What is Social Housing?Social Housing is affordable housing provided by organisations suchas local authorities or housing associations.

What social Housing Schemes are available?

Housing RegisterThe Housing Register is a scheme that enables people to apply for Social Housing in theBorough. Anyone aged 16 or over can make an application to the Register, although lesspreference is given to persons currently not living in the Borough of Sutton.

Completed Housing Register Forms are assessed and given a priority ‘banding’. Yourpriority for re-housing depends on the date you were placed into that band and anyadditional priority you are entitled to.

Choice Based LettingsWhen your application has been assessed on the Housing Register, you and otherapplicants can ‘bid’ for properties. Each week, details of all Council and HousingAssociation properties that are available for letting are on view at Sutton HomeChoice. The details tell you which band you must be in to be able to bid for each property.

Under-Occupation SchemesThis scheme has been developed to give advice, guidance and support, to all Council andHousing Association tenants that are currently under occupying their property, and wish tomove to smaller accommodation. In many circumstances the Under Occupation Schemeallows you to transfer more quickly, than if you just remained on the Housing Register.Consideration is given to the applicants’ desired location and property type. In somecircumstances you may qualify for a financial incentive. Mutual ExchangeThis is a scheme for Council and Housing Association tenants who want to swap their homewith another tenant. This can be in the same area that you are currently living or you canswap with someone who is living in a different area. Information for tenants who wish toconsider a mutual exchange is available on the website at www.homeswapper.co.uk. Thiscan be accessed in the Library and the Home Choice Office.

Once you have found a tenant to exchange with, you need to contact your landlord directly toenable the process to continue. If your landlord is Sutton Housing Partnership (SHP) you cancontact them at:

Seaside and Country HomesSeaside and Country Homes currently manages 3,200 bungalows and flats: Along the coastfrom Cornwall on the southwest to Norfolk and Lincolnshire in the east and, across thecountryside from Dorset to Cambridgeshire. This scheme is designed for tenants living inCouncil or Housing Association properties within Greater London to move to the Seaside orCountry. At least one member of the household must be aged 60 or above. Applicationforms are available in Homechoice or by contacting the Nominations and Under OccupationOfficer on 020 8770 5695. Alternatively you can contact Seaside and Country Homes directlyon 08450 21 20 20.

Moving out of the BoroughIf you wish to transfer to another borough you need to contact the borough concerneddirectly, to request a Housing Application. Addresses can be found at www.direct.gov.Access to the Internet is available in Homechoice and in the local access points (see page 18).

Home Ownership Schemes

Shared Ownership (Also known as New BuildHomebuy)

Through this scheme you can buy a share in a new or re-furbished home. You usually paya mortgage on the part you own and a subsidised rent on the part that you don’t own. Asyour income goes up you can increase the share you own, until you eventually own 100%and no longer pay any rent to the Housing Association. You can register for this schemewith the Council by completing a Housing Application form and with Tower Homes bygoing to their website www.housingoptions.co.uk or by telephoning 0845 230 8099.

Re-sales of Shared Ownership properties are available when existing owners wish to sell.

Open Market Homebuy

This scheme is available primarily to key workers and existing public sector tenants.Through this scheme you can choose a home of your choice and the Housing Associationwill contribute towards the purchase by giving you an equity loan. You will not be expectedto make monthly repayments on the equity loan but will be required to repay the loan if yousell your home. Key Worker Housing

There are a number of different schemes available to people who are in key professionswithin the public sector. Schemes range from Shared Ownership to Intermediate Rent.

Some schemes are directed at particular types of key worker such as teachers or nurses,others are more widely available.

Priority is given to existing Council or Housing Association tenants in the borough.

To apply you will need to complete an Application for Housing form.

Owner Occupiers are not eligible for Shared Ownership.

What Type of Property Can be Purchased?Properties may either be newly built or renovated flats or houses, and occasionally existingShared Ownership properties which have been resold to the Council or HousingAssociation are available.

What Will I be Responsible for?Although you have not bought the property outright, you will have the normal rights andresponsibilities of a full owner occupier. If the property is a house you will be responsiblefor all repairs and maintenance, if it is a flat you will be responsible for all repairs to theinside of the property and will be expected to contribute to the cost of any repairs to theexterior.

What Costs are Involved in Purchasing?

You will need to pay for all the usual costs associated with purchasing a property such asvaluation fees, legal fees, land registry fees, stamp duty and removal expenses.

Once you have purchased your share you will be responsible for mortgage and rentpayments, Council Tax, Water rates, household bills, maintainance, repairs, insurance etc.

How do I apply?You must complete a Housing Application form and provide any documents that we askfor, such as proof of identification, proof of address, full birth certificates for all householdmembers, and Home Office papers etc.

What happens next?Once we receive your application form we check the information you have provided. If you have not completed your application form in full, it may be sent back to you.

