FEATURES OF MNP There are three basic feature of Mobile

    number portability:

    Location portability.

    Service portability.

    Operator portability.

    LOCATION PORTABILITY

The ability of a subscriber to retain anexisting Mobile number, when shifting fromone circle to another keeping the operatorsame as before.

SERVICE PORTABILITY It is the ability of a subscriber to retain

the existing Mobile number whenchanging from one service to anotherservice, say from GSM to CDMA services.

    OPERATOR PORTABILITY

This is the ability of a subscriber to retainwithin the same service area, an existingMobile number even if they change fromone service provider/operator to another.

MNP IN INDIA(expected at the end of2009)

To give mobile phone users or end usersthe ability to change operators whileretaining their existing numbers

Three basic types of number portability:service, location and operator portability

Regulator to play an important role.

Neutral third party shall establish logicallycentralized database with not more than5 regionally located databases.

NP is finally set to hit the Indian.arket by the end of 2009 nce operators become replaceable and, umber portability becomes a reality-wo things would come under focuservice quality and value added.ervices provided by operators ome operators are really excited, ,bout this model on the other hand VASlayers believe that MNP will have some.ositive impact on the VAS ecosystem

his would make the entire systemery interesting and competitiveherein performance would be the key.layer

NP would affect the revenue sharingattern between operators and VAS,layers because operators would beeady to pay high prices for exclusiveontent in order to attract more and.ore customers to their brand

    Technical solutions

Deciding between different technicaloptions requires consideration of awhole range of issues: including

interconnection between networks ,call charging arrangements ,operational support system

modifications , routingarrangements in the NationalNumbering Plan etc.

In order to arrive at a suitabletechnical solution, there are broadlytwo methods available for routing

of calls in a mobile numberportability environment:

Direct routing(also known as All call

    query). Interdependent routing.(Three types)

    DATABASE MANAGEMENT

The various technical options related tothe implementation of MNP mentionedabove involve the use of databases that

contain routing information. Thedatabases can be centralized ordistributed.

    LEVEL OF CENTRALIZATION OF

    DATABASE

The database at circle/metro-wise iseasier to implement from the angle ofscalability, connectivity by thenetworks of the operators. The cost of

connectivity to the database will alsobe less in this approach.

The national level database could be asingle point of contact to portednumbers. However, theImplementation of such a nation-widedatabase raise concerns regarding

    scalability, performance and

    Coming to the conclusion ofrouting..

The Direct routing solution / All CallQuery is perceived as a long-termsolution for number portability whereasCall Forwarding solution was adopted

initially when the estimated number ofportings are less.

The key advantage of Direct routing (orAll Call Query) is that it does notincrease network congestion betweenoriginating operator and the donoroperator as the ported calls are

    directly routed to recipient network.

    23/45

    Conclusion continues

this method eliminates dependenceon the donor network operator, thereby providing the ability tomaintain portability in the event ofdonor network operators failure or

exit from business. Therefore, direct routing is considered as moreoptimized with more efficient call

    routing.

    SMS Management for MNP

In GSM MAP responsibility forSM delivery to a mobilecustomer lies at all times withthe originating SMSC, and can

not be passed to any otherSMSC. The generalarchitecture for inter-carrierSMS via GSM MAP is shown inthe Figures 1 and 2, and canbe used in any of thefollowing cases:

  • 8/14/2019 syn_10 mnp

    30/45

    National GSM to nationalGSM

  • 8/14/2019 syn_10 mnp

    International GSM tonational GSM

    Routing principles

The GSM MAP routing principles will ensure that under a MNPenvironment:

    (a) messages are routed directly to the correct recipient network (fornationally originated SMS);

    (b) messages are routed to the network holding the number block allocation ofthe destination number (only for internationally originated SMS) and

    (c) circular routing is avoided.

  • 8/14/2019 syn_10 mnp

    33/45

The plan presumes that messages originated from an international networkto ported numbers will be delivered via donor based routing, asinternational networks cannot be expected to access an Australianmobile number portability database prior to routing the message.

When porting occurs across GSM and CDMA technologies, SMS can notbe fully supported using donor based routing. Delivery between theoriginating and donor carrier, or donor and terminating carrier may not

be supported, even if delivery between the originating and terminatingcarrier is supported. Therefore donor based routing using GSM MAPcan not deliver equivalent service.

  • 8/14/2019 syn_10 mnp

    34/45

Traffic case Donor based routing Direct routing

    GSM MAP Routing Cases

It should be noted that a customer with a ported number will be able toreceive an internationally originated SM only from the commoninternational roaming partners of the donor and recipient network,

where connectivity between donor and recipient exists see AppendixA.

    Addressing across point of interconnection

The number structure used for the addressing across the Point ofInterconnection (POI) must be in the international format as defined in

    ITU-T Recommendation E.164.

  • 8/14/2019 syn_10 mnp

    35/45

Two cases arise where unsuccessful delivery is due to the implementation ofMNP. The error codes that apply to each case are as follows:

    (a) SM delivery to a mobile number ported to a network where there is nointer-carrier SMS connectivity will be unsuccessful. The error code to be

returned to the originating SMSC shall be any permanent error code fromthe pertinent specification.

    (b) Due to the misalignment of data in routing databases, sendRoutingInfoForShortMsg and setMessageWaitingData message may

be delivered to the wrong network after the originating network has performed a lookup. The receiving network can deal with the error oneither MAP or SCCP level. The MAP level error treatments must followETS 300 536: October 1996 (GSM 03.40 v 4.13.0). The SCCP level errortreatment must follow ITU-T SCCP suite of specifications.

    What is ClearingHouse?

The Centralized Clearinghouse is a message

processing system through which serviceproviders communicate using the same set of

rules for handling porting requests andexchanging information required for portingnumbers.

This centralized clearing house will be managedby third party to avoid conflict of interest.

The Number Portability Database will have themobile numbers of all mobile users.

All mobile service providers will then link theirnetworks with that of the MCHAs(MobileNumber Portability Clearing House

    Administrator) and NPDB(National PortabilityDatabase .

    Role Of ClearingHouse

National Number Portability Clearing Housea regulatory body responsible formanaging port-in/out numbers across theoperators in India.

It maintains a database with Port-In/Outinformation across the country /operators.

It also maintains historical trail of porting for

audit trail. This database is pushed / pulled into

Reference Database also called RoutingDatabase which will assist network

    MNP Implementation Factors

How high is demand for MNP from bothsubscribers and operators?

How big is market size? Is it below theminimum threshold market size?

What is the level of competition? Howmature is the market?

What kind of pricing model is in place?

Will MNP spur further competition? How strong and independent is theregulating body?
