Project Background

Project Objective

Dronacharya Shikshan Samiti (DSS) is a voluntary organization registered in accordance with the Societies Registration Act XXI in 1992. The main thrust areas being women empowerment, child education, health and rights and addressing climate change issues through integrated solid waste management. As a part of NABARD and SWASHAKTI PROJECT, DSS has set up a composting unit gobar gas plants in different districts of UJJAIN. Its main activity of garbage management GEF/UNDP SGP, SWECCHA DHARA PARIYOJANA continues since the year 2005, now running into its second phase. The key focus in the GEF, SGP project is to foster confidence in community based waste management program and check the burning of waste and in particular plastics. The focus in the program was to enlarge stakeholders (Safai Karam Charis; local communities and officials) capabilities in terms of skills, productivity and innovative approaches.

Initiate long term institutional, sustainable community managed solid waste management with the local communities in the city of Ujjain.

Project Results•

The regular meetings (nearly 290) between different stakeholders have led to developing an attitude towards sustainable waste management practices. People have started adopting segregation of waste; recycling of plastic and timely payment and collectionof waste.

Through regular meetings with RWAs, the dumping grounds of Mahananda area havebeen salvaged and now it acts as a sports ground for the youth.

One vermicomposting unit of 25 beds has been established to produce compost of 1 MT per day. This compost is being sold by DSS @ Rs 2/3 per kg to local farmers, nurseries and local communities in neatly packed packets of 2kg each. Nearly Rs.25,000 is earned nowon monthly basis from the sale of compost.

Adequate care is taken in getting the involvement of women in the waste management practices. About 70% of members of RWAs are women out of a total of 242 members.

Project has facilitated 10 RWAs and has formed 6 SHGs involving 35 Safai Mitras or(SKCs).

All the 6 SHGs have been linked to the bank for access of credit. NABARD has given a credit grant of Rs 25,000 for 4 SHGs. A total of Rs 150,000 has been availed ascredit for small enterprise like toy making; stiching and small shops.

Ban on polythene bags for milk and flowers in Mahakaleshwar temple. The NGO has been able to influence the local temple authorities to issue circulars and ensure lessuse/no use of plastics.

In 55% of the houses source segregation of garbage has started. The NGO has put in agreat effort in making people understand the basic ethics of segregation of waste atdoorstep/at source.

Nearly 80% of the communities from the initial 5500 HHs are making regular payments

Project Activities•

Identify households and the local'communities of practice' and the area toestablish a community based common garbage collection system. Agree with Resident Welfare Associations (RWAs) shops and temples that they will support the segregation of waste at doorstep.

Institutionalize the Safai Karam Charis (SKCs) employed under the project into Self Help Groups (SHGs). Open separate bank accounts for these SHGs; Create individual pass books/account keeping for the SHG members.

Adopt a systems approach for house to house waste collection and street cleaning through SKCs.

Production of organic manure by establishing vermicomposting units in theproject. These units are based on the landprovided by the Municipal Authorities.

Ensure and create alternative livelihoods for poor and vulnerable Safai Karam Charis. The focus will be both on group and individual based enterprise.

Group formation of stakeholders e.g. h o u s e h o l d s , s h o p o w n e r s , s a f a i mitras, guest houses, hotels, restaurants and temples etc.

Setting up of an integrated solid waste management programme for 15,000 households and big temples in Ujjain.

Recycling of wet waste through vermi-composting and other simpler methods.

Separate plastic and paper waste recycling units with DSS on sustainable basis.

The NGO Director Mr. R.S. Vishwakarma has also visited many NGOs and attended workshops in partnership with GTZ and GEF/SGP, CEE to learn and develop the use of modern technology. The visit to EXCEL industries waste management systems has been integrated into the SwMgt approach of DSS. With the continous support of the CEE/SGP and GIZ the program has moved towards sustainability. DSS is also focussed and committed to enhance the skills capabilities of the communities working with them.

More efforts need to be made to influence the local Safai Karam Charis to broaden their actions to other wards. The Hand Cart program is being linked to the private sector. Although, some results achieved but still in an infancy stage.

In the collection areas the burning of waste has been checked. This has resulted in reduction ofCO and Green House Gases (GHGs). The NGO has 2

made several visits to other SGP projects to learnand implement simple and easy approaches.

Quick disposal of waste has also led to check the release of (GHGs). This has influenced thetemples & locals from other areas to adopt thes a m e a p p r o a c h . T h e N G O h a s b e e napproaching the local municipal corporationon regular basis to create the links.

A paper unit managed by the Safai Mitras has been established in the space provided by the NGO as a business enterprise. The paper unit has now started manufacturing andmarketing paper bags; small boxes; envelopsetc. Discussions are now being held bythe NGO with schools, local colleges toestablish local markets on long term basis.

Social Economic and Environmental impacts in project

A more ' learning approach' has evolveda strategy by DSS for the waste management. The NGO has held more than 3 Melas; 50workshops and meetings with RWAs; templecommittees in last 5 years to create better"awareness and sensitivity " within locals not toburn waste plastic bags etc.