Sometimes we may refuse your application if you have rent arrears or if a member of your family has caused nuisance to others. If your application is refused, we will write to you and tell you the reasons why. If you disagree with this decision you can ask for it to be reviewed.

Once we have assessed your application, you will receive an ‘Assessment letter’. Thisletter will tell you your ‘Application reference number’, the ‘band’ you are in and your‘priority date’.

Reference Number – this is the number that is given to your application for rehousing. Ifyou have any enquiries about your application, you should quote this number to us.

Band – there are 7 bands numbered from 1 to 7. When your application form is assessed,you are placed in a band that represents your circumstances at the time.

Priority Date – your priority is based on your application date and then adjusteddepending on your circumstances. More information on how Priority Dates are calculated(see 'How is my priority date worked out' on page 8). Your priority date determines yourposition within a band, with the earliest dates being at the top of each band.

More about the ‘Bands’

Band 1To be placed in this band you must currently live in the London Borough of Sutton, andhave done so for the last 12 months and be assessed as having an urgent need forhousing. People in this Band are considered for any vacant properties before theproperties are made available to any other Band.

People in this Band often have a need for a certain type of property, for example, aproperty that has been adapted for a disabled person. If you are in this Band,you will receive one offer of accommodation that is suitable for yourneeds. If you refuse this offer, your priority for housing is reduced.

People in this Band include

� Emergencies where temporary accommodation will not providea solution.

� Households who have been awarded Medical Priority 1.� Households who have been referred by Sutton Social Services

under their agreed quota (this includes Children & Families,Community Care and Probation).

� Households requiring adapted properties and where the currentaccommodation is unsuitable.

� Exceptional cases where Delegated Powers are used.� London Borough of Sutton Council Tenants whose homes are going to be demolished

as part of a regeneration programme.� Households living in properties that are classed as ‘unfit for human habitation’.� Service tenants whose employment has ended and the conditions set out in the

Council’s policies have been met.

The Priority Date is the date you are placed in this band.

Band 2To be in this band you must currently live in the London Borough of Sutton, and have doneso for the last 12 months and� Have a child(ren) under the Age of 16 or be pregnant and� Live with family or friends.

The Priority Date is the date you are placed into this band less 6 months for eachadditional factor that makes your current accommodation unsuitable (see 'How is mypriority date worked out' on page 8).

Band 3People placed in Band 3 are� People who have been referred to Supported Housing Projects by the Housing Centre,

and are ready to move in to independent housing.� People who have been referred by Sutton Social Services under their agreed quota (this

includes Learning Disabilities and Leaving Care).

If you are in Band 3, you will receive one offer of accommodation that it is suitable for yourneeds. If you refuse this offer your priority for housing will be reduced.

The Priority Date is the date you are referred or became ready to move on from supportedhousing.

Band 4People in Band 4 are those who have been accepted as homeless by the London Borough ofSutton under Part VI of the Housing Act 1996.

The Priority Date is the date you are accepted as homeless less 6 months for each additionalfactor that makes your current accommodation unsuitable (see 'How is my priority dateworked out' on page 8).

Band 5To be in this band you must currently live in the London Borough of Sutton and have doneso for the last 12 months, and your current accommodation must be unsuitable for one ofthe following reasons

� Your current home does not have enough bedrooms for all your family.� You share a communal toilet or bathroom with people who are not related to you.

(This only applies to houses in multiple occupation where rooms have been letindividually in a property, not when sharing with family and friends).

� You have been awarded Medical Priority 2.

and not threatened intentionally (‘threatened’ means within the terms of the Act) s195(2).� A household that is homeless, eligible for assistance, not in priority need and not

What is my Base Date?If you are making a new application your base date is the date of your application.

If you are in Band 4 your base date is the date you were accepted as homeless.

If you have had a change in your circumstances and been placed in a higher band yourbase date will be the date you changed band.

If you have had a change in your circumstances and been placed in a lower band you cantake your previous base date with you.

What are Additional Factors?Where you have more than 1 factor that makes your current housing unsuitable, the mainfactor determines the band you will be placed in, and for each factor following that you willreceive 6 months extra waiting time. The main factor is the one that places you in thehighest band. For example if you applied on 1 January 2004 and are 1 bedroom deficientand are sharing a communal bathroom you will be placed in Band 5 and receive anadditional 6 months waiting time giving a priority date of 1 July 2003.

The following factors will be taken into account� Number of additional bedrooms needed� Sharing Communal bathroom/toilet with unrelated people� Medical Priority� Lacking internal toilet� Lacking a living room� No hot/cold water supply � No electricity� Need to move to a particular area in the borough� Living with family or friends and have children under 16 / are pregnant� Have been accepted as homeless

What is Medical Priority 1 and 2?Medical Priority 1 is given to applications where there is an urgent need for housing. This is where you or someone included on your application

� Has a serious (possibly life threatening) illness or disability which is made worse by your housing, or

� Is waiting to be discharged from hospital and cannot return to your currentaccommodation, or

� Is housebound because of the design of, or access to your current accommodation.

