opportunities for collaboration and problem solving among colleagues.

9c. Professional development provides extensive follow-up, including, but not limited to, classroom demonstrations, feedback on mastery of new knowledge, feedback on demonstration of new skills, peer coaching and mentoring, and opportunities for additional study.

9d. Professional development relies on information technologies to provide more extensive and diverse content, and it also relies on communication technologies to expand access and participation and to create virtual professional learning communities.

9e. Professional development recognizes and draws on the knowledge, skills, and dispositions of successful teachers by including them as leaders, facilitators, and resources in professional learning opportunities.

When your schedule changes and you can no longer attend a class that you registered for, you

must drop the class. Failure to drop classes or be marked as a Late Drop repeatedly (2 or more

times) will prevent you from registering for classes in the future.

1. Login to ERO.

2. Select the My Schedule tab.

3. Select Drop next to the class that you’re currently enrolled.

Completing Your Registration - Setting Up a PayPal Account

PayPal is the safer, easier way to pay for courses online. The service allows anyone to pay using credit cards without sharing financial information. You may use all major credit cards and/or a bank card. For PGCPS, the PayPal system is another component of the ERO ESchools Solution system, which is used for registration of professional development, including the Continuing Professional Development Program (CPD) courses. The PayPal system features payment of tuition through ERO at the same time that each person registers for a course. The system is secure, convenient, and easy to use.

If you do not have a PayPal account, follow the prompts to complete the process for setting up an

account. There is no cost for setting up your account. You will be prompted to register for your PayPal account, after you have clicked the button to register for a course.

Please note payment is to be made at time of registration. Failure to comply may result in being dropped from the class. Follow these steps AFTER selecting to register for the course:

Click “PAY NOW” to create the account and to make the payment for either certified teacher or provisional teacher depending on your certification status. The tuition/fee costs are different based on your certification status. Please be sure to only click the “Pay Now” ONLY once. If you click more than one time you will be charged each time you click. Please note: If you already have a PayPal account, you can access your account and then your account will be debited for the amount you owe for the course. Click on the “continue” link on the successful payment page which will send you back to the ERO site and it will update your registration as paid. You will receive an email informing you that you have paid and your registration is complete. PLEASE REMEMBER TO BRING YOUR CONFIRMATION EMAILS TO THE FIRST NIGHT OF CLASS.

Follow these steps when requesting a REFUND: Email Kimberly White at [email protected] to request a refund.

Be sure to site your reason for requesting a refund, including your EIN.

If your request comes prior to class beginning, you will receive a 75% refund after transaction fees are collected.

If you request a refund after class begins, you will receive a 50% refund after transaction fees are collected.

NO REFUNDS AFTER THE SECOND CLASS, and no refunds after the first face-to-face class session for online courses.

Fees and Tuition Course fees: CPD credit-bearing courses are typically financed by participants. Certain courses are provided to participants with reduced or waived fees due to system priorities or available funding sources. These low or no cost fees provide on-going, state-approved professional development opportunities without the higher cost of college/university tuition. The assessed fees will cover materials and personnel costs necessary to conduct each course. Fees are noted with the course description.

Cost for duplicate copy of Professional Development Report (PDR) If you need a duplicate copy of a PDR, you must email the request to the Program Coordinator stating the course name and date that the course was completed. The cost is $15.00 payable by money order only remitted to PGCPS and sent to the Program Coordinator at Oxon Hill Staff Development Center. Once the money order is received, your request will be processed. Anyone who requires an auxiliary aide/service for effective communication in order to participate in the Continuing Professional Development (CPD) courses, should contact Stephanie Tayman in the office of Teacher Leadership and Professional Development at 301-749-4600, extension 2041. Requests should be make as soon as possible, but no later than 48 hours prior to the class opening.

Continuing Professional Development (CPD) Overview Teacher Leadership and Professional Development (TLPD) welcomes you to a range of professional and personal development opportunities. These offerings focus on the development of skills and the acquisition of knowledge enhancing your performance and satisfaction as a professional educator. Required coursework for certification from the Maryland State Department of Education (MSDE) is offered in this booklet. This catalog is available online at www.pgcps.org/professionaldevelopment. To enroll in coursework for this semester, use the Electronic Registrar Online (ERO) on the Employee Services page. This page can be reached by clicking on the EMPLOYEES tab, located in the top right hand of the banner on the PGCPS home page. Follow the prompts to register for PGCPS course offerings only. After registering, please follow the PayPal system to pay for each course at the time of registration. An electronic receipt will be issued to you to and your will also receive a PayPal receipt to complete the registration process. Please bring a copy of your receipts to the 1

st class.

