Executive Summary

Supply and Demand of Adult Basic Education and High School Equivalency Services in Georgia

The Adult Literacy Research Center (ALRC) at Georgia State University in collaboration with the Georgia Office of Adult Education (GOAE) at the Technical College System of Georgia (TCSG) are pleased to provide a description of a select sample of the supply and demand of adult basic education/high school equivalency (ABE/HSE) services in the state of Georgia. Please note that due to varying issues at the student, site, and community levels, we cannot determine whether the supply of services meets the demands of adult students. Therefore, this report is purely descriptive, and does not provide any correlational or causal relationships. Our key findings are as follows:

1. ABE/HSE services are distributed throughout Georgia with 334 ABE/HSE provider sites in 158 of the 159 counties. There are 61 HSE testing sites as well as 54 mobile testing labs.

2. Community-level engagement through the Certified Literate Community

Program is active in 87 counties and 2 cities. 3. There are 1,083,602 adults with no high school diploma (HSD)/HSE in

Georgia1. a. The percentage of adults with no HSD/HSE ranges from 6.3%

(Chattahoochee County) to 38.4% (Stewart County). b. 57% of adults with no HSD/HSE are male and 43% are female. c. One-third of Georgians without a HSD or HSE are between the ages of

18-34. d. Over 50% of adults with no HSD/HSE are 45 years of age and older. e. For adults ages 25-34, the percentage with no HSD/HSE ranges from

2.9% (Chattahoochee County) to 45.9% (Hancock County). 4. Almost 1 in 5 Georgians between the ages of 18 and 34 are not in post-

secondary school and do not have a HSD/HSE. 5. There are 25,340 Idle Youth (ages 15-19) in the 26 most populous counties in

Georgia2 who are not in school and not in the work force. In Coweta County, close to 10% of their youth ages 15-19 are idle and Clarke County has only 1%.

6. In 2017, Georgia had a low unemployment rate (4.3%) that has continued to

decline.

a. The unemployment rate for all adults differs county by county from 1.1% (Hancock and Telfair Counties) to 8.9% (Clay County).

b. The unemployment rate for adults ages 25-34 ranges from 0.4% (Hancock County) to 19.6% (Quitman County).

c. Close to ½ of those unemployed are between the ages of 20-34. d. Not having a HSD/HSE does not always translate to unemployment;

85 counties have low unemployment rates even though they have a high percentage of adults without a HSD/HSE.

i. For adults of all ages, 85 counties have a high percentage with no HSD/HSE and a low percentage who are unemployed.

ii. For adults ages 25-34, 54 counties have a high percentage with no HSD/HSE and a low percentage who are unemployed.

Scope of Work

The Adult Literacy Research Center (ALRC) at Georgia State University (https://education.gsu.edu/alrc) was contracted by Literacy for All (LFA) to provide supply and demand information regarding Adult Basic Education (ABE) and High School Equivalency (HSE) services in Georgia. In collaboration with the Georgia Office of Adult Education (GOAE) at the Technical College System of Georgia (TCSG) as noted below, a recent time period that was most closely aligned for both supply and demand was selected for review.

1. We compiled a list of ABE and HSE services throughout the state of Georgia. We used the listing that covers the TCSG’s fiscal year 2018 data (7/1/2017 -6/30/2018). As requested by LFA, our report does not include prison sites or sites that only offer English as a Second Language services.

2. We provided a description of the demand for ABE/HSE services in the state of Georgia based on Census Bureau data collected through the American Community Survey 2013-2017 5-year estimates. These data were selected for use based on the guidelines provided at: https://www.census.gov/programs-surveys/acs/guidance/estimates.html. American Community Survey data are collected over 60 months and the most recent time period is 1/1/2013-12/31/2017. Data from counties with populations of at least 65,000 are included in the last year of the 5-year period (2017).

o We were asked to define demand by LFA as: § Adults with no high school diploma or HSE by sex and age; § Adults ages 18-34 who are not in school; § Unemployed adults by age (not at work, actively seeking work, and

available to accept a job); and § Idle Youth in the 26 largest counties (defined by Census Bureau as

ages 15-19 and not in school or the work force - available only for 26 largest counties in Georgia).

3. We developed geo-coded maps to show a sample of supply and demand characteristics of ABE/HSE services.

Data and Data Sources We collected data on:

1. Locations of FY2018 adult literacy sites that are recipients of the TCSG grant and others as identified through the United Way, Dollar General Literacy Foundation, and Georgia Baptist Literacy Mission websites and offices. See Appendix A for URL or telephone listings of non-TCSG providers (Note: Given the nature of adult literacy, we assume that there are other adult literacy sites in the state that are not publicized through these sources).

2. Locations of Certified Literate Communities (CLC) and Certified Literate Community Participants (CLCP) from TCSG Data Reports.

3. Locations of HSE testing sites from TCSG Data Reports. 4. Adults with no HSD/HSE by age and sex from the Census Bureau American

Community Survey (ACS) 2017, 5-year estimates, Report B150013 . 5. Adults who are not in school by sex for ages 18-24 and 25-34 from the Census

Bureau ACS 2017, 5-year estimates, Report B140033. 6. Unemployed adults by age (not at work, actively seeking work, and available to

accept a job) from the Census Bureau ACS 2017, 5-year estimates, Report B230013.

7. Idle Youth in the 26 largest counties (ages 15-19 and not in school or the work force) from the Census Bureau ACS 2017, 5-year estimates, Report S09023.

Supply Related Findings

1. Service Delivery Areas ABE/HSE provider sites are divided into 23 Service Delivery Areas (SDA). TCSG data reports provide the unique number of ABE/HSE participants served in each SDA and is included in Appendix B.