If you are assessed as having a Medical Priority 1, you will be placed in Band 1.

Medical Priority 2 is given to applications where there is a non-urgent medical need. This is where you or someone included on your application

� Has an illness or disability that is made worse by your housing.

If you are assessed as having a Medical Priority 2, you will be placed in Band 5 unless you are already in a higher banding. Being awarded medical priority will count as 1 factorand may entitle you to an additional 6 months waiting time.

The Council’s Medical Adviser may make a recommendation for a particular type ofaccommodation. This can include the size of the property you need and the floor level that is suitable for you.

What size property will I be considered for?The table below shows the size of property that will be assessed as suitable for yourfamily size.

Priority for large properties will be given to large households, for example priority for aproperty with 3 double bedrooms will go to households with 4 children (2 of each sex).

Two children of the same sex are expected to share a room.

Two children of different sexes are not expected to share a room

If you are pregnant your unborn child will not be taken into account when working outthe size of property you need. Once you have provided a copy of the Birth Certificateand proof of parental responsibility (such as your Child Benefit letter) your applicationwill be re-assessed.

What circumstances reduce my priority?You may have your application suspended or be given lower or no priority for housing if

� You have not been living in the Borough continuously for the last 12 months� You have the financial means to find your own housing� You have rent arrears� You have been guilty of nuisance or harassment� You have deliberately worsened your housing circumstances to gain a higher priority for

housing

What can I do if I do not agree with the assessment of my application?If you think that the assessment is wrong, you should contact the Housing Assessmentsand Home Ownership Team to discuss this.

If you are still dissatisfied with the decision, you may have the right to a review. Please askfor an information leaflet which will tell you more about this. If you do not have the right toa review, you may still be able to make a complaint through the Council's complaintsprocedure. However, you cannot use this procedure to complain about the policy itself.

What information is checked?We must be satisfied that the information you give to us is correct. Sometimes, we mayask you for more documents or information and we may visit you at home.It is an offence, punishable by fine, for you to knowingly give false information inconnection with your Housing Application. It is also an offence to knowingly withholdinformation requested by us.

If accommodation is allocated to you because of false information, action will be takenunder the Housing Act 1996 to regain possession.

Can I use this scheme?To participate in Sutton’s Choice Based Lettings Scheme, you must be on Sutton’sHousing Register. If you are on the Housing Register you will have received a registration letter.

If you are not on Sutton’s Housing Register, you need to complete an application form.These are available from various locations throughout the borough such as SuttonHomeChoice, the Civic Offices, Roundshaw Homes, libraries and local access points, moredetails can be found at the back of this brochure. How does the scheme work?Once you have received your registration letter telling you which band you are in youcan ‘bid’ for properties that are available. You can find out which Council & HousingAssociation properties are available by:

How do I bid for a property?New properties that become available for letting are advertised from midnight onWednesday until midnight on Sunday each week. The advert will tell you whichband/s the property is available to and if any other restrictions or priorities have beenapplied.

You can bid for a property� By using the HomeChoice website at www.suttonhomechoice.org.uk� By using the automated telephone system on 0845 270 0727� By e-mail to [email protected], you will need to put your Housing

Application Number in the subject field and the reference number of the property youare bidding for in the body of the e-mail.

� By coming into the Sutton HomeChoice Office (located on the ground floor of the CivicOffices)

To bid for a property you must have:1. Your housing application reference number, and 2. The reference number of the property you wish to bid for, and 3. The date of birth of the first person named on your application. If using the Internet thedate must be used in the format of DD/MM/YYYY - example 02/01/2004. If bidding byphone you need to enter the date, month & year as prompted - example 02# 01# 2004#

Please note, you can only bid for properties that match your application criteria and thesystem will only accept one bid from each applicant per property.

When you place your bid you will be advised of your priority for that property. However,the system is not ‘first come first served’ so your position will change as other applicantsplace their bids. You can check your current position for the property you have bid for bytelephoning 0845 270 0727 and following the instructions or by using the website.

What happens next?Once the advert cycle has closed and all e-mail bids have been processed a list ofapplicants in priority order is produced.

If the property is owned by a Housing Association usually the top 3 (or sometimes more)applicants details are forwarded to the Housing Association (this is called a nomination)who will either contact each person in turn or contact all nominees at the same time. Youwill usually be invited to view the property and will be interviewed to check all your detailsare correct and that you are suitable for the property. If you are put forward as the firstapplicant (known as ‘first nominee’) you will not be able to bid for any more properties untilyou have accepted or declined the property, other ‘nominees’ will be able to bid as normal.You will be invited to view the property by letter or telephone and will normally be given 48hours to respond to the invitation. If you do not respond to the invitation the next nomineewill be contacted or offered the property.