Please note: When fees are listed as WAIVED, this applies to PGCPS employees ONLY. Out-of-system participants must pay the assessed fees/course costs.

Administration Fee for Non-PGCPS Employees

All registrants who are not employed by PGCPS are registered when space is available and are assessed an additional administrative fee of $20.00 for each course. A receipt will be issued when this process is completed by out-of-system participants only. Complete payment must be made prior to the first class, with a money order mailed to OHSDC.

Teacher Leadership and Professional Development (TLPD) reserves the right to cancel any offering when there is insufficient enrollment. Participants receive a full refund in such cases and are given the opportunity to enroll in another course. TLPD also reserves the right to postpone classes, limit registration, and assign registration priority when deemed necessary. Participants will be notified of any changes before the class begins via the system email. When scheduled courses cannot be held because of a holiday or emergencies (snow, power outage, etc.), the missed class time MUST be made up. Instructors are encouraged to schedule

the make-up time through collaborative dialogue with participants.

Inclement Weather Policy All PGCPS CPD classes are cancelled when schools are closed

Assessment Procedures for Participants All CPD workshops are graded on a pass/fail basis and are recorded on the Professional Development Report Form (PDR) within thirty (30) days after the semester has ended. Course Evaluation At the conclusion of all programs conducted for state-approved credit, an electronic evaluation must be completed by each participant. Instructors will guide evaluations and participants may bring their laptops to complete their evaluations. Occasionally, TLPD will follow up these assessments with surveys, focus groups, and interviews. Individuals can also forward additional comments, suggestions, and reactions to Teacher Leadership and Professional Development (TLPD) at Oxon Hill Staff Development Center, 7711 Livingston Road, Room 205, Oxon Hill, MD 20745, Attention: CPD Coordinator. Reporting Credit Professional Development Reports (PDRs), demonstrating your successful completion of a course are issued at the end of each semester. Each participant will be sent two (2) copies to their base school. Participants are to keep one copy for their own records and send/take one copy to the Office of Teacher Recruitment and Certification, Sasscer Building, Room 109, with a completed Evidence of Certification/Salary Adjustment Form. Course participants who are not employed by the PGCPS will receive their PDR via the U.S. Mail and must provide their address at the time of registration. The fee for out-of-system personnel needing a PDR outside of this process is twenty dollars ($20.00). System personnel requesting PDRs from previous semesters must pay a $15.00 money order to process the request.

Incomplete Policy Participants in CPD courses are expected to complete all course work by the last scheduled class meeting. Only for extraordinary reasons will an “incomplete” be assigned by the instructor. In such cases, permission must be secured in writing prior to the conclusion of course and work must be received no later than three days after the course has ended, if credit is to be awarded. Professional Library The Professional Library at Bonnie F. Johns Educational Media Center (BJEMC) is an excellent source for journals, periodicals, professional books, ERIC research assistance, and curriculum materials. It is located at 8437 Landover Road Landover, MD 20785. Telephone – 301-386-8208. Please call prior to visiting the library.

Participants are expected to arrive on time and attend ALL sessions. Per PGCPS Board of Education Policy, children are not permitted to attend classes. Please make arrangements for child care prior to the first session.

Description The goal of this class is to ensure the completion of a rigorous high school curriculum that leads to graduation. The drop-out rate in the United States remains a significant problem and is impacted by multiple complex issues. These various social, academic and behavioral issues will be addressed and specific evidence-based strategies will be presented. A full spectrum of interventions will be considered including passing mandated tests, alternative education, drop out recovery programs, and access to instructional technology. When teachers, guidance counselors and administrators educate with a school completion perspective and become aware of the long term consequences of their interventions, they can structure their methods to meet the complex needs of students who are at risk of dropping out. Description Teachers participating in the Chesapeake Classrooms Program embark on a sustained course of field studies with the Chesapeake Bay Foundation.
