MODULE 1: JANUARY 11, 2019THE FIELD SUPERVISORS ROLE AND AN INDUSTRY OVERVIEWThe module will start by establishing the definition of a Field Supervisor then extending it to recognizing that they are in effect “managers-in-the-field”. The classic functions of management will be investigated including planning, communicating, staffing (team building), motivating and controlling/monitoring (measuring & managing).

This leads to the role of the Field Supervisor as a leader. Four leadership styles will be reviewed and discussed. A leadership self-test will allow the students to self-evaluate their positions as “leaders” vs “managers”. This is a not a standardized test and is designed to provoke discussion around the balance required between the two.

Industry Overview helps the Field Supervisor see where their job fits into the company, the industry, and the economy. The structure of the construction team is outlined. The cost, profit, mark-up, holdback, return on investment, and risk are presented. Students will also discuss how the impact the Field Supervisor can have on them on each situation.

MODULE 2: JANUARY 25, 2019CONTRACT, UNDERSTANDING COSTS & CHANGE ORDERSThe module will help students understand what a contract is and how it impacts the job. It will further investigate good and bad contract language. The CCA-1 2008 Stipulated Sum Contract will be reviewed emphasizing the clauses that help the field supervisor better manage his project. To further understand contracts, several case studies will be investigated.

Students will participate in several group activities focusing on different field situations impacted by the contract; laydown areas, planning and scheduling, reprioritizing, and changes.

The historical cost information cycle will be looked at from the development of the estimate, to the tracking and managing of costs, to understanding how the contractor gets paid. It will emphasize the role that the field supervisor plays in this cycle.

The final element of this module will address the confrontational issue of “changes” on a construction project. The CEC’s National Change Notice Guide and the Change Order Protocol will be used as the basis for reviewing how “changes” impact the job and how the field supervisor can better understand the process.

MODULE 3: FEBRUARY 8, 2019ON-SITE MANAGEMENTThe module combines the three important on-site management functions the field supervisor must perform well for the job in order to be successful; Tools & Material Management, Production Management, and Planning & Scheduling. It has a delivery time of 8 hours 15 minutes.

In Tools & Material Management, the Field Supervisor will learn to understand the cost of tools and the need to provide the necessary tools and materials to the workers when needed. In addition, they will learn about the need to develop a material handling plan for the job, the need to reduce waste, theft, and abuse of tools and materials. Understanding the “supply chain” and how far back in this chain the Field Supervisor can or should reach to better manage the procurement of materials for their job will also be explored. A large procurement exercise will illustrate the “supply chain”, the problem areas, and solutions to overcome them.

OVERVIEWAfter much collaboration with subject matter experts, CEC believes that it has the most comprehensive supervisory program available to the construction industry. Successful completion of the entire program will provide you with 5 Gold Seal points, 1 point per day.

TARGET AUDIENCEThe target audiences are foremen, supervisors, project coordinators or new project managers. Apprentices have also indicated that this course is very useful in helping them to understand the role of the foreman and supervisor thus assisting them in their day-to-day routine.

ON-SITE MANAGEMENT CONTINUEDProduction Management will change the Field Supervisor’s attitude from just getting the work done, to planning, observing, analyzing and improving activities. This module will also introduce the concept of “reliability” into planning construction activities as well as measuring and managing the planning to evaluate the level of success, the reasons for failure, and possible solutions for improvement.

The next important function of management is Planning & Scheduling. Bar charts and network or critical path schedules will be reviewed. A scheduling activity around the bar chart will be undertaken in groups, presented, and discussed. The module will finish with the introduction of resource loading and leveling and their impact on a construction project.

MODULE 4: FEBRUARY 22, 2019COMMUNICATIONSCommunications will deal with the importance and effectiveness of verbal communication and how pervasive it can be. It will address barriers and provide techniques for improving verbal communications. The Art of Listening will be recognized as part of the module and students will participate in exercises where they will learn the intricacies of listening.

Verbal communications will be further investigated in dealing with Customer Relations, Negotiating, and Networking.

MODULE 5: MARCH 8, 2019EMPLOYEE RELATIONSAn important role of the Field Supervisor is Team Building. In this module, students will learn how to build effective teams at the crew level and then at the project level. The module also includes a video presenting the “Fish Philosophy” which focuses around the principles of having fun at work, choosing the right attitude, being there for your team, and making a person’s day.

An element of Team Building is to better understand human nature and how to apply it to motivate and lead people. This module will study the principles of three leading social scientists, Maslow’s Hierarchy of Needs, Herzberg’s Theory of Satisfaction and Dissatisfaction and MacGregor’s Theory X and Theory Y and the assumptions that they provide about employees.

The Labour Relations portion of the module will look at the legal framework for the construction industry and the impact on the how the Field Supervisor manages the project with respect to their field staff. Such topics as diversity, harassment, employment contracts, human rights codes, and labour codes will be addressed.

Performance Evaluation will deal with Field Supervisors developing an on-site performance management system and using it to better manage their field staff. A small group activity will develop a possible checklist of technical and non-technical characteristics to evaluate a journeyperson.

Finally, the module will touch on progressive discipline and outline the three-step process for proper disciplinary action.

SUPERVISORYTRAINING PROGRAM

CEC INSTRUCTORRichard Worr is a registered Professional Quantity Surveyor with the Canadian Institute of Quantity Surveyors and a Gold Seal Estimator and Project Manager with the Canadian Construction Association. Richard started his career in the field as an apprentice learning the challenges of productivity in various construction environments having worked on large commercial and industrial projects. This knowledge led him into the contractor’s office where he applied his field knowledge as an estimator and project manager.

His undertakings include estimating and project management for heavy civil projects such as waste water treatment plants, ethanol plant expansions, nuclear and mining projects in the Canadian North. He has recently been consulting with contractors and other consultants in the processing and review of change orders on a variety of construction projects including condominiums and other commercial and institutional projects. Richard brings knowledge of cost control, claims negotiating, change management, contract management and project management to the estimating process and can identify cost issues early in the design when information is limited. His advice on issues regarding missing information or ambiguities in the design documents can help prevent future change orders and potential claims saving project time and money.

As a trainer to the learning community he continues to speak as an instructor at the University of Waterloo’s/CEC’s Project Management program. In teaching estimating, cost control, scheduling and change management for the project management courses as well as the supporting role of Dispatching he provides a wide range of familiarity and understanding of the subject matter.