2. Number and Locations of ABE/HSE Provider Sites There are 299 TCSG-funded ABE/HSE provider sites. These sites receive some or all of their funding for ABE/HSE services from TCSG through Workforce Innovation and Opportunity Act (WIOA) funding. There may be one type of class at each site or multiple types of classes at each site. The sites also vary by the number of students enrolled, by the number of classes provided, and by when classes are provided. This does not include prison sites or sites that only offer English as a Second Language services.

We were able to locate 35 non-TCSG-funded ABE/HSE provider sites4. These sites include 21 Georgia Baptist Literacy Mission sites, 2 CobbWorks Literacy Council sites, 2 ThinkSmart sites and one each as follows: Franklin County School District, Future Minds Literacy and Adult Education, Inc., Royce Learning Center, Action Ministries, North Fulton Community Charities, B.R.I.D.G.E., Conyers Seventh-Day Adventist Church, University of North Georgia, Gilmer Learning Center and Americus Literacy Action. This does not include prison sites or sites that only provide English as a Second Language. Given the nature of adult literacy, we assume that there are other adult literacy programs in the state that we were not able to locate. As can be seen in Table 1 and Map 2, the number of service providers sites per county ranges from 0 (Murray County) to 28 (Fulton County). Table 2 shows the breakdown of the number of TCSG-funded ABE/HSE sites per county and the number of non-TCSG-funded ABE/HSE sites (that we were able to locate) per county. Please see Appendix C for a listing of number of sites by county.

3. Certified Literate Community Program

The Certified Literate Community Program was created in 1990 by the State Board of the Department of Technical and Adult Education (DTAE), now TCSG, in an effort to engage community-level resources in collaboration with state and federal funding to address the issue of low adult literacy in the state. There are two designated levels of participation in this program. The first is to become a CLCP; there are 48 counties and 1 city with the designation of CLCP in the state. The second designation after meeting a goal to serve the majority of adult literacy students in their local community is called a CLC; there are 39 counties and 1 city with the designation of CLC in the state. Please see Map 3 for a visual mapping of the CLCPs and CLCs in the state, as well as Appendix D for a listing of CLC/CLCPs by county. As can be seen in Map 3, there are 39 counties with CLCs and 48 counties with CLCPs.

4. HSE Testing Sites

There are 61 HSE testing sites and 54 mobile testing labs in Georgia. Please see Appendix E for listing of testing sites by county. As can be seen in Table 3 and Map 4, the majority of counties that have testing sites have one site, two counties (Ben Hill and Cobb) have two sites, and one county (Fulton) has three testing sites.

Demand Related Findings

1. Adults with No HSD or HSE by Sex and Age

2. Adults ages 18-34 who are Not in School

As indicated in Figure 3, almost 1 in 5 Georgians between the ages of 18 and 34 who are not in post-secondary school do not have a HSD/HSE. See Appendix H for listing of adults who do not possess a HSD/HSE and who are not in school by age and by county.

3. Unemployed Adults

Georgia’s unemployment rate in December 2017 was 4.3%.5 As indicated in Figure 4, close to ½ of those unemployed are between the ages of 20-346. See Appendix I for a listing of unemployed adults by age and by county7.

4. Idle Youth There were 25,340 youth ages 15-19 in the 26 most populous counties in Georgia (over 58,000 people) who were not in school and not in the labor force. See Appendix J for a listing of Idle Youth by county. Figure 5 shows the number of Idle Youth. Figure 6 shows the Idle Youth as a percentage of all youth ages 15-19. Coweta County has close to 10% of their youth ages 15-19 who are idle; Clarke County has only 1%.

Geo-Coded Maps Geo-coded maps were designed using ArcGIS in collaboration with Dr. Daijun Dai of the Geosciences Department at Georgia State University. Categories of interest (based on discussion with LFA) were entered into the mapping system which allows us to analyze multiple categories of geo-spatial data. Please note that the information provided in these maps are purely descriptive and do not provide any correlational or causal relationships. In order to determine whether the supply of services meets the demands of adults, more information is required. To truly explore whether supply is meeting demand, analysis of the following types of information are required for each county:

• how many students are served at each site, • does the site have a waiting list, and • does the county border another county where there are sites with adequate

access for students who live in a different county.

It is also critical to explore the culture of the county. Not every adult who has literacy difficulties wants or needs adult literacy services to meet their individual goals. Finally, employment also matters; if many adults are employed there may be low demand for HSE services. Without this information, we do not know if sites in any particular county serve the number of students who need or want services. Without considering how many adults in any given county want or need HSE, it is difficult to determine whether the demand is being satisfied.

2. Percentage of All Adults with No HSD/HSE and Unemployment Rate

The percentage of adults with no HSD/HSE ranges from 6.3% (Chattahoochee County) to 38.4% (Stewart County).

The unemployment rate for adults ranges from 1.1% (Hancock and Telfair Counties) to 8.9% (Clay County).

In this section, we explore the relationship between the percentage of adults ages 25-34 with no HSD/HSE and the unemployment rate of adults ages 25-34 in map, table, and figure formats. Concluding Remarks

As indicated, due to varying issues at the student, site, and community levels, based on the information provided in this report it is not possible to determine whether the supply of ABE/HSE services meets the demands of adult students. It is highly recommended that GOAE staff be consulted before any conclusions are drawn. More information regarding supply and demand will be forthcoming in the next few years. For example, the National Center for Education Statistics (NCES) will be providing information on the literacy skill levels at the county-level using the Programme for the International Assessment of Adult Competencies (PIAAC) 2017 National Supplement data. The report is expected to be released by December 2021. As another example, the Georgia Partnership for Adult Education and Research, a federally funded research project involving both GOAE and ALRC, focuses on investigating a multitude of factors related to retention rates and learner gains at differing levels of the adult education system (i.e., site-level, teacher-level, and student-level factors).
