The Swan Hills Treatment Centre (SHTC) was one of the governments
initiative. Site selection was conducted and Swan Hills was chosen as the
preferred site.

A joint venture was formed between the Province and Chem-Security to
design and build the SHTC. The SHTC started up in the fall of 1987.

The SHTC expanded its incineration capacity with the addition of a 10,000
tonne/yr CE Raymond rotary kiln.

The SHTC once again expanded its incineration capacity with the addition
of a 40,000 tonne/yr Ford Bacon & Davis rotary kiln.

SHTC was granted permission to receive waste from all Canadian
provinces and at that time obtained a 10 year operating approval.

1996 1996 The SHTC was privatized and transferred to
Bovar/Chem- Security.
1999 1999 The SHTC received approval for International
importation of Hazardous waste.

Government on December 31, 2000.

as the interim operator of the plant from

Earth Tech was selected to continue operations at the SHTC under a long term
(10 year) operating contract. Aecom subsequently purchased Earth Tech and
continued operating the SHTC.

SENA Waste Services purchased the operating contracts for the
SHTC and the Edmonton Composting facility from Aecom.

There remains a considerable annual production of industrial,
governmental and residential waste, some of which is highly toxic.
A program and facility to treat and destroy that waste is as vital a part of
an economic infrastructure as roads, electrical grids and other utilities.
The Swan Hills Treatment Centre provides Alberta and Canada with this
essential service, ensuring that the hazardous wastes that are produced
by today’s society that can not be reduced, reused, recycled or recovered
are effectively treated and destroyed.
All waste that is energetic/organic can be used as alternative energy to
reduce natural gas consumption. The SHTC can use energetic waste
while treating other wastes. The preferred strategy is the treatment and
elimination of financial and environmental liabilities.