Will I get the property I bid for?Several people may bid for each property that is advertised so this process does notmean that you are being offered a property.

Sometimes properties will not be offered to someone who has bid, usually if they areneeded for a Band 1 or Band 3 applicant.

Who will get the property?The person who is offered the property is someone who:

� Has bid for the property � Where the property is suitable for the household’s needs � Is in the band that the property is being offered to� And where the property is suitable for the household’s needs

Will I be told if I am not successful? Only the successful person who is offered the property will be contacted and told this.

If you are not offered a property, you will not be contacted.

Details of previous offers of accommodation are displayed in the HomeChoice office.

Is there a limit to the number of times I can bid?There is no limit to the number of properties that you can bid for. However we do ask thatyou only bid for properties that you would be interested in if offered to you.

Do I have to choose a property within a certain time?If you are in band 2, 5, 6 or 7, you can bid for as many properties as you like for as long as you like.

If you are in Band 4, you may be given a time limit to choose a property.

During this time, you need to carefully consider all propertiesavailable to people in your band. If you do not select a suitableproperty within a given time limit, a property will be selected foryou. If you refuse this property, the Council may not have anyfurther duty to provide you with housing.

� How many properties have been let� The size of the properties� How many bids were received for each property� The band and priority date of the person that the property was offered to

From the above information, you can work out your chances of being offered aproperty that you have bid for.

Are all vacant properties advertised in this way?No, not all properties are offered to people through the Choice Based Lettings Scheme.This is because some properties are suitable for people with special needs and theseproperties must be used for applicants with those needs.

Examples of properties that are not part of the Scheme are:

Properties suitable for wheelchair users that are allocated to those applicants who havea medical recommendation for this type of property.

Ground floor properties that are offered to applicants who have a medicalrecommendation for ground floor accommodation.

Extra Care Sheltered Schemes that are offered to applicants who are assessed asneeding this type of accommodation.

Properties that are used as temporary accommodation by the Homeless Persons Team.

How long will it take before I am rehoused?Unfortunately the demand for accommodation in the borough greatly outweighs the supplyand in most cases people have to wait a long time before they are re-housed. We haveestimated the amount of time applicants are likely to wait for housing but this can changeand will vary depending on the size and type of property you are waiting for. The moreflexible you are the less time you will have to wait.

Sheltered Housing

I have been told that I can bid for Sheltered Housing.What is this?Sheltered Housing is accommodation that is offered to older people to provide security butindependence.

Sheltered Housing is usually offered to people who are over 60 years old, but in somecircumstances people younger than this may be considered.

This type of accommodation is suitable for single people and couples.

The accommodation provided varies. Everyone has their own private bedroom and someproperties have a separate lounge. Also, each flat contains cooking and toilet facilities butsome people have a shared bathroom, with bath and/or shower facilities.

Some Sheltered Housing Schemes have a Sheltered Housing Officer and they all haveaccess to emergency help via an alarm system located in each property.

Some schemes provide extra care and support for people who need assistance with someday to day tasks. An assessment is carried out if people need extra care to see if the schemes that are available are suitable for them.

Can properties be withdrawn oncethe property details have beendisplayed and applicants have bidfor them?There are some occasions when property details aredisplayed, but later the property is withdrawn. This canhappen when:

� The property details are incorrect.� The existing tenant of the property is no longer able to move.� Major repair works are required to bring the property

to a standard where it can be re-let.� The property is needed for a Band 1 applicant.

How quickly do I have to move if I am successful?You will need to be ready to move very quickly, sometimes we will ask you to start yournew tenancy within a week of viewing the property. If the property is not ready for you tomove in to you may be given a bit more time.

If you are currently a tenant it is your responsibility to give the appropriate notice (usually 4weeks) and return the keys for your present property to your landlord. You will be requiredto pay rent until your current tenancy ends. Please refer to your tenancy agreement for thelength of notice you must give. If you are expected to take up the new tenancy before yourcurrent one expires, you may qualify for Housing Benefit on both properties, further detailsare available by contacting the Housing Benefit call centre on 020 8770 5444.

What happens if my circumstances change?You must let us know if any of your circumstances change.

Common changes you must tell us about are

� Moving to a new home� A change in your income� The birth of a new child� A change in your health, which is affected by your housing

When you tell us about a change that affects your application for housing, we may ask youto complete a new form and supply documents or information to confirm this change. Yourapplication will be put on hold until we receive this information and during this time, youcannot bid for properties.

Your application will be reassessed and may result in you moving to a different Band. Your priority date may also change. We will write to you and tell you about any changes toyour application.
